should say. in the history of the san francisco fire department. and now the chief presided over the ceremony and said their names are on that memorial. and they will forever be etched in our hearts as a result of a house fire they were fighting in the diamond heights neighborhood of san francisco back in june. and the services for them were held at st. mary's. firefighters from all over the the u.s. government staged the september 11th attacks. >> and a federal judge blasted oakland city leaders saying he's tired of listening to excuses and its police department needs to make changes immediately. this almost a decade after the controversial riders police abuse case first surfaced. vic lee is in the newsroom with the story. vic? >> the riders case was the biggest police misconduct case in oakland in memory. and that city singled a lawsuit. the federal judge said today that he believes the department remains pretty much the same and added that he is losing patience quickly. >> i don't know and don't have real confidence that the kind of changes we hope for are really taking place. >> attorney john bures schl says police are not moving fast enough to make the changes. it's latest chapter in a saga that began in 2000 when four members of what officers called a rogue band of officers were charged with beating suspects in oakland. three were fired and the fourth disappeared two. prosecutions ended in mistrial. a lawsuit ended three years later in a $10 million settlement. the department ordered to make changes to prevent future abuses. at today's hearing the judge also said that he was frustrated by the slow pace of change and said the oakland police department is behind modern times there is attitude of resistance. also appearing today was mayor jean kwan who said she'll make sure reforms happen. >> i'm going to take responsibility for it. to monitor whether or not we have a federal court agreement. >> buress says what is needed is intervention. >> what the judge can do is appoint a monitor to run the department. and this make all decisions made by that monitor. >> the hearing follows release of a study by the federal monitor overseeing reforms looking at 80 incidents when officers drew their guns and most involved african american suspects. the city concluded that in 28% of the cases the individuals posed no threat. and the judge was apalled saying the level is astounding. the mayor and chief told the judge that quick draw incidents need to be scrutinized closely to see if there needs to be more training or perhaps better supervision in the field. the chief says there have been many changes that he's reorganized his department from top to bottom. the judge ordered everyone to come back in january for another status
