Some Polish folks etc 2 to a lot of black people moving into the neighborhood and I know my parents were absolutely determined to stay and because my folks that the true definition of civil rights leaders in the real world every day life and so. Director of the gang reduction initiative in Denver and we're going to be talking about this big piece in The Denver Post Why is king growth exploding in Denver younger and more violent So we'll talk with Paul about that Ryan do we have Paul Yes Ok Well hopefully with the Shortly we'll look for that conversation and I'll be anxious to find out Paul's take on whether any of this explosion of gang violence has to do with the legalization of marijuana I believe it does as I believe so much of the explosion in other types of violent crime is tempore Lee as the experts say simply obviously you know the timing connects we've seen this big explosion sense legalization in Colorado is that really a coincidence so we'll talk with Paul about that also and then Laura Thomas is going to be kind enough to join us at $540.00 Laura Douglas County Commissioner and chances are you're listening to this show in your car think you for that and Laura will be talking with us about you know the ballot issue to improve you know the highway through Douglas County so something near and dear to the hearts of anybody who drives in Colorado seler Thomas at 540 Paul welcome to the day and Kaplan show procedure being here Hey Dan are you doing well great thank you and I wanted to get into a little bit of depth on this Denver Post story that talked as you well know about you know this exploding gang growth in Denver younger more violent start if you would by telling folks what's going on in Denver and then we can talk about why. Well I'm not sure you know if there's an exploit in growth of gang or groups like that but we are we do have a concern in Denver right now not number of gun crimes or gun violence level gang violence that involved youth in our city we're coming up to about 60 homicides in Denver as of today. About 9 of those homicides victims of those homicides or youth under the age of 19 my goodness and how does this compare to recent past. I think what you're seeing in this year as far as victims of home and gun homicide in Denver this year about 17 percent of our victims are under the age of 20 and you compare that in 2015 land less than 4 percent. Of victims of gun violence were under the age of 20 so we are seeing an increase Yeah and that just I think has to kind of shock the conscience of everybody listening because I mean if you're talking about kids you know people under 19 years old what but tell us Paul what you think is going on out there. Well one I think we can tie it there is there is a valid bill you firearms in the community I think you feel like at recently the damage Office reported that juvenile handgun filings increased 173 percent since 2016 so 95 kids across the city this year I've been filed on for possession of handguns on where we're kind of seeing a lot of this violence I mean Denver has traditional gangs where we have youth involved in our traditional gangs but we're also seeing this sort of a presence right now what we would refer to as hybrid gangs. By hybrid it's not a new term it's a term that's been around for a while it's a term that's used by criminal justice practitioners or academics to sort of sort of describe groups of individuals that are involved maybe in violent crime that are similar to gangs but don't necessarily meet the traditional definition of what a street gang is for example in Denver right now we're seeing a hybrid groups of young kids who are lower age frames maybe 13 to 17 years old myth mixed ethnicities. They come from they may be long to families that have ties to different gangs so it just doesn't make sense when you're trying to look at it from a gang perspective per se definition the groups and Sal's are smaller in size in number their duration of the group some of them around for a year or 2 and they disappear some of them around for a couple years. And they don't have the traditional structure they're more fluid than we would consider traditional gangs in that. You know traditional going to think of neighborhood gangs with hybrid gangs we're seeing these connections made at schools receive and connections made it detention facilities so the membership spans across the city or across the lines into a war or surrounding cities so somewhat different than what we would consider a traditional Yeah it sounds to me like it's groups of young people getting together to commit crime. So almost throwback kind of gangsters right where people get together not so much united by the unique neighborhood they come from or whatever but just people with a common interest in committing crime and they tend to be armed in large numbers is that fair but I think that a common denominator and what would lead to that cause and that concern is what you just said it is that violence at that crime is an individual young viewed came together for a social group and they were involved in crime and nobody would care but the moment they start picking up and guns and the searching at each other and they start committing crimes whether it's carjacking in the home invasions whatever it is you know that becomes a significant concern yeah yeah and I want to get back to the handgun issue in a 2nd but I want to try to drill down if we may Paul on. What other common denominators there are here. What type of crimes you mention the home invasions you mention the carjackings Is there a drug element to this whether it's using dealing organized dealing is there a drug component. You know with any of these groups is always drugs involved there could be some individual level sales and use but specifically with these groups what happened is it's a personal conflict it's incidents of you disrespected me or I disrespected you social media posts that leads to the conflict in the violence so it's not they're not organized in a way you were conflicting over drugs we're battling over this reviling over that it's this is my social group this is your social group you disrespected us and that's the commonality that they have with traditional gangs is they this inherent to that street code and that violence begets violence in my reputation and you can't disrespected and you know you do you speak badly of us we're going to respond to that so that's the element that most of the what drives to violence are seeing with these groups right now yeah and what I'm wondering Paul and I know that we don't have hard stats on it because of Unfortunately the law does not provide for you know the drug testing of people involved in these serious criminal acts so you and I can't open a book and say Ok what percentage of all the people who shot people you know were under the influence of t.h.c. Or other drugs because we just don't have those stats available to us you know but what I look at is the timing of when t.h.c. Was legalized in Colorado and increases in crime and other violent type behavior we've seen since then and then I think the natural responsible question is well are a lot more of these kids under the influence of drugs since we all know some people do crazy things when they're under the influence but again we don't have the data criminal the criminal to be able to study that. Now you don't think there's any way we can make a connection with these groups to brother be drug use or our drug sales or anything one thing we can say and we do know is typical of youth involved in gangs they have higher rates of drug use. Than maybe the general population when you know when they're involved in a gang of 8 to 10 use more drugs a lot of the violence that we see through conflicts a lot of time you know building up to the violence is the use of drugs you know that sort of is the precursor to going out in committing nonviolent So there is a there's an element