Indeed i am. Heres a look at live doppler 7 hd. We have a wide area of Stormy Weather mainly in the east bay but the intensity of the storms has diminished significantly in the last hour. We had numerous lightning strikes and a patch of showers earlier but now just have locally heavy downpours. Heres a little cell moving between santa clara and milpitas producing wet weather over 101 87 and 880. Not exactly what afternoon and evening commuters want to see. Up in the north bay it has become more widely scattered. Here is a little cell in the central part of napa county. Let me pull back and give you the bigger picture. Notice how the lightning strikes have disappeared moving up in the antioch area but still quite an expansive area of showers and this will be the pattern going into the evening hours. Well see the intensity continuing to diminish as storms move from south to north. Heres a great view of dark clouds over the bay from our east bay hills camera. Some of the areas that received the most rainfall today penn grove in the last 24 hours. 0. 94 of an inch. Petaluma over 0. 4 sunnyvale over 0. 6. Rainfall totals generally have been very light. Those areas of course that i just showed you received lots of rain. Notice oakland, San Francisco, san rafael, half moon bay, measuring 0. No measurable rainfall at all but these totals will likely change as we have not seen the end of these storms yet. Thank you, spencer. Rain arrived in the south bay just in the last hour or so. Lets continue our coverage with abc 7 News Reporter kris nguyen. Hes live in san jose. Reporter we knew there was a chance for rain today but many people still didnt plan for it. Who can blame them . Its the month of may, its been pretty dry. If you take a look behind me you can see the evidence of the rainfall. Its been coming down the past couple of hours. A sprinkling now. A quick look at some video shows a very wet, yet quiet afternoon in downtown san jose. We typically see more people out and about but that definitely wasnt the case earlier. The weather really affecting downtown businesses, especially restaurants and bars that are used to seeing a late lunch crowd. Now, in terms of those who decided to head outside, some of them had their jackets on but we saw a good amount running around without an umbrella trying to meet Mother Nature at her own game. Traffic might be a little worse today than normal so hopefully get home quickly. But take it easy on the roads. Nobody is used to the rain anymore. Reporter fingers crossed and that san jose resident probably made a good call to leave work when she did. When it rains, it definitely affects the south bay commute. A lockdown has ended after a shooting near a vallejo high school. A young man was shot and killed early this morning. That shooting was not on campus but the victim may have been a student there. The school was locked down as a precaution as police searched for the shooter who remains on the loose. The lockdown ended just before 2 00 after police determined the suspect was no longer in that area. A cruise ship docked in San Francisco is dealing with an outbreak of gastrointestinal illness. Sky 7 hd shows the star princess at pier 27. It arrived this morning. The ship left San Francisco on april 29th on a 14day cruise to hawaii and baja. Passengers told abc 7 news people began getting sick just four days into the voyage. Altogether 135 passengers reported being ill during the trip. The ship is now being cleaned before it departs for another voyage to vancouver this evening. Today in sacramento, the state Senate Approved a controversial vaccine bill aimed at making it harder for parents to opt out of getting their children vaccinated. Laura anthony is gathering reaction this afternoon from the State Capitol. Laura. Reporter well, this bill faced opposition here at the State Capitol all along the way. It cleared a major hurdle today. Supporters of sb277 can expect more of the same as it heads off to the assembly. Ayes 25 nos 10 that measure passes. Reporter it wasnt even close as the California Senate voted 2510 to pass a controversial vaccine bill that now moves on to the state assembly. It will halt the continuing spread and rise growth in numbers of unvaccinated children and people in their communities. Reporter senate bill 277 would eliminate both a personal belief and religious vaccine exemptions for all california schoolchildren. Some opponents say they support vaccines but not this bill. It comes down to what do we as a society, what do we as a legislature trade when we mandate that somebody has to do this to protect somebody else. Reporter as they have throughout the process parents opposed to sb277 showed up wearing red and vowing not to give up the fight to keep the bill from becoming law. Once we are going down the road that the government can tell you what youre going to put in your body we are in a lot of trouble. Reporter sb277 grew out of a Measles Outbreak in california earlier