News this is All Things Considered I'm Audie Cornish and I'm Ailsa Chang it has been exactly one month since the White House released a rough transcript of President Trump's call with the Ukrainian president below Demers Alinsky in that time House investigators have heard testimony behind closed doors from a number of people connected to the story bits of which have been leaked we wanted to look at how the messaging from the White House has evolved over the last few weeks and how President Trump's allies have tried to remain in lockstep with that message even as it collides with new facts dribbling out so we brought in n.p.r. White House correspondent Tamara Keith Hello All right let's start at the beginning here on September 25th the White House says just released a transcript of President Trump's July 25th phone call with Ukraine's President Trump asked for a favor and then brought up investigating the Bidens and the 26000 election can just remind us what did the White House have to say about that call the White House said it was a perfect phone call essentially nothing to see here absolutely perfect phone call with the new president to be afraid that was a 1st to call and the remarkable thing is how little has changed here was President Trump today I had a perfect conversation with the president the right person he just really does keep saying that same thing and has really adapted to what has been a rapidly shifting story outside of the specifics of the phone call yeah and another line that we keep hearing from the president and from the president's allies is that there was no quid pro quo there was no quid pro quo of what will go with pro quo at all what the White House is saying is that there was absolutely no exchange of favors whatsoever Right so on the very 1st day when that call was released the White House accidently sent its talking points to a lot of people who they shouldn't offend them too when they got released in the very 1st line of those talking points say no quick. Pro quo or anything else inappropriate about the conversation between President Trump and President Selenski no quid pro quo perfect phone call those have become sort of the calling cards of the Trump defense much like No collusion no collusion no obstruction no not the line that was repeated again and again during the Russian bust a geisha Ok so that has been the repeated montra but a lot has happened I mean there have been these text messages that have been made public now there's been testimony from a building where the president's top diplomat in Ukraine today up here on Capitol Hill in which he lays ahead of the committee president did make military aid to Ukraine contingent on Ukraine investigating troops political opponents So how has the White House adapted its message in light of all that largely the White House hasn't changed its message though there was that one disastrous press briefing last week where Acting White House chief of staff Mick Mulvaney completely undermined the White House message on a quid pro quo I have news for everybody get over it there's going to be political influence in foreign policy any ended up having to walk that back completely and since then the White House and their allies have fully retreated back to the old refrains of perfect phone call and no quid pro quo and they're much more focused on process right mean Republicans have been arguing that the Democrats have been doing this all behind closed doors nothing's been in public view yes that is the new argument that Democrats are holding these closed door depositions leaking out only information that would hurt President Trump nothing that would help him trying to bring down his poll numbers and President Trump has complained that Republicans simply aren't doing enough to defend him Republicans have to get tougher and fight we have some very great fighters but they have to get tougher and fight because the Democrats are trying to hurt the Republican Party for the election but meanwhile one of Trump's allies Lindsey Graham from South Carolina says the White House needs to get more serious about these impeachment inquiry proceedings I think they're working on getting a messaging team together you know I was involved in Pietschmann of President Clinton. I know this sounds weird but Clinton look what he did what he did is he had a war room he had people that were focused on fighting the impeachment so that President Clinton could focus on being president and that's what Lindsey Graham argues President Trump needs to do but here's the thing. News this is All Things Considered I'm Audie Cornish and I'm else itching almost one year ago on October 27th Berry worker was hiding in a storage room at the Tree of Life Synagogue as he listened to gunfire on the other side of the door he said he was on the phone with 911 operators but was unable to breathe much less speak to them when it was all over 11 congregants were dead police say the shooter was a man who had expressed views before entering the synagogue Barry Weber joins us now to reflect on that day last year thank you very much for taking the time to talk to us it is my obligation not so much my pleasure but my obligation to. The anniversary of the shooting is this upcoming Sunday and I was hoping can you talk a little bit about what it's been like to try to move through this past year. I can say that it has been bittersweet. The bitterness in not seeing the members of our congregation that we always saw on a weekly basis but specially this holy season and I happen to be a member of the choir at our synagogue and not only that to be in a different building with different surroundings but to look across the altar where the rabbi stands and not see 2 of the 3 faces that I would normally see there was very very on holiday. To me it was a very emotional time for me it's going to be hard to go through the coming years without them. I I understand that earlier this me you decided that it was time to walk over and enter the Tree of Life Synagogue again what made you want to go back and be up close to that place well I had been given a kind