Is calling the market facilitation program and this is basically the financial compensation available to dairy farmers and other farm producers because of the tariff wars going on between the U.S. And other countries so dairy producers have some time to look into this to see if it benefits them this 12 $1000000000.00 aid package really not a lot going into the dairy industry but again dairy farmers do have some time to look. Into this in register Well the sign up for what's called the market facilitation program starts this week but it runs until the middle of January so there's no reason why if you've got other things to do this week or even this month you need to head down to your office or even go to the Web site right away the bottom line is that for dairy farmers you can sign up starting now for $0.12 a 100 weight on half of your milk production history and let me start out by saying Bill that we are deeply disappointed with the amount of compensation that U.S.D.A.'s making available to dairy farmers we had asked for more we had expected a whole lot more I mean $0.12 a 100 that's about a penny per gallon and that's holding out half of your annual milk production history if you're dairy farmer So that's going to amount to not really a whole lot of money $127000000.00 is what the U.S.G.A. Estimate is and that's just not going to go very far so while it's better than nothing we certainly had much higher and larger expectations so even producers pork producers a few other commodities will do better I know corn farmers are sort of in the same boat they're getting a penny a bushel we're getting a penny a gallon for dairy So having said all of that you can either go to the U.S.D.A. Farmer's dot gov website or you can contact your county F.S.A. Office and figure out what paperwork they need the bottom line is they're going to base this 12 cents a hunter wait times your milk production history if you have that through the margin protection program so if you've got an establishment production history through the M.P.P. They will use that if you have not previously enrolled in the M.P.P. And want to use this money and paying the money you have to then provide milk production records to your county F.S.A. Office so worth it though to go through this payment process Well certainly no one wants to ever say you shouldn't participate in a program offering you free money our point has been that the extent of the losses that farmers have suffered this summer because. Cuz of the retaliatory tariffs imposed by Mexico in China those are something like 10 times the size of the $127000000.00 that U.S.D.A. Is providing for dairy farmers so this is a very small bandaid against a very large wound now U.S.D.A. Said there may be another payment here before the end of the year if the situation doesn't change right now unfortunately even though it looks like we've come to general terms with the government of Mexico on the NAFTA agreement and what to do in the future those tariffs are still in place so the status quo really has not changed other than Again this financial assistance is now in the works I should also point out Bill that as part of the tariff mitigation package the U.S.D.A. Is going to be buying up about $85000000.00 worth of dairy products we don't yet know the details on what form that product purchase program is going to take the other thing happening right now as we are still negotiating with the government of Canada on how to reformulate the Canada portion of the U.S. NAFTA involvement and we certainly need to see more movement and more concessions from the Canadian government when it comes to dairy policy and access for our dairy exports in order for us to move forward with the full NAFTA agreement thanks for the update Chris Chris Gayle a senior V.P. To work towards some of the programs that we're doing to help improve water quality also animal care and welfare we have a very active program on the new and beginning livestock producers kind of fostering the next generation of beef producers and then the final area that we have active programs in is in adding value to the beef product whether it's through genetics nutrition verified programs and tracing the value of the beef animal through the various sectors of the beef industry he says if you ask a typical Iowa cattlemen what sustainability means to them usually there's 3 things that they mentioned the 1st one is something to the effect of leaving the land better than they found it and that goes to things like soil conservation you know we sit on some of the most productive land here in the world and a lot of it is yes and Roe crops is used to produce corn for cattle feeding and for other livestock but we also are in the top 10 in terms of cow calf production with a very small pasture base and that's because of productivity and so some of the practices involved in land use decisions you know some of the land that may be in real crops shouldn't be in a row crops but it has very much economic value for beef cattle some of the other practices that are important in terms of improving water quality in crop production or things like cover crops and the beef industry actually incentivizes the use of cover crops because they have the ability to utilize those as for ages as Dan oil with the isle of the center and now with more cattle news here on a glide Here's Patrick bill there needs to be more work this week dead Endangered Species Act like a yellow light in an intersection it's a caution flag that the thin lane is executive director of the Public Lands Council of the National Cattlemen's Beef Association federal lands he's talking about different species on the endangered species list some are threatened some are endangered and he said they should not be treated the same and there's work in Congress to change that and we need to treat it as such when that species is truly deserving of that attention and obviously you know we have a lot of radical groups that have a B. Used that authority they've they've swamped this process with necessary petitions and a lot of lawsuits and you know their goal is to bind up the process I'd love to sugarcoat it but that's the reality our goal is to make that a lot harder for them to do we want real conservation for species that really need it and you know with the with the role that we occupy I mean just the Western cattle industry has 20250000000 deeded acres