It. So this is examples of some of the illegal anchor outs. You can see that theres one here thats recently sunk and down at the pier, which is the public fishing pier for the Union Point Park, theres at least two sunken vessels. Oakland police are not providing the iteam with any specific data, but delap says over the past few months, pirates have been attacking vessels at five different locations along the channel, including Jack London Square, the jack loon Aquatic Center, the estuary channel west of the bayside hotel, Union Point Park west and Union Point Park east. I counted at least seven vessels either abandoned or sunk here at Union Point Park, you can see theyre right here in front of us, lining the shoreline. Were told theyve been here for multiple years, from boats to masts. The problem is sticking out right in front of the Us Coast Guard island, the federal agency that has shared responsibility with local agencies to oversee the waterfront despite the problem being present for years. As the Commanding Officer of the Us Coast Guard sector for San Francisco is now stepping in. Our primary effort from the coast guard is to work in coordination with those local Law Enforcement partners to a ensure that there is a deterrent. Overt presence coast guard captain taylor lamb says theyre deploying different Multi Mission small boats like the one seen here along Yerba Buena Island to conduct regular patrols throughout the oakland estuary and other waterways in the region. Our plan is to increase the level of coast guard Law Enforcement presence in the estuary at random times throughout the day, in part because police say the thefts happened 24 over seven morning, noon and night. They take things that are easily fenced, outboard motors, radios. In the case of the boat that was stolen out of the Embarcadero Cove marina, they found firearms. Theres no excuses for that. You know, this is something that has popped on my radar. That is a newer situation. In march, the city of oakland unanimously passed a nuisance vessel ordinance. This gives the Oakland Police Department Marine patrol unit the tools that they need to deal with boats that are anchored out in the estuary, especially those that have People Living on them, whether its pirates or whether its shippers or what have you. Its like there has to be justice. Of course, that means policing has to be done differently. Investigation must be done differently. But delap says nothing has changed. You know, many of the people that come and rent spaces to leave their boat overnight or for months, they return to get to their boat. And there are People Living in their boats like this, slew of abandoned boats that turned into a homeless encampment near the Jack London Square Aquatic Center parking lot. Emails obtained by the iteam show the city has received reports that high School Cruise students who practice here have been harassed by those living in the parking lot. The problem has gotten tremendously where our youngsters cannot even freely get out and sail or row their boat. And now the coast guard has a plan. There are multiple types of vessels that would be used to help in situations like this, including this 45 foot response boat. The Us Coast Guard would deploy to help local agencies. Additionally, we will be looking to use some of our Aviation Resources when they are available to provide, again overt presence from the air to ensure that we see what is happening along the estuary and throughout your career, have you ever seen it get this bad in the oakland estuary . Well, i would certainly say that this phenomenon of criminal activity in the maritime domain, its new to me. I think its going to take a comprehensive interagency effort to really effectively address it. And were committed to doing that. Captain lamb says theyre also focused on any vessel that would interfere with military traffic, as well as the pollution threats. These vessels may pose. For example, if there is an oil or gasoline spill, his teams will be responding. And these enhanced patrols are happening as we speak. Okay. I think a lot of people will welcome that for sure. Absolutely. Appreciate it. Thank you, steph. Yeah, well, new developments today on yet another story that stephanie has covered, the beached sailboat you see here now gone today, the Marin County Sheriffs Office tore it all up. It happened after the end of a temporary restraining order issued by a federal judge giving the boats owner time to remove it while the boats owner, logan walker, lives on the boat and says he was sleeping with the boat on autopilot when it crashed in upton beach. Thats north of stinson beach. It happened in late july. Calaveras road in sunol is closed right now because a big rig crashed and went off the road. You see it there. Sky seven was over that scene. Were told the truck was headed to a Water Treatment plant. Its full of a liquid called ammonium sulfate and crews are draining it, which will take several hours. The driver of the truck appears to be okay. He refused to go to the hospital. All happening tonight. Alameda County District attorney pamela price is hosting a town hall meeting in fremont. The