I went back outside and heard several rounds together, about five. So that told me, okay, its definitely some sort of gun. Reporter finally the suspect ges down, hit by at least one Police Bullet after officers secured his weapon, hes wheeled away and taken to a local hospital with serious injuries. Thats what our investigators will be looking into, what led up to this individual to go out and start shooting with a rifle. Not only in the neighborhood, but then also at police when they arrived. Reporter and were showing you right now that is a picture of the police vehicle, the suv that was hit by some of this gunfire. The front windshield clearly has bullet holes in it. As for the suspect, he is, as were told, in serious condition at a local hospital. No police officers, no neighbors were hurt as far as weve been told. Laura anthony, abc 7 news. Police have been to this address before . Reporter well, thats what were hearing, dan. Police would not confirm it. Were hearing from neighbors that there were some issues at this house in the last week or so possibly involving gunfire, possibly involving some kind of dispute with the neighbors. Were still trying to confirm that with Oakland Police and they did say that they will, of course, as part of their investigation look into this address and look into this individual in terms of prior contacts. Laura, thanks very much. And we are learning more about the suspect. The Linkedin Profile shows hes a Computer Science engineer. He received a law degree and was later investigated for allegedly stalking a classmate. He was a member of the rotc while earning his undergrad degree and three years ago he and a friend tried to raise funds for an internet router on kickstarter. However, kickstarter removed the item saying the developers were presenting someone elses work as their own. Sky 7 flew over the scene moments after reports emerged about an active shooter. You can see the suspect point his rifle toward sky 7. Its unclear if he actually fired his weapon because there is no sight of muzzle flash. He appears to be much closer to the helicopter because this was shot using one of our zoom lenses so its not quite as dangerous as it appears. It forced the immediate lockdown of Bishop Odowd High School. Administrators ordered teachers to turn off the lights and have students sit on the floor. Nearby residents say the incident hit too close to home. Its just crazy. Youve got kids out here at the school up there, youve got the zoo. Come on, now. Youve got kids in schools like aint nothing safe no more. A Charter School evacuated students and Staff Members from the campus on 98th avenue. This is video of those students returning to class once police secured the scene. The worry, the danger and the challenges surrounding an active shooter situation were all reflected in Oakland Police communications. Well, it was tense from the moment dispatch got a call from the Rp Reporting Party around 9 00 this morning. He says theres a nextdoor neighbor shooting at her house. The neighbor is shooting at her vehicle now. Reporter as the shots are fired, you hear the pressing concern for the ros responding officers. We made a call to the rp. Everybody is okay. Then you hear the urgency as the shots from the house reaches down the block to the union 76 gas station where officers were staging. Officers get out of the line of fire right now. Anyone over there, we are seeing bullets hitting the brick over there so we need to back up. Finally s. W. A. T. Team officers shot the suspect when he was outside and thats when tension reached a high point. Two shots fired. Unknown if hes been hit. Hes out of sight now. He was last seen with a rifle. Looks like the suspect is down. Hes still moving behind the bush but not complying with demands. Still moving. Finally officers approach and confirm the man who we now know was disarmed and detained but getting to that point as we now know from listening to police radio was incredibly frightening and difficult. Waves crashing against the embarcadero sent water 20 feet into the air. There were reports of trees down all over the region including this huge tree that knocked down power poles in fremont. This is truly what a stormy day looks like in the bay area. Its still stormy as you can see on live doppler 7. The south bay and the peninsula just getting hammered by heavy downpours. We still have strong, gusty wind across much of the bay area. Look at this wave of moderate and heavy rainfall moving onto the peninsula and into San Francisco. As we give you a little bit of a street level view from the Richmond District over to the bayview and down 280 in south San Francisco, its just pouring. This storm is still a 2 on our storm impact scale producing heavy rainfall, strong, gusty winds. Weve had downed trees already and more may fall. Theres flooding on roadways and may be Power Outages as well. Wind advisories in effect until 6 00 this evening for the entire bay area. Starting at 5 00 p. M. , notice throughout the evening well see periods of rain and scattered showers. As we get into the late night hours well see another wave of heavier, steadier rain beginning to move onshore in the Early Morning hours tomorrow so tomorrow will start as a wet day. Power crews and true cutting companies are also busy in santa cruz county. Lonnie rivera joins us with a closer look. Reporter thats right. In fact this road is closed down. Crews have two big jobs on