Reporter this the latest escalation in the president s fight with governors during the crisis after he claimed absolute authority over reopening the country and then told governors to call the shots. This is just grossly irresponsible and it is dangerously bombastic because it inspires people to do dangerous things. Reporter many states have formed coalitions to come up with the best strategy for their region, and this week, the president s task force released guide tlielines to reopen in t phases. Today the leader of that task force making a rare trip outside of washington, delivering the commencement speech at the air force academy, notably not wearing a mask. Some states are still rolling out restrictions. Stayathome order 15th, and as of last night, everyone who goes out in public is required to wear a mask. Today andrew cuomo saying the sate is seeing promising signs. The death toll, 540 people, decreasing, the hospitalization rate slowing. The tension on reopening is how fast can you reopen . And what can you reopen without raising that infection rate so you go right back to where we were, overwhelming the hospitals . Trevor ault joins us now live from times square. We heard from the governor in new york today that the state appears to be on a downward trend. But the last three days may indicate we are past the plateau, but the state is still very far from reopening. Reporter well, thats right, tom. The new york death toll in the last 24 hours was the lowest its been since april 1st, more than two weeks, and hospitalizations have been steadily decreasing over the past several days. Governor cuomo says it appears theyre past the plateau, even on a descent, but he also pointed out that in the last 24 hours, nearly 2,000 new yorkers went to the hospital and in his words happy days are not here trevor ault from times square. Trevor, than testing. Just 1 of the country has been tested so far. Is that enough to know whether lifting restrictions would spark a second deadly wave . Abcs will carr on that part of the story. Reporter tonight, a key test for reopening large portions of the country comes down to the tests themselves. Only 3. 5 million americans have been screened for covid19. Thats only 1 of the population. We did 500,000 tests in one month. Thats great news. The bad news is, its only a fraction of what you need. Reporter in new york, Governor Cuomo says private labs are struggling to get crucial testing chemicals from china and says regardless of political differences, he needs help from the federal government with the supply chain. Scientists say there still needs to be a lot more research regarding the treatments, but if you ask the haydens they say it saved jimmys life. Tonight theyre urging more people to donate blood. Tom. Will, thank you. I want to bring in dr. Todd ellerin. Hes an Infectious Disease specialist, and hes been working on the front lines with covid19 patients. Doctor, you deal with testing every day in your hospital. Give us a reality check here do you think america can get to a widespread masstesting platform in time to open sooner than later . Okay, tom, the testing business is pretty complex. For our system to be able to test 200 patients a day, for our inpatients our lab has to use two different testing machines, okay . They use different ingredients. You cant use one reagent for one machine and one for the other, okay . For our outpatients we have to use a different commercial lab that we send out. The swabs are different between the outpatient and the inpatients. So you can see this level of complexity. Do i think america is ready . We are certainly better than we were before, but we have a ways to go to get widespread testing and results back quickly. Dr. Todd ellerin for us tonight. Todd, we thank you for your time. Its been like devastating, then optimism, devastating, okay, devastating. Just not knowing, like, how were going to come back. Reporter so i asked the president , is this sufficient funding to help struggling businesses . If tens of billions of dollars went in a matter of days the first time, will this next relief package be enough . Certainly, its going to get us to a point thats going to be rather beautiful. We think that will be the point. And it could be they want more, but maybe at a certain point were going to stop. Reporter tonight george asking House Speaker nancy pelosi about the negotiations. Were close. Again, we have common ground. C. A. R. E. S. One package was something that we wrote together in a bipartisan way.
