finally got it under control 50 minutes later. the fire rattled plenty of nerves. he was choked up recounting the moments he and the rest of the family fled the house. >> everybody out. my wife was sleeping up upstairs. i went running for her. >> because the fire was more than one a alarm they called in arson investigators in hopes of determining the cause. firefighters say most of the damage is in the back of the building. >> fortunately it is not windy. we had a five-alarm fire a week and a half ago and the wind conditions were greater and challenging. the crews did a great job. we had a hundred firefighters working at this fire. they are going back to figure it out to protect the rest of the city. >> about 10 people have been displaced from their homes tonight. volunteers with the after he was hit by a chp vehicle and then a shuttle bus at south lake tahoe. this happened early this morning on highway 15 near state line. the victim was walking in the road and wearing dark clothing. theofficer said he officer saidt the brakes on his suv, but then pushed the pedestrian into an on coming shuttle bus. the victim's name has not been released. east bay mud crews are in hercules trying to figure out what caused a watermain to break. the main started leaking after 6:00. no residents. crews managed to restore the water supply to the factory tonight. today california joins hawaii, oregon and washington with ba law aimed at savings lives of sharks each year. >> shark fins harvested for making asian shark fin soup are banned from being brought into california. thomas roman is looking at how the ban is being received. >> throughout san francisco's chinatown, posted menus offer shark fin soup, often accompanied by another dish. the law banning anymore imported shark fins has taken a toll on these dishes. gary works at the impress of china. he says the dish was not only part of the chinese culture, but went with special events. >> it was a very popular especially to wedding parties and birthday parties. those are big parties. they have ordered those items a lot. >> he is sad to see it go, but says it is the law. workers here at the oriental pearl wouldn't go on camera, but once they found out the ban was going into affect they started phasing out the soup even though it is popular during the holidays. what is not popular with environmentalists is the way the shark fins are harvested. megan clark was distressed and glad when the ban was put in place. >> i am going to investigate how they get the shark fin. they cut the fin off and throw the shark back. >> the estimate is 73 million sharks a year for just the fin. this is based on market research on how much shark fellowship exist on the market relative to the meat. >> rebecca lee is with the asia-pacific alliance and is with the ban. >> it is driving the harvesting and finning of sharks at sea. >> it is quite a contention in the chinatown community. >> i think it should be a personal preference just like any food. it is a traditional chinese food. i like it very much. >> restaurants and wholesalers can use what shark fins they have on hand until 2013. and then >> in san jose, plastic bag or free paper bags are no longer an option at the checkout stand. the ordinance is meeting with mixed reviews from residents. >> i think it is a good thing. i ride a motorcycle normally, and i can't tell you how many times i have had to dodge bags floating along the freeway. >> i have used plastic bags my whole life. i rely on them. i throw my garbage away in them, and it stinks they are taking them away. >> the ordinance bans retailers from using the plastic bags unlike san francisco which is targeting the larger chains. and as customers found out they will be charged 10 cents if they use a paper bag. >> i use self-checkout. there is an option that presses no bag. if you use a bag they will charge you. >> the charge for a paper bag is intended to steer customers toward reusable bags, but some shoppers like jesse decided not to use a bag at all. >> the law came in affect of bringing your own bag. i president happened to leave my bag in the vehicle. i didn't want to pay the 10 cents. >> this is a bag that the grocer's association is not all jazzed up about, but it is very workable. a spokesman says the san jose plastic bag ban is modeled after a proposed state legislation they supported last year. he says it is fair because all retailers are affected. and a 10 cent charge per paper bag is different than the san francisco ban which he says had minimal environmental benefit. >> what they found was grocery store operators just shifted from plastic to paper. >> this ban actually poses an interesting situation for the westfield valley fair mall. about two-thirds of the stores are in san jose and the rest are in santa clara. so the mall management is asking all stores to adhere to this ban to make things simpler for the shoppers. 234* san jose, sergio quintana, abc news. a similar law went into affect in marin county. customers will have to pay 5 cents for those merchants and the fee. a new law in the city of alameda tomorrow. 