All things considered I'm also Chang And I'm Audie Cornish this week brought a set of extraordinary developments here in Washington fallout from the president's change in policy with Syria his negotiations with Turkey and his administration's muddled effort to combat the impeachment inquiry unfolding on Capitol Hill now we're going to hear from a Republican congressman for his take on the week ends Frances Rooney he represents a section of southwest Florida he's a member of the House Foreign Affairs Committee which is one of the panels conducting the impeachment inquiry Welcome to the program thank you for having me on I want to start with the comments yesterday from White House acting chief of staff Mick Mulvaney you have said you were shocked by them which aspect and why well you know we heard this stuff about the money being withheld and then we heard about this is the aid to Ukraine that was right held back in the question is was it held back in order for the president to leverage an advantage to get invests in investigation right then separately from the money we heard about all these behavioral issues involving Juliani other kinds of people so I was willing to give the president the benefit of the doubt and say Well Ok maybe they were not related but then comes on Mick Mulvaney on the t.v. Yesterday and says they were so it's like he proved up the the case that they've been trying to make Now he tried to walk back these comments it sounds like you weren't convinced Well how do you walk back I mean it's not like you were misinterpreted it did the words seem to me very clear and I was surprised that he did that but I you know I don't know how you walk that back I mean. One thing people are wondering today is moving his leadership style as acting chief of staff a contributing factor to how the situation is playing out is he becoming a problem I really couldn't comment on anything personal about that I have great respect for Mick Mulvaney he was instrumental in helping us get the funding for the Everglades and repair of the Herbert Hoover Dike in Florida I think he said and also as you were shocked by his comments right but I'm not as upset as you said Shock So that is creating a scenario that seems like a problem for the White House and do you think that means he should stick around or I think a lot of people were shocked to hear him say that get over it and that we're going to use foreign policy for political purposes that that really is not what we're supposed to be doing it sounds like you believe him does that mean you don't believe the president on this point. Yeah you seek I don't know I mean I move thinks like like I say like a bolt out of the sky contradicting his own president contradicting everything that had come before I want to wait and see what everybody else says but it's hard to comprehend the magnitude of those comments given what had gone before. On that issue you are a former diplomat you served as ambassador to the Vatican from 2005 to 20081 of the things that's come up in this discussion about Ukraine is the idea of a shadow foreign policy specifically bringing in the president's personal attorney to help conduct business in his interest in Ukraine is that something that's given you pause do you see it that way it's giving me great pause I don't think it's a good idea I think we have a great number of professional dedicated public servants both that Foggy Bottom and around the world and out at Langley in d.-i at Bolling Air Force Base and all around the world that are dedicated to professional diplomacy to advance u.s. Interests and I don't think we need amateur diplomacy competing with them or even worse undermining them as we mentioned a you are in one of the panels that's conducting the impeachment increase So you're hearing a lot of information you're hearing a lot of testimony are you hearing things that are in the direction of impeachable offenses Well I don't know I mean this impeachment is kind of whatever you decide to make of it right I mean I read some things today that impeachment whatever the House of Representatives says it is I thought it was high crimes and misdemeanors and that seems more of a legal thing but well the literal thing is it's your decision right I mean as part of Congress you guys will be deciding what is a high crime in misdemeanor are you hearing things that rise to do real detriment to the office of the presidency Olympe of this where I want to get all the facts and reserve judgment just a bit but I know that during Watergate everybody rushed to judgment and said always switch it's anti-Republican and trying Nixon deal and what it we find out and so I just I just want to get all the facts and but I will say this the issue of using the power and prestige of our country to. Pressure on a foreign government to deal with political activities not American security interest activities is bothersome to me and it's a big deal Congressman Francis Rooney Republican of Florida thank you for your time thanks for having me on and our congressional correspondents who Davis is back she's been listening to this conversation what do you make of what Congressman Rooney had to say well when you think about how reluctant congressional Republicans are and have been to criticize the president when one of them steps out to do that it generally means that they are so personally offended or troubled by the president's actions that that political considerations be put to the side really someone who I think is expressing what a lot of Republicans think inside but don't are willing to publicly say that there's a lot of reservations about how the president has conducted himself in this manner the one bit of caution I would say with him is he is a Republican that has been willing to break with the party and not step of the party line he's someone who's been very out there on things like climate change and saying the party needs to embrace the issue of climate change and do more so he's comfortable in this role but it is also going to raise a question of if he's stepping out or they're going to be more like him right although his district was went majority for Trump so it's no easy answer there should we expect more Republicans to break the president and speak out now I think he does speak to another reality is that the White House chief of staff Mick