this year. Debate could begin in Assembly Committees this summer. In sacramento, Laura Anthony abc 7 news. Also in sacramento today Governor Brown presented his revised may budget. Its a record spending plan that sends billions more to public schools. Brown had said the Strong Economy has brought in an extra 6 billion to the states coffers. The finances of california have stabilized. Were balancing our budget. And just since january 7 billion dollars have come into the state treasury. Most of that is going to go to education. The governor is now proposing 380 million go to an earned income tax credit for californias poor. Brown also wants to freeze instate undergraduate tuition at uc schools for at least two years, but much of the surplus must be set aside in a Rainy Day Savings Fund to help the state weather the next financial downturn under a voter approved measure. Turning now to the amtrak derailment in philadelphia, new video into the abc 7 newsroom this afternoon shows work crews continuing to clear the crash site two days after that derailment. Earlier today the death toll climbed to eight. All passengers are now accounted for as of this afternoon. Meanwhile, were learning details about the bay area ties one of the eight victims had abid gilani was in wells fargo for a year serving as Senior Vice President of its hospitality finance group. Caltrain is confirming the engineer of the train brandon bostian, ran some of their trains before 2011. He still worked for amtrak but caltrain contracted out train engineers at that time. New in the last hour, the ntsb says bostian has agreed to be interviewed by investigators. Abc News Reporter Karen Travers picks up our coverage now live from philadelphia. Reporter good afternoon. The focus of this investigation is on that train engineer, brandon bostian. His lawyer told abc news that bostian is really banged up. He has a concussion, but is fully cooperating with the police. We learned just a few moments ago that he will sit down with federal investigators. The ntsb said that will happen in the next couple of days. The official said today, heres one thing, theyre not going to make this like a serious formal interview. They want to sit bostian down and give him essentially a blank piece of paper and say tell us what happened. The death toll from tuesday nights amtrak derailment now stands at eight. The dog hit on a couple of spots, and we were able to find one other passenger in the wreckage. Reporter 43 people remain in the hospital but this morning mayor Michael Nutter announced all 243 passengers have been accounted for. The ntsb said today the trains speed increased for about a minute before the derailment. Investigators have good quality video from a forwardfacing camera at the front of the train. Mere seconds into the turn we could see the train tilting approximately 10 degrees to the right. And then the recording went blank. A system called positive train control can limit a trains speed. Its used on some rail lines. Today the ceo said that will change. That will happen on the northeast corridor by the end of this year. Reporter bostians attorney told abc news the engineer fully cooperated with police but sustained a concussion in the accident. He remembers coming into the curve. He remembers attempting to reduce speed. Reporter bostians lawyer said he was not using his cell phone or using drugs or alcohol. The eight victims have been identified, including rachel jacobs, a tech ceo and mother of a 2yearold and dr. Derrick griffith, an academic from new york. Only the two most damaged rail lines still remain at the accident site and they were being laser scanned in order to make a 3d image. Amtrak officials now have full control over the accident scene. Roads are slick, so i guess this would be your proverbial traffic patriots Quarterback Tom Brady has appealed his fourgame suspension for his role in the nfl deflategate scandal and he has the pull backing of his team. The san mateo native is accused of using deflated footballs. Abc reporter elizabeth hurr has the latest from botch. Reporter the nfls conclusions are incomplete and lack context. The report found it is more probable than not that tom brady is generally aware of the release of air from patriots game balls. Bradys agent also on the attack calling the findings biased. I think it is wrong to criticize my independence just because you disagree with my findings. Reporter ted wells, the man behind the 243page investigation is standing by his report which resulted in the nfl issuing sanctions, including a fourgame suspension for brady and a 1 million fine for the patriots. And fans, well theyre backing the league. A new espn abc news poll showing 54 of all fans and skype69 of avid fans think brady cheated. If one of your biggest stars is doing this kind of thing and people think that hes cheated, that reverberates i think throughout the league longer than just this year. Today a lot of people celebrated the 21st