0* monday, the city's secondhand smoke ordinance goes into affect. smoking is prohibited in public spaces, but it goes a lot farther than that. you can't light up in any indoor or outdoor areas of employment in taxis or on tractors. smoking is also prohibited in new rental complexes. a teenager is under observation after falling from the stands following the raiders game. 17-year-old juan sal cree do was -- salcedo was leaning over the railing. he lost his balance and then fell. he was taken to the hospital as a precaution. an unusual rescue in daily city. firefighters are saving a dog after it fell from a cliff. two people walking in avalon canyon noticed the stuck rottweiler. they were able to reach the animal and carry it to safety. the dog bit its owner and a firefighter had to be treated for their wounds. the humane society took the rottweiler to an emergency hospital. the air force scrambled the fighter jets after a small plane bound for oakland lost contact with the air traffic controllers. the plane took off from santa monica, but failed to answer controllers near ventura. controllers reestablished contact with the pilot. the alameda county sheriff deputies questioned the pilot after the plane landed in oakland. it appears the plane's radio might have been turned down so the pilot couldn't hear it. dozens of fires set and they have caught their first had 12 by january 2nd. it is a lot, and it is primarily due to weather conditions and peed wood an -- and people wood burning. >> it acts as a lid and keeps the smoke close to the ground. air quality officials say what we need is rain, but mostly a good gust of wind to clear the stagnant air. will we get it? hereist is here filling in for leigh glaser tonight .'s. >> unfortunately not. in fact, the air was pretty stagnant today. but that is what allowed temperatures to come up so high. we broke a few records in three bay area locations. 67 is your high today and breaking a record of 66 set in 1997. got up to 7° in moffett field and breaking another record in 1994 and 72° in gilroy and breaking a record set in 1980. let's go outside and show you what is going on right now. this is from the sutro tower looking toward the north. you can see the coastal clouds moving in. as we pan to the right, we can see the downtown san francisco area with the bridge. with the stagnant air we are seeing the cool air in the valleys, and that's what is making the fog develop as well. so we will take you to the temperatures right now, and we have quite a range. check out santa rosa. already 38 degrees and fairfield 36. so in the valleys wler the cool air pools, that's where we will see this fog develop. and then along the coast it is still 52 in san francisco and 53 in half moon bay. and some upper 40s even around the bay area. 49 in oakland and 47 in san jose. really mixed out there right now. check out 51 degrees in santa cruz and watsonville. salinas 50 degrees right now and gilroy down to 39 degrees. so we have the coastal clouds moving in. we also have some valley fog developing. that could be pretty thick in some local spots. it is another spare the air day tomorrow. it gives you an idea and still we have the stagnant air mass with us. and then it is actually looking dry and mild through the week. still no need for the umbrellas. we'll show you the air quality forecast first. just want to mention this. poor air quality in the north bay and the santa clara valley. this means no wood burning for the entire bay area through tomorrow night. the spare the air is still in affect. this is a satellite-radar image. you notice these clouds, this is a jet stream pushing it up to the north. this area of high pressure is enough to keep the moisture and the rain to the north of us. but you will notice that the clouds will be moving in from the coast and with extra clouds, and there is a southly flow, and we will see some slightly cooler temperatures tomorrow. it will still be pretty mild. it is just not the 70s we saw today. the overnight lows are on the cool side. look for upper 30s. 39 in cloverdale and santa rosa and 40s around the bay area and 45 in oakland and 43 in san jose. and again the thick fog is developing in some of the valleys overnight. for tomorrow, the temperatures are warming up to the 60s in some locations. san rafael, 61. 62 in fremont and getting up to 64 in livermore. 63 in san jose. look for slightly warmer temperatures in gilroy and hollister and the upper 60s almost, hollister at 67. here is your seven-day forecast. spare the after a pedestrian was hit by a car. you are looking at the back up there. there is a huge back up. the chp says just before 11:00 p.m. they got a report of a man walking in traffic. a passing car hit him. he was rushed to a hospital and the chp has shut down the lanes as they investigate. if you are in the area, it will be a slow go for some time. that is three of four westbound lanes of i-80 shut down after a pedestrian was hit by a car. in tonight's other headlines, it took 100 firefighters to put out a three-alarm fire in san francisco's neighborhood. flames broke out in a two-story building around 8:00 tonight. one person was injured. a 21-year-old walnut creek man was killed near state line. the man was walking on highway 50 when he was hit by an suv and a shuttle bus around 12:30. mobile devices than all print media combined. not much more, but it is a first. and projecting this data into the coming year, we will spend almost twice as much time in front of mobile devices as in front of paper. these figures are from a report called e marketer. the loser is radio. year after year we spend less time listening to it, and projecting e marketing trend, a year from now we could spend more time with tablets and phones than radios. among the electronic media television use grows. we spend more time in front of tv's than all other digital media combined. and more are watching televisions lit with led's. in 2012, for the first time s more s mol be sold with led back lights than fluorescent bulb back lights. 2012 will become the first year we spend more money on streaming music and versus 2.7 billion on cd's. dollars. what does all of this mean? led-tv's mean vastly reduced electric bills and longer life sending news to a screen uses less energy than sending it to your