I think of drug use that's probably present. When the violence is kicking off but to be able link these groups directly to you know. Legalize marijuana and stuff like that I just don't think there's the data there for that right now yeah and I do think in the end reasonable people can differ on that when you look at say certain searches that have occurred since legalization but let me do this my friend I want to go back to your firearm comment because obviously concerns everybody listening to hear about more violence associated with guns no matter what type of gun we're talking about but this 173 percent increase that you've seen since 2016 I don't think there's any reason to believe that there are 173 percent more handguns in the front range area since 2016 so so it's not so much it seems to me an increase in the number of guns on the street as it is an increase in the crying involving guns am I misreading that no I think you're probably correct on that I think you would look at you know that number of 172 percent is the increase in violence that is the number of kids arrested with handguns so you could just be a greater access it could just be a more willingness to possess guns and you know typically what happens when you see an icon go on a buying cycles we see shooting occur between Maybe group a and group b. a Lot of kids tend to start arming themselves for protection whether they're involved in the conflict or not but there's to fear that it could so this might be an increase in willingness to possess and gun. You know rather than the number of guns available yet and I just don't think you know as we talk Paula Callan in our guests director of the gang reduction initiative in Denver you know we see these as you know felony filings for dangerous crimes violent crimes are up across the state with very few pockets of exception you know over the last 45 years as well but I'm sure you think about this day and night Paul what's the solution. You know it's is . It's hard to pinpoint what the drivers of this are I mean you mentioned felony violence I mean in Colorado handgun possession of a juvenile is a misdemeanor offense you're right so really until we see a so we individuals that are you know similar to other cities sometimes we see the revolving door we see kids that are going to arrest him and hand guns and they're immediately released within a day or 2 you know if not sooner so you know we're currently tracking and I think that's a concern for us to take a look at is how we dressing he would then arrest with handguns Why is this rush to put him back out in the community right away are we taking a step back and looking at that we're looking at a larger picture of where it would have maybe some of the systemic reason behind what we're seeing you know and in a city of 715000 over 200000 youth at any given time only 49 can be detained in our juvenile detention center so who do you decide stays and who decide to stay out so what we're doing in the city right now the mayor is doing is he's put this task force together and we're looking at Begin agents you know agency heads from different that agencies across the city and take a look at every aspect of what's driving this violence and are we responding in the most appropriate effective way possible and taken a look at that of you know how how we identify and youth that are involved in violence how are you reaching out to those youth what type of programs are you know are they effective it's not just throwing money at the problem then are we really providing effective programs so it's really this collaborative strategic approach which is being undertaken right now in the city is of looking out at this from a holistic public health perspective now Paul got to ask you about 2 things it seems like can be fixed immediately one easier than the other I am stunned to hear you say that possession of a handgun by a youth is only a misdemeanor it would seem to me that that would be a $99.00 to $1.00 issue at the legislature that needs to be a felony right at least to give the courts and law enforcement more options. Well I think if you're looking at you know from a perspective of. You know in force and laws are in deterrence it's it's not a deterrent for kids to carry guns right now if it's a misdemeanor right it's going to get picked up for a gun I'm going to be released in a couple days and I'm back home you know the bigger question is when I rest someone with a gun is why are they carrying that gun and if they're released back home are we need a gating that's rather that concern of why they're carrying a gun in the 1st place yet it sounds like it's the opposite message if it's a misdemeanor it's like you're all could no big deal nothing to see here if you carry a gun Wow And then you mentioned and I have never heard this before there are only safe 49 slots available in juvenile detention when you've got 200000 kids in this city Yeah I think that that is probably one element that might be contributing to some of the stuff that's going on is that you know as a time where we're looking at juvenile gun violence increasing how do we work with our state partners and control the majority of our juvenile justice system and at the same time to Danbury seeing juvenile gun violence increase the number of beds in our detention facility gets cut so you know that forces agencies to look at you know who's who's the the worst of the worst that state and basically say going to centers are released I don't preach well most of the time so how are we effectively supervising them are we do have a sector programs in place so as I'm talking about taking a systemic review of looking at every care related to this is are we in the city on the same board how on the same line with our state partners and how we working together to address this wow hey anybody listening who wants to get in touch with you how can they how can they do that. In their system but we're talking about common sense here and we're talking about reasonable inferences in fact I think we're talking about inferences that any fair minded caring person really is compelled to make if all the sudden you legalize marijuana including this high potency marijuana you're the 1st city in the world to do it the way Denver did and then the timing matches up perfectly with all of this awful stuff you know these big spikes in crime in the timing matches appear with this surge of this new kind of youth gang in Denver that just seems to gather together to commit criminal acts if the timing matches up and all of that was a real good chance it's connected right unless you can come up with some other great explanation and nobody can come up with some other great explanation I mean as as Paul acknowledged to his credit it's not like all the sudden we have 173 percent more guns in Denver but we have 173 more filings for use with guns corresponding with the same period of time where marijuana was legalized I mean come on. At the very least we should be able to agree that it's not worth taking that chance that the 2 are connected even though I think they pretty clearly are not in each in every case but when you look at it broadly what's the other explanation can't be the economy the economy's been thriving during that time period you know what's the other explanation people say oh increase in opioids 1st of all I don't think that lines up nearly as well because you have much more widespread use of t.h.c. You know by my kids and others but also remember to the extent it's increased opioids what causes the increase in opioid flow in the Colorado The Washington Post of all places did the seminal work on this it was the legalization of marijuana in Colorado and Washington that then triggered the cartels to start producing much much more heroin Fenton all math to make up for the decrease in the marijuana sales and they started pumping that right on up right on up by 25 Washington Post a great work on this so.
