The family is pushing for charges. More later on the show. Its wednesday, september 20 five, 5 p. M. In washington, d. C. We begin with continuing coverage of the United NationsGeneral Assembly in new york city. Speaking in front of the assembly are leaders of two dozen countries. The real business is what is taking place in meetings throughout the week. The oneonone czar Group Meetings to hash out out some of the crises. The Iranian Nuclear deal may be back on the table. Well they didnt end up meeting face to face, john kerry is scheduled to meet with his iranian counterpart on thursday for further talks. Elsewhere, the Un Security Council is busy considering weapons. Also surrogate laugher off also sergie. What might come out of this . Lets start by talking about what might happen with iran. President obama did talk about dispatching john kerry to work out a deal. What can we expect . This deal proved elusive. What changes . What changes we will see tomorrow. We are talking about five meetings of the Security Council to discuss the situation around the iranian uranium enrichment program. Mr. Kerry will meet with the former with the minister. If mr. Obama had met it would have been the first meeting between leaders of the countries in 30 years. To understand what has improved, we have been hearing speeches from old, and the iranian president talking about speeches from obama and the iranian president talking about dialogue. Iran is ready to get rid of concerns. They have basically said Nuclear Weapons dont lay apart dont play it apart. We will see if we will see the first signs take lace. Lets move on to syria. A resolution has been considered in the Un Security Council. What sort of timeframe might we be talking about . A disagreement remains the use of force. Russia and the u. S. Have made a deal that syria will handoff weapons. They are working on putting that in a document they could vote on to ensure that happens. We are waiting for that to take place. There have been reports of a document be agreed upon. Yesterday when lavrov and kerry met they said it was a productive dialogue. So far its hard to say what the timeline is going to be. We are expecting it to develop any minute and any day. In his speech president obama mentioned the financial crisis the world is emerging from. The European Union has been the epicenter of the financial shock since 2008. We have seen suicide rates spike. The European Union addressed the General Assembly today. Was there anything in that speech that addressed economic hardships . Thats definitely the case. Much of the speech was concentrated on syria, but he did talk about attempts to rebuild the economy. He did say we are putting our house back in order. It is going to take time. He did try to reinsure the International Community that a longterm plan for jobs should make the situation better, but if we look at real numbers in countries that were hit the hardest, like spain, it certainly seems like bigger words than actual results. This was addressed. The president of the eu did say all but one of 28 countries will see bigger growth. The United States is two and a half years into our own austerity economics as well. This comes a few weeks after president obama has been trying to lobby support for strikes in syria. Plurality of americans now disapprove of president obama foreign policy. Those disapproval rates have grown. You know what is behind the growing disenchantment are the official concerns americans are unhappy with. Particularly in iran and syria, where americans dont have a lot of faith these issues will be improved. The crisis with syria has been at a stall. People are questioning whether the approaches are going to be able to help come up with a solution. There are some interesting numbers that only 22 of americans expect any improvement. When it comes to syria we know a huge american a huge number of americans disapproved. That was updates from new york city. Moving on to guantanamo bay, the New York Times reports the pentagon has rejected the nearly 200 million renovation project forget my. That included 100 million for guard barracks and 50 million to replace camp seven. The pentagon cited lack of congressional support as a reason for dean eyeing renovation of the facility, a facility that is beginning to deteriorate after a decade of temporary operation. The Hunger Strike that brought renewed attention to the facility is now over. Megan lopez has more. For over seven months we have an reporting on mass Hunger Strikes happening at guantanamo bay. Monday officials announced 19 are left, but before we declare the Hunger Strike over, let take a look at how the protest played out and what has changed since it started. On february 6 the Hunger Strike began. Humanitarian groups said the reason was the pervasive churches conducted the eve a sieve searches. It took weeks before prison officials acknowledged what was going on. Even then, the number of those participating was lower than other reports. The spokesman for the uns human rights body wrote a letter to our team, saying they are looking into the details of the mass Hunger Strike. The more they knew about the Hunger Strike, the more petitions to lace across the country. Guantanamo detainees saw a change of command when they reported richard butler. The military realized how serious the strike was, and it sent 40 different medical personnel to guantanamo bay. President obama formally acknowledged the Hunger Strike in his speech and reaffirm his commitment to permanently closing down the facility. The president began to lay off his plans to transfer the day needs of gitmo. He announced he would assign a senior envoy to lead that. It was the moment listeners had been waiting to hear for months during the Hunger Strikes and during the forced