The first concrete evidence weve ever had of massive voter fraud. We have talked about it at nausea. This proves it. We have not made any referrals yet. It is not about just blankly trying to arrest somebody. You have to have evidence of a crime. There clearly is an effort to support suppress the votes of africanamericans and clearly, a kind of partisan cherry picking going on. Millions of voters could lose the right to vote in a new electoral purge. We will speak to Investigative Reporter greg palast and air his new expose. All that and more, coming up. Welcome to democracy now, democracynow. Org, the war and peace report. Im amy goodman. The worlds top Climate Panel has issued its direst appeal to date on the need to stop Global Warming. In a new report, the United NationsIntergovernmental Panel on Climate Change says continued emissions of Greenhouse Gases will cause further warming and longlasting changes in all components of the climate system, increasing the likelihood of severe, pervasive and irreversible impacts. Unveiling the findings, panel chair Rajendra Pachauri said the window for action is closing. As it happens, the window of action is really closing rapidly, so we have a really short window of opportunity. If you look at the total budget to insure the temperature increase by the end of the century will not exceed two degrees celsius, we have already used up substantial share of this. What is remaining for us is only 275 gigatons of carbon. So this clearly shows we have a very limited window of opportunity, and i think the Global Community must look at these numbers and show the result by which we can forget about change. To keep Global Warming below the agreedupon limit of two degrees celsius, the panel says the world must keep fossilfuel emissions to around one trillion tons of carbon dioxide. At current emissions rates, that amount will be reached in just thirty years, maybe even less. Less than 400 billion dollars a year is being spent to reduce emissions or adapt to Climate Change. By contrast, corporations are spending over 600 billion dollars to find new sources of co2 extraction and governments are spending that same amount on subsidizing fossil fuelconsumption. The ipccs report is its fifth and final assessment on Climate Change ahead of Global Negotiations in paris next year. Democracy now will be covering the un climate talks from lima, peru next month. Ebola cases are reportedly surging in rural parts of the west african country of sierra leone. A new report by the Africa Governance Initiative says cases continue to rise frighteningly quickly, some nine times faster than two months ago. The report comes as authorities confirmed on sunday that another doctor there has tested positive ebola, the fifth dr. To die in sierra leone. In neighboring liberia the rate , of new ebola cases appears to have declined. The World Health Organization has said its cautiously optimistic, but warned the epidemic is far from over. On friday, liberian president Ellen Johnsonsirleaf visited a 100bed ebola treatment unit in the capital of monrovia. She said the fight against ebola is being won thanks to healthcare workers bravery. The determination on the part of the many liberians who have , thered from this disease courage of the many health workers, the doctors, the nurses , the physician assistants and all the other support work of those teams that despite the they were able to bounce back. On friday, the World Health Organization said there had been over 13,500 cases since the outbreak began, with nearly 5,000 confirmed deaths. Canada has joined australia and suspending entry visas for people from liberia, sierra leone, and guinea. For more were joined by Angelique Kidjo. She is a singer and songwriter from benin, a unicef goodwill ambassador, and the author of spirit rising my life, my music. Last week she wrote a piece for the New York Times headline, dont let ebola dehumanize africa. Angelique kidjo is also the cofounder of the Batonga Foundation for girls education. Talk about what is happening in your continent in africa and western africa, your region. Ebola crisis could have been stopped 20 years ago with the first case, but nothing has been done. Were more into emergency and making news about stuff. It is the same thing with Climate Change. Before, taken the action then we would not be here now spending more money to stop it. That is notisease the face of africa. But today, it is becoming the face of africa, not only west africa, but the face of africa where people are so scared about having ebola, not thinking and not knowing that africa is not about the ebola. Why do you think it wasnt stop before . Is ine malaria, it africa. If it doesnt touch those in western world, nobody cares. It is been going on forever. Theeans nothing as long as people can make business, make money out of africa, the life of the citizens and the people of africa they dont care. I want to talk about the media. That is were so many people learned what is happening. Lets turn to a clip from fox news the Oreilly Factor. Last month, Host Bill Oreilly said president obama should cancel all flights from west africa and turn away anyone holding a passport from the region. Many people are frightened and angry that ebola may spread throughout the usa. What should the federal government do . Since it is washingtons obligation under the constitution to provide for the common good, first of all, all flights from west africa should immediately be discontinued to the usa. In europe