The hospital says its also making contingency plans while continuing to negotiate with its workers. A father of two has become a grim and sad statistic. Oaklands first homicide of the year, 23yearold derek williams, was shot and killed at a gas station on bancroft avenue yesterday afternoon. He lived in sacramento and was visiting family in the city. Officers later discovered a 26yearold man from pittsburg had also been shot but was able to drive himself to a local hospital. He is in stable condition. A brutal attack in San Franciscos United Nations plaza is being called a hate crime. Police say the victim may have suffered traumatic brain injury. Officers have arrested a white man in his 30s. They say the suspect yelled a racial slur at a black man in his 50s, then struck the victim in the head with garden shears and a hammer. The injured man was taken to San Francisco general hospital. A bay area man is being held on bail of nearly a quarter Million Dollars after a wild freeway chase. He is charged with resisting arrest and evading police. Alameda county sheriffs deputies chased a white van from hayward to oakland with speeds reaching 100 miles an hour. The driver lost control at 980. Deputies say at one point people inside tried to throw drugs out the window but it ended up landing on the windshield of a patrol car. The california Highway Patrol says its officers are properly trained to deal with violent protesters. The latest violent incident happened on new years eve in downtown oakland. Protesters gathered to demonstrate against Police Brutality and some of them threw bottles, bricks and rocks at officers who were trying to keep the peace. Officers are trained regularly every year on how to keep their cool when dealing with hostile situations. The training includes role playing with trainers dressed up as protesters. Its a difficult situation when rocks and bottles and things, you are getting hit by that, but the idea of that training is to be able to distinguish between that so that we dont violate somebodys First Amendment rights. Highway patrol officers say california has some of the most uptodate training in the country. People living in california illegally may now apply for state drivers license. A long line outside the consul general of mexicos office in San Francisco today, all waiting to get paperwork and information on Assembly Bill 60, which allows them to apply for a california drivers license. The new law aims to boost safety on the roads make life easier and allow undocumented immigrants to be eligible for Auto Insurance. But not everyone thinks this is a good idea. I think it legitimizes being here illegally. It sort of condones you can be here illegally and its okay, you will get a drivers license. The dmv expects 1. 4 million undocumented immigrants to apply for a california drivers license in the next three years. Once they have their licenses, the new drivers will have to satisfy another state law, that is getting Auto Insurance. Abc 7 News Reporter david louie has been talking to Insurance Agents about that. He joins us from san jose. Reporter choosing coverage and paying premiums will be confusing and new to many of these new drivers some of them already in their 30s and 40s. Some of them also will be eligible for the states low cost insurance program. Insurance agents expect to see a burst of activity later this month as dmv issues those drivers licenses. The change will help families and expand insurance sales. They can get their children to school. They can take them to medical, to see doctors and they can also stay employed. From an energy standpoint what it means is that it gives us a more stable pool of drivers. Reporter uninsured motorists have always been an issue but now there will be fewer of them. However, not until they learn about Auto Insurance and liability. Nationwide Insurance Agent Dwight Johnson says education and outreach will be important, because the newly licensed drivers may never have purchased insurance before. Great majority have not. I think one of the things that this will do is give them a platform by which they can become knowledgeable based on california state laws and i think that in turn protects them and protects the community. A twocar accident in redwood city this morning put one person in the hospital and left one restaurant with some serious damage. Sky 7 hd was over the scene as this car crashed into the restaurant on middlefield road. Police say the driver lost control after hitting another car. The car then took a chunk of the corner wall and smashed through the front door. One driver was taken to the hospital but is expected to be okay. The Golden Gate Bridge is about to undergo a historic change next weekend. Lets take a live look at the bridge. A movable concrete barrier will divide traffic for the first time to prevent headon collisions and thats not the only change drivers will experience. Reporter well, all of the drivers that i spoke with are aware of the closure next weekend and they expect that the interior lane will shrink a little bit because of that new concrete barrier but they werent aware of the other changes coming for marin drivers. Traffic willing motorists heading into San Francisco can currently zip down at 55 miles per hour. Next monday morning, the speed limit drops to 45. I think thats kind of good because at the moment, people go 60 over that bridge very easily and nobody bothers them. Reporter tom thinks the slower speed will increase safety but others who live in marin and work in the city worry the new speed limit will lengthen their commute. Whether we like it or not we have to obey the law. But i dont see the reason that they should do that. I dont think its necessary. Reporter another barrier related change might cause some confusion.