conversation will focus on justice reform, a key issue the da focused on when running for the office. Abc seven News Reporter anchor hassan sat down with her to talk about her first nine months in office and her priorities moving forward. Thats the thing i love about being a foster kid who made it is that i know that foster children in particular come through systems that often fail them and they remain resilient from foster care to alameda County District attorney, that resilience may also be helping pamela price navigate her way through the public and the politics. And now a recall effort since taking office just nine months ago. So im very much a target. And you can its demonstrated from the moment that we took office. I mean, the first effort to have a petition to recall me was within 30 days of us getting here. So it has nothing to do with our policies or practices or the hiring or anything that weve done in the last eight months. From day one, people did not want us here and they said they were going to fight back. Price suggests that some of the backlash shes up against may stem from a lack of understanding of the judicial process. As she explains, by the time a case reaches her desk, it has already gone through an initial police report, followed by 2 or 3 levels of review by her staff, including a chief assistant da. So the process of charging is a complicated one, and i can appreciate the victims often dont understand how charging is done at and this effort to target me as the person whos responsible to make those calls is a bit is not accurate because thats not what i do, though. Da price receives recommendations from her deputies. She is the final authority in that process. That includes prioritizing 2500 cases eligible for review under the newly passed california Racial Justice act. She says her office is even reviewing previous cases involving Police Officers and public officials. I was elected on a platform of Police Accountability because this county is desperate for Police Accountability and this office did not enjoy the public trust with respect to Police Accountability. So we are fulfilled that commitment to the public, that commitment takes time and staff. Despite the obstacle her office faces, she says her team will continue to build on the work of the past nine months, expanding the collaborative courts, restore, bring the family justice center, expanding the felony trial team. And weve built back up the Sexual Assault team. Weve hired over 100 people, which is in this amount of time is unheard of in government. And certainly for Alameda County and Alameda County. Answer hassan abc seven news. Happening now, day two of dreamforce, the big tech conference in San Francisco that draws about 40,000 people. Theyre calling it the Worlds Largest ai event. The Conference Held at Moscone Center wraps up tomorrow. All right. So joining us now is abc7 news insider phil matier. Hello phil so todays keynote was a question and answer session between salesforce Ceo Marc Benioff and our governor, governor gavin newsom. One of the issues they discussed the perception of San Francisco, not how many of you have had a good experience. So far in San Francisco. Raise your hands. Seen in my favorite crowd. No, but do you see that . Do you see that . What just happened . I said, how many people are having a great experience . All of these hands right now . Listen to this. Why can San Francisco not be like this every single all day . Why does it take us having to say, what is it . What . What is that . The answer is yes. It can be like this. And now theres renewed energy. The mayor, youre seeing it. Shes saying the right things. I mean, she was out there protesting the courts a few weeks ago, which was an example. Things have shifted. Youve had it. You want accountability. And everybodys job is on the line. It should be. And youre right to be angry about this. And i just want to acknowledge that. And acknowledge now that youre not interested in this same conversation. A year from now, youre only interested in real results. And thats our commitment to all of you. But his renewed energy going to do it . Phil it can help. Okay. Okay. All right. But it takes commitment and consists tsay. And those are things that have been lacking. I mean, but like it or not, homelessness is not considered a statewide issue until gavin newsom got in there. Former governor jerry brown was very popular for climate change. And, you know, maybe bringing in a lot of fiscal tightness. But he really didnt address the homeless issue in a major way. He had a saying, if you say it, you own it. And i dont think he wanted to own it. Gavin newsom has no choice. Hes got to get out there and do it. Can San Francisco be like dreamforce every day . Sure. If we want to cordon off the downtown like theyve done in basically we set up a zone there thats going to be homeless free. But no, the reality is that when dreamforce leaves, San Francisco is going to seep back to itself. Not as bad as it was a year or two ago, but still has a way to go. All right. But as he said, nobody wants to have this same conversation a year from now. Well, thats when the voters