News. Now that we've reached the $100.00 day mark let's take a look back at the history of the milestone How did it come about and what the we learned about an administration over that span A.B.C.'s Cokie Roberts says the tradition began a way back when the Great Depression was still raging so f.d.r. Comes in in the depths of the Depression and people are really in a place where they're not sure constitutional democracy can work. And he stands up there and gives his inaugural speech and says the people are asking for action and action now and he calls Congress into a special session which lasted just about $100.00 days so that's really where it came from and it was a phenomenal 100 days has passed 15 major pieces of legislation that essentially change the relationship between the federal government and the American people and and Will Rogers jokes that so many bills were coming to Congress so fierce that they were basically just waving at them as they went by rather than. Well it really kind of set up sort of a false marker didn't it yes really when you get done in the 100 days. It's not something that is you you can really accomplish that much and so little well but the fact is is that the one the 1st 100 days should be the peak of your ability to do something you've just been elected you've got the mandate from the electorate of the electorate you've got presumably a Congress that is feeling that you're a powerful person and they should be paying attention to you so that that what we used to call the honeymoon is really a place that it makes sense to say well of the president can't do it here he might not be able to do it anywhere now that's not entirely fair lots of presidents have had a very rocky 1st 100 days j.f.k. Had the Bay of Pigs fiasco and came back from it I must say though you know we we look back on these things and we judge them from the perspective of history and say that was horrible and J.F.K.'s time but the voters didn't see it that way after that. Horrible just failure in Cuba the approval rating for President Kennedy went to 83 percent with only a 5 percent disapproval rating so even though the rest of the world the politicians and the and the journalists who had been covering politics forever I thought that it just showed that he was not ready for prime time the voters rallied around and then that did make him more powerful with the politicians Ok so let's talk about this president in particular I mean everybody has said it many many times this is an unconventional president and I'm conventional manner as it is but you know when we're judging that if you were to judge the rest based on just the 1st 100 days what do you forsee Well I think it's going to be very tough because because of the situation with Congress they're not afraid of him and even the people who represent districts where he won by 40 percent you know overwhelmingly they're not afraid of him a lot of those people are the famous freedom caucus people so he's going to have to struggle with Congress every step of the way and he hasn't used these 100 days to try to get a government in place that can help him do that so it's home alone and the administration these days they just know nominations being made in the departments are just really bare and so it's not going to be easy for him unless something dramatic happens that makes the voters rally around him and that can happen when you're talking about his relationship with the American people after the election since the 100 days you know we have seen polls that show his supporters are even more so more you know excited for him yes. But you've also seen the other side a real. Sort of a surgeon in feminism that you did not see and it activists and then activism as well and feminism and activism coming together with Raymond's March but you know there's women joke in Washington now that marching is the new bra. You know that it's starting to get that way here in New York as well I mean but but those 2 things you know the women's March activism and feminism in particular sort of after that after the defeat of Hillary Clinton this is not about Hillary Clinton about it but looking forward I mean that is something that we did you didn't really see before that all action as well and you didn't see voters excited in exercised in the special elections we've seen so far we have seen turnout much higher than you normally do in an off year special election so that could be one of the From my perspective beneficial fallouts because I want to see an active electorate on all sides and and I think that that is something quite positive Ok when it comes to you know the American people the country the next 1000 or however many. Things that you have some people know the numbers what do you forsee I mean we lot of talk about the bubbles on either coasts and you know maybe a big giant bubble in the middle of the country is that just going to get worse I think so and that's very depressing I saw a poll this week in the Los Angeles Times that said that 45 percent of Trump voters had never met someone who wasn't a trump voter and 40 percent of Clinton voters had never met someone who wasn't a Clinton voter so we've sorted ourselves out so what about the idea of if we started a little like salons like they used to do a you know. Me the 1900 that we would invite people over who were from voters if you were clear if you were a you know. A not a trump voter and you just sort of chatted things out do you think that idea might go anywhere because I've been thinking about that maybe you should just like invite someone you don't agree with politically over to dinner but I think that would be great except for the problem is that we don't live in that world we live in a social media world and that world. Is not very friendly and it is one