And as we look outside from our exploratorium camera, its gray temperatures will climb through the 60s by noontime, weve got mostly cloudy skies. The north bay will have more sun today. The rest of us partly to mostly cloudy and looking at temperatures cooler than average, mainly in the mid to upper 70s inland. Well talk about a warm up potentially coming up in the next seven days. Steph. Lisa, thank you. New overnight a Los Angeles County sheriffs deputy shot and killed in an ambush. This morning. Authorities are asking for the publics help as they search for a suspect or suspects. 30 year old deputy ryan clark boomer was shot while he was on duty near the sheriffs station in palmdale. Authorities say the Field Training officer was found unconscious in his patrol vehicle by a good samaritan. He was rushed to the hospital where he later died. We really need your help. We need to get this guy off the street. Guy or guys. Hes a Public Safety threat. He ambushed and killed. Murdered one of our deputies. His death is being investigated as a murder. Deputy boomer, an eight year veteran of the department, and he was engaged less than a week ago. Turning now to a live look in new york city, where the golden state will take center stage as the annual climate week summit begins today. California is now accusing five Major Oil Companies like chevron and exxonmobil over the risks of using fossil fuels. Attorney general rob bonta and governor gavin newsom are expected to speak about the lawsuit at the summit. But before that, our abc7 News Reporter ryan curry caught up with the attorney general to learn more. California is taking on Major Oil Companies claiming they deceived the public about how oil and fossil fuels contributed to climate change. Documentation of internal discussion among fossil fuel. Big oil leaders talking about the impact on Global Warming and on climate of their industry. And as they acknowledge that internally and privately, they were telling the world something different. Attorney general rob bonta is demanding the Companies FundRecovery Efforts following the states extreme weather events. He says have been fueled by climate change. Weve brought multiple causes of action against them, from public nuisance to destruction of Natural Resources to deception and falsification, to failure to warn. The Attorney Generals Office filed the complaint friday night against five Major Oil Companies. Two of which are here in the bay area. Chevron and this one, conocophillips and rodeo. Climate activists tell us its about time somebody takes legal action. Big legal action against Oil Companies as essential as their products are to our daily functioning. They have they also kill us and this industry has been giving with one hand taking away with the other. One of the parties involved in the lawsuit is the American Petroleum institute. In a statement, they said this ongoing coordinated campaign to wage meritless, politicized lawsuits agast a foundational american industry and its workers is nothing more than a distraction from the Important National conversations and an enormous waste of california taxpayer resources. A big question is what this will do to gas prices that already risen in the past few years. The attorney general says the goal of this lawsuit is to hold the Companies Accountable for actions over climate change. It was caused by big oil. Who knew this day would happen . Two people are recovering after a shooting that happened in San Franciscos tenderloin neighborhood. According to police, reports of gunfire came in around 9 00 last night near seventh and Market Streets. The victims were found a block apart. One victim at the shooting scene and the other near jones and mcallister street. Both were taken to San Francisco general with life threatening injuries. No arrests have been made in the east bay. Now a stray bullet struck and killed a mother of two in oakland friday night. Our media partners, the bay area news group, reports the woman was lying down on a couch when a bullet entered her home. The shooting happened during a dispute about a block away. Her husband and two children, thankfully, who were in the house, were not hurt. And investigators say no other victims were found. But multiple parked cars were hit. No arrests have been made. Happening today, berkeley will test its new outdoor Warning Siren system at noon. The siren will emit a three tone alert and then a voice announcement. The city says sirens will sound during large scale emergencies when it needs to convey information to residents quickly. Todays test will coincide with the 100 year commemoration of the devastating 1923 wildfire, which destroyed 600 berkeley homes. Were hearing from oakland city leaders after they missed a key deadline to apply for a state grant. That is to fight, organize retail crime. Mayor shengtao and other officials spoke at a community meeting. She left it to the city administrator to say why the application did not make it on time. Quite frankly, we just missed it and so we failed in that in that in that space. And so there really isnt an excuse. All i can say is that well certainly look look at this as an opportunity to improve and move forward. So johnson says appropriate action will be taken, but