Part of morning it is 24 minutes before the hour Tuesday morning with the 1st light and today is not going to be too exciting it will be a lot of process work on Capitol Hill but you know the machinery of the government of the House of Representatives is grinding steadily toward a vote on an preachment tomorrow which of course probably will make history so as they get ready for that the focus will then turn to the Senate so we want to find out where things are right now and what's going to be happening today as we bring in Linda Kenyon Good morning Michael an impeachment trial appears all but certain but how it will be conducted is quite another matter Senate Democrats believe strongly that the trial must be fair and it's very important that the American people judge it to be fair Senate minority leader Chuck Schumer at a news conference on Capitol Hill Monday saying that's why he wants to sit down to discuss the plan for the impeachment trial in the Senate which is all but certain once the House votes this week on impeachment Leader McConnell has finally said that he wants to sit down and talk and I am I am very eager and willing to do that as I said we want to come up with a fair trial where the facts come out that's why he says he wants to call 4 witnesses Acting White House chief of staff Mick Mulvaney Mulvaney senior adviser Robert Blair Office of Management and Budget official Michael Duffy And former national security advisor John Bolton we don't know what kind of evidence they will present they might present exculpatory evidence that helps President Trump It may be incriminating against the president but they should be heard many Republicans are saying the time to call fact witnesses was during the impeachment hearings in the house it is not they say the job of the Senate to go after additional witnesses who have not testified prior to the Senate trial nonsense says Senator Schumer trials have witnesses that's what trials are all of out she also says Republicans have argued more about process than the actual charges against the president. With your abuse of power and obstruction of Congress Republican Representative Mike Johnson begs to differ they haven't presented any direct evidence to show that the president was involved in any crime and Johnson says the impeachment charges against Trump are nothing like the charges against previous presidents who faced impeachment and each one of those there were specific criminal acts that there was a mountain of evidence to prove had been committed we don't have that here some Republicans say if Democrats want to call witnesses they might call some of their own like the whistleblower for example when on C.B.S.'s Face the Nation this weekend Republican Senator Lindsey Graham a lawyer said personally he's not interested I am clearly made up my mind I'm not trying to hide the fact that I have disdain for the accusations in the process so I don't need any witnesses the president can make a request to call witnesses they can make a require a request or call my pants pale and Joe Biden or Biden I am ready to vote on the underlying articles I don't really need to hear a lot of witnesses after the House votes on impeachment on Wednesday the scene will shift to the Senate which is planning to begin the impeachment trial in early January Michael All right thanks Linda Kenyon reporting form from Capitol Hill for 1st light where we are now at 21 minutes before the hour on this Tuesday morning this is an interesting story you have to kind of get your head around this one it is considered a victory for people who choose to live on the streets Jim Roope is reporting that the Supreme Court is not going to review an appellate court ruling that has been reverberating across several western states Michael it all began about a decade ago when a lawsuit was filed against Boise Idaho is ordinance that allowed police to ticket people sleeping on the streets even if there are beds available at shelters but a lot of people don't want to be in the shelters and that's a really simple version of the argument against the ordinance attorneys for 6 homeless people who filed the lawsuit back in 2009 charged the ordinance cruel and unusual punishment because for example the behavior of some people with mental illness who are. Homeless are not welcomed in the shelters because at the very least they are disruptive at the very most could cause harm to someone else or themselves launch Spanx drum a homeless man in Boise tells the city's k.o.b. Itv that the shelters are not a good fit for others are noisy people are snoring coughing. Somebody gets sick they start passing it around another argument made in the lawsuit is that some shelters have religious requirements and that shelters require guests to attend services that might be contrary to their individual beliefs this is an argument Bill Rosco with the Boise rescue mission flatly denies at least and there we won't do that some frustrated that in that decision once again it's claimed that our shelters to require people to attend religious services in order to be served it's just not true and it's very frustrating that after all this time that's still being said after the 9th Circuit's ruling that agreed with plaintiffs at the practice of ticketing the homeless is cruel and unusual it was appealed to the u.s. With a dot com and have a great day you too Dean Ok we are coming up on 12 before the hour well are we becoming a nation of Scrooges Well I'm getting that impression from the latest Credit Cards dot com report which says that when it comes to holiday tipping maybe we've reached a tipping point of no tipping if that makes any sense because some of us are opting out and more than you might expect we want to find out about this pass we have joined this morning by Ted Rosman who of course is a Credit Card dot com analyst So Good morning Ted thanks for being with us on 1st life it's good to be here is this a serious thing that there's some reluctance not to tip it could definitely be a serious thing for the people involved because there are an awful lot of workers who really depend on tips to make ends meet and we've found in our research that 70 percent of Americans are not tipping their trash to recycling collectors 60 percent are not tipping the mail carrier 47 percent are not tipping