that allows people to say all kinds of things that they would never say over dinner with any luck and and it actually I find mysterious if the truth be told I don't understand what what a thrill you get out of saying something hateful and horrible but apparently it exists for people and that is really part of the problem now again I do think that people are stepping up to that plate. You have Google and Facebook saying that they're going to check fake news and try to keep it from showing up on their sites you have various news organizations either taking down their comments section or insisting that it be identified that do it's not anonymous so there's an attempt to get all of the vitriol all out of our space in the world of the Internet but it's going to take a while Cokie Roberts always a pleasure always good to be with you thank you. All week President Trump's administration has been out in force getting the message out for what they say has been an extremely successful 1st 100 days let's focus on one agency spent under scrutiny sense Donald Trump took over the e.p.a. A.b.c. News White House Correspondent Karen Travers caught up with Administrator Scott Pruitt and asked him what he's learned since taking over an agency has been very critical of in the past the criticism that I was focused upon historically was really the agency adopting rules and regulations that were outside the framework of statute and that's important because when one agency acts and adopt regulation any agency e.p.a. Or other agency the federal government and they act outside the statute that means they get sued that means that you don't have outcomes you know positive outcomes the environment you know the clean power plan that the that the and the pessimist ration adopted 2015 unprecedented in the u.s. Supreme Court issued a stay in that particular rule because of the potential lawfulness So I think what's important is that there's commonality and I think commitment to improving air Taman under the national ambient air quality standards program improving our clean up in the Superfund a we have 1322 Superfund sites across the country which is more than what we have when President Obama came in we have gold King in flames you know areas where water infrastructure contributed to to unsafe conditions for citizens in both Flint Michigan and in Colorado and so we are committed to those types of things in working with those employees at the agency and I think setting some metrics some objectives on how we can achieve those together the Paris climate agreement yes I mean this topic over the last couple of weeks and you've been one of the biggest critics at pushing to pull out of this agreement there's a meeting scheduled for this week to hammer out some of the internal divisions within the administration what are you bringing to the table for that conversation look I want to say couple things about Piers. One I think the people focus upon that agreement either inches staying in or exit as indicative of whether we should continue our international discussion as a country on these issues and I think there are I think there is I think you can look at Paris in a vacuum and say Is that a good way for this country to address e o 2 or to address that and wide of other nations across the globe and when you look at the deal that was cut in Paris it was like it's like t. P.p.m. Many respects it's in America the last tragedy as opposed to America 1st Ratatouille and what we should be focused upon is exploiting the technology the innovation that we generate over last several years example where pre-one $994.00 levels right now with respect to our c o 2 footprint largely because of horizontal drilling and the generation shifting to natural gas but we're also burning coal much cleaner So if China and India are committed to reducing their c o 2 footprint which we have been leading for a number of years then we can export that technology but what Paris represents in my view is a bad business deal for this country $290000000000.00 of compliance costs over a 10 year period a $2.00 reduction in our gross domestic product over the same time period it's not a good it's not it's not good to go to the world and say we will go contract our economy while you take no steps the green climate fund 30 percent approximately at the national funding in the green climate on came from the taxpayers in United States over the next you know 4 years 3 years now to 2020 if we keep those current commitment levels we will have 20 percent of all funding coming from taxpayers of this country you know how much China put in 0 India 0 Russia 0 So that's just a not that's not a good business deal not a good plan for this country so I would say just because you exit Paris doesn't mean you should engage in international discussion let's just reset the the discussion so that we are putting our interests 1st and also exporting technology to ensure a better outcome was there some other senior administration officials the secretary of state thank staying in is important in order to have a seat at the table and at least do some of those things within this framework what would you say that about having a seat at the table and can. You do some of those things that you mention staying in the agreement but just scaling back the city of Hama administration had committed to a seat at the table is important but but the seat at the table in pairs is a framework that's failed that that Paris Agreement commits this country to 26 to 28 percent reductions in greenhouse gases if you take every regulation that the Obama administration passed the entire climate action agenda it's still 40 percent short of what he committed to in Paris so that this was a failed deal from the very beginning it impacts this country's from a from a job