he did not say what exactly he called the situation a learning opportunity. Mayor shengtao says the city is getting Crime Fighting help elsewhere, though. We are actually on the ground creating those relationships at the federal level, at the state level, to ensure that we get resources forces to combat this new brazen way of people committing crimes and then bringing them to justice. Tao says help is coming from the Highway Patrol. Six officers and a sergeant will soon be deployed within oakland. Alameda is trying out a new strategy to recruit more Police Officers. It is the offering, the largest hiring bonus in the country, 75,000. I spoke with the police chief who tells me its working. I got to say, the 75,000 figure certainly catches your eye. How did you settle on that . You know, there were a couple of things that went into play here. We were looking to see how can we attract quality candidates here while factoring in the difficult housing in the bay area. What we had learned is that candidates were considering their ability to afford housing in the bay area and we were able to look at what we could offer to candidates to try to help them overcome that barrier. And so we presented it to city council. City Council Approved it. So five months ago, how many vacancies did you have and where does that number stand now . Sure. So when we first brought this proposal to city council, there were 24 vacancies. Thats about 30 of the departments staffing. As of now or ever since then, we have been able to swear in three new Police Officers. Last month. In about two weeks, well be swearing in four more in november. We have one more coming out of the academy. January will have another four coming out of the academy. We actually received over 300 applications for the Police Officer position with alameda pd. This hiring bonus appears to not only be the largest in the country, but its certainly towering over comparable bonuses being offered at neighboring Law Enforcement agencies. For example, San Francisco pd is hiring bonus is 5,000, which is on the low end. And san mateo pd is around 30,000, which was is on the high end until now. Have you heard from other Police Chiefs interested in following suit . And do you think this will incentivize other departments . You know, i have gotten phone calls from different chiefs and different commanders from different departments looking to see how is it that they can improve their hiring practices. I believe the average vacancy in Alameda County is about 15. So city of alameda, the Alameda Police department was double that when we first brought this initiative forward. Police staffing across the state continues to be a struggle, though. So as of last month, the california Highway Patrol was trying to fill more than 1000 vacant officer positions across the state, according to the Public Policy institute of california. In 2021, the number of patrol officers per 100,000 residents was the lowest that it had been in 30 years, since 1991. Turning to weather now, lets check in with lisa. All right. Good morning to you. Well, in San Franciscos mission district, the crackdown on illegal street vending continues to be a challenge for a year, the department of public works has been in the area, stepping up patrols and confiscations. Weve put up some metal barricades and unknown hotspots, areas to keep people from spreading out on the sidewalk and weve really been out there saturating the area with enforcement and people are starting to get the message. As it stands now, theres only so much the city can do. Theres a state law that made it impossible for us to enforce a lot of the illegal vending thats going on on the streets of San Francisco. We cant do it with the police. We have to do it with an administrative enforcement supervisor, ronen represents this district. Her Office Confirmed theyre meeting with Business Owners tonight and are working with various stakeholders to make changes to the current vending ordinance. Luis pena, abc seven news. Well, happening today, a car parade will grace the streets of san leandro for one kid who beat the odds. A sweet story here, joseph. A cancer survivor, returned home earlier this year after nine months of battling heart failure. So far, hes had a heart, liver and kidney transplant. The most vital organs to a persons survival. Again, i know we had we experienced that yesterday with the windshield wipers going in the morning as they drive it. Yeah, a little less in the way of drizzle, but certainly the Cool Temperatures below average continue as low pressure sits offshore. Warmest number yesterday was in san rafael at 79 and elsewhere, its just 60 and 70. So certainly shy of those 80s that we were advertising rising. And thats going to be the case as as low pressure lingers for a couple of days. Weve got widespread low clouds and fog making the way all the way inland, but also some cirrus clouds will visit us today. And right now, visibility along the coast is reduced. But elsewhere we are 63 in hayward, union city is at 64 and temperatures is up in the north bay at about 61. So kind of mild out there, but you can see all the fog around pacifica and a look from our sutro tower camera. You can see a lot, but there is gray that will be with