are going to be having the conversation. And mayor london breed knows that and gavin newsom knows it. And a host of other politicians in oakland, berkeley, and across the bay area know it. That the time has come for a certain amount of accountability and they are changing their perspective. You are seeing people now say, okay, there needs to be accountability. You cant just choose to live on the streets. If there is a shelter you might not like it, but you have to take it rather than be on the street because the citizens have certain rights as well as the homeless. That is the contention of the cities. The courts will see how they rule. All right. So lets talk a little bit more about politics. Utah senator mitt romney will not be running for reelection next year, saying its time for the next generation to step up. The 76 year old also says he doesnt still want to be in office in his 80s a bit of a poke, perhaps at donald trump and joe biden are just having a bunch of guys that were around when the baby boomers were around in the post war era. Were not the right ones to be making the decisions for tomorrow. What do you think of that . Well, lets take a look at the stats. Okay. Ten senators are over the age of 75. I mean, 50 senators, ten senators are over the age of 75. 50 are over the age of 65. So he has a point. Half the us senate is collecting Social Security if they wanted to. So yes, that is not exactly the baby boomers. But the bottom line is that the us senate and the house of representatives that hes referring to is built on a system of seniority. So the longer youre there, the more power you have. And that breeds seniors participation and yes, youre asking me this question because dianne feinstein, whos 90, theres questions about her mental capabilities. Joe biden, who is 82, would be 86 when he leaves. The white house, has made it to national issue. But the flip side to that is nancy pelosi, who 83 and last friday, we reported that she was seeking another two year term. And i talked with her and shes on top of her game. So its not so much where you are on the age spectrum, its where you are on the ability spectrum. Okay . Because age can be just a number, just all depends. It does. But when it starts hitting eights and nines, i think you got a point. Yeah, absolutely. All right. Thank you so much, phil, we have more to come here at six seven on your sides. Michael finney is joining us live tonight. New at six. Hell explain what could make protecting your privacy online a whole lot easier. Abc7 News Reporter j. R. Stone has a closer look at the impact of this decision. Trustee after trustee took to speaking in long beach, california wednesday to discuss raising tuition costs by 6 for the next five years at all. 23 California State University schools. The final vote is 15 years, five nays, zero abstentions. The motion passes. That was the final vote from the California State University board of trustees to raise the cost of tuition. A vote that will directly impact students and parents who had adamantly been against the multi year plan, one that will increase tuition by 342 next year and nearly 2,000 by 2028. Im. Its going to affect us in the most negative way possible. Im already in immense debt for what the csu costs right now. I dont feel like that price increase is justifiable based on what im offered here on campus. Several trustees have stated that they feel as though they dont have a choice on this issue. I cant like not look at the facts and the facts is if we dont do this, if we dont do this, there is no alternative path that we can pursue. So in that spirit, thats why ill be voting yes for this reluctantly , we reluctantly support raising tuition because for the moment i dont feel that we have found an alternative path. This isnt easy and it shouldnt be. But it must be done. This graph shows past tuition increases at csu schools, including San Francisco state, san jose state, sonoma state and cal state, east bay. There has been just one tuition increase in the past 12 years and trustees say campuses need to be better taken care of. If we dont do this, well go through the reserves and then well start cutting jobs and faculty and staff and cutting courses. San Francisco State students we talked with say theyve already seen courses cut. At least one student trustee voicing his displeasure with opinions from other trustees. All i can say is the feeling and the vibe i get in this room is ominous. Doom at least one College Student that we talked with is fearful of having to drop out of school because of the future costs. But still, a majority of Board Members believe that this decision had to be made. J. R. Stone, abc seven news. All right. On to our weather. Abc7 news iteam reporter Melanie Woodrow has covered the story for close to three years and has the latest out after being fired from the vallejo Police Department. Former captain john whitney says he now feels some vindication and a lot of emotions. Im sorry, i just. Whitney and his attorney, jamie walker of william ivory, say tuesday night, the city Council Voted to approve a nearly 1 million settlement to whitneys whistleblower lawsuit. Whitney