to change to pass a debt ceiling bill. just as they appeared ready to vote on john boehner's legislation, the speaker announced there would be no vote. amy hollyfield is live at the newsroom. >> it was a shocker. republicans have got to get their party in order. this morning, john boehner will try one more time to push this through. he has meeting scheduled with 240 house republicans. he appears confident that he has the vote today but didn't yesterday. >> john boehner appeared confident all day that his bill would be passed, but it seemed that he underestimated the tea party members in his party. vice presidential candidate michele bachmann said she couldn't support it. >> i will reduce spending and i won't vote to raise the debt ceiling. i have the titanium spine to see it through. >> reporter: the bill would have cut $900 billion from the deficit and would have temporarily extended the debt ceiling through next spring. senate majority leader harry reid quickly took to the senate floor when he realized the house would not be taking a vote. >> i apologize everyone for the late hour. we are waiting for the house. >> ironically the house was working hard on the bill that looked like it has no future in the senate. >> the bill cannot be an option because it will not pass the senate. >> it brings us back to the looming deadline on tuesday. congress needs to act by then to vouf an unprecedented default. >> the stakes are rising by the day. you start to wonder now, an projections but you wonder what the way out might be. >> there was pizza last night. republicans ordered 19 boxes to help get them through. there were prayers. two of republicans went to a nearby chapel to pray for their leadership. it was a dramatic night that ended with nothing. the hope is that today will be different. we'll be following developments out of d.c. closely. here is an example the u.s. debt is. apple has more cash than the federal government. the treasury department has $73 billion in cash and latest earnings report apple said they have a cash reserve of nearly $76 billion. >> more than a thousand law enforcement colleagues friends and relatives who jammed into the auditorium for the funeral of a murdered sheriffs deputy. he was shot and killed trying to help a friend. john alston is live at the auditorium with details for us. >> this event is open to the public. the doors here open at 10:15 as you said, between 8s and 1200 people are expected here at the veterans memorial auditorium. service begins at 11:00 and event goes until 4:00 in the afternoon. now, the mourners will be honoring deputy jim mathison who was a marin deputy. he was killed in petaluma. he had gone to friend's house whose daughter was being had a raised by an ex-boyfriend -- harassed. that boyfriend showed up and then shot the deputy who was off duty and unarmed. then when he tried to grab the ex-girlfriend's mother there a brother shot him to death. that has been a ruled a justifiable homicide. jim mathison was 49 years old. he had changed careers in midlife. he was in construction, he was a contractor and decided to pursue his passion for law enforcement. he had a wife and two grown sons. one of them will be speaking at the service later this morning. others are robert doyle, a relative of law enforcement and childhood friend and variety of long time close friends. the california state flag will be presented to both of his sons. the event is set to wrap up at 1:20 in the afternoon. there will be reception afterwards as well as an opportunity for friends and relatives to sign his casket. police have found at least one marijuana cultivation site near the wood land area where a park officer was attacked earlier this week. east bay regional park officer was on routine patrol south of moraga when gunmen opened fire by o him each was rescued by an armored vehicle. there was an extensive search of the area. they have uncovered one active grow site. federal and state officials are working on what could be the largest marijuana eradication effort in california history. they were allowed to shoot this video from one of the raids, part of full court, being conducted in the national forest. so far agents have removed 373,000 pot plants and arrested 88 people. the operation is scheduled to end next week. tonight at 6:00 we'll bring you the full california watch investigation and the people behind these illegal pot farms and the influence mexico is having on california's marijuana production. >> some community activists want to examine the gun in connection with a death of a man in the bayview district. they say this is the weapon that kenneth harding was carrying when he confronted officers on july 16. they believe he accidentally shot himself in the head after he suffered a gunshot wound to the leg. they recovered a gun by an unidentified bayview resident. four independent investigations are underway into the shooting. >> public records show alameda city officials were warned a water rescue program was necessary for public safety more than two years before a man drowned himself as firefighters watched from the shore on memorial day. our media partner reports the notice was filed by a union leader in fib of 2009. he wrote, water rescue calls occur several times a year and the city's decision to cut the rescue program in 2008 violated their contract because it changed working conditions. alameda is investigating the death of 52-year-old raymond zach on memorial day. firefighters say they were not trained to perform water rescues. >> a bart director is promising to allow bicycles on the back of cars during rush hour. they recommended against a similar proposal after the agency's planning and budget manager pushed for keeping the current policy of not allowing bikes on trains during peak hours. they say the issue is not done and the board must bring back the proposal and call for a public hearing. >> all right. officials on could do a better job of explanation to the public how they spend their money. auditors office begin investigating the university system last year after a request by state senator he san francisco, for the city's homeless is being taken off the ballot. it was approved by voters and implemented back in 2004. it reduced the monthly cash grant to $422 to just $59 in exchange for an offer of housing. the housing came in the form of a bed and homeless shelter. a ballot measure proposed wants to exclude homeless shelters from definition of housing in the program. they are looking on capitol hill. it's not looking good for the deadline in the debt