annual bike to work day in the bay area. Some rode short distances, some were a little more ambitious ambitious. Amy hollyfield has the story. Reporter if youve looked at these people out your car window and thought this wasnt for you that your commute wasnt too far for a boik rideike ride, consider this group. These people biked from San Francisco to silicon valley. Heading out from 24th and Mission Going basically right next to the san jose airport. Its kind of a mixture of on the roads and on the day trail. Reporter he says the ride takes about four hours. A huge group made that trip as part of bike to work day. We saw mostly speerchsexperienced riders participating today but the idea is to show people that dont usually commute on their bike that they can do it too. Jennifer gave it a try this morning for the first time. She had to get from the excelsior district to the waterfront. I was a little intimidated by the distance so it was nice to be with some experienced cyclists who actually knew some routes and had some suggestions for me. Reporter even mayor ed lee rode his bike today. He said hes proud of the 443 miles of bike infrastructure. Were getting the best advice on safe routes and how to make them safer. Its winding down a little bit now, losing intensity but its still here. You can see a wide area of Stormy Weather concentrated mainly in the east bay and some portions of the south bay right now. Lets close in and take a look at some of the activity. Theres a little cell moving between Mountain View and milpitas north of san jose. Wet spots along the highway. A long expanse of highway 237 is going to be not good for commuters, parts of 101, 880 and 680 experiencing downpours and wet pavement as well. So its all moving from south to north through mainly through the east bay right now. Livermore getting a good dose of wet weather. Heres a live view from our east pay hills camera. Dramatic view of dark clouds and raindrops hitting the camera lens. Showers will taper off overnight and be partly cloudy and dry this weekend. Well see milder weather developing around the middle of next week. Lets look at the satellite radar composite image. Heres our wave of Stormy Weather pushing through the bay area but lets pull back and look at the second wave which is moving inland to our south. So Southern California will get a pretty good dose of Stormy Weather tomorrow. But this evening starting to forecast animation 7 00, well see clouds lingering, maybe a couple of isolated showers but the big storms will just diminish and dissipate as we get into the Early Morning hours tomorrow. Well have a spot or two of light showers but not very widespread. Tomorrow down south from san diego to palm springs well see areas of showers, thundershowers, heavy downpours and we have a winter storm warning in effect for the sierra until 5 00 friday afternoon. We expect another 3 to 6 inches of rain there above 6,000 feet. Chain requirements are possible. Back to the bay area, cloudy tonight and spotty showers are possible, but the heavy downpours and widespread showers are not likely. Theyll taper off. Overnight lows will be generally in the low 50s. And then tomorrow look for partly cloudy skies. Well see some nice breaks of sun. Way up to our north there could be some buildups of clouds and showers late tomorrow, but most of the bay area will be dry tomorrow. Well see high temperatures generally in the mid to upper 50s on the coast lower to mid60s around the bay and mid60s inland. Heres the accuweather sevenday forecast. We finally get quieter weather over the weekend. Mainly sunny days saturday and sunday. But not much of a warmup until the middle of next week when you see high temperatures climbing back into the mid70s inland and low 70s around the bay. Its generally areas of showers with locally heavy downpours especially between antioch and livermore. Down into the south bay as i mentioned, just north and east i should say of sunnyvale and heading east out towards milpitas, weve got some wet pavement on highways 101 and 280. Its really wet down in the south bay. Cupertino getting a nice dose, a nice drenching with highway 85 and 280. As we give you a view of the movement of this storm system, you can see its moving generally from south to north. As we project ahead the next three hours well see storms losing their intensity weakening, but still areas of showered scattered throughout the bay area throughout the evening and that means a slow commute for those out there on the roads. The amtrak accident in pennsylvania could have been prevented by technology designed to override the engineer to avoid a crash. Such systems are already in place on some rail lines and caltrain will go online with one before the end of this year. Wayne friedman is joining us live from san mateo where he got a look at that project today. Hi wayne. Reporter good afternoon. The problem with that train in philadelphia was excessive speed. There was no way for