of a gentle push by a gentleman named Daniel Agger who had been injured in the original shooting and he had been asked a similar question as to how he can go on how he can go forward and if he could ever go back into the building and his answer was I can't allow the shooter to control my life going forward. That struck a note with me so with my psychologist and with my faithful wife and with the security person who happens to be a vice president of Tree of Life building I walked into the building and what was that like for you to walk in for the 1st time since last October I paused going down the steps because that's where I was brought face to face with the reality of the shooting to begin with. One of the young men who were skilled actually his body was on the steps. And I was taken by the arm by the security guard he said you can take the elevator down I said no if I don't go down the steps I'll never get I'm never accomplish what I want to do right. So I went down the steps I walked into our room. It was quite a bit of disarray chairs and tables and things knocked around still left that way and it was it was eerie I would admit that and I had a picture of. Richard Godfried in my hand that I had taken at happier times when we were entering the building this is a friend of yours he was a friend of everybody's But I had a picture in a piece of plastic and I put it on the pulpit where the rabbi normally stands where he used to stand us as well to support the rabbi I said a brief prayer looked around the room and then walked into the store room where I had been on that fateful day. And it was very very unreal to be in that room whatever is light now and yet you were still standing there and I'm curious. Did you accomplish what you wanted to accomplish that assurance to yourself that the shooter no longer controlled you e.-s. Definitely I can go into that building any time I want I don't know about going into that building for sale as a house of worship but I do know that as far as he is concerned the shooter has no more control over me. You lost him dear friends that day I was wondering if you could take a moment and tell me a little bit about them who were they. Oh it would take me days to tell you about them. Troops in Syria are coming home because ISIS has been completely defeated and he's saying some troops may stay in Syria to watch over oil fields to make sure ISIS doesn't we take them for a closer look we have n.p.r. National security correspondent Greg Myre in the studio welcome back Hey Audie I want to think back to the president's speech on Wednesday where he said quote Now we're leaving troops are getting out he also said some forces will stay to essentially watch over oil fields can you help us understand what's going on are these contradictory statements Well yes you really can't seem to have this this both ways and he got a lot of criticism mostly for the talk about oh a withdraw all came from Republicans the national security community x. Generals so this would seem talking about the oil fields might be a reason to allow just a sort of toehold in Syria and remember there's only about a 1000 u.s. Forces there so if they have to stay and guard the oil fields the numbers might not change all that much but the mission would be very very different and no decision has been made yet we heard the defense secretary Mark s. Burroughs speaking at NATO today talking about the possibility of repositioning forces and in the possibility of sending mechanized forces which is military speak for tanks remind us how ISIS was able to exploit the oil fields a few years ago right so Syria was a very modest oil producer before the war broke out there it produced enough for itself an export of just a little and then ISIS moved in around 5 years ago and they took control of these oil fields in the eastern part of Syria and they were able to get about 10 percent or so of what was being produced before the war but that they were they were able to make a lot of money on this I spoke with Daniel Yergin and h. H. S. Market in his fall. Of the global oil industry for decades here how here's how he describes the ISIS operation they recruited people or made people work they even had h.r. Departments of their own kind and so they kept the oil producing they had these kind of what are called small teapot refineries to refine the oil into motor fuel and then they smuggled oil into Turkey and out of all of that they were making a lot of money so maybe a $1000000.00 a day or even more but they were eventually bombed out and driven out by the us and they're really in no position to recapture territory let alone restart oil production if you're saying it's unrealistic for ISIS to retake the oil fields are there other possible reasons the u.s. Military might stay so we don't know the ISIS is the only stated reason but there's a lot of speculation it may be a way to just keep an eye on Russia in Syria in prevent President Bashar Assad the Syrian president from rebuilding his country or are regaining control of these areas but remember this is Syrian oil not something that the u.s. Can claim as its own and I also spoke with Joshua Landis who's at the University of Oklahoma and keeps close tabs on Syria the main reason for America to retain that oil is to deny it to a side this is not about ISIS this is about greater policy in Syria to hurt the outside regime and to gain and retain leverage on the part of America so he sees it as a possible bargaining chip somewhere down the line in negotiations on Syria wanted to ask how does this not play into like a kind of long running criticism of u.s. Policy in the Middle East that it's all about controlling oil right so we've we've heard that for decades but it's a much different world today the United States is the world's largest oil producer even more than Saudi Arabia it is not dependent as it was so it's a lot of people are scratching their head about the policy but hard to make the case that this is a. Elijah Cummings planned every detail of his funeral including what Grammy Award winning singer b.b. Winand would sing. Crime.