us throughout the Morning Hours and then more throughout the afternoon. I think were going to get more sun in the north bay and then looking at some of the cloud cover thinning out in our inland valleys. So well call it partly to mostly cloudy today, looking at temperatures below average in this pattern looks to persist into the early part of the week and may even last till the end of the week. So look at all the cloud cover. We have low clouds, we have fog. And then this is 8 00 and then the high clouds stream in from the south or in the east bay, the south bay. And by late in the day, theyll move into the north bay. So thats why were looking at most of the sun to the north, but a mixture of clouds and sun and the week ahead, kind of uneventful as we look at livermore as our model here, low 80s, the average high. And notice were cooler than that today. Upper 70s for monday, tuesday and wednesday we begin to warm up. But thursday not so much. And then by the end of the week were sort of back in that cool pattern. So this is good. Were not looking at any big time extremes, but we could get into some gustier north winds as we get towards the end of the upcoming workweek. So thats something we may have to watch. So not too clear yet as to whether or not thats going to pan out. So you can see the high clouds throughout the day today. 68 downtown, a little shy of average, 70 in oakland, look for 75 in santa rosa. So actually pretty nice. Certainly not anything extreme for your sunday. And then as we look at the extended outlook the next seven days, its looking fairly similar. 76 for livermore, 77 in san jose. And here is that accuweather seven day forecast. So about 80 today for the warmest locations 70 around the bay shore into your monday and tuesday. Very subtle changes finally this system off shore begins to lift out during the middle part of the week. So that could bring slightly warmer temperatures, mainly inland though the rest of us not noticing too much. Autumn arrives friday night and then into next weekend. And then as a retreat, some high clouds. The cirrus clouds begin to move up from the south. So thats going to make us partly to mostly cloudy throughout the day and inhibit a lot of that solar radiation. So well be cooler because of that. But in the north bay, i think youll see a little more sun, mid and upper 70s there. So mid 70s inland and then a repeat performance likely for the first part of the upcoming workweek. Stephanie. Lisa, thank you. Developing news now, a sign of progress this morning as we begin the third day of the United Auto Workers strike. Sources tell abc news there isnt a deal yet, but talks yesterday went reasonably well. Abc News Reporter alison kosik reports workers was standing outside a Ford Assembly plant in wayne, michigan, saturday morning holding signs, part of the United Auto Workers union strike against all three big us automakers in a similar scene, about 50 miles away, outside a stellantis plant in toledo, ohio, nearly 13,000 uaw members walked off the job friday. A targeted strike against those plants in ohio and michigan and a third in missouri. Weve been taking a lot of concessions the last several contracts, and especially since the 2009 bankruptcy. We gave up holidays as we had to give up the cost of living allowance. The union wants to bring back Pension Plans better Retiree Health care, cost of living adjustments and a 40 pay increase over the next four years. Stellantis the owner of chrysler, saying theyve offered a nearly 21 increase in hourly wages. Thats roughly in line with whats on the table from ford and general motors. Before the strike. Ford Ceo Jim Farley calling their offer unprecedented. And this offer is a great offer. And we want to get feedback on it to make it even better for them. Negotiating has resumed this weekend. A uaw source telling abc news the conversations with ford were reasonably productive. They have to compensate us for what we do. Just as much as they get compensated for what they do. Alison kosik, abc news, new york. On the topic of employers right now, President Biden is proposing a new rule that would reinforce protections for federal government employees. The proposal would apply to 2. 2 million workers who are in nonpolitical positions. The rule would make it more difficult to reclassify them into a category where they could risk losing certain protections. Some republican candidates running for president , including former president donald trump, have made reducing the federal governments workforce a key part of their campaign. A heated protest now in San Francisco where opinions clashed over the issue of transgender rights. The demonstration happened yesterday outside a hotel where a womens rights group is holding its convention. And protesters say that organization is anti trans rights. Abc seven News Reporter cornell bernard was there and spoke to both sides. What do we want . Transgender. How do we want it now . This group of demonstrators protesting outside the hilton hotel in San Francisco financial district where womens Declaration International is holding its convention, says its focused on reigniting the womens liberation movement. Critics say thats misleading. Their group is what we call terfs or trans