says he was fired for reporting unethical and corrupt behavior within the vallejo Police Department, including badge bending officers, had been bending down the corners of their badges following shootings. I received awards for Lifetime Achievement from the peace officer standards and training, and i was ready for the next step in my career. And they took all of that away from me. Walker says the settlement sends a clear message. Vallejo fired a whistleblower for you dont pay nearly 1 million when you did the right thing. At issue has been the intention behind badge bending, which i discussed with both sides last year. These officers were celebrating in a gang like ritualistic fashion. The murder and death of black and brown people in the city of vallejo. The officers had to confront a lethal force incident, and it was a way of acknowledging that the solano County District attorney refused to investigate exclusively, telling me in february of last year, we dont we dont chase rumors. We dont chase rumors. The vallejo Police Department launched and concluded an independent Third Party Investigation. But the findings have never been publicly released. I think the community has a right to know what was going on inside their Police Department. The vallejo city manager said monday in a statement. The city is prohibited utd from releasing the report because it is a peace officer personnel record. But even the officers implicated have called for the report to be released. According to their attorney, mike raines, by email. Raines told me the city should be ashamed of itself for not releasing the investigation and correcting the false narrative to have officers commemorating their shootings with this ritual where they bend their badges. It just it creates a stain on the department. It creates the perception that theyre celebrating it, even if thats not what they were doing. Whitney, who is now working as a Patrol Officer for el cerrito police, says the most difficult part has been losing his career trajectory. Still, he says, hed do it all over again , even despite everything that happened. Yes, i would still report it. Its what we are mandated to do in Law Enforcement. The iteam reached out to the city of vallejo. The city Attorneys Office, the vallejo Police Department, vallejo Police Officers association, and the Attorney Generals Office for comment. In california, data brokers must register with the state and allow consumers to ask for their information to be deleted. Thats right. Seven on your sides. Michael finney says that could soon change. He joins us now. Michael, why could it change . Change in a very, very good way and people are going to actually start doing this right now. There are 500 data brokers registered in california. So having the right to ask them to stop and then actually having the time and wherewithal to get that done are two different things. But soon california consumers may be empowered. Data brokers keep track of the important events in your life and mundane details to. They then sell that information. In california, you have the legal right to have your information deleted. But with hundreds of websites to navigate, that has been more aspirational than actually doable. But that may soon change because of California Senate bill 362, authored by san mateo state senator josh becker. So the idea here is really simplify and lets just say operationalize this and really give us control in an actual practical way, which is a one stop shop, hit one button and delete your information from all data brokers. So its like a do not call list, like that. Yeah, yeah, like that. Again, easy. Make it easy. Thats the thats really the whole goal here. Otherwise we know people are just too busy. This would be set up differently than the federal trade commissions do not call list and would be california residents only, but its influence would spread. Heres cybercrime expert chris pearson. Every company, because of how big california is, has some nexus into california. So its going to be impossible to do a hey, lets not Pay Attention to this. Pearson is the founder and ceo of digital Protection Company black cloak. He says this bill is about more than just privacy. Tsay this legislation will reel in online criminals. Most of cybercrime actually starts there from deep web activities and data broker activities. If you can actually find someones name, address, personal phone number, personal email, address it makes them an easier target to hit. The bill is still working its way through the legislature, but has plenty of support. It was a quite a broad coalition, obviously privacy groups, people who have been focused on this fight now for years, but also people like planned parenthood because people dont realize data brokers can collect location based information, purchase history. So, for example, know somebody went to a Reproductive Health care center, and that information could be valuable for sale and i have a late breaking update. This passed through the assembly today. Since thats a senate bill, it means its on the governors desk. Well know if hell sign it in the coming weeks. It sounds like all good news for