Tech works and selfdescribed anticapitalists staged a rally this morning at king plaza in palo alto. Organizers say the demonstration was meant to promote what they say are the values that drive silicon valley, diversity, inclusion and civil lynn libert. They hope to build a connection between the two groups. Investigators say they are making progress in trying to identify those dirt bikers who beat up a lyft driver last week. This is the shocking video of the attack during rush hour on highway 101 in San Francisco. Were learning this is not the only group of bikers who have caused problems. Abc 7 News Reporter vic lee is live in the castro where why police are having trouble cracking down on these groups. Vic . Reporter well, the chp, which is the lead agency, would say only that the investigation is continuing. But we are learning that investigators believe that some of the suspects live in the Bayview District and that they belong to one of the gangs there. It was a brutal attack captured on cell phone video. 10 for 15 men on dirt bikes and allterrain vehicles zigzagging through evening commute traffic on highway 101 near the cesar chavez exit. The bikers surrounded a lyfk drivers car, broke his windows and when he got out, pummeled him to the ground. Alex quintana is in a hospital bed with broken nose and fractured leg. There are a number of officers throughout our district stations that have had contact with some of these folks on the bikes and so know who some of them are. Reporter the Police Spokesman said dirt bikers have been causing trouble for the past year and a half. Our media partner, hoodline, has been tracking these incidents. This recent Instagram Video shows them performing stunts at an apartment complex. I think theyre a bunch of scum bags. They definitely need to do something because they keep terrorizing this city. Reporter arlen owns a barbber shop. He witnessed a large group doing doughnuts in early december leaving these skid marks on the recently replaced rainbow crosswalks and they did it brazenly, in full view of police. Everybody was watching them do this, including two officers of sfpd sitting at the corner in a car that watched them. Reporter he asked the officers why they didnt go after them. Their reply basically that they could not chase them, that it was against the law. The policy for pursuits limits us to violent crimes, violent felonies in particular. And traffic violations dont fall within the parameters of that pursuit policy. Reporter but the sergeant says if that brutal attack happened on city streets, his officers would be allowed to chase them down. But of course it happened on highway 101 and that is chp jurisdiction. So, vic, these are obviously difficult investigations made even more difficult because in most of the cases police cant chase and theyre hard to identify given the helmets and the license plates. They dont have license plates in some cases so what is the key to identifying these culprits . Reporter well, as you said, larry, that is the fact that they cant chase them down. Helmets, they have their faces covered. The reason they dont have license plates is because theyre not allowed to drive them on the streets because theyre offroad vehicles, but they are. Now, police, therefore, have to rely on video. Cell phone video, Security Camera video, and of course witness information. All right, vic. Thank you very much. Heres one you dont hear every day, a naked intoxicated man fell down a hollow shaft at a napa restaurant. Rescuers had to break open a wall just to get him out. The Napa Police Department posted some pictures of the rescue. You can see just how narrow that shaft is, how hes stuck in there. The man who told authorities he was looking for a wishing well apparently gained access to the roof an forced open a door panel that led to that tiny shaft. Firefighters had to bash open a wall to get him out. This shot from sky 7 will give you a little better perspective where the shaft door is located in relation to the rest of the store. He was treated for minor injuries and faces charges for burglary and parole violation. Police are investigating the death of a 41yearold man in san leandro. The body was found in a home on selborne drive after reports of a fight. Now the search is on for a suspect. Amy hollyfield tells us police know what theyre looking for. Reporter neighbors say the man who lives in this san leandro home has been here for decades, but the activity at his home has recently changed. I guess he let his kids move in. Thats when all we know is theres just been a lot of people coming and going from that house. Reporter someone called the Sheriffs Office yesterday afternoon when a fight broke out in front of the home. Investigators arrived and followed a trail of blood from the street to inside the home, where they founding a 41yearold man who had been killed. They believe he lived here, along with others who were involved in the fight. It appears that these people knew each other, that the motive here is obviously an argument of some sort between parties that knew each other. And so we have identified a suspect and we are now after that suspect trying to get them into custody. I was very surprised. This is a good neighborhood, we havent had any problems like this before. Reporter some neighbors are on edge here, but officers want to assure them they dont think this was a random attack. There is an element of drug usage connected to this, people at this residence, so were looking into that and that as a motive. But at this time we dont know. Reporter investigators say they have interviewed everyone who was here at the time of the argument, so they say everyone is accounted for except for the person who they think did this. In san leandro, amy hollyfield, abc 7 news. Fire crews are mopping up after a house fire in oakland. Sky 7 flew over the home on congress avenue near high street over the last 15 minutes or so. This fire broke out on the top floor of a threestory structure. No word on the extent of the damage or any injuries. A hearing will be held tomorrow at the State Capitol to discuss the ghost ship fire. It will focus on how to prevent Something Like this from ever happening again. A father of one victim, oakland officials and other Safety Professionals will testify at the state senate hearing. 