their hands here, first, restore power to several homes because a tree hit a power pole. Second, they have to remove the branches and trunk resting on top of a car. This really has been a familiar situation all day. In fact one Tree Removal Service says they have handled a half dozen calls about toppled trees. This one fell on a car in the 3000 block of park avenue north of so cal. Fortunately, no one was inside the car. On the other side of park avenue, this eucalyptus tree crashed into the backyard of several homes. Crews had to close down the road and then piece by piece remove these huge pieces of timber. Well, with the winds, strong winds, one big ole eucalyptus fell and hit a couple of houses up there. Another close call for the residents who heard it falling, the tree braced the branches of the eucalyptus so by the time it landed on the duplex, it was already broken into branches. The family was inside. They didnt want to talk about it, but they are still assessing the damage and the chimney actually took a hit. No one was hurt. Back out here live on park avenue, you can see quite a bit of work to do. Were not sure if power has been restored or if the owner of that car knows what happened this afternoon, but we talked to a tree Service Employee this afternoon and he said this winter rainy season has been the busiest by far. Crews were busy trying to clear it so commuters could get to highway 101. Less than a mile away, these two giant trees were pushed over in their giant planters on cochran road as well. Thousands of bay area residents are without power right now because of the storm. The biggest outage is in san jose where more than 16,000 pg e customers are without electricity. Other major outages include 4200 in santa cruz, 1400 in napa, more than 1100 in morgan hill and 973 in mountain hill. We want to see your pictures. This happened off dolittle drive not too far from the Oakland Airport. As abc 7 News ReporterAlyssa Harrington explains, this stretch of road can be dangerous for drivers, especially in the rain. Its a big problem. Reporter even longtime taxi drivers who regularly dravl along dolittle drive near the Oakland Airport say its dangerous, especially at night and in the rain. Its very dangerous. Every day people have accident. Reporter early friday, a driver was killed after plunging into san leandro bay. Video from sky 7 shows divers in the water searching for any other victims. The car on its side. This comes just six weeks after a similar accident, a taxi driver died after crashing into the oakland estuary during a storm. We pray for him. He was very nice guy. Reporter he holds up a picture of his friend. He said many started taking a different route after he died, worried the road was treacherous. Drivers i talked to say its time for the city to step in. Theyd like to see a barrier or wall, something to prevent out of control cars from going into the water. I expect the city to put a wall on it or put something on it. Reporter deputies have not said what caused the car to veer into the water but admit its not uncommon along that stretch of road. They urge drivers to slow down, especially in bad weather. Alyssa harrington, abc 7 news. There have been more than a dozen bigrig rollovers at the same spot in the south bay. The abc 7 news iteam dug for answers to see whats causing all the crashes. When they make that turn, theyre going too fast. Usually they just roll over. The last couple of them have actually rolled over earlier than the others and taken out that light. Coming up tonight on abc 7 news at 11 00, dan noyes shows us what caltrans is now doing to prevent more rollovers. Police arrested a wanted man whose escape from custody led to a large manhunt in the east bay. A canine unit tracked down shawn new to a home on heather terrace. Yesterday they used a search warrant to go in and arrest him. He wouldnt come out. The canine subdued him in the garage. New was treated for his injuries. On january 31st, he escaped from kentucky deputies who planned to fly him back to their state to face fraud charges. An east bay lawmaker introduced two bills aimed at preventing future strikes by b. A. R. T. Employees. Hundreds of thousands of commuters faced major problems when b. A. R. T. Last went on strike. Steve glazer has written one bill that would ban b. A. R. T. s unionized workers from striking. Another bill allows nonunion b. A. R. T. Employees to run the system during future strikes. The bills will now go to a senate committee. Southwest airlines is filing a federal complaint claiming Union Leaders told mechanics to decline to work overtime. The airline says thats harming operations and driving up costs. Southwest says it relies on the overtime shifts to keep up with necessary maintenance work. In a statement, the union says it cautions its members against any organized attempt to avoid overtime. Todays storm is causing delays for air travelrs in the bay area. Youre looking live at San FranciscoInternational Airport tonight. Thats where airlines have cancelled 170 flights. Many other flights face delays, averaging between 30 and 60 minutes. Most delays at sfo affect short haul west coast flights. Oakland has about 20 cancelled flights and mineta san jose had 17. You can get the best information by checking with your airline, of course. State water Officials Say they have dropped water levels at Lake Oroville enough to handle a new round of storms this week. The lake level was 861 feet this morning. 