San Francisco Police want to find the robber who shot a man Near Civic Center plaza early this morning. Witnesses say a man demanded cash and other items from a group of people just before 3 00 in the morning. The victims gave their money to the robber but he then shot one of them in the torso. Witnesses say the robber wore a black hoodie and black pants. The victim is being treated at the local trauma center. Police today identified a man who was shot and killed by a stray bullet in san jose saturday night. 24yearold Richard Watkins was an innocent bystander. He was killed standing in front of his own house as relatives parked a car. The bullet was apparently intended for one of those relatives. Doctors expect a woman to recover after she was hit by a car near an Elementary School in east san jose. It happened at cafe drive and newton avenue near anthony elementary this morning. Police say the driver remained at the scene and is cooperating with investigators. They are now trying to figure out who is at fault in this accident and whether the driver will be cited. The family of a 12yearold novato girl killed while crossing a busy street on her bicycle has settled their wrongful death lawsuit against the city and two others, including the drivers employer. Haley ratliff was heading home from school when she was hit y y a man speeding in a company suv on novato boulevard in september, 2012. The family sued, claiming the driver was reckless and the roadway was dangerous. The family will receive 1. 1 million, 800,000 of it from the drivers employer. The man in santa cruz who did a good deed for somebody too drink to drive is now wanted for burglary. Police are calling this man a bad samaritan. Surveillance video from september 21st shows the man and his young daughter leaving the home of a stranger to whom he had just given a lift. He waited in his car for the homeowner to fall asleep, then went back and carried out a tv. In fact, he made several more trips. He stole a total of two televisions, a computer, furniture, golf clubs, suits and a tuxedo. Not a nice guy. Cal trans says it will run a series of tests during the next few weeks to rule out longterm problems at the new bay bridge. The latest concern centers on water found by some steel rods. Lets boil this down to the simple terms. When taxpayers spend more than 6 billion for a signature bridge, they expect the job to be done right. Well, someone got a little shoddy in this case. Its not so much about the money this time, just confidence. Confidence again. This is a safe bridge. Reporter certainly not as sound as californias taxpayers might expect even if its just a little thing. Another little thing. Its not acceptable, okay . How would you characterize it . Workmanship issue, right . Its not acceptable. We are going to fix it. Reporter down near the bottom where 26 foot long steel rods connect the tower to the base, cal trans has found a new problem. 17 rods among 424 that are not completely grouted, allowing water to enter, collect and potentially ruin their Structural Integrity through corrosion. How is that standing water that was there during construction for sure, is it absolutely coming from the rain and the splashing from the bay, or is it potentially coming from anyplace else. Reporter cal trans suspects rain. They hope rain, not leakage. The discovery conjured visions of the previous rod fix, one in which cal spent 25 million. The concern this time, that cal trans had noticed this corrosion previously but did nothing about it. Well, they did do tests. 6 million worth of tests, to assume rod strength and resiliency. One test is worth 1,000 opinions, right . Thats why we went to this. We no longer have to opine. Reporter no. Now they must grease, paint, check and maintain. Thats all the engineers say. No big fix needed again. Things like adding some paint over a small length of rod and putting a grease cap on it, those are not expensive things at all. But obviously 25 million fix on the top of the pier, thats not expected. Reporter nor at this stage of the project is any threat of doubt. From treasure island, Wayne Freedman, abc 7 news. Governor jerry brown signed several bills into law today, including the nations first statewide ban on single use plastic shopping bags. That sound of rustling plastic will no longer be heard in supermarkets and big stores when the law goes into effect next summer. It will extend to Convenience Stores and smaller businesses in the summer of 2016. Opponents say banning plastic bags will cost manufacturing jobs in california and impose unfair costs on consumers, who are charged every 10 cent for every bag. California will also be the first state to allow family members to seek a judges order to remove guns from relatives who appear to pose a threat. Law enforcement may also do the same with people they deem to be a danger. The governor also signed a bill dubbed the revenge porn act 2. 0. It expands the existing law making the a misdemeanor to pose graphic images or footage of someone online with the intention of humiliating them. Victims in those cases will now be able to pursue legal remedies like restraining orders and injunctions while using a pseudonym to protect their identities. Governor brown also signed a bill requiring limousines that receipt up seat up to ten passengers be equipped with fire extinguishers. The limos must be inspected every ten months. A large number of parttime workers at starbucks, macys and other retail outlets dont know their schedules in advance and a San Francisco supervisor says that affects families. Today supervisor david chew introduced legislation targeting chain stores known in San Francisco as formula retail. At places like starbucks or target or walgreens have at least 20 employees, there would be new requirements. First, when an employee is hired, an employer will be required to provide a good faith estimate of the minimum number of hours that employee would be expected to work. Secondly, formula retail employers would be required to post a schedule 14 days in advance. Reporter workers would receive extra pay if those mandates are violated. The chamber of commerce has concerns. Because any time you legislate on the way people operate their businesses, theres a problem trying to draft one piece of legislation that fits numerous different business models, both size as well as type. Brentwood police are urging folks to be a little extra careful after a Mountain Lion was spotted. The neighbor saw the big cat off Copperfield Court near the Brentwood Hills subdivision. Police notified state wildlife officials. Experts say if you see a Mountain Lion, stay away from it and call 911. From Mountain Lions to goats. A herd of goats reducing wildfire danger. A thousand goats will graze on grass growing near the shopping center. Thats quite the sight, isnt it . The grass is considered a nonnative species, looks like lunch for them. The Golden Gate Bridge district owns that land. Goats cost less than hiring people with machines. Goats will stay on the job for a few more weeks. A fire burned part of the area in january. Fighting fires can get expensive. California has already burned through its entire wildfire budget, 209 million, just three months into the fiscal year and with more fire season ahead of us. Governor Browns Office says california has borrowed 70 million in reserve funds to help fight wildfires. The king fire is now 92 contained but it burned more than 150 square miles.
