Its transitioning to a 1 right now. Let me show you how thats happening. Were still feeling the effects of the heavy rain overnight. And you can see a little moderate rain around san mateo and then through livermore and out highway 4 into ant i dont care and discovery bay. Were transitioning to greens, which is when were going to get the 1. Let me get you updated on the Flash Flood Warning. You can see the San Lorenzo River overflowing and flooding is possible until 6 45. Weve also got flash flooding up in Sonoma County. As the lano road is getting flooded by the colgan creek and the rest of us could have ponding on the roadways and thats the biggest threat until at least 5 45. And thats the challenge i had this morning, alexis. Oh, boy, yeah, that was not fun and you add really limited visibility on top of that and it is a dangerous commute this morning. Heres a live look at southbound 680 through walnut creek, so that is starting to fill in and slow down and yeah, its not great anywhere this morning. Our drive times overall are okay at this point. Westbound 580, 36 minutes. Southbound 680, really, really wet right now through dublin down to mission boulevard, 17, and northbound 85, you just saw that switched down to 16 minutes, but a ton of reports of flooding this morning, several crashes too. Amy hollyfield is tracking conditions on the roads for us. Amy, its been a busy morning out there. Very busy. Im going to show you the latest situation that police are dealing with. A car well, this minivan right here crashed into three parked cars, which you can see on the other side of this street. This happened on brotherhood way in San Francisco. The Police Officer here tells me this is the taraval district. They say weather was likely a factor that this driver was probably going too fast for the conditions, probably slid on the slick roads and also had visibility issues because of all the rain that was coming down. No one was hurt in this situation. Thats the good news. They are waiting, though, for tow trucks to come to clear out this situation. I found some shelter here, under the felton Covered Bridge and the rain is still coming down pretty good right now at about 5 00 a. M. And you can see the San Lorenzo River right behind me, we moved under the bridge so we could get a better view of what is taking place here. We have a Flash Flood Warning, a Flash Flood Watch and a flood advisory, and if you look, the rain is still coming down so a lot of concern here in the Santa Cruz Mountains. Of course, be careful driving up here. The heavy rain caused mud and rock slides, no road is immune. Weve seen rocks on highway 9, the chp is reporting a tree across the road and mud and debris on highway 152 west. Just be careful driving. The rain has not let up, and i got word from our assignment desk that there is a tree down on idlewide and 17, the northbound direction. That can cause big problems for the morning commute. And the San Lorenzo River here, the flood stage is 20. 6 feet. The latest observation about 45 minutes ago has it at 18. 79 feet, so there is room to grow, but not much. If you are heading to sfo today, this is going to be an issue. Bad weather is causing early delays this morning. We just checked flight tracking website flight aware. It shows seven canceled departures and 13 canceled arrivals, thats up slightly from the numbers we got from the duty manager about a half hour ago and still very early. No cancelations for san jose or oakland, one delay each. More than 100 flights in and out of sfo were canceled yesterday because of the rain. Strong winds are producing powerful waves. Check this out. Abc 7 news was in pacifica last night as huge waves punded the kn Municipal Pier there. When youre watching all that rainfall, its hard to think of the drought. If reservoirs in the east bay are any indication, were looking okay. Our system capacity is at 80 overall so thats all the reservoirs and storage, and thats really good but looking forward, we do need the snow the snow pack to be healthy as well. And theyre monitoring the levels of all seven reservoirs that fall under the east bay utility district. January is off to a good start with rainfall but its still too soon to determine the actual impact. Oakland mayor libby schaaf plans to return the new police chief. Anne kirkpatrick is going to head the department. She becomes the First Female Police chief in oakland. She worked at police chief in spokane, washington, and was picked by Chicagos Police superintendent to head the departments new bureau of professional starts. Oakland pd was at the center of a bay area sex scandal involving an underage prostitute. The department has gone through three chiefs since then. A Senior Policy Adviser to former state attorney general will lead oaklands fight against street violence. She will be the citys first director of public safety. She is an oakland native and part of johnsons job be focus on rebuilding trust in Oakland Police following a series of scandals. The warriors will break ground on their brandnew San Francisco arena on january 17 at noon. The chase arena will be built in the citys mission bay neighborhood. Southbound 680 off ramp to eastbound 580, weve got water across all lanes between 6 and 8 inches deep. That is not good which would ift at a high rate of speed. Hearing that a lot of vehicles are just hydroplanes through this area and napa, lane closures and even some full closures at times between highway 12 and 121 and 116 there in the napa area and mikes been talking about the flooding in Sonoma County as well this morning. On top of that, we have high wind advisories, bay bridge, richmo Richmond San Rafael bridge, it is treacherous. Thanks for the warning. A mysterious odor wafting over San