Mulvaney did some damage to the president this week those comments are going to linger and they created real shock waves on Capitol Hill where Republicans who have very worked very diligently to get behind the White House messaging line for the past 3 weeks no quid pro quo there was no collusion that was all blown up in one fell swoop by with Mick Mulvaney comments and you seek Republicans scrambling to constantly find the defenses of the president obviously for him he couldn't find anything to defend in moment he said and spoke the truth that I think a lot of people say is how do you walk that back right move he did put out a statement clarifying what he said and. Saying what he said he didn't say but I don't know if that was good enough and it certainly wasn't good enough for Democrats who suggest it could be for you know pushing them further down the side of impeachment and it will raise the question if more and more Republicans are at least open to the idea of the investigation if not impeachment self That's N.P.R.'s who Davis thanks so much You're welcome. A 5 day ceasefire along Turkey's border with Syria is now in effect but there are reports that it has broken down in a strategic town near the border and it's not at all clear that Kurds in Syria have signed on to the u.s. Brokered agreement for more on that N.P.R.'s Dina raff joins us now from the Kurdish Iraqi city of dough hook across the Syrian border Hi Jane hi there so what signs are you seeing that this temporary ceasefire is not holding up in some areas well it centers around the border around the Turkish border near a strategic town as you mentioned it's called Russell and it's part of a 20 mile wide zone in Syria that Turkey is trying to carve out we spoke with so as to Raco from the Kurdish Red Crescent That's the equivalent of the Red Cross in northeast Syria she told us about information she's receiving on the ground about a hospital being bombed in one of those border cities is a city still being bombed that despite an agreement made yesterday. A team of doctors goes this morning to get civil Yes although that's deep but I'm indigent late same and this sim make as of a cause that is a key towns along and it saves money I was there so it's clear there's been quite a heavy toll on civilians in this conflict so far and it hasn't lasted very long possibly up to 200 civilians who have been killed medical facilities targeted and 200000 people displaced. And while all of that is going on President Trump has been calling this ceasefire a huge success a lot of us are still remain though right can you talk about what is still unresolved despite the fact that this deal was reached yesterday absolutely there is so much on resolved it's really vague agreement to that the Kurds say they haven't signed on to even though they greet to a cease fire the Turkish forces expect them to withdraw from this border area they say they didn't agree to that and that goes wider concerns what happens with ISIS they've been fighting ISIS for years and I says is threatening to regroup in a lot of these areas it seems to empower both Russia and Iran who are strong Syrian allies Turkey calls as a buffer zone but many see it as an occupation and one European leader calls it madness and at the same time there have been huge fears of a huge influx of refugees trying to cross into Iraq are you seeing that happening right now more and more today there were more than 700 refugees who crossed into account in the Kurdish region here in Iraq and in the past week in total more than 2000 crossed the border fleeing the fighting and that's just in 6 days yeah we spoke with Tom pear cost from the Norwegian Refugee Council and he says even the ceasefire isn't expected to stop people from leaving areas under Turkish control we can expect more displacement in fact Syria or 2 wars in Iraq Judy that fight that could be very. Hostile army towards people so we don't expect it's courage you need areas to get it it's not so easy to cross over the well Iraqi Kurds are welcoming almost everyone on the Kurdish Syrian side fighters are thought to be trying to prevent people from leaving and many of those arriving in the last couple of days paid smugglers to bring them across some of the refugees we've spoken to be trying to get to Europe they say which is perhaps another unintended consequence of this Turkish incursion and u.s. Withdrawal so this ceasefire or pies is a better way to put it it's only supposed to last 5 days what happens when time is up well that is the big question now because the Kurds have not agreed they say to withdraw from that buffer zone which is the whole point of this then after that cease fire is over it's very likely that there actually will be fighting again that's N.P.R.'s Gina raff in Doha thank you very much thank you. Prime minister Boris Johnson this week proposes a solution to the border problem but many people in Northern Ireland aren't satisfied Parliament votes on the deal tomorrow here to explain is Ben Lowery deputy editor for the Belfast newsletter it lean genius which means it favors a Northern Ireland political united with the rest of the u.k. He joins us via Skype Welcome to the program and of thank you let's begin by explaining the deal that Boris Johnson and the e.u. Have negotiated and what does this mean for Northern Ireland essentially it means that Northern Ireland will stay in the United Kingdom's customs territory but there will be lots of checks for goods for standards of goods and customs in the Irish Sea between Northern Ireland and the rest of the u.k. And they'll be no checks on the Irish land border on the island of Ireland can we talk about why this border is so contentious to the point where it is affected the entire BRICs a deal centrally nationalists most of the Catholic background in Northern Ireland think there must not be obstructions on the Irish land border between Northern Ireland part of the u.k. And the Republic of Ireland an independent nation state and unionists feel that there must not be checks between Northern Ireland part of the u.k. And the rest of the u.k. The Unionist argument is no country on Earth which has significant checks on internal movement for the Unionist it's the same as being in Alaska it would be unthinkable for there to be a passport checks or for any checks on goods between Alaska. And