Starting with the major confrontation on capitol hill. Government runs out of money at midnight tonight. Right now, no solution in sight. You see the countdown clock ticking right there. And this is all happening at the same time as the new Health Care Laws go into effect at midnight. Thats right. The issues are joined at the hip. The consequences are enormous. We have full coverage of both. Lets start with jon karl at the white house with the latest on the shutdown. Good morning, jon. Reporter good morning, george. A deadline of midnight tonight. A congress hopelessly deadlocked, a shutdown seems all but certain. The federal government is already preparing to shut the lights on operations all across the country. Barring a lastminute breakthrough, heres what happens at the stroke of midnight. About 800,000 federal workers deemed nonessential will be told not to show up for work tomorrow. All National Parks and monuments from yellowstone to the statue of liberty, will be closed. If you need to get your passport renewed, do it today. Many passport offices will be closed. Many in the military, including the more than 1. 3 million on active duty, are considered essential and will remain on the job. They likely wont get paychecks until an agreement is reached. Even the department of Homeland Security, charged with protecting the country, will furlough about 14 of its employees, including many border, custom, and secret service agents. Its not a complete shutdown. The Social Security administration will continue to write checks to retirees. And because the post office will stay open, those checks will get to you normally, but so will your bills. Medicare and medicaid beneficiaries will be covered. Even though the department of health and human services, the agency that runs those programs, will furlough nearly half of its employees. Members of congress and the president and Vice President get paid during shutdowns. All of this comes with a hefty price tag for taxpayers. Shutting gown the government actually costs money. The white house estimates the overall cost of the shutdown will be at least 2 billion. With a shutdown looming, the senate took the day off yesterday. In fact, george, they dont come back to work until 2 00 this afternoon, leaving just ten hours to find a solution before the government partially shuts down. When they come down, all signs are that the senate will pass back to the house a government funding resolution without any of the addon that the house had. What happens next . Reporter there is one path out of this. And really, at this point, only one path. That will go back to the house. The house would have to agree to exactly what the senate has said, would have to say they will be willing to fund the government partially without any extra provision, nothing about obama care. That will avert a shutdown. That would require the speaker of the house to go against many of the conservatives in his party and say, enough is enough. Right now, no indication hell do that. But well see how the day plays out. Jon karl, thank you very much. Another countdown going on that will have an impact on millions of americans. One of the key pieces of the Affordable Care act, also known as obama care, will go into effect at midnight. Rebecca jarvis is here now with all the information you need to know. This morning, reports the Obama Administration is scrambling to overcome technical glitches in the Health Care Insurance marketplace ahead of tonights big deadline. Heres how it all affects you. When the clock strikes midnight tonight, every american will be able to shop for Health Insurance under the Affordable Care act, most commonly known as obama care, a bill that requires all americans to purchase Health Insurance by 2014. So, what does this mean for you . If you dont have Health Insurance, you have to get it or face fines. Get ready to shop at the Health Insurance marketplace or exchange. Think of it as a Health Insurance mall for your state. Where each store represents a different Insurance Company. Youll get an easytoread map and menu of options to help you navigate which plan makes the most sense for you and your family. If youre one of the 3 in 5 americans insured by your employer at 2014, you can continue to be insured by your. Although some insurance plans included under the coverage are changing. You have the option to get a better deal at the marketplace. To see if you can get a better deal. Since most employers pay a portion of your premium, a better deal is unlikely. Its still worth taking a look. And if you completely ignore obama care and dont purchase Health Insurance, youll still have to pay up. For the first year of nonenrollment, youll face a fee up to 95 for adult. 47. 50 for a child, capping at 285 per family, a penalty that would increase every year. Even with a government shutdown, were still expecting implementation to move forward tonight. Tonight, again, that midnight deadline, you can go online and start seeing all of this in realtime. Off the coast of oregon, the coast guard pulled one sailor to safety. His boat battered by waves over 20 feet high and winds over 25 miles an hour. I heard the crack. Wind advisories on the coast this morning are dropping. But theres still more rain coming in. It will be another wet day. Were now hearing from witnesses, one describing that moment of impact. Plumes of smoke billowed into the air after a twinengine jet catapulted off the runway. We heard a boom. And then we heard another one, there were three. Reporter this eyewitness said he watched the plane touch down just before 6 30. I watched it land. It was a perfectly normal landing. You didnt see anything that made you go uhoh . No. It was a landing and the tire popped off afterwards. Reporter firefighters arrived as the hangar was collapsing. No information has been released on how many people were on board the cessna, but fire Officials Say its unlikely anyone could have survived. The whole hangar that the plane went into was completely involved. We could not get into the hangar, the hangar collapsed. That type of luxury jet can seat up to nine people. It was flying from a resort in idaho and was registered to a real estate company. Well pass along information as we get it. Also breaking overnight. A new wave of attacks across baghdad. At least 51 people have been killed in several bombings today as tensions escalate between rival muslim groups. In london, investigators are trying to figure out why this duck tour boat burst into flames, forcing the passengers to jump into the water. Icy cold water. All 28 passengers and crew were rescued. A few suffered smoke inhalation. The company suspended operations. And people in florida are being warned about a deadly bacteria lurking in seawater there now blamed for killing a ninth person. This is an officer who was holding the nations highest security clearance with access to americas most closely guarded secrets. Now hes being investigated for a felony. He is one of the top commanders in charge of the nations sensitive nuclear arsenal, aboard submarines, bombers, and landbased missiles. This morning, vice admiral tim giardina has been suspended and is the focus of a criminal probe. Civilian investigators in iowa, where hes stationed, said the career navy officer, who they say frequented a casino near his headquarters, was using counterfeit poker chips to increase his winnings. The nature of the allegations, as well as the person we found out was possibly involved in this, led us to go ahead and contact the authorities. Reporter at that point, Navy Investigators stepped in. The commander of the u. S. Nuclear arsenal ordering a probe. These Senior Officers have to be beyond reproach. They have to be beyond anything that would besmirch their reputation, that of the naval service, or the u. S. Military, especially when it deals with Nuclear Weapons. Reporter while no charges have yet been filed, sources say the investigation is ongoing, and that giardina, a decorated submarine officer, who has been Deputy Commander of Strategic Command since 2011, could face prosecution within the military as well as felony charges in iowa. The admiral has not commented but sources tell abc news the use of the counterfeit chips involved a significant amount of money. George . Okay, thanks. Now to another trial for amanda knox getting under way right now in italy. She spent four years in prison for murdering her roommate before the conviction was overturned. And now it is starting all over again. But this time, knox will not be in court. Gio benitez with the story. Reporter this morning, amanda knox finds her name, if not herself, front and center in an italian courtroom. Facing a retrial for the charges that she murdered her roommate, meredith kercher. Hours ago, the Court Proceeding got under way without the star defendant. Knoxs attorney rejected the notion that knox wasnt there because she knows shes guilty. Knox has always maintained her innocence, telling abc news this spring, she would fight to clear her name. Im going to keep fighting this. Im not going to stop fighting this. Reporter shes endured a roller coaster ride through the italian justice system. Prosecutors won their initial case against the then 20yearold College Student in 2007, accusing knox, and her then boyfriend, raffaele sollecito, of stabbing kercher to death. In a sexfueled game. Both went to prison. Four years later, an Appeals Court overturned that ruling, citing lack of evidence. This spring, the Italian Supreme Court rejected the decision to free her and ordered the case be retried. By then, she returned to seattle and reenrolled in school. The longer it plays out, the longer its going to take me to get my life back. And to move on. Reporter kerchers family was not in court this morning. Their lawyer says he believes knox is guilty. Meantime, knox says she understands her friend and roommates family wants to know how their daughter died, even as knox herself vows to prove she isnt the person responsible. Im not ever going to accept the idea that anyone can say that i did something that i didnt. Its not okay. Reporter and over the weekend, kerchers family, which believes knox is guilty, issued a statement asking her not to visit their daughters grave. Meantime, if knox is convicted again, experts say there is a slight chance she could be extradited to serve more time in an italian prison. That would be a big diplomatic fight. Thank you, gio. Detectives testified about his behavior when he got the news that his wifes body was found. So many pills. I dont know if i was just hoping she did or if i was thinking she flushed them down the toilet. He had the appearance of crying, but i didnt see the tears. Reporter earlier there was a long line of women that he apparently cheated with. Commenting about not having a sex drive. I remember kissing him. We had sex. Reporter and there was his motherinlaw, who suspected him early on. Hounded him for the truth. And fought six long years for his arrest. If he cant take being confronted by a 72yearold woman, well, im sorry. But, hes not much of a man. Reporter nicole pietz vanished in 2006. Her body was found in a wooded area, strangled. When david was arrested last year, detectives said he wanted out of his marriage. They built a case on circumstantial evidence and dna. These kwas cases are always tough in one sense for the