Local Officials Say for much of it they are still waiting on the federal government. Its very difficult to even see the damage from the street. Reporter eight weeks after a 6. 0 earthquake shook napa to its core, the process of finding all that was damaged or destroyed is still ongoing. Crumbling foundations. We found ceiling beams that were cracked. We found many issues. We think over many, many months to come we are going to find more and more homes that are seriously damaged. Reporter napa city manager told an Assembly Committee in sacramento damage numbers from the napa quake are going up by the day. As inspectors are just now getting inside some of the citys buildings and homes. Response is a day, maybe three days. Recovery is, as you heard this morning, weeks, months. In the case of an earthquake it could go on even longer. Reporter napa and surrounding cities did receive public assistance money from fema for infrastructure repair. Almost immediately after president obama signed the disaster declaration in early september. But individual assistance is a separate fema program and still has not been approved for napa quake victims. Much to the frustration of many who desperately need low interest loans and other aid. As you know, the state of california does not have an individual Assistance Program specifically for disaster response. So really, we do depend on that federal individual Assistance Program. Reporter a fema spokesman told abc 7 news its a complex process that is ongoing, with no estimate of when it will be completed and no guarantee that assistance will be granted. The three years of drought will no doubt be on the minds of many california voters as they go to the polls in two weeks. The first proposition on the ballot will be asking voters to okay billions for the golden states water needs. Governor brown was pushing proposition 1 today. Abc 7 News Reporter david louie is live with a look into whats at stake. Reporter well, we are talking about a 7. 1 billion bond measure in order to build more infrastructure in the state. Even if more reservoirs or storage are built, where will the water come from and who will get it . Those are questions weighing in the minds of voters as they decide where they stand on prop 1. With reservoirs visibly down, the stage is set to see how concerned voters are about building new water storage and recycling projects while providing ecosystem protection. Governor brown spoke at a water conference at stanford and painted a dire picture why the 7. 1 billion water bond is needed. People are literally having to use bucket water for their showers and getting sand out of their tap in various parts of the central valley. Reporter the Public Policy institute of california doesnt take a stand on prop 1 but its poll of voters indicates water is a critical issue. 24 of all californians said they thought it was the states biggest problem. If you ask people are they concerned, do they think waters a problem in their region, most do. This is a time when water is really on peoples minds. Reporter 2. 7 million out of the bond measure is earmarked to help pay for new reservoirs or groundwater storage. A ninemember commission appointed by the governor will decide which projects are funded. Local agencies are expected to share the costs. That wont happen overnight. A key reason the fisher Mens Association is opposed to prop 1. If you read this carefully, much of it wont do any good for 15 or 20 years. Thats really, i dont think, not going to help us through this drought period. Reporter ultimately voters will decide the fate of the water bond. We need to spend whatever its going to take if we want to keep living here. Its something that needs to be dealt with. More waterefficient garden designs, more rebates for having people, incentivizing, being more water efficient. Homes, houses are critical versus building more reservoirs. Reporter david louie, abc 7 news.