their kids teachers and childcare providers and so many people rely on tips that you know I think if we can it's a nice thing to do to tip these folks I know that money is tight especially around the holidays but it really is a nice way to reward hard working often underpaid members of our communities do these numbers represent a change we don't have historical data here I would say that in general there's been a lot of tip creep in America and I think this is something that a lot of consumers are rebelling against I think the best example of that is it places like coffee shops and food trucks and establishment where maybe you have a. On a little tablet kiosk and then the staff member might flip it around and ask you to sign and you'll see those pretty entered tip amounts maybe it's like 1520 and 25 percent which are pretty high numbers especially the 20 and 25 and a lot of people feel like. That's an awkward thing to be presented with that at the point of sale they feel like maybe in that instance if you're just ordering takeout or just ordering a coffee or something that maybe you shouldn't be obligated to tip did your a Credit Card dot com survey give you any idea like say are different parts of the country doing tipping differently or different demographics or age groups how does that break down we found that especially around the holidays Northeasterners and millennial olds are the best tippers the millennial part is really interesting because for much of the year millennial are actually the worst tippers at least measured by frequency of tipping they're the least likely to tip at restaurants hair salons coffee shops taxi and ride share drivers millenniums or this whole paradox because besides the holiday versus non holiday distinction we also found that while millennialist he tipped the least frequently when they do tip they actually get more like they tend to give about 22 percent on every restaurant where as baby boomers get 17 percent on average so millenniums are kind of all over the map here you're the most likely to get completely stabbed by a millennial or the most likely to get a really generous tip Who the heck gives a 17 percent tip just doing the math on that would keep me there for half an hour. These are averages but yeah I know that's another confusing part of tipping right is how much to give and there's actually a lot of tip calculators now on your phone and stuff and I'm actually seeing more and more pre-generated tip amounts there's some psychology with that too because it's human nature to pick the middle option so sometimes you see Tip creep there to where certain establishment will set a higher floor if you will like instead of maybe 101520 they try to go for the 152025 if you pick the middle option you might be tipping more so that's something to look forward to are good. On 1st light is Credit Cards dot com analyst Ted Rosman were talking about their survey on tipping Yes I've always been very happy with 20 percent assuming I get good service people generally provide a decent service but 20 percent is very convenient because it's very easy to do 10 percent of something and then just double it for me that's you know it's an easy way out I don't have to sit there with a calculator you know 20 percent is a good tip it's easier to calculate but it's also a nice generous amount at a place like a restaurant or a hair salon so I think you're doing well if you're giving 20 percent you know people are kind of all over the map sometimes around the holidays people tend to get more just that one time of year if it's a habitual service like getting your hair cut or your house cleaned or something like that are a lot of times when you see that same person maybe once a month or so you might pop your holiday tip to be something like the cost of $1.00 service that's a nice generous thing if you can so I see some different perspectives on tipping every year about this time we'll get in and below with the daily newspaper saying you know it's obviously an attempt to get a tip and we do give a big and generous tip because they take some extra work to get the newspaper to our front door we live in the middle of a hill we are set far back and the person has to get out of the car early in the morning and go up a couple of flights of steps and walk up a walkway to the front of the house and leave the newspaper leaning up against the front door so I don't have to get dressed and go down I'm looking for it I open the front door it falls in the hallway I'm happy I give a big tip on the other hand I'm in a really nice restaurant the other day and as I'm going in person at the front door says we're just like going to you know grab your coat for you and I said Ok sure didn't think anything of it and then later I thought oh I give that person a tip and I asked one of the employees at the restaurant is that person expecting it to pieces it's up to you some people do some people don't and so. I gave the person a tip even though all she really had to do was reach back grab the kohen handed to me but I didn't want to stiff the person if that person is relying on tips tipping is really awkward and you brought up some very good points here I would say in general we tipped for 3 main reasons we tip to show appreciation we tip out of social norms and we also a tip to perhaps get better service the next time did looking through these numbers fill you with the seasonal spirit or did it leave you depressed a nice part of tipping is when you can show appreciation for somebody maybe give them a handshake look them in the eye maybe give them a handwritten note whatever it is to show that appreciation you know what really did warm my heart was there was a viral video recently of a delivery man in Delaware and he went up to the porch with a package and there was a whole array of cupcakes and sweets waiting for him and his reaction was captured on one of those doorbell cams and he was just overjoyed that this family had thought of him that's a nice thing that maybe we could all pay for this holiday season Well that's a great thought Thanks so much Ted I appreciate it Ted Rossman Credit Cards dot com Thanks for being with us Ted thanks for having me and that brings us to 5 minutes before the hour and you know this show is free no tipping required coming back in 2 minutes.