amtrak to know it was going fast, no way it could override the engineer. There is a system country mandated that will allow a Central Control for railroads to take over when a train runs loose. If youve ridden caltrain lately, you may have seen more than a few extra safety vests along the tracks. Theyre not your normal maintenance guys. Instead, theyre installers of an entirely new safety system. Positive train control has been in development for decades. Reporter thats chuck harvey of caltrain talking about the next revolution in American Railroad safety, one that most likely would have prevented this weeks amtrak disaster in philadelphia. When that train derailed it had been going almost twice the speed limit. Positive Safety Control would not have allowed such an apparent error. Basically what it does is it can override the engineer. Reporter the system relies on sensors radio frequencies and gps to coordinate computers on the train with a Central Control system. It sets speed limits for every section of track. It monitors engineers running tracks which interact with the system along a given route. If the engineer is not paying attention, he wont be able to go through the signals. The system will read that, give him a notification. If he doesnt react within a certain aunt missouri of time, the system will slow the train down or stop the train. Reporter congress has mandated to have these systems in place by the end of the year but thats not so easily done when railroads like amtrak do not own most of the rail lines on which they operate. Caltrain says it will get the project finished on time. Were lucky here in that we control and own our railroad. Many railroads are tenants on other peoples property and they reside in areas where the Communication Systems are much more difficult to do. Reporter translated the best way to run a railroad is to not borrow it. Wayne friedman abc 7 news. San Francisco Mayor ed lee says he is shocked one of his former Campaign Consultants is accused of having nearly 5,000 images of child pornography. Enrique pierce faces five counts. Prosecutors say some video and pictures actually show an infant being sexually assaulted and Young Children tied up. They say they also found images on pierces cell phone taken outside city hall of young boys who dont appear to know theyre being photographed. Im very disappointed. If those charges are true, he must be prosecuted. We just continue to be shocked that he was charged with that. None of us ever had any indication that was happening. Investigators say another man tipped them off after pierce send him an online message. More charges could be filed against deputies in a major misconduct and Corruption Case involving inmate abuse at the Los Angeles County jail. Former undersheriff paul tenaca turned himself in. Theyre accused of covering up beatings. The scandal has rocked the department several years. Investigators say the coverup went so far the men transferred an inmate who was an fbi informant out of their jail. Coverups, diversionary tactics, retribution and a culture which is generally reserved for a hollywood script. Seven lower level deputies have already been convicted and the sheriff has stepped down. Investigators would not comment on a possible indictment against him. Federal Officials Say a man is in custody for trying to launch a drone outside the white house fence. Take a look this photograph shows officers pinning the man to the ground moments after the incident. A federal Law Enforcement official told the Associated Press its unclear if the man intended to fly the aircraft toward the executive mansion or was just trying to take aerial photos of d. C. The incident comes nearly four months after a quad copter drone piloted pie an off duty intelligence employee landed on the white house lawn. Jurors did not reach a decision today on whether Boston Marathon bomber Dzhokhar Tsarnaev will get the Death Penalty. Today was the first full day of jury deliberations. This was the same panel which found the 21yearold guilty on all counts for his role in the april bombings. Throughout the trial the defense tried to paint the 21yearold as a lost young boy who was strongly influenced by his older brother. The jury must unanimously agree to the Death Penalty or tsarnaev will get life in prison. In a statement on his blog stephanopolous apologized, saying i made charitable donations to the foundation in support of the work theyre doing on global aids prevention and deforestation, causes i care about deeply. So this is certainly complicating the Late Afternoon and evening commute. But as the storms continue to travel from south to north they are weakening a witbit and thats good news. Tomorrow its going to be thunderstormy up in the northern plains, down the Mississippi Valley and in Southern California across the state of california tomorrow well have more active weather. But the most intense weather will be to our south from l. A. To san diego and eastward