Coordinating multiple times per day with federal, state and local agencies. We continue to participate on daily interagency calls with the National Weather service and predictive services, northern operations forecast offices and the general consensus is that this will be a highrisk weather event unfolding. As far as forecasts from the federal agencies, there are six forecast offices from the National Weather service who have posted red flag warnings for this event. So if you go to weather. Gov you can see the aerial extent of these red flag warnings. They cover vast portions of Northern California as well as southern california. And the northern Ops Predictive Services as well as southern Ops Predictive Services are forecasting high risk for wind in this weather event. The start of the weather risk window is about less than 24 hours away. More or less than 24 hours away. We will continue to monitor Weather Forecast models as they arrive and well monitor the wind event as it unfolds and monitor our more than 600 weather stations to issue a potential allclear for the north half of california about noon on thursday and for the footprint i mentioned near noon on friday. So thats my update and ill turn it back to you, keith. Bill, well go ahead and hear from you, please. Well, good afternoon, everyone. Im bill johnson, ceo and president of pg e corporation. This is our second Operational Update regarding the planning for a potential psps this week. A few comments before we get to the status of potential shutoffs. The first concerns the letter i received today from Governor Newsom in which he expressed his concerns about these shutoff events. In that letter he also endorsed the conclusions from the cpuc last week, both in their letter and at the hearing on friday. So we share the governors focus on Public Safety and on preventing catastrophic wildfire in our state. Thats the sole intent of the Public Safety power shutoff program. When Electrical Equipment can spark because of vegetation. So weve absorbed the feedback we received from the governors office, from the state agencies, our customers and communities from the last event. Weve taken those suggestions seriously and we are working to incorporate as many of them as we can this week and in later psps events. One of the improvements were working hard to make is the ability of our website to handle a high volume of traffic because we want customers and the public to be able to access the tools and information we provide on that site. And yet i talked about having all of that Information Available on a temporary additional site which would automatically redirect from pge. Com. For about 45 minutes this morning between 7 00 and 8 00 a. M. , customers had trouble accessing that additional site. Our team quickly engaged with a Third Party Solution providers to address the issue as quickly as possible. We stopped redirecting to the temporary site which means visitors to pge. Com currently remain at pge. Com. The main site is stable, working well, including the address lookup tool and outage map tool. So we encourage customers to go there, pge. Com for information about tomorrows potential psps. We continue to improve coordination with government agencies, in particular counties, cities, tribal governments in the potentially impacted areas. We have established a single point of contact for each county. We have dedicated agency help line monitored 24 7 for special requests from our counties and tribes. Were offering each county remote or onsite mapping specialist to provide more realtime information and technical support. Were working with counties to finalize locations, Community Resource centers in the event we move forward with a psps tomorrow. As i said, our sole intent is to prevent catastrophic wildfire sparked by Electrical Equipment in the conditions we find ourselves in. This can happen even when the equipment is in good shape and all the vegetation is properly trimmed. We understand the hardship created by these shutoffs and there are safety risks on both sides, but again weve seen the impact of wildfires both over the years and recently in southern california. Were determined not to let that happen. If we call this event and have to restore power, our employees will be once more in the field. I want to say a word about those folks. Theyre preparing for this event doing work for our customers now and will be involved in restoration if we call the event. I understand that people are not happy when their power is off. Seen and heard a lot of anger and other things toward our employees in the last event. Ill ask you to remember this. These people are trying to turn your lights on. They are trying to help you. They are trying to keep you safe. They are your neighbors. They live in your communities. So please do not direct your anger to the people doing their best to manage this event safely. So thank you for that and now mark quinlan will give us a situational update. Thank you, bill. Good evening, everybody. Im mark quinlan, the deputy Incident Commander for this event. First i want to emphasize that while were closely moniting the weather for conditions that could prompt a Public Safety power shutoff, no such event has been formally called for at this time. We expect to make that decision tomorrow morning. As you heard from scott, our forecasts continue to show the potential for dry, hot and windy weather in portions of our service teitory, specifically in the sierra foothills, the north