And were in that realm again today as we have another spare the air alert. The cold front is on the way, though, for monday. That will really help us out. But between now and then, were going to see some improvements slowly, certainly as we get into your sunday live doppler seven, partly cloudy skies. This was a look at our sutro tower camera. You can see the haze there. Poor air quality north bay coast and central bay with moderate air quality elsewhere. Everyone improves tomorrow and it is 56. Downtown, 57 in Mountain View, half moon bay. And well be looking at some haze with partly cloudy conditions today to mostly sunny 55 in concord. But temperatures remain below average, mainly in the upper 60s from San Francisco, mid 70s and oakland and inland. Well see some upper 70s, but tomorrow well see some big improvements as the haze moves off to the south and east of us. And then were going to track a cold front that will bring in some early season raindrops on monday. Gloria all rightthk you so much, lisa. A two year old died following a shooting in vallejo. Few details are available, but were told it happened on alhambra avenue yesterday morning. Police say a Family Member brought the boy to the hospital and the toddler had at least one gunshot wound. They say the shooting happened at a home, but the circumstances are not clear. No arrests have been made. Six year old Jeremy Stoner was assaulted and strangled and a suspect was arrested but later cleared. And jeremys murder went unsolved until this week. Abc seven News ReporterTara Campbell shows us how police finally cracked the cold case footage from more than three decades ago. Abc seven news there for the funeral of six year old Jeremy Stoner abducted near his familys vallejo home in 1987. His body found days later on Sherman Island in sacramento county. We are in the process as we have been for the last several days, of going throughout that area. And looking for suspicious people. Anything that may be suspicious that has come through that area that year, police did arrest and charge a man with murder and kidnaping, but the case was dismissed and the investigation then went cold for decades. That is, until this week. Solano County District attorney Krishna Abrams announcing friday a new suspect in custody identified using dna technology. In a statement, she said, i am so thankful to have such dedicated cold case investigators that no matter how much time goes by, they remain steadfast in their commitment to solving these horrific cases. Jim hammer is a former San Francisco assistant district attorney. The second level is think about the guy who was wrongly accused of this. I mean, a man sued, falsely accused of rape and murder of a young boy. I cant imagine a worse false accusation. Now, this week, investigators arresting fred kane, the third, at his home in central point, oregon. Hell be transferred to Solano County to face a murder charge. Hes also accused of kidnaping and. But if dna is collected properly and everyone follows the procedure, theres in my mind, no better evidence in the world because it can prove conclusively who committed this crime and perhaps soon some long awaited closure for this community. Tara campbell, abc seven news. Governor newsom is urging the Supreme Court to reconsider a ruling that blocks cities from clearing homeless encampments. He filed a brief yesterday warning that the high court that cities are paralyzed by the decision. Newsoms filing comes as San Francisco is fighting an injunction preventing it from clearing encampments. District attorneys in sacramento and san diego have filed a similar briefs. San francisco is considering bringing back patrol specials, a private Security Service from the gold rush era amid a police shortage. One Police Commissioner believes it is a good idea. Abc seven News Reporter lou pena looks at what it would take to revive the patrol Specials Program for crime in San Francisco is trending up. According to the latest city police data robberies over the last 12 months are up 6 compared to the annual average over the last four years. Vehicle thefts are also up 19 compared to the yearly average. City officials are now getting creative, looking at the past to stop future crime, theyre considering something called patrol specials. A patrol special is a modified private security. So this also will free up our Police Officers to actually fight crime. San francisco commissioner Deborah Walker presented this proposal to the Police Commission this week, hoping to officially bring back a squad of this type to the city. Is an existing program that began back in the Gold Rush Days when we didnt have police. But its always operated sort of side at the same time as our Police Department. Currently, theres only one patrol special still active in San Francisco. He urged sfpds chief and other commissioners to revive this program. When i became patrol special in 1977, it was 450 patrol specials that was assistance and beat owners. Sfpd is about 600 officers short patrol specials would be assigned to specific blocks where businesses request their services in the past, they have been armed and their uniform is very similar to that of an officer. We have our ambassador programs. We are looking at using police reserves and paying them. There are about 260 businesses in fishermans wharf. The Community Benefit district says safety is a major concern for patrol Specialist Program is Crime Prevention through presence. And that is what were asking for. Just having them around will give tourists. Theyll make them feel safer as the Police Commission irons out the details. Supervisor peskin is also worried about why they disappeared. The Police Officers union was never big. Fans of the patrol special. They saw them as competition. Were no longer in those days. Were short several hundred Police Officers, so