should do the same thing. Now, i. For the west african nations, but there is an epidemic of ebola there. It will spread because the incubation period lasts for up to 21 days. U. S. Immigration should allow no one, no one to enter this Country Holding a passport from any west african nation. That is below riley on the Oreilly Factor from fox. Your response, Angelique Kidjo . Well, im used to that talk. Today. American citizen i dont watch fox because it is all about fear mongering. Stoppingt talk about people from traveling because you are afraid of having ebola on your content. You should help the african take care ofem to it and do business as usual. America i mean, the way he is we can do the same. If we overcome ebola we can say, every company that comes from america, what are they going to do . It is always the double standard. I want to say to the african people, and do not do as we do, do what we say. Why should we take orders from them . Onceican countries we get the ball out of our homes, dont come back to him into somewhere else. I want to turn to your piece in the New York Times when you talked about posting on facebook that your concert wednesday in Carnegie Hall. What happened . I opened my facebook in the morning to see what is going on as a usually do, the first one that arrives is we wonder if she is bringing ebola to Carnegie Hall. Second one somebody said her post should not be called mama africa, but momma ebola. That is ignorance. I have lived in this country am is 20 years. Ive traveled around the world. If im sick, im responsible and i will take up myself. And it is not the case. Africa country is more beautiful than any other part of the world. The music that the American People love to listen to, all of them come from africa. We have to celebrate that beauty. We have to celebrate the positive africa that i grew up in. People are resilient and africa. They dont ask westerners to come to the rescue. They want westerners to be their partner. They dont want pity. They dont want patronizing. If people Start Talking like this, a means this for mongering politics of the republicans are hitting people. You cannot use peoples lives of Peoples Health for political gain. It is not good. To thenot tie ebola Obama Administration. He is nothing to do with it. We have to say that then obama is god. So he is overseen everybody is life on the planet. Theyre going to blame obama for it . Something happens in europe and theyre going to blame obama for it . We have to deal with this outbreak that is killing lives by addressing the Health System in africa. That is the point. I just heard about a woman who was fired, Home Health Care worker, because she was liberian. I want to turn to the immigrant community of liberians to live in new york, mainly in Staten Island. They say theyre being stigmatized in the wake of the ebola crisis. Pbss Hari Sreenivasan recently spoke to oretha bestmanyates, the president of the Staten IslandLiberian Community association. So there is stigma here in new york in new york. Because you are liberian . [indiscernible] just the accent alone. Whats once they figure out your from africa, they are scared. They are scared. If we are scared because 70 comes from somewhere, the nobody would move nowhere. For me, it is so stupid. I dont understand this fear of people. People are not sick and yet you fire them. What does it mean . By america that when it comes to africa, everybody is scared . And we dont use our judgment, are common sense to make decisions. One summit he says something, we are all jumping. Im not like that. I will give people the benefit of the doubt. It isnnot do that about how we deal i think the nurse kaci hickox who is been battling to be allowed out into public because she has tested negative for ebola is taking on a case more than her own, but how people are treated. I want to turn to comments by the attorney for nurse kaci hickox at the center of the National Debate over quarantining of Public Health officials returning from west africa. He criticized the response of state officials, comparing it to the way people reacted to the hiv aids virus when it first emerged. In the aids crisis, they were trying to do the same thing. People were supposed to be isolated because of aids and the fear that ran to the community. And that proved to be totally false. And people were subjected to the same thing happening today with kaci by this hysteria that somehow [indiscernible] because of how it is transmitted. A judge on friday ruled against the governor, the Tea Party Governor of maine, governor lepage, and said she was free or would be free to travel and go outside. Summit hem glad that is talking sense to all of this nonsense were living in. The question i have, and erica has become painful place america has become a hateful place. We have ebola. We have ferguson. Able to give to the world a message of compassion, of humanity. We are giving the message of, we are heat full here. And if you are black and you have a disease, we dont want you. And if youre an immigrant, we dont like you. I mean, it is not what america stands for. When i came to this country, the first thing that struck me is the generosity of the American People, the welcoming capacity of the American People. And yet now we are, since 2008, we enter an e of hatera. Period. We hate people that dont think the same way we think. Tois like were coming back the 15th or 16th century. Were going backward. We need to move forward. Miriamnt to talk about makeba, but first