bay, a small section in San Mateo County and an additional small section in mendocino and kern counties. Im pleased to say weve been able to narrow the scope and reduce the customer exposure of any potential shutoff since sterday. Weve done that in response to the latest Weather Information as well as looked for opportunities to further sectionalize our system in the areas that were monitoring. So what does that mean . That means that we now anticipate that approximately 189,000 customers across portions of6 counties could be affected, an overall figure that is lower than the estimate that we provided yesterday. We began notifying all of those customers yesterday 48 hours in advance of the shutoff time. We notified them again today 24 hours out. And that notification was performed either by phone, email or text message. We will continue to monitor the forecasted wind event and update our customers and communities accordingly. If we do call for a Public Safety power shutoff, that decision will be made in consultation with our state agency partners, many of whom are working alongside us in our Emergency Operations center. We have representatives from cal oes, from cal fire and from the cpuc in our command center right now, just left them, and its been a pleasure working by their side. In terms of the timelines of the events, as referenced yesterday, the sierra foothill portion or region of our Service Territory is expected to receive those dangerous winds at approximately 5 00 p. M. We plan if forecasts remain consistent to begin the sequence at approximately 2 00 p. M. That gives us enough time to place our system in the deenergized state. For the north bay, again, the peak wind risk begins at 5 00 p. M. And we intend to begin our deenergization seek convention at 4 00 p. M. For San Mateo County and kern county, which is a new addition since our report yesterday at this conference, the start time for those two events is 1 00 in the morning on thursday, october 24th. So as mentioned, we believe the all clear, the time when we anticipateinds to reach safe levels, is forecasted currently for noon on thursday. When we get the all clear, thats when we immediately go out and begin our patrolling and restoring activities. We actually have our field employees go into the field while the system is in the deenergized state. We go out and we sectionalize the system and place it in a posture thats favorable to be restored safely and efficiently. All these resources are then prestaged as we get the all clear from meteorology and we make the decision to begin restoring. We already have people in position to do that, and that work takes place via ground patrols, foot patrols and air patrols. Just to close, before i close i wanted to mention one thing leveraging the opportunity to work side by side with the agencies. Cal oes has been with us in our command center. Were looking to increase our ability to restore quickly and perform patrols more rapidly. We primarily perform these patrols during daylight hours. Thats our limiting factor with helicopter resources who cant fly at night. We did leverage cal oes and the chp to allocate a fixed wing aircraft with a High Resolution camera and infrared technology, which we believe will enable us to actually patrol our Transmission System at night. We are going to conduct a test flight this evening with members of the chp and our qualified electrical workers in the plane, and were going to test that technology and if all goes well, well be able to leverage that and patrol some of our infrastructure at night. What that does, that frees up the helicopter assets to patrol more of the distribution system, so were looking forward to those results. So to close, i want to reiterate that we appreciate our customers patience during this wind event and the time it takes for us to do those inspections, fully understand the impact of not having electric service. We fully understand how disruptive that is to all of you. But i can assure you this, if we decide to move forward with this event, were going to work as quickly and as safely as possible to make sure that the lines are in a safe condition prior to restoring which will transfer into safety to the public. With that, ill turn it back over to bill. Thank you, mark. The governor in his letter today said he would put support from the state agencies at our disposal to help with these events and that certainly has happened already today. As mark said, we had cal fire and cal oes with us and the chp air resources are an example of that, so we appreciate that. A final point before we get to your questions, beyond the potential psps immediately in front of us, were monitoring an additional dry and strong wind event that could impact our service area as early as this weekend into next week. The potential size, scope and timing of this event is being worked on now and overnight. Its 100 hours or more away, so its just a potential at this point. But i thought we would mention that. And with that well go to your questions. Just a reminder, we need some microphones, so well sweep right to left over here. Just a few questions. At any point do you anticipate adding additional counties during this wind event, such as alameda and Contra Costa County . So thank you for your question. Right now we dont anticipate that, but theres always the threat of the scope of the weather event to increase, so we work very closely with scotts team of meteorologists. If we see wind conditions that are on the