Francisco is back. This is new video that we just got from the scene. A big investigation is underway right now. Our abc station there reports two officers and a sergeant confronted the 18yearold when he fired a gun into a Hangout Lounge earlier this morning. He reportedly ran away, suddenly turned towards the officers with a gun in hand, and two officers fired. That 18yearold died at the hospital. No officers were injured and there were people still inside the lounge at the time. None of those people were hurt. Natasha, back to you. Thank you so much, jessica. A School Resource officer in North Carolina is on paid leave this morning after he slammed a High School Girl to the ground. All of this caught on camera. Take a look at your screen. The cell phone video shows the officer picking her up and look at that, throwing that student to the ground. This appears to be a violent act, but many of the students who were there are actually coming to the defense of that officer. They say he was trying to gain control of a situation involving two girls fighting. One of them was the sister of the girl in the video who was trying to defend her. A San Jose Police wanted to know what or who is cause ago series of small fires along the 101 corridor. The latest happened yesterday morning. Several suspicious fires were also started along highway 101 near story ode over the weekend. This has been becoming a chronic fire in this same location. Weve had over a couple dozen of these calls over the past few weeks in the same location, same area of the freeway. In most of these cases, palm trees are the source of the fire. We saw lots of charred, exposed wiring near homeless camps. Also nearby, highway lamp posts had copper wiring yanked out. Residents in the area tell abc 7 news they have seen a homeless man chopping down trees, yelling that they are evil, and reportedly setting some on fire. Police have not sard if theyre looking for any particular individual but they are investigating. A massive man hunt underway right now for an escaped rhode island inmate accused on Sexual Assault on a child. Police say this former Army Reservist broke out this weekend by cutting through a fence. Abcs Lindsey Davis has the details. Reporter in this mornings gma first look, federal authorities are on a round the clock man hunt for this man, 35yearold James Morales, an escaped inmate. Mr. Morales has the potential tore dangerous. Reporter the former Army Reservist broke out of this maximum security ward at a federal Detention Center in rhode island on new years eve. Our immediate priority has been and continues to be to find James Morales and get him off the treats. Reporter morales faces charges for Sexual Assault on a child and for stealing 16 guns from a u. According to the examiner, the source of that rotten egg smell continues to elude investigators. They say the chevron refinery and west contra kcosta facility remain possible sources. The smell was first reported on december 27. There have been no medical complaints associated yet with the odor. California drought watchers are feeling optimistic about the wintery blast pelting the sierra this week. Surveyors for the department of Water Resources say it should help our snow pack. They took the first manual measurement of the season yesterday in el dorado county. It shows show levels are below average, about half the normal amount but they say its a good start considering just two years ago, the survey was taken on a dirt patch when the drought was much worse. We hope storms like the one were getting right now may help our drought but mike, it was downright scary on the roads this morning. It definitely was. It was time to slow down. The heaviest of the storm is pushing through right now and the biggest burden on you if you want to look at it that way or the highest of the danger is right now. Look at the north, were starting to see a tapering already of this heavier rain and you can see it through 9 00 and then by noon, scattered showers around and that will continue for the evening commute and overnight. One vehicle is up sort of teetering over that Center Barrier right now and the air bags did deploy weve got emergency crews on the scene. That yellow and orange is really heavy rain on 880. This is a closest camera i have to that, the san mateo bridge. So this is 92 just past the toll plaza. You can see, really soggy, really low visibility, hydroplani hydroplaning possible. Yeah, felt like running a 10 k this morning driving to work because you had to work so hard to keep the car on the because of the ponding on there. Let me get you updated. Flash Flood Warning down in the Santa Cruz Mountains, the central Santa Cruz Mountains for the San Lorenzo River. It is overflowing its banks rght now. Thats until 6 45. Weve got central Sonoma County around colgan creek, flooding llano road. Let me show you where that is and its that area right there north of 116. And weve also got a small stream or urban and small stream advisory until 5 45 for all of us because of the excessive runoff thats causing the standing water and the rock slides up in the mountains but notice the heaviest of the wet weather is just about over. Once we get through about 8 00, were going to transition to some scattered showers but until then, what a doozy of a commute, alexis. Oh, boy. I have about 35 incidents on the boards right now, most of them are solo vehicle spinout crashes so that means, folks, likely driving too fast for conditions. A new one, northbound 680 in the dublin area, still coming down really hard right here. Thats that yellow and dark green seeing on live doppler 7 but one vehicle spun out. That is facing the wrong way. Sounds like they are pretty much off on the shoulder but keeping a close eye on that one. Some delays on the southbound side. Bay bridge toll plaza metering lights are on as of 5 29 this morning. We have a crash on south 880 in hairds. Alexis, thank you. We continue our storm coverage in the south bay now. We wish we could hear you, matt. Were going to get back out to you in the field. We appreciate it. Lets talk about power outages. Pg e slowly getting power back for some bay area customers. You can see there on the map all the dots in green and yellow represent a power outage and the biggest is still in the south bay with 840 customers without power. The north bay has 745 without electricity. 