we have to go to break. Were speaking with Angelique Kidjo is performing with say not at Carnegie Hall, honoring mama africa. Stay with us. This is democracy now , democracynow. Org, the war and peace report. Im amy goodman. On wednesday, our guest will perform a tribute to Miriam Makeba at Carnegie Hall. I want to turn to the iconic activist Miriam Makeba known as mama africa. This is a clip from her speaking out against apartheid in south africa at the United Nations 1963. I ask you and all the leaders of the world, would you act differently, would you keep silent and do nothing if you were in our place . We do not resist if you were not allowed rights in your country because the color of your skin is different . And if you are punished for even asking for equality. I appeal to you and all the countries of the world to do everything you can to stop the coming tragedy. I appeal to you to save the to emptyour leader, the prisons of all of those who never should have been there. That was a clip of Miriam Makeba speaking out against apartheid in south africa at the United Nations in 1963. Right about the time that Nelson Mandela would then be imprisoned and would be imprisoned for decades. , why are youjo honoring her with this concert at conner keyhole . At Carnegie Hall . Both of us believe we can be soldiers of peace, soldier iv quality, soldier of no race. 1963 and we are here today and im asking the same thing. Do not dehumanize africa. Do not ostracize the western african people. Help them. Help them help their own people. We are one world. Doesnt matter how we put it. We all come from africa. We have to stop the one against peace, against equality that are against loving one another, that are against our humanity. In 1991, she appeared on the cosby show. Lets go to a clip. My image of my homeland is one of childhood memory. I look at this stream and i see myself, a native south african, flowing over hard obstacles until the become smooth and then disappear. And thus hard obstacles will disappear only when people work together. [singing that was Miriam Makeba in 1991. She died in 2008. You are honoring her here in 2014 at Carnegie Hall wednesday night. She died the circle is completed. That voice is what gets me going every morning. That strength, that silent power and fire. We all have it. Lets unleash it for good causes, for the betterment of , to love one another in the together in a peaceful world. Can you sing something for us . Are you up to it . We can do that, is he. Which one do you want . Whatever you choose. [singing] and what does that song mean . It is a lullaby. I love that song. Before she died, she said we lullabies. Album of and when countries decide to go to war, we should play to them to remind them that every child soldier has a mother that has sung a lullaby to. For us to understand that if you work for peace, we get the benefits of it. When i last saw you at the peoples, smart said to her 21st and you saying right there at 61st in central park west, there were a lot of cops there. One of them was africanamerican. He turned around when he started singing because it worth watching. He turned around and took out his phone and started recording. I asked him afterward, he said, who was that . He said, i have to bring this on to my wife because she is liberian. Im happy to hear that. Angelique kidjo, wednesday night at 180 hall, honoring Miriam Makeba, mama africa. Thank you for being with us. Angelique kidjo, unicef goodwill ambassador and the offer of the author up, spirit rising my life, my music. Her new piece is called, dont let ebola dehumanize africa. She is also cofounder of the Batonga Foundation for girls education. Her latest album is dedicated to the women of africa. This is democracy now , democracynow. Org, the war and peace report. Im amy goodman. We turn to jim crow. Thats right. Jim crow returns thats the headline of a new report by investigative journalist greg palast on how new voter id laws risk disenfranchising millions, especially black, hispanic and asianamerican voters. 27 states are now participating in the interstate Voter RegistrationCrosscheck Program. Backers of the program say it is needed to prevent voter fraud by highlighting the names of voters who may have voted in two or more states in the same election, but critics say it is being used to stop democraticleaning voters from going to the polls. Tens of thousands of names have already been removed, and millions more are threatened. Greg palast produced this piece for Al Jazeera America based on a sixmonth investigation. It begins with republican political operative dick morris speaking on fox news about the 2014 midterm elections. So you are talking about probably over one Million People that voted twice in the selection. The first concrete evidence we have ever had of massive voter fraud. We have talked about it at nottingham. This proves it. Is a privatet investigator turned journalist who has been following Voting Rights since 2000. I got into this stuff when bush won by 527 votes. And now, a decade and a half later, and im hearing the cry of voter fraud. There is one Million People committing voter fraud. Is it really a big crime wave . In kansasrney began where republican secretary of state crisco bought has launched a nationwide campaign against voter fraud. Take double voting. Kansas anded in colorado. It is a state and federal crime but the Obama Administration is not interested in prosecuting, so we have to do it. A began promoting additional name