Abc7 news was at city college in San Francisco this morning as workers cleaned up a large limb that came crashing down from a tree. It damaged four parked cars. The city will pay for the car repairs. Crews worked to remove a sixth pine tree in oakland near highway 13. One lane of the highway was closed today as workers took down that tree. Flood risks will increase, especially as we head towards friday. Already a Flash Flood Watch beginning tomorrow morning running through 5 00 p. M. Flash flooding is possible on small streams and creeks. Lets look at the timeline tomorrow morning, 4 00 a. M. The rain moves in across the north bay at 7 00 a. M. It continues to shift southward by 9 00 a. M. Ill be back with the rest of the timeline and what else we may encounter coming up. In the north bay, many eyes on the Russian River. With more rain coming, it is expected to be near flood stage. Wayne freedman is live in guerneville to explain the plan to prevent the problem. Reporter good afternoon. Flood stage in guerneville is much higher than what were looking at. This is 14 feet. Flood stage is 32 feet. And we may see it by as soon as friday night. It is not a first, but it is the first in four years at lake sonoma, yet another Flood Controlled release. Its an impressive sight, unless youre carlos hernandez, a longtime chief engineer. Floods like this were very common years ago. Reporter a Flood Control measure based on levels at the now full reservoir above. A water release like this is all about planning and timing. From here down to guerneville, i think its a good day, day and a half perhaps. Reporter thats important to know, because experts predict big rains beginning tomorrow. They could push guerneville to flood level by friday night or saturday morning. But the fire chief had more pressing concerns. A big rig that slid off the route blocking the way into town. The female dispatcher claims the chief and other officers encouraged lewd jokes and simulated sex acts. He was promoted to chief in 2014. He has no comment today. The city manager wrote an open letter saying a recent investigation learned of past behavior by some Police Department employees that was inconsistent with the standards we expect. An exclusive iteam investigation uncovered a couple facing charges for sexually abusing their adoptive son. Tonight, the victim is speaking out and Melanie Woodrow is live in downtown san jose with the story of the young man suing his parts. Reporter thats right. This is the civil lawsuit hes filed, basically saying he adopted him and brought him from russia to the United States for the purpose of sexually abusing him. Tonight, hes sharing his story so that he can be a voice for other sexual abuse survivors. In 2000, a little boy from russia named dennis was given what he thought was a second chance. I lost everything. Especially being an orphan and this was my way of living again. Reporter abc7 news profiled the story of russian orphans, and the couple who soon became dennis parents. We became interested in the possibility of adoption. Reporter 16 years later, theyre facing 44 criminal charges, including continuous sexual abuse of a child and incest. Now theyre facing civil litigation, as well. Theyre still living in denial. Reporter according to court records, dennis said ralph flynn began abusing him when he was 9. There was a lot of fear because i had just gained something that what i believed was a gift. Reporter he said carolyn joined in when he was 15. He said he attempted to report the abuse and called 911. He said because he was older than 18, his report was brushed aside. Just bury it and go on with my life. Reporter a psychologist also called the Sheriffs Office. In january, the sheriff told the abc7 news iteam, we will examine how this official report was handled. Ralph and carolyn flynns attorneys declined to comment in the criminal matter. Both said they may not be representing their clients in the civil litigation. Now is the time to make it right. Reporter at 23 years old, dennis says hes finding his voice. As i told my truth, i realized i got more strength and integrity. Reporter he said hes sharing his story now so he can be a voice for other sexual abuse survivors. Carolyn flynn bonded out, ralph flynn is still in jail. I reached out to the Sheriffs Office how the initial complaint was handled several years before the flynns were arrested.
