Then came four years of negotiations with leaders and a signing of a peace deal but on sunday the colombian people narrowly rejected that peace deal with farc rebels. Opinion polls ahead of the referendum predicted a victory for the yes vote but in the event many voters said the deal was too lenient on the marxist guerrillas. Both sides have said they will honor a cease fire for now. Reporter as colombians look to an uncertain future, a clearer picture of the divide has emerged. This graphic in a local paper shows it was people in the margins of the country, those most affected by the war, who voted in favor of the deal. Also, in the capital, the majority voted yes. Those who voted no say they, too, want peace, just they cannot accept the deal. I dont agree with the settlement on pay for them. Many of us earn minimum wage and i dont like the idea a guerrilla fighter can come along and earn more after weve worked hard for so long. I would have agreed if they had at least raised our pay a little bit. I think this is an opportunity for the country to sit hopefully they will arrive at an agreement all colombian people will accept. In many ways this was a referendum on the president santos who staked his presidency on this peace deal. While he has vowed to press ahead, experts say hell have to reconsider his strategy. Santos has now been weakened and will need to make some adjustments to his programs. He will also probably need to make changes in his cabinet and, most certainly, to the team of negotiators in havana. The negotiators involved in the peace deal do not represent the colombian people. They need to be changed. Reporter that change has already begun. A day after the negotiation result the governments chief negotiator handed in his resignation. The mistakes we may have committed are exclusively my responsibility. I fully assume my responsibilities as a politician. I have also come to tell the president that i leave the fate of my position as chief peace negotiator in his hands as i do not wish to be an obstacle for what is to come. I will continue to work nonstop for peace in any way that will help. Reporter there have been many attempts at peace negotiations over the course of colombias conflict. This is the latest to falter. Now the government and the farc rebels have to go back to the negotiating table and make the deal more palatable to the people of colombia. In the meantime, president santos and the farc leadership have said the ceasefire between Government Forces and the rebel group will remain in place. Christopher well get the latest on all this of from the capital of boca raton. How have people been reacting to this extraordinary result . Reporter well, obviously people who voted against the peace deal are quite happy today. But people who voted for this peace deal who really wanted it to pass, they are totally devastated. Yesterday, for example, i was in a place where Young Students wanted to celebrate the victory of the peace deal and they arrived with lots of beer and music playing and when they watched the results the mood completely changed. There were loads of tears, lots of crying, lots of frustration, anger, cursing. So, yes. For people here who supported the deal, it is a huge shock. Christopher tell us about the people who are celebrating, the people who rejected the peace plan. Why did they do it . What were their reasons . Reporter well, they say the government actually was too mild and that the farc was getting too many benefits. For example the peace deal farc fighters would get Financial Support from the government during the next two years also had plans that there would be special tribunals and political crimes would not be charged with prison sentences and also it allowed the farc to form a Political Party and, additionally, would have given them some seats in the senate. So, many people said this deal was not that farc was getting too many benefits from the government and that this was just not acceptable after what happened to the colombian people. Christopher the question now is of course what happens after this deal . Whats next . Reporter so, before sunday both the farc and the government had said they dont want to renegotiate this treaty, but now, luckily, the situation looks slightly different. The farc have said today that they are willing to fix this peace deal. Theyre also saying that they are willing to stick to the ceasefire. Today, also, the chief negotiator of the colombian government offered to resign. It is not sure whether that is going to happen. Also, the u. N. Secretary general bankimoon sent a special representative to havana where the negotiations took place in order to give a new spin to the negotiations and in order to boost the Peace Process because right now this peace deal wont be put into place obviously. Its on hold. But, still, the situation looks like not all the work done during the last four years has been lost. Christopher just briefly, ruth, you mentioned that the farc has said it will stick to the ceasefire. What about its rankandfile members . Is there a danger they might return to violence if, you know, the other side of the bargain isnt kept . Ruth well, one of the farc groups, they said from the very beginning they are not willing to join in the peace treaty. So what happens with them, how they will use their arms, that is not sure. However, the rest of the farc groups, who were behind the treaty, who the low ranks, i visited a farc camp and i saw they are quite well structured, quite a high ranking order, so if the leaders are promising to keep the ceasefire, in my view shall the lower ranks will follow. The United States says it is suspending talks with russia on the war in syria, citing the failure of a recent ceasefire and what washington calls moscows inability to end the violence. The u. S. Says air strikes on civilian areas in syria have intensified since a truce broke down last month, and washington is also accusing moscow of failing to rein in president assads forces. A state Department Spokesman said russia did not live up to its own commitment, including its obligations under International Humanitarian law. Okay. Well go to washington now for more on this story. Our reporter is standing by for us. I think weve been expecting this move, but tell us, why is it that washington has decided to take this step . Reporter yes. As you mentioned, last thursday secretary of state, the u. S. Secretary, john kerry, announced that this threat that he was going to suspend talks with russia unless something would change on the ground in aleppo, but they have not seen that. Hospitals are being attacked. Civilians are being attacked. No humanitarian aid can reach the besieged city of aleppo. Therefore, the threat has come through, which the state Department Said they did not take lightly. They will not continue to talk with russia unless something happens on the ground that russia uses its influence to do something to the syrian assad regime that they will go back to what they negotiated on september 9, the agreement, the cessation of hostilities. Christopher heike, what does this mean for u. S. Military operations in syria, for the u. S. Cooperation with the russians there . Heike well, exactly. That was the whole point, that if the cessation of hostilities would have happened and pulled through, then the russians and the American Military were going to Work Together in fighting what theyre really there for, which is the Islamic State. Now, the United States has announced theyre pulling back their military personnel from geneva, and this coordinated effort will not happen right now. Christopher but does that not also mean there is a danger of unintended conflict between u. S. Forces and Russian Forces by mistake as it were . Heike well, they said that they would still inform each other the usual way about strikes they may run, air strikes against the Islamic State. So that will probably not necessarily happen. But its definitely a new low in the u. S. And russian relations. And it just shows that president putin, who really knows and understands the obama administration, which is on the way out of the administration, is not willing to send u. S. Troops into the syrian conflict. Russia is really taking advantage of the situation and is just establishing what they want to do, which is supporting the syrian army. Christopher okay. What sort of support does the International Community need to give afghanistan at the moment . Josh certainly the continued fighting here in afghanistan has forced International Backers to include the United States, nato allies, and other countries around the world, to rethink their plans of withdrawing their troops completely from afghanistan as well as reducing their overall presence here in afghanistan.