increase that reach unsafe levels, we will pull them into the scope, make the appropriate notifications and deenergize in the interest of Public Safety. But as we sit right now with the current forecast, thats not in play. Now, bill, you just talked about the second wind event that might be coming this weekend. I know its a little bit early on here, but has pg e kind of discussed a plan on if you turn off the power tomorrow, will you turn it back on again or will you wait until that second event passes . So our plan is always to turn it back on again as quickly as safely as possible. So it depends on the timing between the events here at this early date. It looks like theres enough time before the next one we would reenergize. The key to that is quickly and safely as possible. My last question, you mentioned that the website was down again today for 45 minutes. You talked about whats been done. What reassurance can you give your customers that if an event like this happens and another psps happens that it will be up and running and you can counicate information . Well, you can imagine how much testing of that system has gone on today and how intrusive ive been and the ceo of the utility has been and everybody in the eoc has been. So the best i can tell you is have checked this myself and im keeping an eye on it. Its working at the moment and it better work. I have a few questions. Can you respond now in person to pg es rejection of Governor Newsoms request for reimbursements to households, because its been something weve been discussing the past couple of weeks. Can you also explain how pg es bankruptcy proceedings are involved in that . I dont recall that weve rejected the proposal. I think we said we hadnt made a decision. First of all, we have a ps event right in front of us. We have a potential one right behind it so at the moment you can imagine we are focused on those things. Havent had a lot of time to think about this. I am thinking about it and considering his request. I think it would be inconsistent with history here with the policy and with the tariffs, but i think when we get done with fire season and we can quit thinking in 24hour increments, theres a time to have that discussion and maybe a policy discussion about is that the right answer. So were not rejecting it but weve got more immediate things to say. Said it would complicate sperson bankruptcy proceedings. Yeah, and i cant i cant tell you exactly how it goes into the bankruptcy proceeding. Where is it in the stack of things. Is it somehow inside the bankruptcy proceeding. If its it in, does it interfere with the ability to pay the fire victims. We have to sort all those things out. At the moment were focused on this event. So when we get through these possible pspss, one this week and one potential next week, is there a possibility pg e will reimburse their customers for the costs incurred during these ou outages . What im saying is im considering this in the context of Everything Else going on. I just spoke to senator bill dodd of napa and he feels despite what you said yesterday that the wind event two weeks ago did not warrant the amount of shutoffs that happened two weeks ago. He says that he has requested from pg e documents regarding your grid so that he and other lawmakers can really take a look to see what may or may not be necessary and if as many people need to be impacted as pg e is saying. Why havent you been able to work with his office to give him the documents he says he needs . Im not sure we havent worked with his office to give him the documents he needs. If he just asked for these, we may not have had time to do it. We have a few other things going on. I understand the concern about people have about the scope. As i said yesterday, if you look where the damage occurred on the system, more than 100 incidents, each of which could have started a fire, is exactly on the scope we predicted and did the psps. So i continue to think we got the scope right. We have really excellent meteorology here. I think we got the scope right and we will talk to the senator about whatever documents he needs. Okay. One sort of logistical question. Redwood city and san carlos have been on the san mateo list. I dont know if its been updated in the last hour. But were hearing that, for example, they are on pg es list but then people are getting nextdoor alerts from officials in redwood city, part of the City Communications team, saying that redwood city and san carlos are not part of the outage. So i still think theres a little bit of confusion. I know i looked on the map earlier and redwood city wasnt part of the orange area but it was on a list. Can you explain that and sort of how youre working with communicate with local officials about what areas may or may not be affected . Thank you for the question. I will say at this time im not aware that redwood city or san carlos are in scope. The San Mateo County area that weve been looking at has been primarily in the Half Moon Bay area specifically. So i dont have the answer on those other two communities that you mentioned, nor can i speak to how theyre getting their information. What i can say, though, is that every time we update our scope and we establish new boundaries, eith w reduce scope or increase scope, we notice cal oes. We have forms that we have to file with the Warning Center so that all the state agencies are aligned with what our intent is and weve been doing that throughout the event and pledge to continue doing