exclude binary radical feminists or terfs for short. Activist nancy cato believes kddis mission is antitrans, and their basic premise is that patriarchy and men are the enemy and therefore they are, particularly at this time focused on trans women to say that they are not real women. I mean, ultimately, what im here to fight today is the misinformation that is being spread about my community. We are people who have always existed. Weve always been a part of society that not only women but cis, gender police intervened when several protesters attending the womens conference showed up, including karina dan. What specific rights are are trans identified individuals always asking for that they dont already have to begin with . So if were talking about the right for males to invade womens spaces like i said, the history of male violence against women is long and storied. We reached out to organizers of the conference. They declined to come down and speak to us on camera, but they did text us a statement saying that they do not support or endorse any counterprotesters. Wdi statement went on to say, we are enjoying our discussions about the rights, privacy and safety of women and girls, including reproductive liberty and the rights of lesbian and bisexual women. Protesters called out the hilton for hosting the conference and Response Hotel management told abc seven news as a place of hospitality, we, the hilton San FranciscoFinancial District Hotel strives to serve as a welcoming place for all and does not adopt or endorse the views of any individuals or groups we serve trans phobia. In San Francisco, cornell barnard, abc7 news. Vote goers may get to overhaul of the states Mental Health system for the first time in 20 years. The measure is called proposition one and it could be on the ballot next spring. It includes a nearly 6. 4 billion bond to build 10,000 psychiatric treatment units. It also asks voters to redefine how counties spend money collected from a special millionaires tax to allocate a share of it for housing. Its after passing in the state legislature this week, and the governor now has vowed to sign it next, it goes in front of voters in march. A historic impeachment trial over the weekend, the Texas State Senate attorney general, ken paxton, fully acquitted of corruption charges. The conservative was impeached by the texas house of representatives in may and had since been suspended from his duties. He was formally reinstated after yesterdays vote. Only two republicans at any point had voted to impeach paxton. The attorney general only appeared twice during this trial. This is officially our last weekend of summer here and we have low pressure off the coast that is really making it feel kind of fall like because that is sending the clouds in the afternoon breeze. And boy, have we been clearing late in the day. And today well have extra cloud cover. So a little less sunshine for you. 63in hayward, 64 in union city. And thats going to work on keeping the temperatures down, mainly 60s and 70s. More uniform. And we didnt see those 80s yesterday. I dont expect well see them today. Maybe in the next couple of days. But if we do, its not going to be a big warmup 61 in novato, 60 in santa rosa. And heres our roof camera. Look outside the one thing were watching on the horizon is perhaps some breezy northerly winds. Late in the week, but otherwise it is a quiet week, a quiet day today with cloudy skies out there this morning. Then as the clouds begin to peel back, well have some higher clouds, well call it partly to mostly cloudy out there with below average temperatures. And this pattern persisting for the next several days. Heres a look at that cloud cover all the way out towards our east bay valleys. It begins to pull back, but then we have some higher clouds rotating in from the south into the east, keeping the peninsula cloudy tsay and then the clouds eventually make their way up to the north bay and theyll have the most sun early on as we skip ahead into tuesday. Notice still mainly 60s and 70s, you have to go really far out to get any 80s at all and then wednesday we lose some of that color indicating that its an even cooler day out there. Finally that low Pressure Center offshore begins to shift away and then by thursday, it looks like much of the same as we get into your afternoon today in the south bay, 77 in san jose. So a mixture of clouds and sun out there, 75 cupertino looking at upper 70s redwood city and 66 in pacifica. So the cloud cover not really going anywhere. 68 downtown few degrees below average up in the north bay santa rosa 75 with 74 in vallejo. So if you like the past couple of days, very little change out there. 70 in oakland Castro Valley warming to the mid 70s and you head inland weve been shy of 80 that continues today with the San Ramon Valley about 75 looking at 77 in concord. So we should see temperatures maybe 3 to 5 degrees warmer for this time of year. But with low pressure off the coast and really no sign of high pressure, it is going to be the same old, same old as we get into the next several days. So heres a look at the accuweather seven day forecast. 60s at the coast. Itll be cloudy there looking at 70 tsay around the bay around upper 70s maybe 80 degrees inland.