hopefully those issues will go away. Now, we also contacted the San Francisco police union for comment and did not hear back. Theres also an issue of fairness because some neighborhoods will be able to afford patrol specials and some want. For the first time in martinez history, the city is holding its first pride celebration on saturday. I went to school in martinez and i remember there was Nothing Available for pride. Christian aguirre is executive director of the Rainbow Community center, the lgbtq nonprofit serves people of all ages in 19 cities across contra costa county. This year, its the main Event Sponsor for martinez pride. We really want to elevate that message to create awareness , and also to allow people to feel welcome everywhere they go in our county. And for the main organizer, sarah tucker, its personal. It just it helps, right . As a parent and as a queer person myself, it helps to know that our community is behind us. Martinez is now one of several smaller communities that have adopted their own pride. Instead of relying on events in larger cities. Tucker says with a rise in anti lgbtq legislation across the country this year, pride has never been more important. There are lgbtq folks everywhere and we like to see it in our communities. We want to know that our local businesses support us and our City Council Supports us. And so its important to have representation. Its important for our kids to have representation in. Martinez mayor brian zorn says the event is also proudly backed by the city, with a 2,500 cultural grant in addition, it really shows our Lgbtq Community lives in martinez that theyre seen and that theyre loved by their martinez neighbors. But with future Grant Funding uncertain, the Rainbow Community center is still seeking more sources of funding to make sure pride can continue next year. So were trying to bring more Community Members to step in and also build a donor base for us to sustain throughout many years. And one really practical way this comes to life is through something as simple as maternal health. If women die during childbirth, which amazingly still happens in this world, you know, ultimate 880, that is an absolute travesty. And so we need to make sure that women have basic Health Care Like a midwife in the event of an emergency or a csection if needed, so they can deliver safely and live healthy and productive lives. Some people are not going to be able to be in attendance in manhattan for this major concert theyll be watching at home on abc live, for example. So for those folks, what can they do to help . Then by 2019, that number was down to about 12 of the worlds population. A amazing progress within my lifetime. But then the covid 19 pandemic struck the war in ukraine and economic downturn. So we need to double down. We need to take more action now more urgently than ever. And thats why we need citizens to join this movement. And then with our onshore flow yesterday, it got pushed right back at us so that will be the case again today as we have a lingually lingering northerly upper level component and so that keeps the smoke in our vicinity. But by late today into tomorrow, we have more blue sky to look forward to and there will not be a spare the air alert. But you look outside here and you get the idea why the air quality is moderate now. But throughout the day it could get poor in the north bay, the coast and central bay, moderate everywhere else. And then by sunday day, this is behind us and we get into more blue sky. One of the better areas right now is the golden gate bridge, where you can see some blue sky, 55 downtown it is 60 in oakland with 57. In san jose. And a look from our exploratorium camera where temperatures are in the low 50s. We were in the 40s earlier from napa to nevada with fog and haze. But as we go through the rest of the morning, the fog is going to clear. So it will be mostly sunny, but we will have that haze. 1 00 just in the low 70s inland. So a cooler than average temperature regime continues. Upper 70s late in the day and well get partly sunny conditions at the shoreline. So certainly not as bad as it was. New this morning, California Governor Gavin Newsom vetoed the latest selfdriving truck. Bill that senate backed bill would require a human operator in autonomous trucks, over 10,000 pounds for the next five years, according to the sf chronicle. Governor newsom opted not to sign the legislation, calling it unnecessary. The Teamsters Union represents. 250,000 members and rallied in favor of the bill this past week. They argued that not signing the bill could risk thousands of human jobs being lost at United Auto Workers. Are entering their second week on strike. They say some progress has been made in negotiations with ford, but not with General Motors or stellantis. This is President Biden is set to join the picket line next week. Heres abcs lionel moise. Mighty, mighty Union Workers at an Acdelco Parts Distribution Center in memphis, tennessee, part of the 5600 automakers joining the United Auto Workers strike friday against the three big us automakers. The uaw increasing the pressure on General Motors and stellantis friday, expanding its strike to all 38 parts and distribute facilities across 20 states. We will shut down Parts Distribution until those two Companies Come to their senses and come to the table with a serious offer. Stellantis issuing a statement saying that it questions if the unions leadership was daetz to reach an agreement in a timely manner, accusing the union of pursuing their own political agendas rather than the best interests of employees. The union is asking for more than a 40 wage increase over four years, a 32 hour workweek for 40 hours of pay and a restoration of traditional Pension Plans for new workers. So far, the companies have offered a little over half that amount, according