contraction perspective and other countries don't take any steps until the year 2000 when I say other countries China and India particularly don't have to take any stats firmly until 2030 so why would we front load our cost why would we contract our economy when we're already doing better than they are again we're at pre-one 994 levels in our seats c o 2 footprint while we do that be apologetic and I think that's part of what the past administration did was flagellated ourselves as we went internationally to talk about these issues and be apologetic we've led the world in these in these discussions and the lead the world in showing how we were Douceur c o 2 for print was still growing the economy you're coming at this from the e.p.a. Administrator administrator perspective there's certainly been a big push from u.s. Allies to stay in today in his commitment and then while Magic pushback was in say is that a factor for you but Margaret I mean we have to ask the question why I mean if we can't if we're committed to this issue what are the 2 most important things we can do to to treat this from a cut from a national me international perspective one is technology innovation making sure that we are partnering with other nations in that regard in exporting that we don't need pears to do that. And then secondly you know from from a. What we've done domestically already you know with our reduction in c o 2 share that no I'll share that that approach to make sure that other nations are following that but you know one thing that has to be asked should this be a part of our trade negotiations I mean should we should we incorporate carbon. Sheriffs enter into our trade. Well I mean that's something that has to be evaluated because because a child is not taking steps if it is not taken in steps that didn't wash it we should we engage in that discussion so but at the same time Karen what I would say to you is what Paris represents is is truly a commitment to contract our economy at it for it at the same time that we've already seen dramatic reductions and other nations have not taken the same same steps so that's an unfair. Anti-competitive approach with those other countries while they at the same time emitting more c o 2 than we are are you expecting a tough internal negotiation over this in the next look at this cabin is such a wonderful I mean I can tell you I think full and honored I am to serve with with the other folks in the cabinet we work through these issues in a very deliberative and thoughtful way the president asked you know for my input and others input and we make a reasoned and I think informed decisions and I think that process is going to continue and should we expect the president to announce a decision before he goes to the g. 7 summit at the end of May You know I'm an old baseball guy I actually own a baseball team in an Oakland City AAA team all right one of my favorite philosophers is Yogi Bear and Yogi Bear one time where this is going to be what Tom said predictions are pretty tough about the future it's like he's going to get one for everything so I don't I don't I mean that's something that we're going to go through the process in the Senate and a good informed way and presently the decision in history to prove it thank you so much for joining us we really appreciate it thank you. Fire Department responded to as many as possible but there were quite a few burning buildings that had to be ignored then firefighter Scott Miller was driving a ladder truck lights on when someone pulled up alongside the truck and fired Jordan was riding in the engine I 6 there shooting at us and I turned around and looked and. Kevin Miller was slumped over the steering wheel as we were going north on Western Avenue at 35 miles an hour unable to control the ladder truck the crew pulled the emergency brake to come to a stop Miller was shot through the carotid artery he immediately had a stroke and was paralyzed unable to move he was rushed to Cedars Sinai Hospital Cedars fortunately had a surgeon on scene at the time and they waited for us at this at the at the hospital and we gave Scott to the doctors and we went back to the fire station amazingly thanks to those doctors he lived and he was able to walk again saying this 25 years ago I remember you're in Japan I see the flash today now Captain Miller is still on the job at the l a f t working part time not on the frontline I was able to get up and walk with and 3 weeks I with 9 weeks with the wall the wing anything if I had a grip of water and a drop off of a straw of water in my mouth I would choke for 9 weeks. And then something changed in my physiology and I became able to swallow and start eating real food. Prior to that it done some things to keep We caught up with Captain Miller he says he considers the day he got shot to be a good one I have a grandchild that I would be able to watch a lot of and that all just is is the fruits of having a good. Life firefighters were putting out flames and trying to protect themselves police were trying to control the Crown's Bernard Parks was a deputy chief at that time he later would become chief of the l.a.p.d. He says a command structure was in place just were not enough resources l.a. We had no ability to get more resources everybody wanted the same resources Florence and Normandie was going 500 miles an hour but claims have been made that nearly hours the l.a.p.d. Did not one ounce side help later law enforcement would come streaming in arcs back out in the area of Florence and Normandy points out still today not a grocery store for miles and the storefronts he says it could all happen again this used to be a place where people did their Christmas shopping and there were different stores and different levels of stores in the process treated at a soda