prosecution, because you dont have, traditionally, the kind of evidence that you would want. What ends up happening, the prosecutors end up assassinating the character of the defendant. Reporter prosecutors tried to show that the mileage on nicoles car doesnt add up, maybe because it was used to hide her body. Is it fair to say if somebody was driving around to find a location to dump a body, they might have to drive a few more miles . Objection. Speculation. Reporter his lawyers say the case is built on pure speculation. He has pleaded not guilty. After a week off, the prosecution will continue this morning. She was married to the man that committed the massacre at an amish school house seven years ago. This is the first time that marie has spoken to the media. Up until now, choosing a quiet life, choosing to live among the very neighbors that her husba terrorized that day. She and her family have been able to find peace while still searching for answers. Americas latest School Shooting brings horror to the amish world. Reporter a Rural Community known for shunning the modern world. What happened today in the west Nickel Mines Amish School in rural lancaster county, pennsylvania, has horrified the country. Reporter on october 2nd, 2006, a lone gunman stormed a oneroom amish school house, held the classroom hostage, and shot ten schoolgirl, killing five before taking his own life. The man responsible was charles roberts, a husband, and father of three. It appears that when he began shooting the victims, they were shot executionstyle in the head. Wrt though not amish himself, roberts lived less than a mile from the school he terrorized. Seven years later, his wife, marie, is finally able to discuss it. The question people ask is why. I heard from charlie about the loss of our first daughter. In some way, he felt like he was getting back at the lord for the loss we sustained. Reporter do you believe your husband was mentally ill . On that day, he was absolutely mentally ill. Reporter but he also planned it out. It was suggested to me that all those years of undealt with depression resulted in a psychotic break. Marie is still searching for the reasons while that fateful day continues to haunt her. It was a very normal day. The kids were getting ready for school. Everything felt as it should be. Charlie walked to the bus stop that morning with us. Reporter i read that he had you call the kids back because he wanted to say one last thing to them. Right, he told them that he loved them and gave them each a kiss before they boarded the bus that morning. Reporter did it seem unusual . In that moment, it didnt. Looking back on it, it was definitely a distinct moment. Reporter it was a goodbye. It was. Reporter less than three hours later, marie heard from her husband. He called her. He did not tell her where he was. I was begging him not to do whatever it was he was planning to do and asking him to come home so we could talk about it. And he was telling me that it was too late. Reporter minutes later, roberts shot the girls. What were the days and weeks in your home leading up to the shooting . There was heaviness the weekend before. You look back you think, what were the signs . And how did i miss them . How did i not see that coming . Reporter how did your children react . It was the thing i dreaded the most. And i thought, of all of the things i ever thought that might be hard about life, this, by far, surpasses all of them. Reporter marie has remarried. Their children from previous marriages now part of their own modern family. Although marie has started a new chapter, the greatest difficulty is reconciling that the man she loved was also a murder. I loved the way that he was with kids. The very thing that drew me to him was the very thing that he chose to act in the complete opposite way. And, there was, if you can find one, a Silver Lining in this. I think we can all remember the incredible forgiveness extended to marie and her family by the amish community. Within hours, the very people that lost their little girls came to the house to reach out to marie and her children, offered their comfort and support to them. That is why she is where she is today. It wont help open blocked tubes. And it is really not a replacement for the true cases that go the ivf that can be really transforming for people. Talk about the placebo effect. 30 of the time. That is absolutely correct. 30 of the time. The placebo effect refers to the fact that when youre given a sham treatment, or just salt water instead of a medication even with this . The mind. 30 of the time. The mindbody connection. So you know what . I tell my patients, when youre trying to conceive, you want to relax, do it the oldfashioned way, and try not to make it a science project until you absolutely need to. How closely does this tell you when you should go for it . To the day, to the hour . To coin a phrase. Im trying to say it for morning tv. I actually like that phrase better. I dont think you have to run out of work. It pinpoints to it a period of several hours to days. And you know what . The bottom line is you want to try to relax. Because it can be a very stressful process. If youre able to get pregnant, your sex will probably not be the same again after that. You get your money back. Its a good investment. Police say the driver who was arrested friday has since been released on bond. 16yearold kevin san was killed when his familys minivan was rearended friday morning at a stoplight at pine and gough. Investigators say the driver was going at speeds up to 80 miles per hour. They say she was not under the influence of drugs or alcohol but gross negligence because of her extreme speed.
