He can see things before theyre open hes getting his feet there but as he grows hes going to anticipate even better those longer throws. But you also you also have other tools everywhere around that you can work with. So you dont just need to be on your running back the entire time, but hes really good. And in the nfl, being late means youre going to miss a lot. Having great receivers like chris love out there making catches for you is huge, but if you have to see a guy open, youre going to be late a lot. You see how derek carr has to throw the ball hard down the field and flat if with anticipation that ball comes out early with air and you give your guy a chance to run for it, hes been coached by a lot of guys. You could see hes there, separation there on the olave play. You know, he obviously trusts him enough to throw it up and let him make a play. Kind of like the one year with Devante Adams can you coach that out of a guy i mean in year ten, you throw it three steps earlier, you throw it on the break instead of after the break, before you see him set his ankle, you understand where hes going. A bunch of it comes from film study, from from working in the film room and doing the work on the xs and os and knowing your game inside out, understanding what the defense is going to give you. But really, all of that chemistry works together so that you trust the guy that youre throwing the ball to and the see it and throw it. Guy doesnt trust where that throw is going to go. He has to see the angle set before he lets go of that ball. And its hard to be outstanding if youre a see it and throw it, especially with the windows in the nfl being so small, so small, dudes are so fast. Oaklands fired police chief, laurent armstrong, saying he is, quote, vindicated after the result of an independent investigation cleared him of all wrongdoing. Good evening. The attorney representing the former chief says the 55 page report overwhelmingly sides with armstrong. So much so that the city is being asked to consider rehiring him. Abc7 News Reporter stephanie sierra has our details. A sigh of relief from former Oakland Police chief laurent armstrong. I think today is something that i envisioned happening a long time ago. Armstrong was placed on leave in february after the citys federal monitor suggested he mishandled two incidents of misconduct within the department. But this 55 page report exonerates armstrong of those accusations. That report concludes that, number one, the chief never should have been disciplined. There is no factual basis for the discipline that was issued and is recommended that that discipline be reversed and removed from his file. Number two, the criticism of him in the federal monitors outside law firm reports were unfounded. The determination that his he was lacking in credibility during that investigation does not have a factual basis. And according to armstrongs attorney, will edelman. The report found the initial findings from the federal monitor did not draw the appropriate conclusions. The conclusion that he violated any department rules also lacks a Factual Foundation and is simply not accurate. This sounds like what i told you months ago. Its unfortunate that weve had to come to this point. The report concluded the former chiefs termination was illegal retaliation in violation of his First Amendment rights and a statement oakland mayor shane tao wrote, while the law prevents me from publicly discussing the details of the report, neither my administration nor the federal court agreed with mr. Armstrong that the findings could be written off as mistakes. Oakland needs leaders, including at opd, who will stand up and make tough decisions in the name of accountability and Community Trust by immediately and prematurely standing up for himself personally. Mr. Armstrong failed to stand up for accountability at opd. According to initial reports, the former chief said he was wrongly fired under labor code and whistleblower statue. But this report says the city did not violate labor code. Now, this, you know, concludes the fact that i didnt do anything wrong. In august, armstrong filed a legal claim of wrongful termination against the city, which could open up the possibility of a lawsuit. But the report specifically states it recommends the city settle with armstrong, as well as consider rehiring him. Stephanie sierra, abc seven news. Stephanie thank you. Taking a look at the new report out on the firing of former chief laurent armstrong, the city is tasked with possibly reinstating him or facing a civil lawsuit. Abc seven news insider phil matier gave us some perspective on what could be next for the city. Basically what this this judge said was that, okay, youve made these conclusions that he he mishandled it, but i dont see any proof. You dont present any proof that he actually did. Its all this investigators opinion and youre operating on opinion rather than fact. And based on that, you dont have a case here. But what do you do after the genies out of the bottle . After you fired the chief . Its it really puts the mayor in a difficult position. The Oakland Police commission, which oversees the department, but they wanted him to stay. They did not recommend firing him. They and the mayor moved around them and went and fired him. They are now charged with finding the new chief and they have a couple until the october. They said they will be submitting the mayor three names of possible candidate