shop but this is a very thriving community over time and begin to deteriorate within the riot wiped out during the riots over 50 people died 4000 were injured many thousands more were arrested for perspective from Alex Stone a.b.c. When the riots in Los Angeles broke out 25 years ago chaos ruled the streets and many took advantage of the situation once again Here's A.B.C.'s Alex Stone who sat down with some of the federal agents who were in charge of the investigation when the l.a. Riots unfolded 25 years ago it was a young p.d. And the f.b.i. Working together who went after those who attacked truck driver Reginald Denny and I sat down with the man who ran the f.b.i. Office in l.a. At that time Charles Parsons was a special agent in charge Robert Jones ran a mid-level drug squad and Steve Gomez now an a.b.c. News consultant was in a street level federal agent working gangs in drugs I started by asking Robert Jones where he was right before the riots broke out we were really very proactive in that regard we had a lot of. Sources informants we had a lot information a lot of cases open and Los Angeles regarding kingpins and violence things of that nature relating basically to the drug trafficking mostly cocaine crack cocaine and some meth and the to me we had wiretaps go on and we were just completely busy addressing those issues and crimes as they were own going and then all of a sudden the riots hit and Charlie is Special Agent in Charge you were running this entire office it was a different time back then you guys were much more independent from the l.a.p.d. And less working with the l.a.p.d. Correct there are a lot of different crimes that F.B.I.'s response before bank robbers who worked very closely with l.a.p.d. And for many many years before the rights we had representatives in there later some task force that actually assigned to our office not only p.d. But a lot of their errors like gangs and and drugs there was a much less 1st joint cases for Task Forces scoring on Steve you were a young agent at that time you were in the. Streets you were actually in the area of Florence enormity not that long before all this broke out right the night before you were working a case exactly so on April 28th we had conducted an unsuccessful evidence purchase using an informant and there were 2 a trick against a crypt members that were in that were part of the transaction and instead of them providing the evidence they decided to rob or informant and shoot at them and this took place at the intersection of Florence and Mont at the Church's Chicken which is just down the street from Florence and Normandie So after that had occurred we were already looking our wounds from you know basically screwing up an operation and me especially because you know I was a young agent and only been in the street for a little over a year and a former l.a.p.d. Officer and so it might my pride was wounded I was you know feeling oh my gosh what did I do wrong here and then the next day the verdicts are read for the King case and then you know next thing you know you got Florence enormity and the riots and violence things began to fall apart in the streets of l.a. Your office was watching what was going on there was some action that if you guys jumped in you saw what happened to Reginald Denny you saw it was happening in other areas what happened at that moment President Bush at that time President Bush the elder said I think it was you know 1500 troops from Camp Pendleton 2000 from Ford and federalized the California National Guard which was already here and arriving in heavy ammunition but they were arriving so there was a lot of federal involvement and because of posse come a tot us we had to give the taskings they could only assist they were supposed to be to replace law enforcement or be making arrests we had to deploy them in areas where they and they did a great job by the way so every cost of meetings at the command post down in the tunnel sensuous and I was telling. My most surreal memory of that whole thing was driving from our office. Well sure down Santa Monica Freeway to downtown Rome midnight for these meetings and all I could see on both sides of me were farmers I never passed a car I never met a car coming traffic. Nothing and I don't think it's ever happened before in Santa Monica Freeway history of the world Bob Steve you guys had a unique view of what was potentially going on down there the players involved there because you you guys have been down there and you had your sources down there which you begin to do when the riots started and we see the 1st day on the 29th and the 30th when the May 1st and we're receiving phone calls from our informants each day where they're saying hey you know the guy's a bit of Denny is this guy this guy you know Henry Watson Damian Williams and someone and each day they had more information that they were reporting in to us to tell us what what they were seeing and hearing the 3rd day May 1st was when we then heard about an individual who was on the scene at Florence enormity with a video camera and he was videotaping it up close and by then you know we don't seen everything from the helicopters but now we've got an individual that's there on the ground with the tape we knew where Damien Williams lived in Henry wants and so at that point I go over to Bob my supervisor and my partner at the time and we tell Bob about all this informant information that we've got and recognizing we weren't working with l.a.p.d. At the time we basically said you know what should we do because the city's burning down around us we've seen fires everywhere and so on give it to Bob from there because he can then took that information and. Yet Steve came to me and Lexi said we were very concerned with all of the fires and the injuries and