that. In addition to that were also having calls with cities and counties numerous times a day to keep them up to date. So redwood city is not part of the scope anymore, correct . Let us take that offline and well get you an offer before we leave so ill he somebody check that right now. Okay, thank you. You said power is coming back on friday at noon. The plan is for kern and San Mateo County . Thursday at noon is when we anticipate wind conditions to reduce to safe levels to where we can begin restoring the system. Everywhere . Everywhere at this time. So once that happens, that kicks off a process for pg e crews, our system operators to begin restoring the system. Before we restore the system, we cant just close the switch and reenergize. We have to actual inspect our system from the source to the ending of the line to verify its free of any ignition risk. To bills point about scope, we found over 130 damage cases from the last event. We anticipate finding some damage cases associated with this event based on the projected and forecasted wind speeds. So our intent is to begin patrolling and restoration activities at noon. I will say that as we patrol sections of the line, to my earlier point about going out and sectionalizing the system, we have a number of crews that are strategically placed along each section of circuit and once we start patrolling and restoring, once we patrol an area clear, well energize that section and then well start the next circuit or the next section. I dont want to give anybody the wrong impression that we patrol from the source to the end of the line and only at that time do we then energize the entire circuit. We try to do this continuously in the interest of restoring people as soon as we can. When were talking about restoration times, which at 24 to 48 hours, notwithstanding any damage that we finding from the allclear, thats not meant to imply that everybody is off for 24 or 48 hours and then suddenly turned on. Its an incremental process. So some customers will be restored quickly. Others may not be so quick based on their location. Another one, back to the website which we talked about yesterday, the website was also inaccessible during times between 11 00 and 12 00 this morning. Thats number one. And number two, the old information where Sutter County was still on the website all day long until about 4 30, even though your Public Information people had said it had been removed from the list and kern county had been added as early as 11 00 this morning and still it was on the website up until the beginning of this news conference. So with both of those issues, were not even in the psps, how can you give any level of confidence this is going work during the psps when the information is still not updated on time and when its still not always working . I think i said earlier the system has undergone significant testing since this morning. I cant speak to the sutter issue, i dont know. But weve done everything we can to make sure this works. I will continue to make sure it works. Ill just add to that, we did have to lock it for a period of time to not do any changes while we did do extensive testing so that was one of the reasons we couldnt pull sutter down and add another county. Thats obviously been remedied as we move forward. I have a similar question regarding Half Moon Bay and the map says theyre in the shutoff Community Organization there that says they wont be affected by the shutoff so maybe we can talk about that afterward. And then can you talk a little bit more about this test that youre going to do with chp tonight, and then will you be able to use that technology in the restoration of this upcoming outage when yesterday you thought maybe that wouldnt be possible . So, bill mentioned last night the potential ability to leverage that fixed wing aircraft from chp. Todays activities were securing the aircraft, the pilot, the qualified electrical worker from pg e that would accompany the state and that patrol. There was some daytime flights conducted with some success and now we want to test that out at night because thats what we believe is the opportunity. So were conducting that test this evening in the auburn area, and were going to fly one of our high voltage transmission lines and just see how much we can see. We are optimistic that we will be able to see evidence of debris in our facilities or conductors down. We dont anticipate finding any of that, those conditions this evening because were not in a wind event. The key is to see what we can see at night from a high elevation out of the wired environment a mile away from the asset zoomed in. This is pretty powerful equipment in terms of being able to really zoom in structure by structure to see if we have any problems on the line. So were optimistic. If we can utilize that, well then look to operational it for this event and future events. And theyre saying right now its still a potential shutoff and that we will know more tomorrow for sure. That is when people will be knowing, but saying that not as many people will be impacted as they first thought. Yeah, one of the things that happened again today, more trouble with the pg e website. They tried to redirect it to a different site to give people information and that wasnt working for 45 minutes. They have had persistent problems with the website but the ceo says believes it is working and hes determined to make it work. Ive been on it a couple of times today. At least it wa working then.
