Getting money to 15 million to the San Mateo CountySheriffs Office. 11 million to the Santa Clara CountySheriffs Office and 8 million to the San Jose Police department. Now, one city noticeably absent from the list of grant recipients is oakland. State Officials Say oakland was disqualify fillled because the city missed the deadline. A city spokesperson says the Police Department had its application materials ready. But the Citys Department of economic and Workforce Development did not submit the application on time. The city administrator called this outcome unacceptable in San Franciscos Mission district, the crackdown on illegal street vending continues to be a challenge there for a year. The department of public works has been in the area, stepping up patrols and confiscations. But are those efforts actually working . Abc7 News Reporter luis pena talked to Business Owners and Street Vendors to get their take. Nearly 300 items confiscated in the mission. Another successfultionthis is how San Franciscos mayor london breed categorized the latest operation run by the works team working on cracking down on unpermitted vending of what she calls stolen goods. We crossed the street to 24th streets bar plaza and saw it bottles of shampoo, vitamins and personal Hygiene Products being sold on the sidewalk. No permits in sight, but street an administrative enforcement supervisor. Ronen represents this district. Her Office Confirmed theyre meeting with Business Owners tonight and are working with various stakeholders to make changes to the current vending ordinance. Business owners like ariel balam are hoping for changes fast as more businesses close by in the mission know people come. Whos going to come like in this situation in San Francisco . Luis pena, abc seven news. A San Francisco social worker is recovering tonight after being stabbed in the tenderloin at a permanent Supportive Housing facility. According to our Media Partners at the fro chronicle, a resident burst into the social Workers Office at a Residential Hotel and stabbed her four times. The social wwas hospitalized, but is expected to e. Thismes l building were told to work remotely because of deteriorating conditions outside the tenderloin office building. A walnut creek woman says she was attacked while riding bart. Abc7 News ReporterMelanie Woodrow has her story and explains what the bart police chief says. The Transit Agency has been doing to improve security since that attack happened in may of this year. Bart i have never felt safe. Karen p who asked that we not use her last name, says she got an eerie feeling while riding bart from walnut creek to San Francisco on may 12th, just after 2 p. M. So much so, she says she texted a friend. Bart is ridicule ously scary when she sat down that day, she says another passenger got close to her, then followed her from car to car as she moved to avoid him before eventually yelling at her. Im going to expletive kill your husband. She decided to get off the train. And as i was getting off, he grabbed my purse and it made me flip around on my back. He just decided to run out of the car with me, Still Holding on to my purse. And at that point, my head was just banging into things until it banged into the bart car. Bystanders came to her aid and bart says a call was made to them by a station cleaner. They say Police Arrived nine minutes after that call. It was such a scary situation, being stuck on bart and having somebody be who i felt was a predator. I didnt really know what he was going to do to me. Barts interim police chief, kevin franklin. We have heard from women that they often feel unsafe if theyre on train cars that are empty or just with very few people on board. Franklin tells abc7 news. Safety improvements have been made since may, including running shorter train cars to make the spaces busier. But karen says the car she was on was full also that she had seen two bart Police Officers earlier on an escalator but couldnt find them when going car to car to avoid her attacker. So we have officers out patrolling the system at all times. We cant be on every train, she says. To different detectives have been assigned to her case so far. The person who attacked her has not been identified. I think the system is safe. But karen doesnt agree. She now carries pepper spray and is finding other ways to get around besides taking bart at this time. No, i wont. Melanie woodrow, abc7 news. Oakland mayor shengtao is going after the citys Police Commission over the search for a new police chief. What im finding really difficult to work work with around right now is having a citizen run Police Commission have full authority over our next chief if were looking for the best chief out there in the nation. No chief out there who is a good chief, would want to work with somebody whos creating so much chaos. She indicated shes looking into measures, including putting something on the ballot to take some control over the hiring process. She also said shes considering declaring a state of emergency if need be. Former chief laurent armstrong was fired in february over his handling of some misconduct investigation. Meanwhile, oakland is launching a new initiative to help Small Businesses and boost foot traffic in some commercial areas. The Grant Program is called activate oakland and abc7 News Reporter anzar hassan explains how it will work. Im so excited to actually be here today announcing activate oakland in an effort to support local neighborhoods and businesses. Activate oakland is an attempt to encourage Community Driven events to drive up foot traffic. When we activate our streets. This is how we keep each other safe. We get to know our community and of course we deter criminals from coming in and at the same time we are pumping the economy with funding. The city is allocating 400,000 to fund the program, money earmarked from economic and Workforce DevelopmentDepartment Grants of up to 10,000 are available. All music in the park is an example of what the city wants to see. Other activities include block parties, movie nights, pop up shops and dance or exercise events. We at the Oakland Museum celebrate tilly summerfield hosted a dance battle in february for black History Month through a similar type of program. I was able to pay all the dancers. I was able to give away merch from the black panthers. I was able to, like, really give back in a tangible way and so through these opportunities, we are able to activate the space in a way that is that gives the power back to the people. The city says, activate oakland also has an