a few streets because of the wet weather last night and a raise in temperature for the weekend. nice seasonal weather coming your way. >> a lot of accidents due to those wet roads however no major hot spots yet. light at the toll plaza as well. >> and 6:00 this wednesday. i'm kristen sze. >> i'm eric thomas. a fairfield teacher is out on bail after having been arrested having sex with a minor. 27-year-old felicia killings made bail overnight. police arrested her yesterday. school district officials say they plan to meet as early as today to determine how to inform parents at angelo rodriguez high school where she worked as an english teacher. killings is scheduled to appear in court on friday. >> warning people walking dogs to watch for possible raccoon attacks. sunday night a pack of raccoons attacked and bit a woman in alameda's washington park. all the victims were walking small dogs. this woman was bitten in the leg and is undergaying rabies treatment. the raccoons are likely trying to get food. >> a sweep has led to the arrest of members of a violent bay area gang. the suspected leader is 21-year-old tran of san leandro. he was one of 16 people arrested. eight swat teams raided 23 locations including five marijuana grow houses in hayward and vallejo. they found a ton of marijuana worth $2.5 million. the targeteded suspect were involved in five recent shootings. >> we have evidence over wiretaps that pretty much identified them as being shooters and bragging about it. >> police seized $100,000 in cash and a dozen guns including uzis and ak 47's. angry california state university students will have even more to be upset about today. a hefty tuition increase. the increase is so big they can't even call it a fee anymore. >> they're getting back to reality and calling it tuition. 15% all told, 5% this school year and 10% next year and as you mentioned today approval is expected. csu has already raised tuition a number of times over the past three years. it would hike tuition 5% and in the fall 10%. all told raising $175 million annually. tuition rose 30% over the past year already. 76% over the past five years. now, the previous increases are resulting in student demonstrations, building takeovers and arrests. not all those being arrested are students. the student association says students know the problem stems from massive state funding cuts but one student told me this morning it still hurts. >> my dad helps me out but a lot of my friends have jobs and pay for their own tuition. it's going to be hard for them. and i think it's a horrible idea. the last thing they should cut is the funding to schools. >> show you right now, take a look. right now with $4,230 per year starting next year it's going to be up to $4884. you're going to be paying more and there's already been forced furloughs for faculty and there have been reduced courses. there are more online courses. i should point out that any cal state university student whose family is making $75,000 or less receives financial aid so they're not going to be hit by increased tuition. terry mcsweeney, abc 7 news. >> terry thank you very much. medical marijuana activists in the south bay are pleading with the city of san jose police department to stop raiding and shutting down pot clubs. in recent weeks drug agents have raided three san jose medical marijuana clubs, a fourth voluntarily shut down fearing it would be raided. san jose officials say they can't stop the raids because they're not being conducted by city police rather by the santa clara enforcement team. and the commander says they've only been targeting places that profited from illegal drug sales. >> it's 6:05 now. 10% raises and holiday bonuses are a thing of the past? google is giving a surprising companywide salary hike and the impact could affect other companies. theresa garcia is live at google's mountain view headquarters to explain. >> well, google is clearly weighing the impact of giving these raises and impacting its profit margins with how important it feels employee retention is to the strength of the company. what it's hoping to do is protect its assets. in this case it's people from leaving to the competition. google surveyed its employees and found salary is more important than pay. based on that feedback google is financially rewarding staff as its way to thank them for the hard work and keep them happy. first off it's giving all 23,000 employees worldwide a 10% raise effective january 1st. every gooler is getting a car holiday bonus and google is paying the tax so they keep the whole amount. shifting bonuses into base salaries so they receive some in every paycheck and there will be merit increases and that's based on individual performance. all this extra compensation aims at boosting morale and retaining talent and that is a concern especially when already 10% of facebook.com employees are google vernes. plus other companies have poached from google as well. while it cost the company hundreds of millions to give this across the board increase, it sure does help google posted pretty strong third quarter results. >> all right theresa. time for a check on the wrth forecast. mike's been monitoring the radar and it's not showing a whole lot now. >> just that one lone storm we've been tracking all morning sliding down the coast from pacifica half moon bay now a lot of the farms there getting much-needed rain. going to continue sliding to the south, southeast. right now one and eventually dissipate over the next half hour or so. so the big story will be the temperatures. here's how to dress this morning. we are warmerer as we talked about. mid to upper 40s to menlo park. by the afternoon hours even though we're starting after warmer this morning look at the city 12 dress warmer in menlo park. 10 mountain view. the cooler air behind going to hold our temperatures a lot like yesterday. look for an increase in sunshine and the breezes, especially along the bodies of water. 56 clear lake low to mid-60s the rest of us. the monterey bay increase in sunshine and those breezes. 57 monterey low to mid-60s around the bay and inland. look at those temperatures slowly build with all that sunshine. to the point where saturday sunday, monday and tuesday just about all of us near 70 around the bay and inland. unfortunately the left over water has caused some accidents. >> lots of them this morning. there haven't been any hot spots though because traffic is still light. the golden gate bridge, the road a little wet. as you make your way across the san mateo bridge, no trouble right now. just a little more crowded. there is an accident in vallejo, westbound 37 at the fairgrounds. it's on the shoulder at this point but with emergency crews heading there because injuries have been reported we may see a lane blocked to slow things down. >> it's 6:09. >> just ahead is it really a better deal? story for ya. today california's largest university system is set to approve a massive tuition increase that critics say will force thousands of students to drop out. terry mcsweeney is live at san francisco state with details. terry? >> yeah, thousands may be forced to drop out by the line is long to get in and why they're adding 30,000 students next year and all gonna be paying tuition more for tuition. what