to uaw president sean fain. Ford is showing progress on issues like cost of living increases, Profit Sharing and security during layoffs in a statement, ford saying there are still significant gaps to close on the key economic issues. Nobody wants to be out here. We want to be in there working. We want to be, you know, getting parts to our customers and to the dealers. But it comes to a point where you had to draw a line in the sand. And next week, the workers will have some company on the picket lines. In a statement yesterday, the Writers Guild of america confirmed to its more than 11,000 members that talks will continue this weekend after weeks of inaction, face to face negotiating sessions resumed earlier this week between writers and the alliance of Motion Picture and Television Producers as several top studio executives also attended. New developments now. A federal judge has ruled that california cannot ban gun magazines of more than ten rounds. It comes after the Supreme Court last year set a Legal Standard on interpreting gun laws as relying on their Historical Context as opposed to public safety. The ban will likely stay in effect while californias attorney general appeals the ruling pgandes customers will likely see their bills increase in the coming months. The cpuc is expected to vote on two proposed rate plans in november. One raises rates by 9, the other by 11. Pgandes says that an increase is necessary to put 2100 miles of power lines underground, reducing wildfire risk. When you put those lines underground, it reduces the need to do things like tree trimming and maintenance around those lines. And it also far increases reliability. Pgandes wants to put most of its many of its power lines underground that is far too expensive an approach for wildfire safety. The much better approach is to insulate the power lines, which is a faster and cheaper way. State senator scott wiener released a statement saying that the rate increase will place an absurd burden on customers for upgrades that he says should have been performed decades ago. A post from San Francisco supervisor dean preston now going viral online. On wednesday, preston taking to the social media platform formerly known as twitter to urge the city to launch a campaign telling visitors not to leave things in their cars. The supervisor saying the move would dramatically reduce car break ins. The tweet getting noticed by several of prestons political opponents, including elon musk, who said hed donate 100,000 to help defeat him in the next election. And thats not in stead of enforcement right. The Police Department and the da will work on the enforce side of it. During an interview, preston said his tweet was taken out of context by musk and others. He tells me he believes the city needs a multifaceted approach to tackle the car breaking epidemic. Thats why he hosted a special hearing thursday, bringing together several city agencies to try and find solutions to the problem. San francisco is preparing to take the world stage this november for the Asia Pacific Economic cooperation summit, or apec. The city is trying to raise 20 million extra dollars for apec. It is the Biggest International event that the city has hosted in decades, and the money will help host multiple events around the global summit. Political and Business Leaders from across the world are expected to go to apec , including President Biden. Mayor london breed has also set aside 10 million from the citys budget to pay police and City Employees overtime during the event, thousands of extra officers and local, state and federal will also help out. I think San Francisco is a great place to hold a apec with our large asian population, as many as 30,000 visitors are expected, including two dozen heads of state, 1000 ceos and hundreds of foreign journalists. It i on winchester boulevard in santa clara, near the border of san jose, abc7 news south bay reporter zach fuentes was at the grand opening and has more sweet potato, parsley, bell peppers and so much more are growing right in the middle of this santa clara neighborhood. Just a short walk away from westfield Valley Fair Mall in santana row in the south bay. Its an urban farm called agrihood. This is the first urban agrihood in a city of this size or in any in any city in this country. And its got an agricultural working farm here. But thats not all. Agrihood is also the site of Affordable Housing, with a focus on seniors and veterans, providing not just a place to live in access to produce, but also a community with farmers markets and gardening lessons. Its going to give them something to do, places to be. Were going to have 50 pop up events a year here, so theyre going to meet each other, have fun together and really enhance their quality of life. Community member kirk vartan was one of the driving forces behind the project. He started encouraging the city 20 years ago to revitalize the former uc davis agriculture site. Started connecting and we started Engaging Community and we started having meeting. After meeting millions in funding from 2016. Measure a Affordable Housing bond and the city of santa clara helped fund agrihood, bringing in a master developer called the core companies. 165 affordable units have been allocated for older adults, including 54 units of permanent supportive housing. For us, it was really important to look at what are we building and who are we serving . And we know that our Homeless Population is aging and agrihood is responding to that need. Residents are already moving into units with more expected and though the housing is key, those behind this urban farm stress that the brand new space is for everyone, not just for the residents. Its for everybody. And thats thats really the goal is so this is a this is a Community Public asset. How does public space serve the public .