feedings. The momentum stopped abruptly on june 4, when the house of representatives not only voted to keep the facility open but to block the use of taxpayer money to help detainees transferred out of the prison. Some members of congress wanted to see for themselves just how bad conditions were in gitmo. President obamas chief of staff travel to cuba. When they came back, they announced 104 people were refusing to eat, 41 of whom were being force fed. In order to show how inhumane forcefeeding can be, one protester went on a fast. He allowed himself to be force fed in front of the white house. On monday military officials announced they will stop releasing daily hunger straight updates Hunger Strike updates. Keep in mind lawyers complained the military was trying to force them into and their Hunger Strikes by denying water or even visiting rights. The leader described how guards were actually feeling up the mans genitals, and that is strictly forbidden in islam. Many men simply stopped going to their appointments. Those searches were temporarily halted, but they started once again. Also, the military was slow to realize the Hunger Strike was actually happening and that the numbers vary dramatically. Take a look at this. This shows the official prison count for the Hunger Strikers. The official started the account on march 14 with nine and slowly moved up to over 100 six participants. Meanwhile, this is how human rights lawyers and humanitarians say the Hunger Strike carried out. There is a huge difference when it comes to the Hunger Strike and how many people were participating. Eventually officials did acknowledge 106 men were participating at one time. Thats where we are today. A lot has changed in the Hunger Strike again, but whether it was a result of the mass Hunger Strike depends on who you ask. Now onto to capitol hill. For those who are obsessed with watching cspan, you may have been surprised with your regularly scheduled programming interrupted by this. A marathon speech routinely labeled as a filibuster by texas senator ted cruz, who spent the day making his case against obamacare. Despite obama care being his main motivation alongside boosting his own profile, the speech tended to meander into the absurd. Would you like them here or there . I would not like them anywhere. I do not like green eggs and ham. I do not like them, sam i am. Americans discovered they did not like green eggs and ham, and they did not like obamacare either. One of my favorite stories was the little engine that could. When your dad is making pancakes, it is cool when he could flip high in the air. Some time ago i tweeted a speech Ashton Kutcher gave, and i will confess it conjured the Rebel Alliance fighting against the empire, the empire being the washington, d. C. , establishment, and i wondered if at some point we were going to see a tall gentleman in a mechanical breathing apparatus come forward and say, i am your father. Fax green eggs and ham and Ashton Kutcher have been memorialized thanks to senator ted cruz. All this takes place as the government is set to hit its debt limit a few weeks later. We have the latest from capitol hill. All eyes have turned to washington, and ec senator ted cruz completed his talk after spending 21 hours trying to delay the senate from proceeding with the bill. This fight is not about any member of this body. Its not about personalities. Most americans couldnt give a flying flip about a bunch of all editions in washington. A bunch of politicians from washington. Who cares . You might be asking what were they talking about, and what did he accomplish . At noon they started forcing him to yield control of the floor. This was in technically a filibuster since he wasnt able to delay the vote, but this was to raise awareness for the negative impact obamacare would cause the economy. He was trending on twitter. Why did he want to delay . He wanted to stop harry reid from having the opportunity to amend the bill and review the revision that these funds obama care. This is how he put it. On friday or saturday we will vote on cloture. Anyone who votes yes to cut off debate on this bill is voting to allow harry reid to fully fund obama care. The senate agreed to proceed with the funding bill this afternoon, so no matter what, leader reid is going to move forward. A vote on final passage will take lace no later than sunday. It is anyones guess if the house will pass the bill. The possibility of a shut down is becoming more real. The administration told us this would be dangerous and cause economic ruin, but not everyone agrees. We will not have a complete economic collapse. The first thing the government talks about with the shutdown is that planes are going to start crashing in the world is going to come to an end and there are going to be giant floods and earthquakes and its going to be a catastrophe, and people find out maybe we dont need these politicians as much as people think we do. The house is expected to bring up a separate bill to increase the borrowing limit. The treasury secretary sent a letter warning the treasury extraordinary measures will be exhausted no later than october 17. This brings the possibility of a default closer as well. Law enforcement and air Traffic Control will continue. Checks will still be mailed out as well. It means the Postal Service will still be in service. If the debt them it is not raised, the United States would not be able to meet all its obligations. This doesnt necessarily mean we would automatically default on the debt. We now go to florida for the story of 38yearold marlon brown. He was killed when a Police Officer ran into him with his police car. As you will see, brown was pulled over for not wearing his seat out. His seatbelt. He fled from the officers. That is when