And the city says they will be flexible with extra bags and trash during pickup this week. It is empty lots and there are Manhole Covers not being used. A few of them gave way. Were looking at all the clay they used to pack down those Manhole Covers. They are using incredibly heavy machinery to move that clay and covers. You can see water from when it was built before. Right now it is standing water. Those mounds of clay packed on top of what used to be the Manhole Covers is where they had problems. It was essentially an emergency situation. One of the workers said, if we were to lose this if it were this location. That is why they responded in an emergency like fashion. They are bringing in this clay and massive trucks to keep packing this in so that it holds until the water goes down. Lets take a look at what hangs in the balance as we start walking closer to the city market. Remember, this was a fluid situation before. That water comes almost to the street and doorstep. They have a substantial amount of sandbags. Imagine if that was hit with gushing water. Going back to the Manhole Covers where they are dumping more clay next to those big that truck is pulling up as close says he can. He is at least a foot into the water trying to get that clay close to where they need it. Definitely a very active situation. For the most part, just a little bit of seepage and a few inches. We were on top of that flood barricade where you could see 3 feet of water on one side trickle on the other. It seems like the haskell barriers hesco barriers are holding. They are getting plenty of new clay and put down by that front end loader. Machinery but find him has a stamper. The latest prediction has it at 22. 11 feet. It is expected to crest around 1 am. The forecast to crest is that 24 feet. Cedar river at cedar rapids 21. 89 feet. The current forecast crest has been 23 fee. The Weather Service has dropped it to, 22 feet. Expected to crest late this morning. Here is the hydrograph from the National Weather service. 21. 89 feet. Expected to hold steady. It may rise a little bit but the forecast to crest of 22 they looked at the pay low gauge and it has been steady and starting to fall. The Weather Service did have the confidence to drop the crest to 22 feet. We will be in major flooding up until saturday morning. The whole reason for the flooding is with the rainfall over the next s all of this heavy rain and chickasaw, bremmer, foard county. That led to this swollen river and flooding. We are taking a look at where that water is coming up through the storm drains. We are taking a look at the new mount mound being built. There is a drain on top. Where there was a break this morning. This is where the water was rushing up. The mayor just told us about one of the citys three weaknesses is the fact that water comes up through the ground. Even if the water doesnt come over the top or breakthrough, that line on 16th avenue. It can come up through the water underneath the barriers. The city workers said it was a full on emergency. The mayor says that was because if you dont get to it fast enough and there is too much water, you cant get the people into fix it and it runs crazy. They were able to tamp it down fast enough and keep it from spreading. The only thing flooded is this a little bit up 16th avenue. For the most part, this grassy area. Nothing more than that. It didnt hit the building which was recently built up on a hill. They have extra protection. It barely got to the front door or the new National Building which is being renovated. Good news for the district. That water coming through the storm sewers was stopped. Now the trick is to packet down and keep an eye on it. Until the water goes down to a point where it could burst through making sure that doesnt happen. They are working to secure that. We will check to see the spots that seemed to be working fine are still okay. One of the things we have been seeing is good news all around.