4,000 people in the north bay town of guerneville were left without electricity for about three hours yesterday. A tree fell on to a power line along the Russian River, knocking out power to most of the time. Light were out at some straunlts and employees just had to make due with what they had. We were still able to finish out some dinners and meals that were going as well as i can still do most of the bar. Apparently our soda machine doesnt work well without power so im a little bit limited. And of course for pg e its all hands on deck as they try to get the power back on. Parts of the north bay inundated by rain and some located vineyards flooded this morning. Part of snider lane underwater. Even locals were confused. How do you get out of here . That is a good question. I think theres an exit down that way. The way we came in. Well, a lot of attention today will be focused on the Russian River because it may overflow its banks if enough rain comes down. In solano overflowed drainage ditches and roads. There are plenty of flooded signs warning motorists of the possible danger ahead. One car drove right through. We watched it and fortunately, even though it got pretty deep, that driver did make it safely. Well, you hear that noise coming from outside your apartment and you walk out and see this. Firefighters using chain saws to cut a tree off of your car. This happened around 9 00 last night on saerkt and octavia streets in San Francisco. Fortunately, the tree didnt hit anyone or any buildings. Abc news was in pacifica. Those owners of the cars are out of town on vacation. Neighbors said they felt shaking and then heard a big boom. You heard a crack or a snap and then like an earthquake and i jumped out and ran outside. It was a huge gust of wind, you know . Shook my house. But then my dog came and got me, so i knew that it was more than just shaking my house. That neighbor contacted the car owners on facebook to let them know what happened and you can track our rain and snow with the abc 7 news app. We have live doppler 7 there any time you want. Enable push alerts to get advisories as we get them. A dangerous situation for firefighters in fair field. They have to back away from a fire when ammunition started exploding in the garage. It happened on oakwood drive last night just north of interstate 80. Once most of the flames were out, firefighters worked on the hot spots. Flames did destroy the home. A Community Forum in oakland today is scheduled to address how to protect tenants who live in warehouses from eviction. The forum inside the Oakland City Council chambers was scheduled after the ghost ship fire killed 36 people last month. Since then, several warehouses in the city have been inspected and some have been shut down. The residents evicted. An emergency ordinance has been submitted that would place a moratorium on those evictions. Today an embattled Apartment Building in pacifica could become one step closer to being torn down. Pacifica City Council Members will host a special meeting about this. The building was yellow tagged back last january, and it is still hanging at the edge of the eroding cliffs that are falling away into the ocean. Council members are now considering approving a contract to tear it down altogether. The owner of the property declared bankruptcy in 2015. Now, your accuweather forecast with mike nicco. Looks like pleasantons getting another round of moderate rain. Foot hill road, heading up to the hard of pleasanton right there, that beautiful Downtown District and this stretches all the way over towards livermore. Weve got some good news for our highway 4 commuters. Theres still a lot of standing water on the roadway, but its coming down much lighter and that will continue to be the trend. Same thing for discovery bay, vasco road, but the Altamont Pass still going to get at least one or two more waves of some moderate rain which will keep the standing water in your area. Now as you head down 84, look a little bit clearer. Heres a look at sfo, one of the lower rainfall totals, 3 4 of an inch for most of the peninsula. Thats a good number. Insteadiest rain is falling now through 7 00 then we transition over to scattered, light showers that will actually get a little bit lighter as we head towards the afternoon and the evening hours. Notice temperatures dont change. Were in the mid 50s all day. Grab a heavier coat this evening, well be in the 40s. About. 085 of an inch of rain. On the water, not as breezy this afternoon. This was on 101, right around the 80 interchange and just check out the hydroplanes here, just some huge rooster tails kicking up and then, yeah, never fun when youve got a big truck right next to you either so hopefully were going to start to see some of this flooding taper off here this morning. We definitely still have some areas with high water so slow down. I want to flip to the traffic maps now if we can do that. Just showing you it is starting to push out of much of the bay area. We do have heavy stuff around the tri and central valleys. But im really hopeful that conditions are going to get better here throughout the morning commute.