Mapping Program to scan electrode records and flag anyone whose name appears on the voter rolls in more than one state. It is called crosscheck. Country, 27 states are using a two investigate possible voter fraud. Among them, 22 have an election board controlled by republicans. They contacted every state involved with crosscheck to request access to the socalled double voter list. , and now alomplied jazeera is making them public for the first time. It took us months of harassing these offices until he finally gave up the list from washington and virginia and georgia. I looked at these millions of black david lee, joe , names. That is the only identifier. Then i say, who are these guys . Greg palast which a North Carolina were looked role officials have taken the unusual step of hiring a former fbi investigator. He is been given a list of more than 190,000 names flagged by crosscheck to determine if any of them should be prosecuted for voter fraud. How are you . Spokespersonn is a for the North Carolina board of elections. Have you busted anyone from crosscheck . Theres not been a presentation. Not even a referral . Have you back to new double voters in the last 10 years . We had made referrals. We do not have the data favor prosecuted. Is it difficult to find these people . It is not just about blanket lee arresting people. You have to have evidence of a crime. Of the 3 million names identified by crosscheck in the last two years, not one has been convicted of voter fraud. But virginia, another state using crosscheck, as arty struck more than 41,000 voters off the rolls, admitting some of them may have moved out of state. Other states like or carolina have been reaching out to voters on the crosscheck list by mail. Those who failed to confirm their identity will be denied the right to vote on election day. You had this whole history over fraudulent voters, but do they exist . Do. E know they but you cant find them, even though you have their dress. Is her question . Im asking why you cant find them if you have their addresses, signatures, Social Security numbers. We could notid find them, i said were not prosecuted them. One million middle names that are mismatched. In georgia, james elmer barnes, junior is supposed to be the barnes, as james cross iii. And then you see James Ratcliffe turns, junior is supposed to be the same as James Anthony barnes. Crosscheck georges list has more than half a million names on it. Greg palast went there to find out how the state was handling that and found a few people even knew this was going on. Years the type of matching they do. Williams voted in georgia. Voted in winds virginia. They said that is the same guy. How to they know it is the same person . Stacey abrams is the top wrecking democrat in georgia status only. Greg palast went to meet her before election day. Leader of therity house of representatives, this information is never been presented. It is completely unreasonable to i certainly intend investigate and request information from the secretary of state about the origin of it, about the resources being used to implement it, and about whether or not were systematically attempting to disenfranchise half a million of our tour to voters. Our georgia voters. For someone to vote in two places, is kind of on. We have a hard time getting them to vote in one place. Director of a get out the Vote Initiative aimed at minorities. According to voting protection groups in carolina, according to dig morris on fox tv that the Obama Campaign may have had one Million People voting twice, that he stole the election. That is crazy. That is totally crazy. There was not people voting twice in any election. And if they are basing it off of this, they are crazy as well. Because that tells you that is not good information. Georgia has begun sending postcards to anyone suspected of being a double voter. Asking them to verify the registration. But butler says theyre easy to miss. You think of somebody got this, their vote would be safe . No, because more than likely, they will throw it out. That looks like junk mail. It is the first day early voting in georgia in this polling station is buzzing. With the race for governor in an open senate seat in the balance, these georgians know every vote counts. Not everyone who wants to vote will be allowed to. The state of georgia suppresses the vote. Journalist greg palast obtain a list of more than 500,000 people whose eligibility is in question two to crosscheck. He found one of them in this Apartment Building said to be housing up to 10 double voters. This is you . , thelso a says louisiana same name. Your suspected of voting twice, which is a crime. Is that true . No, i did not vote twice. Louisiana, a register but never voted. How many years ago . 1992, 1993. Ut so were talking 20 years ago and they have you down for voting twice. I didnt. Like most people on the crosscheck list, received a postcard from the county registrar, asking them to verify his address. He says he sent it back, but he is still not sure how or even if his name will appear on the voters list. Are you going to vote in this election . So you think this is a tactic to scare people away from voting . It could be. While crosscheck could discourage some from voting, his supporters say it is a necessary tool. Have requirements for people to vote can deter that activities. Chuck went as is the former head of the Republican Party in fulton county, georgia. In the state, youre required to have voter id. To think theres a lot of fraud that requires that . The press would indicate there has been some fraudulent registration. I think the regal legal processes the white way to determine that. I think the legal processes the right way to determine that. Statistical analysis on more than 2 million names on the crosscheck list. Projections found aims like jackson, washington, garcia, and tim are overrepresented. According to the us census bureau, 53 of all jacksons and areof washingtons africanamerican. 