the 48 states help us understand the sentiment going into this process was there support for Bracks it among the Northern Irish No that was a vote against regs that in Northern Ireland and again that you come to a fundamental division of art like the Unionist argument is that Northern Ireland is part of the u.k. It's a u.k. Wide vote the Irish National stardom and is that if Northern Ireland voted that way on such a major issue it cannot be wrenched arch of the European Union and thereby divorced even more from the Irish Republic which stays in the European Union now here we are on the eve of yet another vote I understand that the Democratic Unionist Party only has 10 votes in a 650 seat parliament so do they even have the power to stop this no they don't and so what you've seen is a big geo political shift to Northern Ireland has held up this process for 3 years a tiny fraction of Europe less than one percent of population and Europe isn't going to a lot to hold it up anymore and neither is London you use the term dragging What's the mood about the whole Bracks it process in Northern Ireland I think the mood is the result we've been bewilderment because of that complicated nature of it in addition to that there's great resentment and anger in Northern Ireland you have the same divisions over brags that but over the laying preexisting divisions that are centuries old I was beginning to think 10 years ago that the Northern Ireland situation had been largely solved increasingly prosperous society people not so hung up on identity and suddenly these divisions have erupted not in violence there's a small amount of violence still but politically and there's there's all this bitterness at the moment Ben Lowry deputy editor for the Belfast newsletter thank you for explaining it thank you for having me. Addiction Recovery Center where we talked on a porch overlooking the campus it's a residential facility in Summit County Ohio one of the 2 plaintiffs in the upcoming trial Stimac is now part of a post treatment volunteer program that he says has given meaning to his life many people have gone down the same road beginning with prescription pills before moving to street drugs such as heroin or fentanyl that's why counties say drug companies are responsible for lighting the fuse of an addiction crisis that exploded and strained local services an average episode here is going to cost between $15.00 and $20000.00 Jonathan Wiley is the executive director of ib h. Treatment centers like this one often Bill Medicaid for those costs he says and also receive funding from county addiction and mental health. Words Wiley says no amount of money can truly match the damage that people have suffered here there's no numbering come up with that that's going to meet the the societal cost of what they'll be an epidemic has meant to the state there's the cost to medical examiners for toxicology reports after overdose deaths to the foster system to care for children who have lost parents to local jails and courts that handle drug cases an expert witness for the plaintiffs says damages in these 2 Ohio counties could run higher than $200000000.00 the counties have accused drug companies of marketing pain killers aggressively while under playing the risk of addiction and of failing to control suspicious orders of pills this case the facts of the case are just incredibly strong they're devastating Andrew policy is a law professor at Case Western Reserve University they demonstrate really a profit driven desire to exploit the fact that opioids are inherently physically addictive companies didn't make representatives available for interviews but in court filings they've said counties can't pin the crisis on the industry they say they plan to argue that they complied with a changing set of federal rules and that they can't be blamed for the damage of illegal drugs at the clock is faculty director of the Solomon Center for Health Law and Policy at Yale Law School I would predict that we're going to see a lot of attention to this question of cause a 2nd term we really say that all of the different defendants cause the harm that they're being sued for causing she says defendants may point out there are many decision makers in the drug supply chain including the f.d.a. Doctors and patients and what the defendants have been saying all along is that it's impossible to trace anyone of their actions to anyone overdose or anyone to addiction problem manufacturers have largely settled with the 2 Ohio counties allowing them to avoid trial and settlement negotiations have gone. On a Friday October 18th I'm Larry Perella Here's what's happening at 632 jurors today have recommended a death sentence for the so-called Hollywood Ripper who stabbed 2 women to death in Southern California and attacked a 3rd Michael Gargiulo was convicted in August of 2 counts of 1st degree murder in 2003 and 05 jurors also found him guilty of the attempted murder of another woman in 2008 she survived being stabbed 8 times in her Santa Monica apartment a new study from the University of California has found that unpredictable work hours have detrimental effect on employees and their families and black and Latino women are most affected here's Casey Kasem The findings come from a continuing survey of about $30000.00 workers researchers compared workers who earned the same wages at the same employers but had different degrees of predictability and their schedules researchers found that black and Latino women had the worst schedules and white men had the best kids with parents who had precarious schedules displayed more bad behavior anxiety researchers say schedule instability wasn't tied to education or age but because managers gave worse shifts to employees who weren't white does Casey are guilty cerise Council reporting a man was struck and killed by an Amtrak train this morning as it was leaving the Norwalk centerpiece Spring station the train was heading towards l.a. And I find when I told people the title my book they often just started laughing it was a perfect word Yeah let's talk about your aspiring actress. You describe in the book that as far as being classically trained in acting or learning comedy you said even though it's what you wanted to do any sort of class made you feel stupid yeah not good enough to be there what do you mean by that yeah