over towards palm springs into southern nevada. Well have snow in the central sierra, sort of a variety pack of weather continuing outside the bay area. Here tomorrow well have partly to mostly cloudy skies, some flashes of sunshine. Look for high temperatures to reach from the mid to upper 50s on the coast to lower 60s around the bay. Researchers found requiring a 150 deposit that will be lost if the person failed to stay off cigarettes for six months nearly doubled the chance of success. Now, the study if replicated may change how Wellness Programs are structured. The navy making big changes in its fitness and maternity policies. It will double Maternity Leave in an effort to convince women to stay in the navy longer. It will also require twiceayear pass fail fitness tests and adopt more spot checks for health. The feds are taking issue wl pills claiming to prevent and reverse graying hair. They say those claims are not backed by science. A hair and beauty store is dealing with a data breach. Sally beauty says the breach affected fewer than 25000 credit cards. The company says customers will not be responsible for any fraudulent charges that are promptly reported. A similar breach happened in march of last year. Sally Beauty Supply runs 4900 Stores Across the globe, including more than 15 in the bay area. Well thieves are stealing money from customers by first tapping into their starbucks mobile app. Yikes 7 on your sides Michael Finney has the story. These guys just find one place after another, dont they . Well the crooks are crafty. They are. They have got all day to do it, i guess. This could make you wary about putting your Bank Information into a smartphone app. The starbucks mobile app lets users buy coffee with a smartphone. You can also load money onto a gift card and thats a key. Now thieves are going online breaking into individual accounts. Then they load money from the customers credit, debit or paypal account onto a starbucks gift card. Starbucks said hackers are getting into personal accounts not company data. It would not say how many were hacked. Starbucks suggests using strong unique passwords to help slow the hackers. More recalls connected to faulty air bags from the manufacturer tecata. Honda recalled five million vehicles made from 2002 to 2008. Just this week toyota and nissan recalled 6 million cars for the exact same reason. In all, tens of millions of cars have been recalled over fear the air bags can explode sending shrapnel flying and causing death or injury. Honda alone has issued ten separate recalls blamed on the air bags. At least five deaths have been reported. Check this out you may soon be able to purchase an item online just by looking at it. Outdoor watering is one of the targets of conservation but the students here have come up with an ideal solution. This is how it started with a demonstration garden at Willow Glen High School. Students planted california native plants as a lesson in justin bushs science class. That led to another guard enand another as the water savings grew obvious. Were now going to dramatically reduce watering to once a month and a lot of it is off the natural rainfall. Reporter they are trying to spread droughttolerant gardens to all schools in the district to replace thirty lawns and plants. The schools are under the same mandate to reduce usage by 30 . At the same time, students are learning lessons they can take home to save water. John and alicia say they enjoyed getting their hands in the dirt. Its not something you normally do. Not a lot of people have gardens around here. We do so weve had some experience with that but it was cool seeing other people help. And the insurance teacher considers it an ideal learning experience. I think they feel empowered and feel like they can really do something about the drought. They dont have to be spectators and they can actually have a hand in the solution. Of course they have learned that young native plants can be casualties of foot traffic. Well take a look at live doppler 7 hd and take you in a little bit closer to the east bay where they have been getting drenched between antioch and livermore. Right now some of the strongest returns are showing up in the east bay here. As we take you down to street level around newark, east caribbean drive, warm springs boulevard in fremont area and sunol is also getting its share. Livermore lighter rain along with the concord, antioch area. As we look to the north some lightning strikes near our radar site just to the northwest near hopland. Watching a few showers developing and then the stuff is just moving from south to north. Some of this is quieting down. So far more than 300 lightning strikes around the state. San jose cam showing you a very wet scene down in the south bay right now. Wettest spots have received anywhere between half an inch to almost an inch of rain in penn grove. 0. 53 in byron, allen rock 0. 6 of an inch. Look at the rain totals in the south pay.
