According to courthouse news service, the lawsuit is about that system. Caltrain had to deal with the illinoisbased rail transit contractor parsons to install it on the bay area railway network. Now, basically, the system is designed to overcome human error like conductors being distract, asleep, or traveling too fast and stop the trains in the event of an impending collisions. Caltrain alleges parsons missed the october 25 deadline so they terminated the contract last month and sued the company. Parsons says caltrain is partially responsible for the delays and has turned around and sued caltrain. Richmond became the first bay area city to pass a similar resolution two weeks ago. New this morning, hawaii has filed the first lawsuit against the president s new travel ban. Attorneys filed a new 40page request just before midnight last night, asking a federal judge to issue a temporary restraining order against the ban. The president signed a ban, banning all refugees for 120 days. Hawaii and the Justice Department are asking the judge to fast track the issue so its heard before it goes into effect a week from tomorrow. An incredible breach at the cia. Wikileaks has published thousands of documents that, if authentic, expose some of the most powerful u. S. Intelligence tools. Officials say the 8700 documents posted on wikileaks appear to be authentic. It includes cia programs with code names like after midnight and brutal kangaroo. New details in sundays fastmoving fire in vallejo that destroyed 16 units of the travel inn. Investigators now say the fire started in a downstairs unit. Theyre still trying to determine the exact cause, though. You can see how quickly the flames spread from that unit to one above it where several gallons of gasoline were being stored on the balcony. Officials say vallejo firefighters just happened to participate in training drill at that exact travel inn three weeks before this happened. San jose is now hearing that damage to private homes from the coyote creek flood may not be enough to meet femas requirements for reimbursement. It looks like federal money may only cover public buildings that were damaged and street cleanup. The city may have to use its own general funds to help victims and to restore infrastructure. The Mayors Relief Fund has raised 6 million so far and that certainly sounds like a lot of money, but consider that the damage is estimated at 73 million. Governor brown is asking President Trump to issue a third major disaster declaration because of damage from januarys big storms. This one would be for the period between january 18 and the 23rd. The two previous requests covered desz and early january. Brown says the storms caused flooding, breached levees and left an estimated 55,000 homes and businesses without power. A disaster declaration makes federal aid available to state and local governments. Happening today, the state Senate Begins considering a bill that could raise gas taxes to fix the states dilapidated roads. It would raise 6 billion by increasing the gas tax up to 12 cents a gallon over three years. The vehicle Registration Fee would go up by 38 bucks and owners of zero emissions vehicles, youre going to have to pay a 100 fee under this plan. The legislation is set to go before the governance and finance committee today and heads to the state legislature in two weeks. That pickup truck was in a car chase in los angeles. They were in pursuit of a robbery suspect and the woman that he allegedly kidnapped. Chase ended in a crash in south l. A. As we saw. There was also a shootout involving police. The victim did have several stab wounds but they say she was not hit by any of that gunfire. No word yet this morning on how that victim is doing. The driver was trying to outrun deputies in lancaster, hitsing speeds up to 75 miles an hour. You see officers trying to slow him down with the spike strips. Deputies eventually hit the suspects suv and that caused that spinout. He then tried to make a run for it. He didnt get very far. One of them tackled the man to the ground. He was wanted for assault with a deadly weapon. For the first time, we have hearing from the husband of a south bay woman who was severely burned during a plane crash last week. Stacy pierce remains at a Riverside County hospital following the crash that killed her mother and stepfather sp left her friend badly hurt. The plane was bound for san jose and crashed shortly after takeoff in bed weather. Pierces husband is relying on faith now to get him through this tragedy. All day, i told my wife, please take a commercial flight home and she said no, well be fine. Im terrified that she wont make it. But im putting all my faith in god and i think shes going to i believe shes going to pull through. She has severe burns on her back and doctors had to amputate both of her legs. She had not been told yet that her mom and stepfather are dead. The cause of the crash is under investigation. Passenger eric butler took this video. The train stauld on the tracks and it took crews about a half hour to get that stuck train out of the tunnel. Still no word on why it stalled. Australian maritime crews rescued two sailors from this disabled yacht this morning. The yacht had broken a rudder and was being tossed about by 20foot waves and gale force winds. A Communications Package was dropped from the back of the plane to the yacht. A police boat plucked the two sailors off the yacht and brought them on to shore near sydney. Work on the Dakota Access pipeline will go on. A federal judge has rejected a native american tribes request to temporarily stop the construction of that controversial pipeline. The Cheyenne River sioux tribe claims it violates its religious freedom because of its placement under a lake used for sacred ceremonies. The judge dismissed that argument. The Trump Administration is moving to roll back fuel economy requirements that president obama ordered in the final days of his presidency. Under the obama rule, new cars and trucks would have to get an average of 36 miles per gallon by 2025. Now the epa is close to reversing that decision. The first one in san rafael, southbound 101, before you get to the 580 merge there at central san rafael off ramp, we had a crash blocking the left lane. That did clear about 10, 12 minutes ago so a little bit of a backup remains but those speeds are starting to increase. Also, southbound 880 crash just past the 238 merge. That one cleared up as well so as we zoom out just a bit, these speeds are starting to recover but northbound 238 there about 36 miles an hour and 28 miles an hour. I think that cleared early enough.
