Iowa landowners who refuse to allow their property to be used for a proposed oil pipeline. Could be forced to do it. And today they learned the corner. Aaron brilbeck has the story. Governor branstad says he believes Eminent Domain can and should be used for some pipeline projects. I dont think that we should Eminent Domain should never be used. But i also believe that the law that is in place that gives the utilities board the responsibility to do it is appropriate. The governors comments came after u. S. Senator rand paul told landowners in newton over the weekend that private land should never be taken through Eminent Domain to benefit a private company. Dakota access, llc wants to use the land for an underground pipeline that would carry roughly a half from north dakota. Through iowa. And to a Distribution Center in illinois. The governor stresses. No land will be seized. Theyre not taking the land. Theyre only using the land to put a pipeline through. And weve had thousands of miles of pipeline put through this state. Farmer Leonard Larson has this trailer on his land near i35. The pipeline would go through his familys property. Larson says the governor is wrong. For them to come along and take our ground for their business, thats almost similar to rape. The pipeline would slice diagonally across 18 counties in iowa. Dakota access has said 68percent of affected Property Owners have agreed to easements allowing the pipeline. The iowa utilities board will hold public hearings on the pipeline starting november fourth. The governor says hell stand by the boards decision. Boy, ill tell ya. We might as well move out of the state if the governors gonna have that kind of an attitude on the situation. We have them to protect us. Not to sell us down the stream. Again, the iowa utilities board pipeline starting this wednesday, november fourth. From who hd iowas high jeb bush was a very strong governor, probably the strongest governor in the history he was a young guy and i think there were some folks in the legislature that thought they might be able to run over him. That didnt happen. One tax cut wasnt enough he had to do more. It wasnt enough to have 15,000 kids with School Choice in florida, he wanted to have 100,000 kids. If he didnt like a project, it was going to be vetoed. It didnt matter if you were a republican. It didnt matter if you were his best friend. He said this is where were going, this is how were going to reform state government. every politician comes in talking about making change, and generally theres not much change. But governor bush made a lot of changes. He got the nickname veto corleone. If he saw something in the budget that he thought violated his conservative principles, you could guarantee it was gonna get whacked. He vetoed a bunch of my stuff and i was the senate president. The message to washington, d. Thats the mission one des moines group is on. And so far, they say, its working. Ever since artforceiowa opened its doors three years ago, the small nonprofit downtown has given courtinvolved youth a place to express themselves. And the numbers dont lie. These kids are choosing to chase after their talents and stay out of trouble. Reid chandler has this story. < in a small room, with a small staff, artforceiowa is bringing out the creativity in some of Des Moines Court involved youth. The niche to fill is, you know, outof school art opportunities. And they also cant necessarily get them in school, even in schools where theyre offered. Its a place for them to come and express themselves. John mark feilmeyer executive director, artforceiowa John Mark Feilmeyer came to lead the nonprofit three years ago. He says, through art, these kids are finding their purpose. Youre not doing well in math, youre not doing well in english. What are you good at . Those young people that need to create, i think it helps build their sense of selfworth. I think it helps them feel like they belong somewhere. It gives them a hope for the future. Colin witt Juvenile Court judge, polk county judge witt only sees about 20 percent of the countys total number of courtinvolved youth. But in that small sample, artforce iowa seems to be a proven success. We have had youth in front of judge witt who have been from home, to foster home, to shelter, to juvenile detention, to foster home, to shelter, to independent living. Weve seen kids through six, or seven, or eight placements, in the Juvenile Court, and were the one Consistent Force through that all. John mark feilmeyer executive director, artforceiowa and the numbers back it up a study shows kids who get involved at art forceiowa are seventeen percent less likely to commit another offense. And thats like, really huge, because if one of those kids one of those kids were placed into a Juvenile Court placement. Into detention woodward, clarindon, eldora even for six months to a year, that could be easily our budget for a year.