91 of garcias are hispanic and 94 of all kims are asian. If you know a nation person, you probably know two people with the same name. So i would say using that as a activity, fraudulent that is very troublesome. I could see how that systematically would pull out certain ethnic groups, especially asian ethnic groups. They are members of a nonprofit providing legal aid for Asian Americans in georgia. Our ethnict of communities, korea is a good example, vietnam, theres only a certain number of last names. Then we all immigrate to america, we tend to spell our last names, even if there might be an actual difference in language in our home countries, we will homogenize it so we will uyen. E kims or ng how does the Asian Committee vote . Democrat. About 30 of americans Asian Americans dont align with any party. I think that is why both parties tend to see our community as a for grabs. However, 2012, the majority of asians did vote for president obama. Quick so this could be a threat to asianamerican voters if theyre tagged just because they have a, here is park. Ots of park park, park, park. There you are, sir. Sorry, according to the state of georgia, someone you or ineone like you voted sewanee georgia and and and dell, virginia. And in virginia. In lenox. He lives a lot of same names. He said they wont even vote once. It is ridiculous they would go out and vote twice. Across town at Martin Luther kings old church in atlanta, race and politics mixed with the gospel. War. Know we are at [indiscernible] to vote. Rights this reverend has been at the center of an effort to get more africanamericans to the polls, but he says claims of fraud tend to target black voters. Think about it. It is high risk and honest no reward and almost no reward. The risk for engaging in voter fraud is criminal execution. What is the reward . What does it take how many imaginary voters are double voters do you have to create in order to actually sway in election . Rewards are almost zero. And the risks are very high. Isthis whole idea fantastical. Here we are in what used to be reverend kings congregation, the long march to Voting Rights for africanamericans began. Now half a century later, are you marching backwards . Is there a new attempt at Voter Suppression in this state . There clearly is an effort to suppress the votes of africanamericans, young people, elderly people. Clearly, theres a kind of partisan chair picking going on cherry picking going on. As the pastor of this church, im reminded that more new their king senior Martin Luther king senior lead a Voting Campaign in 1935, 30 years before the voter rights law. That is the nature of the democratic process. It is a process, not a final product. Unfortunately, there are times when we think we have one certain battles and have found ourselves fighting those battles all over again. It is our job to stand up. That was rev. Raphael warnock of Ebenezer Baptist church in atlanta, georgia, speaking to investigative journalist greg palast. He reported and produced the piece of the oscarnominated film maker richard rally. His reporting first aired on Al Jazeera America. After the break, greg palast joins us live in the studio. [music break] this is democracy now , democracynow. Org, the war and peace report. Im amy goodman. We are joined by greg palast who piece, author of, billionaires ballot bandits how to steal an election in 9 easy steps. Welcome back to democracy now talk about how you learned about and got a hold of these lists interstates the Voter RegistrationCrosscheck Program. I had read that the state of kansas and 27 other states had matched the voter files and found, supposedly, 6. 9 Million People actually, three point finally people voting twice. Voting twice is a go to jail crime. In the federal penitentiary. Here were three point finally people supposedly committing this extraordinarily difficult voting in two states in the same election. They had their names and addresses, so i said, i need a list. I went through six months of hell because all of the states like North Carolina said, well, these are criminals because they are suspects we cannot give you their names. You have 3 million suspects . Finally, i got three states relented after six months. I got 2 million names, supposedly, one million double voters. And this is a very, very typical list. For example, robert orphen jackson, junior Robert Stephen jackson is supposed to be the same person as Robert Herman jackson, junior. One voting in virginia and one voting in georgia. You have to understand, that is not unusual. When you look at the whole list, i think it was on the screen, there isnt a single name with the middle name matches on that list. In fact, we went through the entire 2 million names. One out of four names has a mismatch of just the middle name. They used to be father, son. Well, they say, no, it is the same voter, just taking a different shape in a different age. They claimed that they used birthdates to match. There were no birthdates. They claim there was a salsa security match. This