at 4:30. within the last hour and a half police cleared out the occupy camp at santa rosa city hall. officers have blocked off parts of sonoma avenue, first street, d street and santa rosa avenue. drivers are being told to an individual that area until at least 8:00 this morning. while crews cleanup. police tell us no arrest had to be may. at least 27 people who previously applied for -- camping permits will be allowed to return. two more meetings expected to draw angry crowds to uc davis today backlash growing over police using pepper spray on protesters as the chance already is brought to tears following a rally takened by thousands. katie marzullo is live with the latest on this. >> reporter: the chance already says she will not resign. the criticism seems to have 10 to her a little yesterday. students made her cry. linda katehi addressed the crowd of 1,000 and apologized for the pepper spraying incident. students shouted for her to resign and she left the stage in tears. students reestablished their occupy camp. there are twice as many tents on campus now and people are dropping off food. students say they are determined to occupy. >> this is a priority for a lot of us to make a difference because this is where educating lies. if we don't make a difference now -- there's not a lot we can do in the future. >> reporter: the chancellor put the campus police chief on paid administrative leave yesterday. the chief said the officers felt trapped by students who had been warned to leave. two meetings are scheduled today, one student body planning to meet at 2:00 this afternoon. at 4:00, the chancellor has planned that town hall meeting during which she says she will answer questions. katie marzullo, abc7 news. right now at uc berkeley students are taking part in a sleep-out in front of sproul plaza as part of occupy cal. when students pitched tents and police responded aggressively many say officers used excessive force against students who were trying to keen the encampment from being raided this time -- this time there are no tents, occupy cal says it wants the focus back on issues which started the movement in the first place. this morning a handful of demonstrators started a new encampment in west oakland. the group began setting up a dozen tents on the launch a home in foreclosure near 18th and linden. the former owner is not sure if the land legally belongs to the bank but says she has given the occupiers her full blessing. police have not made any move to evict those protester. san francisco supervisors getting ready to make the ban on disposal shopping bags tougher. supporters hope it will encourage shoppers and restaurantgoers to bring your own bag. terry mcsweeney is live in the marina with more. >> reporter: for the past four years plastic bags have been banned at big grocery stores and drug stores. this new law would ban all locations and charge for a paper bag this is what we are talking about. the supervisor is behind this new measure which would ban plastic bags at all retail locations, department stores, bookstores, also starting in july, there would be a charge of 10 cents per paper bag going up to 25 cents per paper bag in 2014. we spoke to a shopper this morning who would prefer to ban the ban. >> like me, i mean they steal it then everybody wants to be green and green takes work and effort. in which case if they decide to charge 10 cents a bag we going to see how green everybody is going to be. >> reporter: i guess they will. this are exceptions to the plastic bag law they would be allowed to wrap newspapers for dry cleaning and restaurant patrons who eat and want to take the food home. there would be teeth to this law, $100 fine for the first violation. $200 for the second, $500 for the third for retail outlets. the idea to cleanup the environment. the supervisor says americans use more than 100 billion bags per year he says the same law in washington, d.c. has reduced plastic bag use by more than 80%. there is opposition. if it passes today as expected a group called save the plastic bag coalition is expected to sue. terry mcsweeney, abc7 news. >> the san francisco municipal transportation agency is considering a controversial idea to charge businesses a fee for any free parking spaces they provide. the san francisco examiner reports that local businesses would be charged a $1,000 annual fee for each spot in a free parking lot. transportation officials estimate there are 3,000 unpaid parking spots in the city, including those at the gallery, mall, grocery stores and other retail outlets. officials say the fee would generate 30 million dollars a year to reduce the agency's budget deficit. marin reports managers at health care center in novato have called family and friends and residents telling them not to visit. nursing hope residents are being ordered to stay in -- nursing home residents are being ordered to stay in their rooms. 80 residents and staff have become ill. several cases were reported at another marin county nursing home last week. officials have declined to identify that i willy. this morning police in contra costa county searching for a -- for a man caught on camera vandalizing several banks. this was captured at an atm in walnut creek sunday night. the man used paint and shoe polish to write messages on a bank of america and chase bank windows. also suspected of vandalizing a u.s. -- us bank in concord. it appears seafood lovers will have to go without crab on their table this year. a price dispute is keeping boats from going out and setting traps. this year the fishermen want $2.50. the processors and dispew pores want to pay -- distributors want to a just $2. they say the 50 cents difference is make or tampered with documents on three other projects, not this one. 0 officials say there is nothing to worry about when it comes to the new -- bay bridge. the acting director is calling the actions of the technician reprehensible and he would like to see criminal charges filed against the technician who has been fired. at the hearing today questions will include how could caltrans convince the public