consumers here. Yeah, ive got to tell you, i think everybodys lined up with this one. Okay, good. Thanks. It sure. Well, coming up, well get a look ahead at the weekend weather. But landfall is expected this weekend around some area of new england. Right now, the biggest concern is the storm surge, the winds and the rain. With this one, along with the rip currents on live doppler seven, you can see that we do have fog along the coastline. Its going to stick around well into the afternoon tomorrow. So temperatures outside in the 60s inland areas will warm under sunny skies into the 80 and low 90s. Maybe not quite as warm as today. Cooling trend for friday really continuing through the weekend. And with those numbers below average for this time of year, it is going to be a breezy weekend. Really mild conditions away from the coastline as we head into early next week. And then well warm it back up by the middle of the week. So, armand, julian, things will change again. All right. Good. Thanks, andy. Appreciate it. Okay lets talk about some sports now. The giants. Yeah early game today, larry. Yeah, early game for them. We were on no hitter alert until about two minutes ago with the as. But the giants, theyre hanging on for dear life in the wild card race. A dramatic comeback leading to a five and one homestand save you got two, jack. And then my grand slam. I signed a ball for you. Okay. And it says papa i love you. Why did you do that . Giants legend the baby bull Orlando Cepeda celebrating his 86th birthday. Happy birthday, orlando. Second battle of the game. Jose ramirez just crushes this pitch from kyle harris. And that is way gone. Guardians up two zip still in the first runners at second and third and Gabriel Arias grounds to Casey Schmidt and the throw at first gets past j. J davis two runs in four nothing guardians in a flash. Its a52 game in the eighth. Good night game over drive home safely giants win six, five and ten with one game of that final wild card spot. How about the as going for a sweep of the first place . Astros . Look out. Jordan diaz drilled in the head by houston pitcher hunter brown. Thank goodness for that helmet. Diaz somehow stayed in the game. Yordan alvarez three run bomb off a Paul Blackburn and this is an upper deck blast. Now the as did not get their first hit until the ninth inning, so remember, i was talking about the no hitter alert. They end up scoring a couple of runs in the ninth but failed to sweep the astros six two. Houston is your final after pulverizing pittsburgh on the road in the season opener. The 49 ers on the road again this sunday at the rams in l. A. These teams obviously know each other well. Even though the rams have a lot of new players on their roster. And a funny line from niners offensive tackle Trent Williams who said the niners offense was doing so well on sunday and the defense was just smothering the steelers he was actually hoping that pittsburgh would get a first down or two. So he could catch his breath on the sidelines. You know, youre in control of the game when youre hoping the other team gets a first down, starting the season with back to back road games. Not ideal unless you go two and zero when you start on the road. If you can start out two and zero, theres only so many road games and youd always rather them be at home. So when you have that good record to start, its just more momentum going forward. I think we have the best traveling fan base overall. Pittsburgh was impressive and i think well take over la second week of the season going down their division rival a team that we know very well. So were excited to get after them and play them this week. The san jose sports hall of fame is inducting four new members tonight, earthquakes star Chris Wondolowski sharks great Patrick Marleau pitcher dave stieb and olympic soccer Gold Medalist laurie fair. All going in. One who grew up in danville. Hes excited to enter the hall just a short drive from home. It means the world to me. Its something that, you know, holds a lot of weight. I grew up in the bay area and the sports runs deep here and it still runs through my blood and i love it. Its humbling and at the same time, its great to be able to thank the people who helped support me along the way because you dont get to be able to be inducted into a hall of fame if theres no support. So how cool would it be to say that you owned a profession sports franchise . The oakland roots and the soul are making that possible today. Opening up ownership stakes for fans and so far theyve raised over 1. 1 million in investment money. And julian here, mr. Moneybags, is thinking like you want to hang out with Marshawn Lynch and geazy and in the owners suite. Theyre not letting me into the owners suite for 100. Im going to put in just a hundred. Thats the best part. You can go in for as little as 100 bucks, and you can be a part of it for up to 150. See what you get. Right . Right. Exactly feeling wild. Another ten. How about another 20 . Hey, what do i get . Where can i sit . Next to marshawn. Hey. Yeah, well see what happens. Well best of luck on all of that. On your business venture. Aint got much to put into it.