is the secretary of state of kansas. Ofd of the Katherine Harris 2014. He is always finding illegal voters. But there are no Social Security matches and they said if there is a mismatch in Social Security number, that is basically everyone on the list, it actually says in the instructions, which we found, that they ignore the mismatch. They ignore the middle name mismatch. Social security mismatch, birth date mismatches, half a Million People in georgia alone are not doubleual registered, double voters. Last week democracy now called the kansas secretary of States Office for details on which states participated in its Voter Registration data Crosscheck Program in 2014. Brad bryant, the state election director responded with this list and map alaska, arizona, arkansas, colorado, georgia, idaho, illinois, indiana, iowa, kansas, kentucky, louisiana, massachusetts, michigan, mississippi, missouri, nebraska, nevada, North Carolina, ohio, oklahoma, pennsylvania, south carolina, south dakota, tennessee, virginia, washington and west virginia. One correction. Washington dropped out. That is how that the list. Washington said this was junk come in just a bunch of common aims. The only matches first name and last name. So they can amid the list and said, this is just a list of common american names, not criminals. As soon as you get the common aims, youre getting to africanamericans, the legacy of jacksons andst america according to the u. S. Census are africanamericans. Most david lee we have a whole list. My god, we are pages and pages , about 64 are Asian American like michael l. Lee from georgias bus through the same as Michael Thomas lee of virginia. They get around fast from one state to another, voting. Some of the names that people matched nine times. How do you challenge this . A lot of people have been doing early voting. Tomorrow, if someone goes to the polls . Very andunately, is a her henna method for removing people. I found the purge of black voters as socalled felons in florida by Katherine Harris. Next to thean x name if they were socalled felons. Out of the thousands of names, none were. That change the election in 2000. In this case, they dont mark anyone is a duplicate voter but sent you a postcard that says, please verify your address and name. Most people think it is junk mail and throw it away. Studentspoor people, who are moving a lot, the letter doesnt even find them. So they know who theyre knocking off. Ae letter can come back in state like North Carolina, they will read that voter. In some states, does a twostep process. If they dont mark tuesday, their marked inactive. If they dont vote tuesday, then they will lose their vote in the president ial election and that is where youll see the biggest effect. It could determine the senate on tuesday. But it will absolutely have a huge impact on the federal president ial in twice 16. What will happen if you dont vote tomorrow and lose your right to vote . They give you a provisional ballot. The promise problem with that, it is like a placebo ballot. If youre not registered, youre not registered, and they throw it out. That is the problem with getting the provisional ballot. After the show youre headed to North Carolina, one of the states. Were talking about the majority of states in this Crosscheck Program. Not just in the states, but all most every state is a republicancontrolled state or the election board is republicancontrolled. It is a very select group come about half the states, but republican states. Because they know who this is knocking off. What are you doing in North Carolina . We went down to meet and were going to try again to meet with the fbi agent of the state of North Carolina has hired named chuck stuber. He has now had their names. 190,000 suspects of double voting and North Carolina, has had to for six months. He still hasnt arrested anyone. So far with all of these millions of suspects with their names, addresses all of this information and know where everyone is, they show up to vote, they havent arrested anyone because there are no double voters. The fraud is not you dont have massive fraud by voters, you massive fraud by the voting officials. So this gman, this fbi agent has arrested no one at all, not made a single referral because he is not going to put his name David Larry Lee because he is also close to be Michael Chang lee. Want ask about texas. Supreme Court Justice last month issued a six page dissent criticizing to allow texas to use the new voter id law in the midterm elections. She wrote the Supreme Court did not rule on whether this was constitutional, the actual law, they just said it could cause confusion so they would let it go for this time and then they would look at it. The biggest single problem, again, is voter fraud is a fraudulent concept. For example, in North Carolina where im going later today, they have imposed new id requirements as they have in georgia and texas. They havent shown me a single case yet were summoned has used someone elses identity to vote. Identity theft and voting doesnt happen. You go to jail for five years. It is not a joke. It is very easy to get caught. People dont do it. In other words, what theyre doing is taking action against a crime that does not exist. What should people do when i go to the polls if theyre told they cannot vote . Get your 800 number for Voter Protection and whatever you do, dont simply accept a provisional ballot because theyre not going to count it. , thank you for being with us, Investigative Reporter.
