Reporter the directive lasted all of four hours before the city administrator stepped in and retracted the policy. At 2 00, oaklands assistant police chief ordered all officers to report by email any illegal parties like raves or unpermitted Living Spaces in warehouses. The report has to include specifics and be completed the same day. This follows last years ghost ship fire where 36 people died. Recent reports indicate Oakland Police knew people lived and partied there illegally. The Code Violations were never documented. The police union is upset. Theyre not engaged in building Code Violations. This terrible tragedy should not lead to work in police officers. New details emerging this morning about what caused that massive crater in the main spillway at the oroville dam last week. A new cal fire report blames rain water erosion for the gaping hole in the concrete chute. It found that heavy runoff from days of rain along the sides of the main spillway undermined it and then caused it to collapse. Video shot on tuesday showed the sides of the main spillway also starting to break away. On top of that, as you know, major erosion was triggered when water was released over the backup spillway and that is what led to the evacuation of 188,000 people. Those mandatory evacuations are now over but there are many people who dont want to go back home. They fear more problems with the rain were getting today and the next several days. A highly decorated war veteran evacuated from his home in nearby uva city returned to find that more than two dozen of his medals were stolen. He was awarded those medals for heroism and valor during the vietnam war. He has ptsd and has a hard time talking about it. He had hoped the medals would be a secret until he died. A lot of things went on and you try to bury it and thats it but the medals were to be passed down to my family and then they could sort out what grandpa did or grandpa didnt do. And this morning, we are tracking news from Washington State coming into our live desk. We can tell you that i5 has reopened through the south part of the state. It was hit by a massive mudslide near woodland late yesterday about a half hour north of portland. It closed i5 in both directions and crews worked into the night to get it back open. It was a big mess. The hillside came down in the rain covering all lanes there and a man in a pickup truck even was trapped in that slide, but he was able to get out unharmed. The state is now sending engineers to survey the hill. As soon as the sunlight comes up to gauge the situation going forward. You can see the moisture its bringing up from the south and because weve added some strong winds, weve also upped the scale to a 2 for this storm, so moderate with moderate to heavy rain, gusty, possibly damaging winds. Here we are at 6 00 and you can see Santa Cruz Mountains, east bay up into the north bay, thats where all that heavy rains going but theres more behind it all the way through 9 00 so well have steady light rain with periods of moderate to heavy rain through at least noon and then you can see it gets a little more random as we head into the afternoon and into the evening hours, but with that southerly flow, its the Santa Cruz Mountains that are going to be the big player in marin county. As we head towards the overnight hours, you can see the area of low pressure start to pull away. Well keep scattered showers in the forecast and then by tomorrow afternoon, well get a little bit of drying before some more random showers show up on sunday. The heaviest rain is going to be monday morning and then well have lingering storms for tuesday into wednesday and finally by thursday, were drying out.
