At a meeting with business leaders, he repeated his America First message, laying out incentives for companies to keep jobs in e u. S. Essentially, im talking about no tax. Dont fire your people in the United States. Stay here. Many other countries have great people. We all have great people. This isnt that kind of competition. Everybody has great people, but if we are going to fire people and build a product outside, not going to happen. Host he says its not going to happen. Lets bring in our washington correspondent. Shes on the story. Good afternoon to you, alexandra. President trump is pulling out of tpp. Is this the beginning of what will be a major uturn in u. S. Trade policy . Reporter it is definitely the first step for americas new role in the global economy. Mr. Trump is following up on his campaign promises, when he pledged to renegotiate or terminate any trade deal he considers not to be in americas interests. Talking about tpp, i have to say that this trade deal has not been implemented yet, has not been approved by the senate yet, but it was aimed at countering chinas role, chinas impact in the region. It will be interesting how President Trump is going to address this issue. What could be even more important is that President Trump is already talking a mexico and canada about the north American Free trade agreement, which he also wants to renegotiate, on which however up to 6 million jobs in the u. S. Rely. Host we also saw the First Official press briefing by the new White House Press secretary, sean spicer. Some interesting things were said about fighting terrorism. Lets take a look. Whoever shares are interested in defeating isis, not just on the National Security front but the economic front, if we can work with somebody to spur American Growth and allow u. S. Small businesses what about the idea of joint military actions with russia in syria . If there is a way we can combat isis with any country, whether its russia, sure, we will take it. Host sure, we will take it. How do you read this . Is this the beginning of a new u. S. And Russia Military cooperation . Reporter we dont know yet, but it could be, of course. As you know, mr. Trump said he is willing to [no audio] what was also very interesting in this press conference is that mr. Spicer was asked whether the u. S. Is willing acquire for a with bashar assad to fight terrorism, and he didnt say no way. He just said, the Trump Administration is going to do whatever is in americas interest, and lets not take it too far. That was his comment on this question. Host after mr. Trumps inauguration, sean spicer said that that event was the mostwatched ever inauguration. That of course has been proven to be false. He was again asked about that today. Lets take a listen to what he had to say. Our intention is never to lie to you, jonathan. Our job is to make sure that sometimes you are in the same boat. There are times when sometimes you tweet something out or publish a story and publish a correction. That doesnt mean you were trying to intentionally deceive the american people. I think we should be afforded the same opportunity. There are times when we believe something to be true or we get something from an agency or we act in haste because the Information Available was not complete, but our desire to communicate with the market people and make sure you had the most complete story at the time, and so we do it. Host very selfdeprecating there. How do you read that . Did we get an apology . Reporter no, i dont think so. Of course, we have to say there was a change of tone compared to what mr. Spicer said on saturday in his first statement, very angry statement to the press. This time, he was very polite, taking questions, asking reporters to ask more and more questions. It was very friendly. He was very friendly and polite. He went on and on not only defending his statements on saturday but also saying blaming the press for the difficult relationship because, he said, the media tends to report very negatively about mr. Trumps achievements. Host yes, the media has been blamed for a lot already by this white house. Its an interesting story to follow. We know you will continue to do it. Alexander, thank you very much. For the first time in nine months, peace talks are underway on syria, this time in the kazakhstan capital astana. Negotiators say they are hoping to submit a shaky ceasefire and agree on the delivery of humanitarian aid. The talks have been arranged by turkey and russia and bring together negotiators for the Syrian Regime and rebel fighters. Its the first time the two sides have been in the same room since the start of the conflict six years ago, but they did not speak directly to each other. They did, however, begin by trading insults. Our correspondent Nicholas Connelly joins us from those talks in astana. Hello to you. The talks have ended for the day. Was there any progress to speak of . Reporter it has been a very fraught day. These tooalks that took place a couple hundred meters behind me, we had those insults traded, and they werent able to meet together as had been hoped. They were just together for mere moments at the beginning during introductory statements, and then we went back to this proximity talk weve seen in previous meetings in geneva, for instance. I think the important thing to stress is nobody has left us tonight. They are all still here. Maybe five years into this conflict, there is a wariness and willingness to engage, however imperfect the negotiations are. Despite the fact that we dont have anything concrete to take away yet, i think it is out for play as we go into the second day. Host what can we realistically expect . Reporter the organizers, time and time again, have stressed this isnt about a grant solution to this complex conflict. This is about shoring up the ceasefire that has been in place since late december, extending that to reaches of syria that previously havent been part of that deal. Its also about launching some humanitarian initiatives. Its not about the more complex fiscal issues that will take a lot longer to deal with. Its about Building Trust and providing a stepping stone to the start of those u. N. Talks that went into hibernation. Host nicholas, turkey, russia, iran, they are sponsoring these talks. Where does that leave the United States . Reporter the russian side of this troika had actually invited the Trump Administration to send a representative. They didnt do that. Its not really clear why. The state department issued a