s so his name could be on it. Thank you. His name could be one of the three. And this could be back in the mayors lap again. Armstrong shared with our team today that he was unaware of a personal vendetta that could have led to his firing and says he also sent a report that contradicted the initial findings to the city. He felt that report was ignored and in just the past 15 minutes, the Oakland Police Commission Just wrapped up a meeting at the next commission meeting, theyve decided to add a recommendation to reinstate former chief armstrong or include him among the list of finalists as phil matier just suggested. They also decided to extend the contract of interim police chief Darren Allison until a new chief is appointed, which they hope to do in the next six months. Meanwhile, today, officials with the oakland chapter of the naacp didnt hold back and voicing their disappointment and anger of the citys missed deadline to apply for a state grant to fight escalating retail crime. Abc7 News Reporter Leslie Brinkley has more on what theyre saying and how the mayor of oakland is responding. Oakland got nothing wrong. Im going to say it again. Oakland got nothing. Members of the naacp met with Community Leaders at the acts full Gospel Church in oakland to discuss why the city of oakland failed to meet a deadline to get money from the state to fight crime. The naacp alleged the city may not have negligently just missed the deadline, implying it might have been intentional. A decision not â– to seek the funds. Why would they not seek the funds . Because the money was going to Crime Prevention through Oakland Police department. And there are people in town who would prefer that that money go to social programs. Across town at a port of Oakland Press conference at Oakland Airport, the mayor fired back. Im infuriated and frustrated that, you know, city staff had missed a deadline. But to assume and put out false information that somehow we didnt want to apply for it, that thats utter bs. It is absolutely not true at all. The mayor insisted they are putting in parameters so Something Like this never happens again, calling it a personnel issue. There will be consequences that will be taken. The buck stops with the mayor. Shes over oakland. Shes the mayor of oakland. She needs to be held responsible for this. The mayor redirected the conversation to proactive steps shes taking to address escalating crime with technology, saying the city will soon be getting 300 surveillance cameras provided by the Governors Office that will tag team with similar cameras in neighboring piedmont and san leandro. The owner tells abc seven news that rising crime is the reason they decided to shut down. He says his family is looking to relocate the business but has not yet found a new location in neighboring berkeley. The police are investigating reports of a shooting not far from the university. Sky seven spotted patrol cars outside a building at hillegass avenue late this morning between dwight way and parker street, close to peoples park and the south side of the cal campus. The news website the berkeley scanner reports that a tenant shot someone perhaps mistaking them for a burglar. Weve reached out to the Berkeley Police department for more details, but not have not have yet heard back. The Opioid Crisis in San Francisco appears to be getting worse. Today, city Health Leaders announced 84 people died from accidental overdoses in august. Thats up from 74 in july. They all announced that theyre launching and theyre also announce, rather, that theyre launching an informational dashboard on sf. Gov website at the dashboard will highlight overdose and treatment trends in San Francisco. It will give the total number of unintentional Overdose Deaths each month and track the amount of the overdose reversal drug naloxone. Thats being distributed. Legislation that aims to prevent Youth Fentanyl overdoses in california is now headed to the governors desk. Today, south bay leaders celebrated the passage of a bipartisan bill called melodys law. The measure from south bay senator dave cortesi is designed to provide educators with school staff and the tools and knowledge necessary to save a child who overdoses on campus. The bill mandates it mandates that our Current School safety plans incorporate strategies to prevent opioid overdose his. And by doing so, were taking a significant stride toward safeguarding the lives of our youth. The mother of the girl, the bill is named after, attended the gathering and urged the governor to sign it. 15 year old Melanie Ramos died of an overdose in a bathroom at a high school in hollywood. We have some new details tonight in the case of that deadly ambush attack on a los angeles sheriffs deputy. Abc news has now learned that the man accused of killing that deputy has confessed, but the suspects family say he was diagnosed with schizophrenia and his mom says shes been trying to get him help for years. Reporter Carlos Granada from our sister station in los angeles has the latest. This is the moment the suspect is taken into custody. 