deaths and so. He gave me and his partner presented the informational aspect of what they had from the sources and I said that hole will fall so are a lot of my office and I went up and saw Charlie and I said Charlie said. You can't play this I said those investigators out there Steve Gomez and his partner said they have a tremendous amount of in. Summation leading that would lead us to the Dennehy and maybe location of these various perpetrators and so Charlie said let's do it and thereafter Charlie had a short meeting our meeting someplace with Chief Gates and Charlie told him about this very explosive information that Steve was sitting on that emanated from his sources and through those 2 gentleman gates and Charlie they said let's let's let's join our investigative efforts how did you find these guys and say all right these are these are the guys who did this well actually in actuality Steve had fast Urrea sources or informants out there in the field because we work in prior investigation with respect to crack cocaine large amounts of cocaine the exportation of not only the crack cocaine to other states but the gangsters went with it and they set up their own the law parishioners there so the arrests were made Chief Gates made the arrest of least one of the of the high profile arrest with the vest on went down there what you guys think about that well we were there earlier I was there he is sincere about that he was asked at the press conference we conducted later did you personally arrest Damian Football Williams and he said yes me and about 200 f.b.i. Police officers. And he also said something at the press conference that probably get a lot of attention. It was almost an apology. He said I hope that these arrests remember this is 2 weeks from the day the ride started. Helps atone for our not being afford to Normandy which for him was saying something. And he's been criticized very much for that of this but he said at the press car and I hope this helps atone he was thinking or Reginald Denny Gentlemen thank you very much. Riots were all over police have the task of searching for suspects in the beating of a truck driver Reginald Denny once more Here's A.B.C.'s Alex Stone who talked to one man who played a pivotal role in that case as it became clear the f.b.i. And police were zeroing in on suspects in the beating of Reginald Denny prosecutors got involved to bring a case against those responsible at the time Thomas beaner was assistant u.s. Attorney here in l.a. He joins me now and Mr Bean or take me back to that time as a riots unfolded where were you I was between my office and where I live which at the time was in Santa Monica and I was on a hill I had a small rent control place and I can remember between the t.v. And looking out of the back up stairs window it. In my small apartment I could see the fires and things not too far off you know back east towards downtown and the f.b.i. L.a.p.d. They begin putting together cases against those who were suspected of taking part in some of the activity at Florence in Normandy and some other places at what point did you start to hear that there was a case being built well it was all pretty quick and obviously 25 years it's hard for the exact But I would say certainly within a day or 2 we the u.s. Attorneys were dealing with you know very high ranking people at main Justice and the f.b.i. About doing an investigation into what we were calling the Florence and Normandie activities on the riots there so we were working on a very early on and we were immediately coordinating with the f.b.i. Main Justice and our office to kind of get a task force or a group of people investigating it going this information was compiled it was brought to you then what happened we would I mean it was a really it worked out very very well once we teamed up we rented space over there off of Howard Hughes Parkway and one of the buildings right by the freeway and we had a group as I recall it was him the neighborhood of probably $20.00 to $30.00 f.b.i. And l.a.p.d. Officers we had a deputy district attorney who was my counterpart we had you know each f.b.i. Supervisor had an l.a.p.d. Supervisor counterpart and we literally teamed people up and then we would come up with kind of a day's game plan and they would go out and effectuate it and it was really just a. A large degree of what I'll call good gumshoe detective work with the police officers and the f.b.i. Agents combining the information they got to go out together and just talk to people get pictures we were scrutinizing things with a lot of video equipment at the offices and just narrowing down more and more who the people were who were at the center of the Florence and Normandie Flashpoint the cases move forward tell me how it unfolded for you at that point what we were working around the clock and we had joint filings we did a federal filing that I did and we used to and. An anti. Labor law basically. A labor strike statute that basically makes it a federal crime for people who would block trucks and other things from being able to do their work as a result of for example labor unions strike or the like so we have federal charges that fit that perfectly just by the happenstance of what Reginald Denny was doing which was driving an interstate gravel truck and then of course the state had their charges the l.a. District attorney's office and once we had both sets of charges in place we had a meeting and we made an election that the case should go forward in state court and so that's why it went forward in the l.a. County Criminal Court and in that court one suspect pleaded guilty and went to prison the others were found guilty of a felony and a misdemeanor of the jury was hung on other charges Mr Peter thank you Ok reporting for perspective Alex Stone a.b.c.
