At this hour the capital of iraq, baghdad, hanging in the balance. And here at home the president weighing in on what it means for the safety of americans. Abcs chief Foreign Correspondent terry moran begins our reporting right now from reporter its a celebration that will infuriate americans who spent billions here and gave so many lives and today filled iraqis with dread. Jihadist fighters from the islamist state of iraq and syria made a propaganda video they posted online that cant be independently verified but seem to show them gleefully seizing an abandoned iraqi army base in what used to be the u. S. Military headquarters in northern iraq. New weapons for the battle of baghdad, made in america. Iraq is fighting for its life. As the jihadists close in on the capital, now less than 60 miles away. The groups tactics, which have led to success after success across a huge swath of iraq, ferocity and terror. Today, they announced theyve executed 1700 of these men, apparently iraqi soldiers captured in recent days. An unverifiable claim but believable. The number of People Killed in recent days may run into the hundreds. Reporter and that ruthlessness is why u. S. Officials are so concerned the terror here could spread and threaten americans. At the fortresslike u. S. Embassy in baghdad, no evacuation has been ordered yet. But there are more than 5,000 American Contractors in iraq and some have already been extracted by their companies. President obama, wary of sinking into another iraqi quagmire, said he is still considering options, but no u. S. Boots on the ground and a stern message to iraqis. Its up to the iraqis, as a sovereign nation, to solve their problems. Reporter but in this country, where so much blood has been spilled and so much hatred sown between the communities, that seems almost impossible. Terry, thank you to you for the reporting from baghdad tonight. Abcs chief White House Correspondent Jonathan Karl is standing by and jon, we heard terry point out the president said no american boots on the ground in iraq. What other options are there . Reporter he met with his National Security team today and he asked for a list of options, including u. S. Led air strikes on militant targets in iraq, but even as he asked the military to present the options he made it abundantly clear he will not rush into this. In fact, he said he will not order any military action in iraq until the Iraqi Government first shows a willingness to deal with the political problems that led to this problem in the first place. What is the biggest worry in that room about doing nothing . Reporter well, the biggest worry is that iraq turns into a breeding ground for terrorist attacks against the u. S. Targets, but there is grave concern about world oil supplies. Remember, iraq is one of the Top Oil Producers in the world. Jonathan karl on the story tonight from the white house. Our thanks again to terry moran. From the news in iraq we turn now to news here at home just moments ago, we heard from the team of experts and doctors treating bowe bergdahl, the former p. O. W. Back in the u. S. Tonight at a Medical Center in texas. For the next phase of what the military calls his reintegration. The sear bergdahl has not expressed interest in reuniting with or speaking with his family but has chosen to speak to a close friend. The same woman he emailed before he walked off base and was captured about the i taliban. Next here, new concern about air traffic controllers. A new report exposing their impossible schedules, five shifts crammed into four days, extreme fatigue, putting lives at risk, and it comes three years after a call for a crackdown on their sleepless schedules. How is it still happening . David kerley, who covers aviation on us, on this new report tonight. Reporter after incidents like this cant seem to get ahold of the tower. Reporter a pilot unable to raise a tower to land because a controller was sleeping. Were going to need to land. Landing will by at your oilg are are your own risk. Changes were ordered for the schedules of controllers three years ago. But tonight, a prestigious Scientific Research group says its not enough. Fatigue is still a concern because of a schedule controllers like which gives them nearly a threeday weekend, its called 221, cramming five different shifts into four days two swing shifts, eighthour break, two day shift, another eight hours off and then an overnight shift and its that overnight shift that is the worry. Just messes your body up. Its brutal on your circadian rhythms, pretty known fact that the physiological factors fatigue come into play here. Reporter the controllers defend the schedule saying other studies say with proper rest fatigue can actually be cut. The new report doesnt buy it. When its so clearly defined in terms of the scientific studies that say that fatigue causes mistakes, the kinds of mistakes controllers make or could potentially make, we cant afford that. Reporter budget cuts meant fatigue studies at the faa have effectively been eliminated. The faa revealed tonight it is making changes, limiting the number of overnight shifts that can be worked in a row and other restrictions for controller schedules to try and reduce that fatigue. It is the fatigue that can lead to mistakes in the skies where there is little margin of error. Surprised it is still going on. Thank you so much, david kerley. Some encouraging news.