36 people died in last years fire. An Emergency Shelter has been secured at least for a few more weeks for flood victims in san jose. Just about three minutes ago, San Jose City council issued a shelter crisis, suspending certain housing regulations to allow flood victims to sleep in community centers. Under the declaration, a shelter at the seven Trees Community center will continue to operate through april 5th and could be extended by two months. Nearly 200 people stayed there following the flooding three weeks ago. A wayward sea lion was found in a Vacaville Canal this morning and now animal control is trying to figure out how to take it back out to the ocean. Into the evening hours, well see a little rain dropping down from the north into mendocino county, northern Sonoma County. By 9 00 tomorrow night there will be wet spots still mainly in the north bay and it looks like very, very light rain and it will fall apart as we get into the overnight hours. The massive noreaster barreling down on the east coast seems to be going easy on some big cities, but its still causing a mess and some major travel headaches. Marines reaffirmed his commitment to hold marines accountable for the nude photo scandal plaguing the corps. General Robert Neller told the Senate Armed Services committee that the marine corps has a problem and he intends to fix it. Angry and skeptical senators told the general the military hasnt done enough. It is a serious problem when we have members of our military denigrating female marines who will give their life to this country in the way they have with no response from leadership. I can tell you, your answers today are unsatisfactory. The scandal involved the online posting of explicit photos of current and former female marines and other Service Members on a private Facebook Page called marines united. Neller has previously called the scandal embarrassing and ordered a full investigation. The Justice Department today announced an 8 million grant to help the victims of that pulse nightclub shooting get counseling. 49 people were killed, 53 others injured last june when a man opened fire inside the club. The director of a Community Group in orlando says hes still getting calls on a daily basis from victims who are asking for help. They say to me, when i go to bed and close my eyes, i still smell gun powder and they cant sleep. There are still people with bullets in their bodies. That affects people. So to make sure that these people are taken care of, was overly ecstatic. The money will reimburse agencies for the Counseling Services they have provided since june 12th of last year. The department of justice missed the deadline monday to turn over any alleged evidence of wiretapping and is now asking the Intelligence Committee for more time. Press Secretary Sean Spicer now seemingly trying to walk back the wiretapping accusation altogether. The president used the word wiretap in quotes to mean broadly surveillance and other activities. Reporter the department of justice now has until next monday to provide the Intelligence Committee with any wiretapping evidence. The 55yearold tells variety that hell continue to work on the show and his other passions for as long as hes able. Lou gehrigs disease, also known as als, is a progressive disease that attacks nerve cells that control the muscles. There is no known cure. Work is under way to restore the majestic queen mary in long beach. That ship survived world war ii but now its in need of repair, and lots of it. Thats expected to cost millions of dollars. Theres stuff falling apart everywhere. Reporter a new report says there are extensive corrosion and infrastructure issues. The damage is serious enough that within the next ten years some internal areas could collapse. Mary rohr is part of an independent group that wants to restore the ship. I think it was painted over 25 years ago. Theyre constantly doing stuff. They have a basic Maintenance Plan but a lot of whats been done is cosmetic. Reporter the report estimates it could cost somewhere between 235 and 289 million to fix all the issues. The company that now operates the lease, urban commons, says our team is already in full swing making critical Structural Renovations and repairs to ensure the queen mary is well equipped for the next 80 years. They have put 23 million into the immediate repair of the most urgent issues of the boat. Reporter to pay for all those expenses, the city says the longterm plan is to develop the area around the ship with restaurants. Goodyear today let the helium out of the last of its fabled fleet of blimps at its base in southern california. About two dozen employees gathered in carson to witness the deflation of californiabased spirit of innovation. It was christened in june of 2006 and was the first Goodyear Blimp to be named by the general public through a naming contest. Its a tough one, you have mixed emotions. So were sad to see it go. Its about improvements to the neighborhood. Reporter some merchants say they were promised there would be a moratorium on all of this going on until next year, but the Public Works Department says the promised delay was for just one project. And not this one that began last week. I do have a lot of people complaining, customers mostly tourists coming in and saying its impossible to find parking. It hasnt affected us, but it wouldnt hurt if it wasnt here. Reporter the city says it will cost taxpayers too much to delay the work. They said well have it done by may 20th. Were hopeful well get it done before then but we have to keep going with the construction. You cant just stop in the middle of it. She was last seen alive at this house in penn grove in december, 2014. Investigators considered annie bailey a missing person until last month.
