Westbound 4, 15 minutes and just 18 minutes, southbound 101, san rafael to San Francisco. We do have issues with mass transit today. Ill talk about that coming up. The mandatory evacuations remain in place this morning for 188,000 People Living below the oroville dam. Everyone is stressing. The dam itself is safe. The concern, of course, is over the dams emergency spillway which is still at risk of failing. Crews are racing now to fill a giant hole that opened up. They hope to drop the lake by 50 feet before rain comes back this week. Right now, it is down 10 feet. Fema has mobilized a 24hour task force to work with other agencies. Evacuees being told to be prepared to be out of their home for days, possibly even weeks. And we dont know yet from the white house on whether it will grant governor browns request for emergency funding. Meteorologist drew tuma watching the storms right now. The spormz are going to hold off until thursday morning so Mother Nature is cooperating at least for the next 48 hours. Future weather, taking you into the oroville area, were tracking three storms. The first one will raf thursday morning and you can see with that pop of yellow, 7 00 in the morning, that is some heavy rain that is falling. Then we see another storm move in friday evening as well and then a third one moves in sunday evening. So the issue is more rainfall is on the way. Potential rainfall, look at this, could see anywhere from 2 to perhaps 3 inches around the oroville area so something theyre watching very closely, guys. A federal official reveals that the oroville dam has been running under a series of temporary licenses for about ten years now. Its old permit, which is good for 50 years, actually expired in 2007. The state department of Water Resources applied for a new 50year permit before the old one expired. The federal agency says it just received all the information it needs this past december. There is no word this morning on why it took so long to gather that information. Lurnt governor gavin newsom toured the operation yesterday and he said the emergency is a wakeup call. The shasta dam in reading has similar problems. Many evacuees are staying in shelters. Others are turning to hotels while they wait this emergency out. And look at this. Abc7 news was in fairfield where a big family from uva city was staying. They shared with us their evacuation story. Gand ma lives across the street, ran across the street, told her and all my cousins. It was a pretty hectic scene because you dont know whats going on. Did you want to go . All 40 members of this family are staying in the same hotel. The Utility Company provided a few hours of escape for evacuees and offered 400 tickets for a free movie i should say say, offered 400 tickets for a free movie. With nationwide attention on the oroville dam, we wanted to check one out that we pass every single day. Wayne freedman has more on the safety of a much older dam. Reporter this is a view people around oroville dam may have wished they could appreciate tonight but it happened more than 100 miles away. This is going to take us down. Reporter were at Crystal Springs reservoir where an orovilletype crisis is highly unlikely now. It survived the 1906 earthquake. Reporter dan wade directs dams for the San Francisco Public Utilities commission which operates Crystal Springs and others to supply local drinking water. In 2003, they embarked on a 4 billion systemwide upgrade. This just one of many. Weve upgraded our infrastructure so it can withstand what we think is out there under the worst case scenario. Reporter the Crystal Springs Reservoir Dam was a wonder of the world when it opened in 1888. The largest concrete dam ever built back then but a study showed its original spillway would be insufficient for handling worst case storms. So as part of the upgrade, the sfpuc raised the dam by 9 feet and more than doubled the size of its spillway. The dam can now drain. We can let more water out more efficiently and faster. Reporter well, natasha, when youre here at the dog park, you want to avoid standing water. Theyre saying that this disease, this bacteria, can live in water. So you dont want your dog drinking from the puddles that we have right now because she could catch the disease. One Veterinarians Office here in San Francisco says it has seen five cases of in the thats few months. They usually see one or two a year and they think it could be because of the puddles we have now. A 13yearold cattle dog named gertie died from it. Her owner wants to get the word out to other owners. Shes too emotional to talk on camera but she did talk over the phone. It came on pretty hard and fast, which is the scary part. Just getting reports of a new crash in the sunol area. Southbound lanes of 680 just before you get to andrade. Initial calls saying nine to ten vehicles involved. Not sure how many lanes are blocked right now. Waze shows a lot of reports of a major crash in the area. Thats pretty much all the information i have for now. Ten minutes from now, i should have a lot more details for you there. And a quick check of the bay bridge toll plaza. In those last few minutes, the metering lights have been flipped on. Also want to show you highway 17 out of santa cruz, that is getting quite busy so next traffic report at 5 40. New numbers this morning. The oroville dam crisis. The water level has dropped two feet in the last seven hours. That means its about 10 feet below the lip of the dam is the goal is to get down by 50 feet ahead of the approaching storms. 188,000 People Living below the dam are still under a mandatory evacuation. The emergency spillway is at risk of failing and crews are racing to fill a giant hole that opened up. Were going to continue to work on the challenges that we have with this facility. As indicated, were working to really dig down into the reservoir and move as much water out of that reservoir so we have space for the storms that we expect to come in as well as the snow runoff later this spring. The white house has yet to respond to governor browns request for emergency funding. We are getting a unique perspective on the situation in oroville this morning. Chp releasing video which shows what the dam looks like at nigh, using night vision. Im wondering if we can get to that video. The infrared cameras help them see the dam and spillways more clearly and keep an eye out for any new problems. Here it is. The agency has three helicopters and two airplanes currently patrolling in oroville. And a closer look at the dam at the center of the mess. The oroville dam is 770 feet tall, it is the tallest in the nation, beating the hoover dam by almost 50 . Lake oroville has a capacity of more than 3. 