they're doing this year is adding 5% to the tuition this year 10% in the fall of next year. tuition has gone up 30% this past year already and 76% over the past five years. csu also hack faculties and courses. there have been unrest on campus. students and others protesting and taking over buildings. but students may be feeling beaten down. >> there was a lot of demonstration about a year or two ago. i think people got used to the tuition hike. there's not a big outcry now. >> taking a look at that graphic, you can see what students are paying now, there's more than a $650 difference. all this because of the increase in tuition. i'm using the word tuition instead of fees. they're now calling it tuition increases. at one point they would say they had a tuition-free public college education system and kept trying to hang on to that as they called it fees instead of tuition. it's going up again. the vote is today, expected to be approved. >> terry thanks a lot. in solano county a teacher in fairfield arrested on sex charges with a minor is out of jail this morning. the sheriff's department said she made bail overnight. vallejo police arrested her yesterday. decision by their officers to shoot and kill an unarmed man monday night. they were called on reports of a domestic abuse case. he ran down an ally and tried to climb a fence. >> during the foot chase the suspect was seen grabbing towards his waistband. this is a move consistent with someone reaching for a weapon possibly arming himself. >> it's such a generic story, a story that they give when anyone is murdered by the police. >> investigators say jones waps a parolee with prior arrests from guns drugs domestic violence and resisting arrest but some of those charges have been dropped and he was a local barber shop owner well liked in the community. >> 6:33. in the south bay dozens of parents are angry after the santa clara unified school board decided to rezone its boundaries. that means their children have to go to a new school next fall. the decision was made last night. 100 kindergartners will have to be bused koufl about 1 mile away. >> feel we can provide a great educational experience just across the road here. >> i live here and my new school is not here. >> it's a popular school but filled to capacity and the district said it needed to ease congestion there. the change will cause major traffic problems. >> the santa clara city council says the city faces a $13 million deficit. 82 employees could lose their jobs about 9% of the work force. some layoffs could be avoided if unions give up scheduled pay raises and take unpaid furlough days. three of the ten bargaining units have already agreed. >> this morning the clipper card is under more scootrutiny. you can travel farther than the distance you actually paid for on several different agencies like cal trains and bart. the problem is costing the public thousands of dollars a month. officials who oversee the clipper card say the flaw is actually there on purpose as a build-in convenience for confused or inexperienced travelers. >> at a time when we need to see transit systems getting every last dollar 7's jenelle wang is here with the story and a new emerging theory. >> most experts are saying it was most likely from an airplane. there have been similar images in the past with jets were mistaken for missiles. a news helicopter captured the image monday just before sunset along arcing streaks off the coast of los angeles. the navy air force and other military officials say they didn't fire any missiles but has similarities. i heard one expert say it looked like a missile launch from a submarine but others say it's most likely something else. >> could be a jet air croft trail from something you're looking at horizontal and almost to the horizon. >> more are ruling out the rocket theory because the vapor trail appeared to alter its course and rockets don't do that. radar didn't pick up anything usual like an accelerating ships. it doesn't have definitive information to confirm it was a rocket. there was no danger to the u.s. >> a carnal cruise ship that's been stranded off the coast of mexico has been towed slowly towards san diego. it's thousands of passengers are expected to arrive in san diego tomorrow. a engine room fire on monday knocked out the power to the ship which is twice the size of the titanic. the 1400 passengers have been without air conditioning hot water or cooked meals. they brought in 50000 tons of food including spam pop tarts and they are offering passengers a full refined and a free future cruise. 100 new jobs on their way to solano county. they have awarded a local company a $3 million contract to recycle two of the ships in the moth bay nancy that bans toys from traditional fast food kids meals. if they want to give out toys they have to provide meals that include fruits and vegetables. mayor newsom is trying to veto the legislation but yesterday's 8-3 vote is vitro-proof. >> several more places that smokers won't be able to light up. final approve given to new laws that ban smoking in parks, outdoor eating it in restaurants and common areas of apartments and condominiums. outdoor services like a movie or atm line. the rules take effect 30 days except existing apartments. >> recapping our top stories, cal state students will have to dig deeper into their pockets to pay tuition next semester. terry? >> board of of trustees expected to stay yes to a 5% tuition hike this year and a 10% tuition hike next year all because they say state budget cuts that's the problem. same reason they gave for the 30% increase over the past year and 76% in increases over the past five years. csu has also furloughed faculty reduced courses to cover the short fall. students and other have protested to no avail. some resulted in building takeovers and arrests. funding has been cut $625 million over the past few years. some of that is coming back this year but certainly not enough. it's a 23 campus system with 400,000 students and expected to jump another 30,000 and all this have them paying this increase which is expected to be approved by the board of trustees today. one solution is all get a job at google. >> good morning. it could help pay the bills there because in this still tough economy it seems unreal to hear of a company giving generous raises and bonuses during this time. a thank you for all your hard work but those who work here at google will certainly feel that spirit of giving as the company decides to dish out some raises and just want to keep them working here happily. by giving these raises and bonuses, they hope to keep people to leave for working at competition. already about 10% of facebook.com employees are google veterans plus other silicon valley companies have surveyed employees and found that salary is more important than other other component of pay. based on if a feedback google is rewarding staff. it's given all 23,000 employees worldwide a 10% raise effective january 1st. taxes paid for a holiday bonus with taxes paid by google. they receive some in every paycheck. and certainly it does impact the company's profit margins by hundreds of millions to do this across the board but it sure does help google just posted strong third quarter profits. theresa garcia, abc
