A woman who claims she was raped by an onduty San Jose Police officer is making startling new accusations tonight. According to the San Jose Mercury news, the woman alleges that officer jeffrey graves sexually assaulted at least one other woman months earlier. She says the department knew or should have known about his conduct but still failed to make sure he was with a second officer at all times. The officer is currently free on 100,000 bail and has been on paid administrative leave since march. Abc 7 news tried to reach the officer and department for reaction and comment but have not yet responded. City council just wrapped up discussing possible solutions to the Police Forces shrinking ranks. They have fallen to the lowest level in three decades. The force will have fewer than 1,000 members by july, the lowest level since 1985. The biggest problems are retaining and recruiting officers. City Officials Say its reached an urgent stage. I think everything is on the table. I think we recognize that we have very low Staffing Levels at this point so we need to look at all the options to ensure that our communities are safe and our officers are safe out there on the streets. The city council noted there are only 20 members in the Current Police academy with recent academies having an attrition rate of 20 . Despite the shrinking force, city leaders say National Data shows san jose actually has the lowest rate of Violent Crime of any big city. Police arrested a High School Student in union city today for making terrorist threats on twitter. The teenager is a student at James Logan High School and is accused of making online threats against the school and the students there. He was arrested on campus a short time after the threats were made and police now say he was making those threats as a hoax. He is still in big trouble. Bike thefts are on the rise in walnut creek. Police say there has been a 63 increase in stolen bikes since last year. The spike is attributed to the rise in prices for certain bicycle parts. There is just more people biking. More people are getting around that way. I know that its been, my own personal opinion, bo bike theft been a bigger problem in San Francisco and berkeley. I think its spreading more to the suburban areas. To help police get a grip on bike thefts, they are encouraging residents to register their bicycles. Right now that costs about 35. Over 25,000 are reported stolen, 15 of all of the bikes reported stolen in the country, by the way. Police are investigating a theft of more than 750 gallons of diesel fuel from a fremont gas station. It happened early friday between 12 30 and 3 00 a. M. At the valero gas station on mallary avenue. This Surveillance Video shows what happened. The suspect siphoned off the diesel from ground tanks over two and a half hours without being stopped. They used a mini van to pull up to the opening of the tank with a pickup truck behind it. That diesel was worth 2900. Rain and a good bit of it. A controversial plan to expand the oakland zoo is set for a final vote. The zoo wants to develop new exhibits in nolan park. Nolan park in the Oakland Hills now embroiled in year 17 of a political tug of war. Its wild. It belongs to the city. And the people of oakland. All a matter of what is best for the entire community. The neighboring oakland zoo wants to build a native california nature area which would take 45 acres of the ridge. It has City Council Votes and 60 million standing by to get the project finished. But they dont have support from the friends of nolan park. Among them, felda king who regards the plan as open space robbery. This is the crown jewel of this park. Why should we destroy it . The city of berkeley will decide tonight whether to slapstickers on gas pumps reminding people that burning fuel contribute to global warming. The plan is the first of its kind in the country. The labels are part of a plan berkeley voters approved to reduce emissions by 33 by the year 2020. Opponents say the labels violate the first amendment. Reporter well, this is all in keeping with San Franciscos official policy of being a transit first city. It is a 125 million project that is going to transform busy van ness. Its not a new idea but its the first for San Francisco and it will reshape virtually all of van ness avenue. The bus Rapid Transit system or b. R. T. Will give muni and golden gate transit buses one dedicated lane in both directions right down the middle of the street. That means instead of the current three lanes for cars, there will be two and more than 100 Parking Spaces will be lost. Some businesses like the Tattoo Parlor on van ness think that will be a disaster. There is more cars registered in San Francisco than there are Parking Spaces already. I think its just going to be more of a hassle than it is going to be a convenience for anybody. Reporter b. R. T. Is designed to improve reliability and speed up service for the 16,000 muni passengers on that corridor every day. In oakland the city council will decide tonight whether to advance the bus Rapid Transit project. That project would run on international boulevard connecting downtown oakland and the san leandro b. A. R. T. Station. It is projected to increase ridership from 25,000 to 36,000 customers a day. The Transit Agency hopes to open that line in 2017. There is a plan for bus Rapid Transit on the peninsula. The dedicated bus lanes would run on El Camino Royale between palo alto and san jose. Some are concerned the project will increase congestion on the local streets. A study has been conducted to determine the feasibility of the project. The findings will be revealed tonight at a public workshop in san carlos. On to consumer news. Buying new tires for your car can cost a lot of money. Amazing how expensive they have gotten. A lot of people maybe are tempted to buy cheaper models from overseas. But are they safe . Consumer reports is partnering exclusively with 7 on your sides Michael Finney to find out. Remarkable what we found. Tires from china can cost far less than better known brands. Consumer reports included three of these types of tires in recent tests and found they are no bargain. They didnt earn high scores for performance and one could actually be a counterfeit. Tires are expensive. Most suv truck tires Consumer Reports recommends cost more than 150 each. So this 95 tire from china, the pegasus advance suv seemed look a bargain. When Consumer Reports put a set of those tires through its standard tests, they came in at the bottom of the rating. These tires did not grip well in snow. They were short in terms of tread life when compared to the other model and made for a rough, noisy ride. Even worse, the tires could be fake. The u. S. Based company that owns the pegasus brand says it stopped using the chinese factory that made the tires three years ago. A letter from apis chief operating officer says many of our molds went missing. We have no idea who may have made these tires, nor what they put in them. Consumer reports bought the tires from that website tires easy. Com. Its president says the tires came from an importer. We contacted the importer and several Government Agencies and unfortunately, no one is really owning responsibility. That leaves the consumer little recourse should something go wrong. This morning officials cut the ribbon to celebrate the reopening of the first green of the San Francisco lawn bowling club. The green under went months of renovation that included new walkways, back boards and fences. The game is played with balls that are not perfectly round, interestingly enough. Fans say that makes it more challenging than bocchi. Small will be narrower, some will be wider. Its just a very challenging game. Its like chess, if you will, as opposed to the checkers of bocchi. Showers arrive during the morning commute, brief heavy rain on thursday and we are looking at a basically wet pattern on saturday. When you take a look at the satellite and radar, heres our first system. This cold front is getting closer and that means the rain is getting closer. Now, a fast mover comes through on thursday. That trough you are looking at. Then a wetter system on saturday so quite a bit of moisture tapping in to that system there. So wednesday morning, 5 00 a. M. , when you get going, spotty light showers. Do expect some slick roadways around 9 00 a. M. , little more coverage of the wet weather and really, the afternoon, things start to taper. By evening its long gone. System number two comes in with some moderate to heavy rain thursday morning, noontime when you are grabbing lunch, make sure you have the umbrella with you.