statement saying the demands of the transition had made it impossible to follow that invite. Having said that, there wasnt consensus that the u. S. Should be here. Iran was against having the u. S. Here. The u. N. , its a bit of a different picture. Whereas these talks, this started as something very different, an alternative to u. N. Brokered talks, the russians and the turks now sinking tos seem keen to bring on the u. N. They really see this as a stepping stone and a bridge to a reinvigoration of that u. N. Process. Host our correspondent nic conley in kazakhstan on the story for us. Thank you very much. Critics say it is an isolationist move that will damage the u. S. Economy. Lets continue with donald trump s first decision day. The economic scope of that. Guest the tpp agreement had not yet been ratified, but approval was deemed unlikely anyway, given anxiety about the potential for job loss. Signing the order, trump called the move a great thing for american workers. It remains unclear, however, if he will seek individual deals with the 11 nations of the tpp group that represents roughly 30. 5 of the global economy. Trump began the day by promising a dozen american prominent manufacturers that keeping production in the u. S. Would be worth their while. He said apart from saving shipping costs i no longer having to fly or should products in from abroad, there would be significant tax cuts. We are going to be cutting taxes massively for the above for both the middle class and for companies. That is massively. We are trying to get it down to anywhere from 15 to 20 , and it is now 35 . It is probably more than 38 . He also said he had been elected on a promise to create jobs and warned them it was his job to impose penalties if they move production outside the country. A company that wants to fire all of its people in the United States and build some factory someplace else and thinks that that product is going to flow across the border into the United States, that is not going to happen. They are going to have a border tax, substantial border tax. Trump also told ceos his administration will scrap 75 of regulations. Guest how did investors react to mr. Trumps decision to leave the Transpacific Partnership . We have more on that. I also tim what it means to install border taxes in a globalized world. Something unexpected happened. Everybody on wall street new the new administration would cancel the tpp. No big Movement Regarding that news. Having that said, the rally that started from the election certainly came to a halt the past couple trading days. There are so many pieces moving right now. There was a high degree of uncertainty, and therefore, investors are quite hesitant to jump into the market. Guest President Trump also says he wants to cut business taxes massively, but at the same time in pose a border tax on companies producing outside the u. S. How is that supposed to work in a globalized world . Well, its going to change quite a lot. Down the line, it could increase prices for u. S. Consumers because costs for companies could increase. This is also not going to happen overnight. Donald trump is talking about a clean border tax in the amount of roughly 30 . Congress is in favor of a border adjustment tax in the amount of 20 , and donald trump can get out of tpp by himself. To come up with a tax plan like he talks about, he would need the approval of congress. As i said, that is going to take time. If you look at the global trade flows, goods or crossing the border backandforth. If you look at the car industry, components are going back and forth. We are not just talking about the finished goods. We have to see how this idea plays out. Guest trade is international. Thank you very much. America first. [no audio] theres also uncertainty in germany about what to expect from trumps trade politics. Their German Economy is heavily dependent on exports, and the United States is germanys most important trading partner. That is why economists at the Cologne Economic Institute for research are raising alarm. This strategy of making bilateral trade deals that trump seems eager to pursue appears to make things easier, but it tears apart global trade policies and the liberal structures and obligations that keep world trade policies together. The German Business Community fears that a policy of isolation and protective tariffs will damage germany, europe, and the u. S. Economy. What if the u. S. And britain joined forces . That scenario is spooking investors in frankfurt. British Prime Minister theresa may will be the first foreign leader to hold talks with the new u. S. President , talks that are likely to focus on bilateral trade. They are likely to aim for a trade agreement, and that is where germany has to pay close attention. Our exports depend on the strength of the global economy, and every trade agreement that is not with us is against us. Who is with whom is not at all clear. The only thing for sure is that world trade as we know it is about to be shaken up. Guest it was supposed to rival the iphone, but it turned into a fiasco p the Samsung Galaxy note seven, only a month after its launch, samsung had to recall about 2. 5 million devices. Guest not just the administration of donald trump, but brexit may be a challenge to the global economy. They are going to have a day in court tomorrow. Some of the hatred people have sent her way some have called for her to be deported, a british citizen, and those are among the least spiteful posts on twitter. If i was a white man bringing this case, i possibly wouldnt have experienced the same thing. The vitriol has not really been about the case. My life has changed. We dont really go out anymore. I dont use public transport anymore. My children have a special entrance at school. It has changed. Reporter the publicity has also been useful for gina miller when it comes to getting her point across. That her case is not about preventing brexit but a proper debate on it, and finally, a vote in parliament. What does it mean for our security . I want the parliamentarians to do their job, to deliver what is best for our country, and stand up for the people who elected them, not to do what is best for them. Reporter before the referendum, most mps campaigned to remain in the eu, that it is expected they would now vote in favor of leaving come even if it means a socalled hard brexit. After the vote for brexit, many parliamentarians hoped to influence the government and keep their ties with brussels as close as possible.