equity component to make sure events are held across the city. Weve been really intentional of making sure that these dollars are going to communities that have not received them before because all of our all parts of oakland are beautiful and we need to make sure we amplify that. The application process is now open. The deadline to apply is october 12th. The event must take place between the end of october and august of next year in oakland and san hassan. Abc seven news. More than 60,000 workers voted to authorize a strike at Kaiser Permanente if no contract agreement is reached by the end of this month. Workers in colorado and oregon also authorize strikes there. If a strike does happen, it would be the Largest Health care strike in us history. In all, 85,000 kaiser workers in seven states are demanding a new contract. Its workers want better pay. A new study out today shows immigrants provide a crucial and beneficial, profound impact on life and business. In Santa Clara County. Today, county leaders hailed the report compiled by the American Immigration council, a washington based nonprofit and advocacy group. The study looked into the role immigrants play in the regions labor force business sector and consumer spending. The Silicon Valley right here offer our immigrants opportunity of hope, and in return, these hardworking immigrants do more than their share in terms of contributing to the economic boom of. According to the study, immigrants make up 40 of the countys population but contribute 54 of its annual gross domestic product. Marine mammals are at risk from those recent algae blooms along californias coast. And so are humans. Reporter Carlos Granda from our sister station in los angeles takes a look at new tools to monitor changes in the ocean. This was the largest algal bloom on record. The planktonic algae makes the water look green and is producing a toxin. This took place in june off the california coast. Seals, sea lions and dolphins eat fish that have eaten these algae and it killed hundreds. These harmful algal blooms are getting worse. Theyre getting more intense, more frequent, longer in duration. Michelle girard is the deputy chief for Earth Science at nasa and jpl. And using satellite data, she and others created new ways to study the changes in the ocean. Thats where satellites come into play and Remote Sensing where it can help sort of the on ground boots on the ground efforts. But looking at it from a space view, providing a much better picture of how this thing is changing in space and time, the increase in algal bloom is caused by what we dump into the ocean, runoff, fertilizer and climate change. So were getting increased ocean temperatures, changes in ocean circulation, but also due to human influences. Were getting a lot more nutrients being dumped into the water. So all of this just creates a perfect storm, if you will, for these massive blooms. This has happened for decades in the warm waters off the florida coast. But were seeing it more and more now in california. So within california, yes, we are getting some along the coast. Its a different species. And also within the freshwater bodies like salt and sea, pinto lake up north clear lake, were seeing more and more species. Some of these species have a very potent neurotoxin that can also cause Health Issues in humans, including breathing and gastro intestinal problems. Unfortunately its working its way through the food chain. If youre having a harmful algal bloom thats developing clearly as you said, other things are eating that and therefore then it trickles up the system to us. So that clearly shows that maybe you have an unhealthy ecosystem overall for the future. Scientists would love more satellites and tools to monitor whats happening here on earth. They say. Abc seven news meteorologist sandhya patel has an el nino update. Sandhya. Yeah, it just came out today. Alma and julian. Lets take a look at it. So el nino is warmer than average sea surface temperatures near the equator and thats been happening. Its been going on. We have el nino right now, but they issued an advisory today saying that theres a greater than 95 chance of el nino continues through winter, which is basically january through march. The odds of a strong event has increased to 71. But theyre cautioning that a strong event doesnt necessarily mean strong impacts locally. Well see how it all unfolds this winter. We do know one thing today unfolded it to be a nice day. High pressure in control of our weather and that brought us the quiet conditions, lingering clouds at the coast never quite completely cleared. You could see it here on live doppler seven, but we saw plenty of sun around the bay and inland. Temperatures right now 60 coast side, 80 inland. So were in the comfort zone and we do have a combination of the sunshine and some low clouds out there. Were looking at sunny bay and inland tomorrow afternoon and cooler than average and breezy this upcoming weekend. Its not going to really feel like summer, ill tell you that much for sure. Tomorrow morning we start out with the overcast skies. There will be some patchy drizzle for the commute as we head into the afternoon and evening hours. The clouds that are sitting near the coast all day will push right back in over parts of the bay and eventually inland. So get used to that pattern. Your morning temperatures in the 50s and the 60 as we head into the afternoon , you are looking at sunshine away from the coastline. Numbers will be in the 60s 70s right around the bay, 80 inland right near the coast. Temperatures in the 60s. Now as we go into saturday, notice our warmest spots are only in the mid 80s in the inland east bay and even lower as we head towards sunday. Sea breeze will certainly be stronger. We are still tracking category one hurricane lee in the atlantic. It is weaker expected to continue to weaken, but it is expected to actually bring not just the surf and the rip currents that theyre dealing with right now, but a large wind field associated with it. So gusty winds to parts of new england, rain and storm surge as this does just brush the new england coast. Over the weekend. Tropical storm watches and warnings scuse me are up for parts of maine and also parts of massachusetts. So they are expecting some issues with this storm. The accuweather seven day forecast near average for your friday well cool it off over the weekend. Winds will go up below average through the start of next week and then by around wednesday thursday temperatures start to inch up. But when i say inch, i mean a couple of degrees.