harris slammed his cruiser into brown. Brown died from his injuries. Officer harris was fired, but is that all that should happen . They did pay a settlement of 550,000 to his exwife for his death. The family wants the officer who killed him to face vehicular manslaughter charges. A grand jury looked at the evidence and decided not to charge officer harris with any crime. According to a representative, marlon brown was executed in a vegetable garden. I first asked matthew, assuming he jumped out and fired three shots and killed him, wouldnt he be facing murder charges . The fact that he used his car to kill him and did not receive any charges, does that make any sense . Im not a lawyer, but it does seem strange to me that he is not facing any criminal charges. I am bemused by the decision not to have criminal charges. What i think is also worth remembering is the medical examiner said brown was not killed, as the footage reveals it is hard to see why he was not. The medical examiner says he was a exceeded. Then we have the funeral home that very brown saying it is the same trauma. It almost looks like they were trying to do a coverup of what actually happened, not knowing video might he released. I think what is interesting is the settlement given to the family is in place but the officers are not facing criminal charges. The family is going to get money, but the officer involved is not in any trouble. It seems they have ample space for the officer to stop his car. This was a chase that happen because of a seatbelt violation. This is hardly armed robbery. We hear of wrongful death. Last week he had a University Student in a car accident. He was trying to seek help, and i guess he was waving his arms to wildly and was shot and killed by police. We had five officers charged with civil Rights Violations for shooting and killing unarmed civilians on a bridge. Their conviction was overturned. Does this culture of impunity fuel more Police BrutalityGoing Forward . I think you are right. Police get away with murder. It not only fuels this culture but also reinforces a culture of people not trusting the police. Police are not viewed as people who enforce safety or protect property. I was always told if you are in trouble to call police, but thats not what a lot of people are told. There seems to be a lot of deference given to the police. A resident told the news outlets the officer was just doing his job. You dont just run because you werent wearing a seat out. Seatbelt. Could there be a cultural problem . He had been arrested several times before and had been did before. Is there a problem where we immediately assume this guy is a bad guy . Sure. He had a suspended license and was on probation, but this whole case is full of so many tragic elements, especially because we have stupid seatbelt laws to begin with, and why it is anyones business if someone in the early hours of the morning is driving run with a seatbelt. The case also highlights even with videos people get away with stuff. The assistant editor, thanks. Human rights workers traveling through the u. K. Have been put on notice. On monday night a year many human rights activist was detained at Gatwick Airport a yemeni human rights activist was detained at Gatwick Airport. Police found neither man had connection with terrorism, and they were both released, but on monday he was asked a series of questions about his charity work, in particular his advocacy for victims of drone strikes in yemen. He question, what if your organization did something bad for your government . What if you are here because of the bad things done to your government . Relations are important. I want to know they are not disrupting. We are referring to a charity organization. The strategic director warned, this is part of a worsening campaign of intimidation of human rights workers going on at the border. If there were any doubt the u. K. Were abusing powers to silence critics, this ends it. In may of this year he testified in front of congress for the drone war program. A spokesman confirmed the incident at the airport, saying the actions were legitimate, justified, and proportional. More discontent is brewing between members of congress and the topsecret house intelligence committee, one of the gatekeepers of secrets. The congressman reid told a story about something that happened to him in august when he and other colleagues were trying to access a National Security document from the intelligence committee. According to him, rather than notifying members to the proper channel, the intel communities sent out a mass email. They said, ok, we will make this available to you, but we arent going to give notice. This is almost like a spam folder. Not everyone in congress is signed up for it. Basically you send letters to your colleagues about various issues. That kind of thing. Normally if you are getting information about an upcoming document that is going to be available to members of congress, you would get an e mail. A normal email would come to you saying, there is a document thats going to be available. Stop by, but we got it through this system. Basically the House Committee wants to notify of document disclosures in the same way your crazy aunt want to notify you of chain emails. Not only that. The document was made available with less than 24 hours notice, just before congress was set to go on a five week recess. Anyone who knows capitol hill knows on a friday before recess the place is a ghost town. Members are on jets flying back home. Naturally the house Intel Community shows that friday as the ideal day to make this disclosure. For those lucky members who did stumble into the spam folder that day and found out about it, hopefully they forwarded the e mail to 10 people for good luck. That does it for now.
