We have a couple of lines of showers right now. Weve got lots of openings and blue skies showing upright now. Still wet in many locations. Actually into the higher terrain area, some locally heavy downpours. Up in pope valley, down through san helena, this is a little in napa county, as well. Light to moderate showers. Heres the view of the golden gate. These are some 24 hour rainfall totals. Very impressive. Nearly 4 inches, 3. 2 inches at mt. Tem. Nearly an inch and a quarter here in San Francisco. Our storm impact scale, weve devised a numerical value to give you an indication of the level of intensity. And to help you prepare for the potential impact of each storm, our next storm which will arrive tomorrow morning ranks three on the storm impact scale, which is a strong storm which brings with it the possibility of some flooding. Tomorrow afternoon and evening, heavy rains produce the possibility of some mud sliding and flooding. Coastal flooding from tomorrow morning at 4 00 to tomorrow morning at 10 00. Still rough surf, high surf advisory. Ill give you a detailed look in just a moment. And the rain came down very hard this morning in the south bay. This storm created problems all over the bay area. Abc 7 News Reporter matt keller with the story. You think you had a rough morning . Look at this guy stuck in the pouring rain. His car stalled in the flood waters in san jose. Firefighters helped him out. San jose Police Patrol car gave this vehicle a little push to a nearby parking lot. Just down the road, more flooded roadways during the heart of the storm right around 6 00 a. M. The roadway here on south clover is flooded. This is Stephens Creek boulevard. Across the street is valley fair and the entrance to 17 is right here. So a lot of cars in the area making it very dangerous for drivers. The weather is pretty bad out there. I mean, i want everyone to be careful today. Emergency crews were busy all morning long in the south bay, responding to traffic accidents and other ings dents. Pg e workers say the wet weather may have been a factor Public Works Department was also busy. Really busy out there . Yeah. Trying to clear a lot of drains . Is thats whats the big issue right now . Yeah. If you come across a flooded roadway, dont drive through it. It can take as little as six inches of water for your car to stall. As usual, the heavy rain and high tide led to a flooded parking lot. One person we talked to earlier said the roads werent too bad, but they had some advice for drivers. Not too crazy. I wish everybody could put their headlights on. Taking a live look at our commute now through san raphael on 101. That is your southbound traffic on the right. But it actually looks not too bad right now. You can tell the roads were wet from earlier. A little bit of a lull. Weve got more rain coming. But, for the moments, were doing okay. A car got stuck on the flooded bay bridge this morning. When the rain came down and the tide came up and the car got stuck. The people inside, they stayed in there. They just had to wait it out. Once the tide receded, they were able to drive off slowly. A remiender to be careful on those wet roads. The driver of this car was speeding northbound near lemon street when he lost control. Police believe it was because the road was slippery. The man severely cut his leg. Several Northern County men were damaged by wild fires this summer. A flash flood advisory is in effect. All with major burn scars from the fires. Well, this is just the beginning. All of these storms will likely mean big business for hardware stores, roofers and tree trimmers. A young lady was standing right there with the baby in the store. Reporter she had just gotten off the bus when a woman was shot right on the side waurk in front of her. She helped that woman inside the fast food restaurant. They gave me a bunch of cold compress, applied pressure. I guess it hit an artery because it was bleeding too bad just to be grazed. So i applied something around her arm, like, really, really tight to stop it and held it. I felt the bullet myself in there. So i held it down until the Fire Department and ambulance got here. Oakland police try today track down the suspect who fired several shots after he got into an argument with another man down the street. Unfortunately, an innocent bystander was struck by one of the rounds. She was immediately rushed to the local hospital where shes listed in stable condition. Tonight, a proposal to require locks or boxes for guns in cars and homes. It is just another in a long string of tragic reminders that we have to do better on gun violence. Now, the suspect in this case is still at large. As for the victim, were told shes in stable condition at a local hospital with a nonlife threatening injury. San franciscos District Attorney and several supervisors want the city to completely rethink the best way to deal with homelessness and crimes. Here with a new proposal that was released only a few hours ago. Laura, a lot of people think the answer is punishment, as in jails. Today, joining together to say its actually a new Mental Health center. Late this morning with supervisors jane kim along with professors from stan fwoford an santa cruz. This, after supervisors voted down a proposal to build a new jail next to the hall of justice to replace part of the current jail, even though the state granted the city 80 million to build it. Now, the proposed Health Center would screen the accused for Mental Health issues, provide housing for inmates and patient who is need more care, perform meaningful follow ups and ultimately, keep people from going back into the criminal justice system. Our hope is that were creating a system that will provide comprehensive services for this population and will do so in a way thats both socially and economically responsible. They say the need is demonstrated by this findings from the bureau of justice statistics. Two out of every three suffer from Mental Health problems. An important aspect is that it would be run by the Public Health department, not the sheriff. The next step is to find money, location and community support. The aclu plans to appeal a decision today that backs a decision to deny a womans request to get her tubes tied. Abc 7 news was at San Francisco superior court this morning for the lawsuit. The companys Mercy Medical center denied a womans request for a tubal ligation because the hospital operates under catholic religious doctrine which doesn allow for female contraception. Its really about are doctors allowed to do his job or whether theres going to be this obstacle put in his way based on Dignity Health religious direction. A spokeswoman for Dignity Health released this statement. We are pleased by the courts decision to deny the aclus request, which will allow Dignity Health to continue to operate consistent with the ethical and religious directives for Catholic Health care services. New legislation aimed today to make Feminine Hygiene Products exempt from sales tax. Women shouldnt have to pay tax on a basic necessity. Maybe rainy and windy for tomorrows morning commute. Areas of possible flooding. This next storm ranks three on our storm impact scale. This is a strong storm, heaviest rain is likely during the Morning Hours tomorrow. Along with mud slides and debris flows. Well see a few spotty showers, but not long after mid night. By 2 00 a. M. , 3 00 a. M. Or so, moderate to heavy rain arriving. By 4 00 a. M. , it will be covering most of the bay area, certainly the coast, and the second part of our viewing area. By 5 00 in the morning, our tend to redesignate with just one wet mess facing commuters. And that will continue until about 7 00 or so when the next waive of rain sweeps through. Its just going to be a mess tomorrow morning until the rain starts to ease up a bit around 9 00 or 10 00 or so. Totals reproject by tomorrow at 10 00. And then, tomorrow afternoon, as the rain eases up a bit and wraeks up into po pockets of rain and showers, well see high temperatures reaching into the low to mid 50s. Extremely vulnerable because it sits below the San Francisco bay. We spoke to the mayor today about some of the steps being taken to kind of ease some of the concerns brought on by residents. Some parts sit 13 feet below sea level. Residents worry about whether San Jose City o if i believes are doing enough to keep neighbors safe. The word has never been good in all the years since theyve taken this over. Back in 1983, it took weeks for many residents to return home following a devastating el nino storm that left houses and businesses under eight feet of water. Cars floating down the street. Its like something you see on the news, but you never think it would hit home, and it did. It hit home. Reporter in recent months, the city has installed three portable water pumps. In fact, four additional temporary pumps have been brought in as a backup ahead of the storms this week. Crews have been told to check the storm drains multiple times. Im committed to do everything we can to put people in place, put resources in place to try to protect those residents. And were preparabed for the worst. The city is working the fast track at 9. 4 million pump stations to replace the existing station built in the 1970s. Funding is available, but funds still o e need to be approved at the state level.