ceiling crisis. also this morning, the family of a los gatos woman murdered ten years ago may finally get answers today. prosecutors are expected to receive dna evidence making her the same suspect in the case. >> and they want the gun to a man they were chasing. weather-wise, a stronger sea breeze this morning. clouds spilling speaker john boehner will try to line up members behind his debt ceiling bill. a scheduled vote was put off when it became clear that gop support just wasn't there. amy hollyfield is live in the newsroom. we're talking about the gop but what are the democrats saying. >> reporter: they are saying republicans need to get their house in order. john boehner thought he would get his bill passed last night. it came as a shock he had to postpone his vote. boehner and other gop leaders spent hours trying to rein in conservatives in their party. the plan would cut more than $900 billion in spending and temporarily raise the debt ceiling to next spring. tea party members say they won't vote to raise the debt ceiling, even though republican leaders are trying to convince them to do so. >> republicans took advantage of the tea party express. tea party caucus when they seized control of the house. how do you translate anger against president obama into a government coalition. >> reporter: the white house communications director tweeted another day wasted while the clock ticks. now is the time to compromise so we can solve this problem and reduce the deficit. so the white house is clearly frustrated by all of this. they will try again today. they say they have enough votes to get it passed but they said that yesterday. ironically, it doesn't stand a chance in the senate. senators would kill it quickly. congress has until tuesday before an unprecedented default. a north bay city has the okay to emerge from bankruptcy and return to solvency. the judge has approved vallejo's plan to pay kretd tors going forward plus pensions, health plans and bondholders. they filed for bankruptcy protection of a multimillion dollar deficit and growing union contracts. next week they will consider amendments but no major challenge is expected. >> today santa clara prosecutors will previous a private lab cyber test that could link a woman's murder with the main suspect. that test could show that fiber in a jeep cherokee came from a rug that was in her home. she disappeared in july 2001. the suspect was arrested three years later but was released from jail after charges was dropped. he was shot and killed by the woman's brother in a murder-suicide. >> about 1,000 people are expected to attend a memorial service for a slain marin county deputy. jim mathison was shot and killed ten days ago while off-duty while he was trying to help a friend during a domestic dispute in petaluma. the suspect showed up at the house with a gun and shot him twice. deputies say he grand the girl's mother, her son came out of the house and killed him. the service for the deputy will be held at this morning in san rafael at marin county veterans memorial 19-year-old kenneth harding was carrying when he confronted officers on july 16. investigators believe harding accidentally shot himself in the head after he suffered a gunshot wound in the leg in a shootout with police officers. they recovered the gun from a bayview resident who may have taken it from the crime scene. four independent investigations are already under way into the shooting. a man facing an emergency is in custody this morning in novato on kidnapping charges. they say he forced his way into a woman's car. the 62-year-old victim said he yelled something about a pregnant woman going into labor. she drove down 101 and exited the car. the suspect got out of the car and ran away. they found and arrested him a short time later. they think the same man tried to flag down other drivers before they caught him. >> the fate of the voter enacted ban on gay marriage could be decided this fall. california supreme court has scheduled a september 6 hearing on proposition 8. at issue is whether sponsors have the authority to fight rulings against the measure if the governor and attorney general refuse to do so. the question is pivotal to the ban. schwarzenegger and jerry brown refused to challenge the ruling that struck down prop 8. a san jose youth organization is reeling after the fact of dozens of fishing poles. 100 poems were stolen at lake cunningham park. it gives children flee access to equipment at special events. distinctive poles are candy apple red and has a sticker that says provided by the rotary club of san jose. thieves are stealing copper in vallejo. than yesterday. but because of the cooling effect i don't think we'll see much in the way of warming. a lot like yesterday, just a few degrees cooler. at 8:00, mostly cloudy in east bay valleys will be the clearest area. temperatures are holding in the 50s and 60s. by noon, most of the clouds are back to the coast other than one finger of fog stretching across the golden gate in oakland and of several civil lawsuits alleging other business deals by trump. starbucks is raising prices due to higher coffee prices, resented declines but they are locking in prices until next year. >> commodity searchers tell us chicken wing prices have been on the rise. demands for the food expected to boost business at restaurants including buffalo wings. pg&e is expected to complete its excavation of an abandoned pipe by tonight. the company is digging up a section of the pipe that has been unused since 1950s. at one time was part of a line that exploded last september. they want to look at the pipe and do an investigation into the explosion and fire that killed eight people and destroyed 38 homes. federal investigators say there were shoddy welds that that exploded and was supposed to be a seamless 30 inch pipe. >> president obama and top auto executives are expected to reveal details to slash the gasoline cars and trucks will need down the road. it will double fuel standards to 54 miles a gallon. the big three automakers will have leeway through 2012 to keep building profitable suvs and light trucks. white house says the deal would save drivers money at the pump. reuse oil consumption and create jobs. >> a growing number of hotels are using radio frequency chips to keep the robes and towels from disappearing. they say hotels lose between 5-20% of them. they are taking bed sheets. chips are sewn and can be read by sensors up to six feet away. one hotel in hawaii begin saving $16,000 a month. just ahead, big change for the most popular