and another 1250000000 acres of federal grazing permit ground that's not even counting state grazing parcels where the biggest conservation force on landscape so that conversation has to start with us and you know we're trying to make that voice really loud and clear right now that the current system isn't working we're willing to talk to stake holders across the spectrum to get something in place that does work and when it comes to the Saints grouse or other species within the cattle industry well the cattle industry help them thrive they are you know a healthy ecosystem is not an optional item for a cattle producer if you are if you are raising livestock and you're managing range and you're managing a large a large ecosystem it has to be healthy for you to thrive in your business and this gets lost on you know voters in New York City or a lot Angeles or you know any urban area they go to the grocery store they buy their food they don't put a whole lot of thought into what it takes to get that food to them and they end up falling into a trap of sort of believing some of these negative groups and aggressive environmental groups that are not as working land focused that when they kind of poison the well with with talk about how we damage the land or or don't responsibly manage that nothing could be further from the truth the reality is we are the original stewards of the land and our businesses depend on that land being in good condition that's Ethan lane executive director of the Public Lands Council within C.B.S. And I asked her how she started working on world hunger I was a young woman living in the California Bay Area and I decided that if I could just understand why people are hungry in the world that that would help unlock the economic and political mysteries it seemed that seemed so impenetrable I figured that food our most basic of needs if we're not eating what else matters and I realize that there are millions and millions around the world who are eating what they need or are eating enough at all and why how could that be why does every species know how to feed itself and its offspring but somehow we haven't figured that one out and so that was the beginning for me and in a sense the rest of my life led from that question I kept peeling away the layers trying to understand why have you noticed any significant change since you began things have gotten better and things have gotten worse simultaneously and what I mean by that is that the there is increasing concentration of decision making over food and all that it takes to grow and have access to food and at the same time we know now much much more than we did then about what is necessary to end hunger we know that people have to have access to land or access to income to buy the food they need we know that there is plenty of food in the world to feed us all in localities around the world people are breaking through what I call the thought traps those ideas that block us from solutions that are actually ending hunger is me an example of that one of my favorite stories that I learned my daughter and I went to the 4th largest city in Brazil that declared food a human right in 1903 this city Belo Horizonte which means beautiful horizon by that decision did not then say OK the government's going to hand out food it said the market is still a wonderful tool. How do we make it work for everybody because if you don't have enough money to buy food in the marketplace you're still a citizen and so the local government there said we're still accountable to you even if you're too poor to buy what you need and therefore let's make the market work for you so they work with religious groups Union citizen groups and came up with an innovation after innovation for example something that could happen in any American city they took little plots of city owned land that was sitting idle and made it available to local organic farmers if they would keep the price within the reach of the poorest people they took the 13 since that the federal government Brazil provides for every school child and instead of buying corporate processed food they bought local organic food the local farmers were thrilled their profits were increasing and the kids were getting healthier food they realized that in inner cities like our own the poor often pay more for food and more for bad food than middle class and upper class people do and so what they did in Belo Horizonte the city government teamed up with a local university and posted where you could find the lowest price food in 45 categories of food and those were posted in bus stops you could call in on the telephone you could listen on the radio so there was a downward pressure in other words that local government said we can help keep the market honest innovation after innovation and this amounted to one percent of the city budget because that success in one community spread at all in Brazil part of the reason this was possible in Brazil again something that could happen here easily is that they have instituted in 80 Brazilian cities what they call participatory budgeting where citizens in their communities help decide how capital expenditures are allocated How do you measure success versus failure the failure is not that we are less conscientious or caring people Americans than say Western Europeans that have less percentage of people who are hungry is that we are more trapped I believe in what I call the dominant mental map. Have solely a chair is so certainly as folks do that if they if they want to wait and file once that's that's perfectly fine but if they have a they could file their dairy or pork right now and come back later and do their soybeans or corn absolutely we can do that separately and will go ahead and get a check out as each comes in. By by the sales that we would lose would equate out to a $1.65 at this time we'll see what that will be for the 2nd half and for corn one of our problems is China has not been importing corn and so you put a 25 percent tariff on a in a very small number you end up with a small impact across the 15000000000 bushels of corn so we explored about about holidays 50 $1000000.00 worth of corn a year compared to $14000000000.00 worth of soybeans $100.00 times as many soybeans I would argue one of the reasons we need to push on China is because we are not allowed to export corn because of biotech rules we don't send D.D.