850 feet is considered the right level for flood control. Dam operators say that level ould be reached this weekend even with the forecast for more rain. In the meantime theyll continue to dial back how much water is released into the dams cracked main spillway. Weather can change, but i believe based on our model runs and our actions that were taking now, we shouldnt actually see much of a change in the Water Surface elevation behind the dam, which is a good thing. A massive pile of concrete, trees and other debris is still clogging the main spillway near where it fractured last week. They hope to start clearing it away this weekend. More rain is coming. Yeah. And its been raining all day. Spencer christian is here with the latest. Winds gusting over 50 miles an hour much of the day. Trees have been blown down, there are scattered Power Outages. We still have quite a bit of Stormy Weather especially on the south bay and the peninsula and over to the east bay. All those areas of yellow and orange indicate moderate to heavy rainfall out there. Temperature readings are certainly uniform right now, just a 2degree range. 55 to 57 degrees at San Francisco, oakland, mountain view, san jose, gilroy and half moon bay. As we give you a view at the Golden Gate Bridge where the pavement is wet, we see more readings in the same range from 54 to 57 degrees from santa knowsa, napa, concord and livermore. Atop mt. Tam you can see lots of drops on the weather cam and you can see still breezy. Well have scattered showers overnight, another storm, a significant one coming in for sunday and monday. This wet patter will continue through the middle of next week. Tonight and tomorrows storm will rank 1 on the storm impact scale. A fairly light storm producing scattered showers, although there could be some isolated downpours. Meanwhile as we move over to the sierra, Winter Weather advisories in effect until 10 00 tomorrow morning. We expect 4 to 8 inches of know above 6,000 feet. Dangerous driving conditions and beyond that a winter storm watch is in effect for the sierra from sunday morning until late monday night. Sky 7 was over east oakland as a man armed with a rifle, you see him right there, terrorized a neighborhood. After firing multiple shots out his window, police say the man went outside and started spray painting a neighbors home and car. Thats what youre seeing. He pointed his rifle at sky 7. When officers arrived, they say he started shooting at them. An oakland officer struck the man. Laura anthony has been at the scene and tweeted this update. As police told her, the man is in serious condition. The other big story is the weather. Santa rosa fire tweeted this video of a tree that fell onto the garage of a home this afternoon. At one point 5500 people lost power across the north bay. In fremont, sky 7 shows us a tree that fell across the north frontage road of mowery avenue. Underneath that tree you can see a little bit theres a car there. Wayne freedman is live on the ground with a closer look at the damage. Wayne . Reporter well give you a closer look at the car all right. This is what remains of the car. It was an acura. Now well, its sort of an convertible and mostly its junk. Lets look at the sky 7 video again from earlier this morning. It was a eucalyptus tree that had been maybe 40 feet tall when it came crashing down just after another car had passed beneath it. This one fortunately had no one inside, which is lucky because based on the tangled mess, it might have taken a long time to get them out. A tree expert blames high winds, soft soil. The tree with a lot more water on the top. There are more trees like that along here and now the people who live on this street are worried and unsettled. Are you concerned about the trees here now after this happened . Yes, very concerned. My mom is very concerned about those trees. Was she before . Yes. A florida man is in custody accused in a bizarre terror attack against target stores on the east coast. Federal investigators say 48yearold mark bennett planned to bomb target stores hoping the attack would force the stock to plunge, allowing him to buy shares cheaply. He offered a Family Member 10,000 to put bombs in packages of stuffing mix, breakfast bars and pasta but warned them not to let the boxes bounce around or they would explode. Having an individual like this out in the public that would have this in his mind to build these devices with what he had in mind, thats an individual that you want to get off the street quickly. Authorities say bennett is the the Family Member to planting the bombs because hes on probation for multiple other felonies and wears an ankle monitor. Fierce winds toppled this giant you c eucalyptus tree. In San Bernardino county, increased rain being blamed for this landslide. Driving will become more and more treacherous as the strongest storm in years brings heavy rainfall to southern california. Very dangerous. Very, very dangerous. Reporter in some areas like this section of the Pacific Coast highway, roads are lined with concrete rails to keep them open in case of mudslides. Weve got the barricades up there and we think theyll work. But if it came down like it did the last one, it would overrun those barricades and come on down the hill. Reporter residents are stocking up on food, water and other emergency supplies. Everybody is just getting prepared in case it gets worse and worse.