29 year old Kevin Antonio salazar of palmdale comes out of his home with his hands up and surrenders 36 hours after after the murder of our deputy, the men and women of our Department Arrested him. The sheriff says for several hours, the suspect had tried to barricade himself and they had to use tear gas to get him to come out. This all happened around 5 a. M. And there was a very heavy presence of special weapons officers surrounding the area. They then moved in to search the house where they say they found several firearms. Why he did this, i have no idea. Was he targeted . Im assuming he was. But we will. Our intent is to find out. 30 year old deputy ryan klinken brewer was shot saturday just outside the palmdale sheriffs station at the corner of sierra highway and avenue. Q this Surveillance Video shows what is believed to be the suspects vehicle, pulling alongside the deputies cruiser. And then he allegedly shoots him. Sheriff luna says a Good Samaritan found the deputy unconscious inside the vehicle. Clincoln brewer was taken to the Antelope Valley Medical Center in lancaster, where he later died. In this case, ryans family will never see him again. This was an attack on the Law Enforcement community, an attack on public safety, an attack on law abiding residents of Los Angeles County who believe in and support law and order. But you look at the shake intensity map and you can see that it was felt around the bay area all the way down towards the santa cruz area up to San Francisco, into the east bay and out towards the central valley. I know some of us, i felt it certainly up here in San Francisco. As we take a look at that wider view, you can see just how far reaching this earthquake was. All right. Lets talk about our winds here. A little breezy out there, gusting to 22 miles an hour in napa right now. Air quality is good for the entire region and were going to keep it that way until about wednesday night into thursday. Could see some smoke from Northern California moving in here. But for the time being, the air district has good air quality for the next two days. As we take a look at a live picture from live doppler seven, i should say, you will notice that there is some patchy clouds out there in the sierra. There have been thunderstorms. Those thunderstorms are winding down. There is still a few isolat ated storms near susanville. So were going to widen the picture here. Area of low pressure off the california coast provided us with another beautiful, mild day. But those temperatures are still a few degrees behind where they should be, and that low is eventually going to move on out. Ill show you whats going to replace it in a moment from our Oakland Airport camera. We are looking at a nice view. There is low 60 soquels from San Francisco to oakland. It is 64 in mountain view, san jose, 67 degrees and youre at 59 in palo alto from our santa cruz camera, some low clouds are gathering low 60s for most of you concord, youre at 66 degrees. One other live picture and its a little murky from our Golden Gate Bridge camera. Low clouds spread overnight. Patchy drizzle, minor fluctuations in the temperatures this week. And we are looking at gusty conditions developing in the hills and increase in fire danger between wednesday night into thursday. But for the time being, humidity remains high for tomorrow morning. We have widespread low clouds and some spotty drizzle as we head into the afternoon and evening, low clouds will peel back and then push right back in again. Around this time, we expect it morning temperatures in the 50s and the 60s. Watch out for that drizzle tomorrow afternoon. Youre looking at low 60s to low 80s. So if you like today its going to be another mild day tomorrow. Plenty of sun around the bay and inland. What we are concerned about is not this area of low pressure thats been keeping us cooler than average, but thats going to get absorbed and pushed on out by this trough thats developing to our north. It drops down. And as it does northerly winds develop, thats whats going to kick up the winds in the hills, lower the humidity and raise the fire danger. During that time, we dont have any warnings yet, but stay tuned. In the sierra, this is going to turn to rain. Accuweather seven day forecast. You are looking at a mild pattern the next couple of days. Low 80s inland low 60s coast gusty in the hills on thursday and a little warmer as we head towards fall which is friday at 1150 at night. Abc seven news south bay reporter zac fuentes got a firsthand look at the laser and has more on the advancement. It could bring. The Brilliant Minds working for menlo park slack National Accelerator laboratory are finally unveiling the worlds most powerful x ray laser. Really . Its a discovery machine. We can we can look at processes that are unknown and that we havent yet discovered that discovery machine is called lcls two. Its been under development for more than a decade. It builds on the original lcls or linac coherent Light Sources and xray free electron laser. Imagine lcls is a giant microscope and now with lcls two, we have about 10,000 times the light. Essentially to look at things, right . So that enables you to see things that we havent seen before. Are those behind it say its going to transform the ability of scientists to explore atomic scale, ultrafast phenomena through those explorations. Huge strides can be made in things Like Clean Energy technologies, in medicine. In 2009, the original lcls machine made the us a leader in this type of technology and it was such a groundbreaking machine that six machines around the world immediately started construction. Project director greg hayes tells us. Though the us was not to be outdone in celeste, who began construction in 2013. And we have just completed, as of last week, our final milestone for the project.