I just I Ever since I was very little I I always struggled in school I was terrible at taking tests I it was very hard for me to focus and so I found when I would take classes like at the Groundlings or 2nd city or anything like that there was a lot of judgment and teachers that this is not how you do it this is how you do it and and most kids would go Oh Ok and tweak it and I just would run out of the room crying and say no I'm going to do it my own way so I taught myself yeah. You know along the way you simply left town we talked about the sort of getting off this bus kind of mentality simply left town to chase your dream and when you left it appeared each time that your parents were kind of like Ok how good how fun we know you'll make it but did you feel like you needed more from them. You know. Yes I would say Now I look back and go perhaps I could've benefited from a little little more discipline and structure but I also absolutely love them for it because I have so many friends who are discouraged from their parents saying you know look these are the odds you're probably not going to make it you need a but you need a plan b. You need a backup plan and guess what all of those people are doing their backup plans they're at their $9.00 to $5.00 whereas for me when I told them at 11 that I was going to be an actress they were like you can do it it was incredible and I never had a plan b. And I think that's why I'm successful now at what I did because I was there is nothing that was going to stop me but not having a plan b. And then really turned into a lot of sort of ups and downs a lot of downs for you along the way didn't share absolutely but you know you you know I walked through those and I learned and I grew from those experiences whether I had really strict parents or not I'm still an alcoholic and I think you know my drug and alcohol addiction got in the way of my dreams right I mean some of those downs you had with some pretty wild swings I mean sleeping at friends' apartments abusive relationships of boyfriends you know those kinds of things and you also say in the book that it was hard to figure out that you had a problem how did you figure it out yeah I think when I ended up driving to Mexico with some random Irish guy I met at a bar once that was a sign that was a sign that perhaps the My life is a little unmanageable I'm being dangerously impulsive when I got back to Los Angeles my then boyfriend didn't appreciate me leaving and going to Mexico with another man so he kicked me out rightfully so I flew back to Chicago where I'm from and I had lunch with my aunt who is probably the only sober one of my family there's a lot of drug addicts alcoholics in my family and she sat me down she looked to me she said You look like your hair looks like a rat's nest you need help. Just oh yeah she was a character and so I really though to. That in and I thought wow I do need help I'm living on the edge and if I keep going to die and so I flew back to Los Angeles and I started my journey to sobriety. So you continue to go out on these auditions and a lot of them and you continue these about sort of up and down Kevin Hart comes into your life how did that sort of play a role in this path Oh my gosh literally so for years and years out I was auditioning and I was making a living by the time I was 2223 I was making up an awful as an actor to eat and pay rent but I was just constantly auditioning I had no creative control it's like very powerless position to be in. So I started posting videos online started seeing that that's where people were they were on their phones or not watching t.v. The average t.v. Viewers 50 plus I decided to be very extreme and post a video a day for a year. Probably 8 months into that had some viral videos started getting more known and Kevin Hart's someone at his production company d.m. To me and said Kevin Hart's a big fan and wanted to come in and create content for him and his new app laugh out loud what was that like for you when you heard that oh my god it was like Kevin Hart knows who I al many things I thought like I was losing at. Who's Helen. Man Helen is probably my most famous character you know one day I was on Snap Chat Have you ever been on snap chat I have to like it I do you know if you played with the filters a little bit Ok so there's the facial recognition felt right and there was one with the square face and makes your neck of normally large and your your face very square and I just thought it was very funny and I was and I was looking at myself in it night my husband was behind me and I thought oh I'm just going to press record and start saying disgusting pick up lines to him with the square face and I think I said Hey Steve and he said well and he looked serious that the sudden pile shot her she got pretty sweet. Ok so that's why I said something like that one of those and he just looked at me because you really sick know he's British. That's really sick and so the more annoyed he would get the more I would do it and it was really making me laugh and I thought I'll just post it why not it might you know have a few chuckles here and there why not posted it long story long it went viral more more more we need more so I kept doing it kept her poor Steve and just caps actually harassing my husband and that is really the character that took me over a 1000000 followers at this point I have nearly 10000000 but she really blew me up to the point where there's like this guy in London who has a tattoo of the squareface character how I swear to God and that's what I was like . But as soon as somebody puts a tattoo on them of your character right that's it you've That's there's no other way to go Oh totally write your story is an incredible story what would you tell people listening to this who have the same dream yeah I mean I always say you know it is the best time to be a content creator it's the best time to be an artist it truly is we have global distribution at our fingertips we don't have the gate keepers anymore you know you have the freedom to post as much as you want and people can follow you and if they do you know you can make a living doing what you love Laura Cleary is the author of it if you catch your on You Tube and Facebook and all the other social media out there were clearly again thanks so much thank you so much for having me.