5 million acre feet and that is enough water for about 6 million california families for an entire year. Its the second largest reservoir in the state, shasta is actually the biggest. This weekend marked the first time the emergency spillway had ever been used. All this is a huge problem for 188,000 people who got chased out of their homes are very little notice. They have no idea when theyre going to go back to their house. Many evacuees left the area and are staying in towns to the north and west. Really anywhere out of the way of potential disaster. Officials say once they know when the Evacuation Order is going to be lifted, theyre going to announce a plan for people to return in an orderly manner. Manner. Chp got word that a little boy was celebrating his birthday so they threw him a party. The man who filmed it said that he saw officers walking in with balloons, so he decided to pull out that camera. One woman and her family are deciding to stand their ground in downtown oroville. She says she is not surprised to hear the spillways are compromised because of all the rain this winter. No thoughts of evacuate something. No. I have family that lives farther up and outside of town, so if anything were to happen, we would just slide that direction further but i think were all right here. She says the backside of her home leads into a hospital parking lot so her family can get there quickly if they need to evacuate. Abc7 news was in downtown oroville last night. Only a few businesses remain open and local police are among the cars on the road. They are checking to make sure looters dont move in. We have new details from the Alameda County sheriffs office. They are taking in 579 inmates from butte county. Sergeant ray kelly tells the chronicle that it does require added guards and personnel so there could be overtime required. Sky7 was in dublin above the santa rita jail. It took 80 people and five buses to transport the inmates. Chp provided an escort for the school buses. Its an unexpected cost of this new administration for Palm Beach County in florida. Get this. They now have 1. 5 million in overtime costs since his election in november. And its all because they have to help the secret service whenever President Trump goes down there. The sheriff has said hes confident the money will be reimbursed by the federal government but who knows. The county has requested the money back after trumps initial fiveday visit to maralago in november. But heres the catch. He keeps going back, like this past weekend, hosting japans Prime Minister shinzo abe. And apart from november, the total is 16 days hes been down there so that bill just keeps increases and increasing. President trump is going to have to name a new National Security adviser following the resignation of Michael Flynn. He stepped down last night after reports he misled white house officials about his contact with russia. In the resignation letter, flynn said that he held noum rouse calls with the Russian Ambassador and gave, quote, incomplete information to the white house about those discussions. Flynn also says he apologized to the president and the Vice President. Among those being considered to replace flynn, retired general david petraeus, and retired vice admiral robert harward. The president has named Keith Kellogg acting National Security adviser. Kellogg has ties to the bay area. He earned his bachelors degree at santa clara university. After he left the military, kellogg worked for defense companies, including oracle. San Leandro Police are asking for your help in tracking down the driver who shot and killed another driver. It happened two blocks from interstate 880. Police found the victim in the parking lot of Kaiser Hospital because his wife drove him there. She tells detectives that her husband got into an argument with another driver and that person opened fire as both cars traveled down the treat. The woman whos identifying herself as his wife slid over in the up against the driver, the victim himself, and actually operated the vehicle. She drove him to kaiser where the staff found her screaming for help. Doctors pronounced her husband dead in that parking lot. Two Young Children in the car were not hurt. San Francisco Police are alerting people about an uptick in aggravated assault. In fact, one recent attack involved two men hitting a 34yearold woman from behind and knocking her to the ground. Has been staffing the warm springs station fulltime with eight workers, even though no trains will be running here for at least another two months. The warm springs extension project is a 5. 4mile b. T. s website says only a small amount of relatively minor work remains to be completed but why staff it with someone here every weekday from 4 00 a. M. To midnight. The chronicle quotes b. A. R. T. Officials as saying the Union Contract allows employees to only sign up for station postings twice a year, january and august and officials put the station on the august list thinking it might have opened before now. B. A. R. T. Spokesperson told the chronicle, imagine if we were ready to open in november but didnt have staff and had to wait until february to open. That would have been poor planning. Or use some surface streets as well. Also not looking good at this point, highway 17 at vine hill road, mudslide blocking the np lanes. The southbound lanes are being shared so one lane open in each direction. Same thing we saw yesterday. At least a fivemile backup if youre coming through the Scotts Valley area and those are pretty heavy speeds so some extensive drive times and well check on that. A man faces charges this morning in connection with an attack in an auto shop in palo alto. Police say david oakley was angry because he didnt get the part he wanted. Officers say he put up a fight when they arrested him. Happening today, a move to prohibit the sale of dogs and cats that are not from a rescue organization. The San Francisco board of supervisors plans to vote on a law. The goal is eliminate the number of pets that come from puppy or kitten mills. Southbound 680, walnut creek to dublin, 14 minutes, southbound 101, santa rosa to San Francisco, contactually an hour.
