News I'm Ari Shapiro and I'm Mary Louise Kelly We begin this hour in Southern California where the U.S. Coast Guard has suspended its search for survivors in the deadly boat fire early yesterday off Santa Cruz Island so far 20 bodies have been recovered from and around the burned wreckage of the boat which is now sitting on the sea floor about 60 feet underwater authorities say they believe the remaining passengers most of whom were scuba divers are dead federal and state investigators are now on the scene dive teams are there for more we're going to bring in N.P.R.'s Kirk Siegler who joins us from the harbor in Santa Barbara that is where the conception diving boat set off from Hey there Kirk Hello Mary Lou is have we learned yet what caused this fire we have not in fact details have been pretty slim so far partly because they've just been focused on getting bodies recovered I hate to be grim but that's just the sad reality here and also logistics you have to consider. This is in a pretty remote place about 20 miles from the harbor here where I'm standing as the crow flies the boat as you said is fully submerged and the federal investigative teams and diving teams are hoping to get in side the wreckage today to began their piece by piece investigation a source of mine who pilots charter boats similar to this in Southern California you know that says that the company itself had a very reputable longstanding reputation the Coast Guard back that up saying it's passed its federal inspection and safety regulations but that source said you know they'll be looking at to make sure that the safety protocol was all followed and in order to pass these inspections they would have had to. Demonstrated that the exits were there fire extinguishers and whatnot so we just don't have a whole lot of information at this time what more do we know about the victims of this disaster the people who are on board well exactly Mary Louise I'm standing actually at a makeshift vigil that's popped up and you can see people from the community coming by and putting flowers. Here right now in fact a little earlier we spoke with a woman who said her sister was one of the crew on board and had died or she at least assumed she was dead at this point as you can imagine she was distraught and crying and didn't want to talk very long but she said Jim she told us that her sister died doing what she loved we do know as well that many of the passengers on this were part of a 3 day charter trip who had come from Santa Cruz up north the Northern California in that area and were experienced scuba divers there was a 17 year old girl on board and some parties that happened and and as well as some people in their sixty's so just a sad situation and some of the information about the victims is still coming out right now as next of kin are still being notified shore we also know that that some people did survive 5 crew members including the captain will investigators be looking at that and how passengers were not able to make it off they will and in fact that's part of the investigation that the N.T.S.B. And federal regulators and state authorities are looking at they're just beginning to interview the surviving crew members today we're told and that's certainly a question they're going to be asking you know was the crew adequately trained were there safety drills and did the passengers you know get adequate safety information and know where all the exits were and and all of that does this is a long standing reputable company as we said we just don't know at this point a lot of questions still to be answered in that investigation a lot of family members to know it's N.P.R.'s Kirk Siegler reporting from the harbor at Santa Barbara Thank you Kirk you're welcome now let's hear more about the boat itself it was one of 3 run by truth aquatics a well established diving company in California Fernando Assan though has been diving off the 3 boats for decades and he can talk us through what it's like to be on board welcome to ALL THINGS CONSIDERED thank you when were you last on board the conception I want to say about 3 months ago and walk us through the layout when you walk on board what do you see. It's a beautiful boat you bring your dive equipment onboard storage and sign the forms that you have to fill out meet the crew and meet those that are going to be diving with you for the number of days that you're going to go out give us just the layout of the boat if I walk through it take us on a little sort of virtual tour if you would chair I was she aboard the boat on the main deck then you walk inside and that's the eating area with the kitchen at the bio of that area which is enclosed stairs that go down to the bulky area you come back up the stairs up into the cafeteria area and then you go outside the boat and then you pluck up the ladder up onto the thing they call it a quarter deck that has a benches on it with foam mattresses so you can sit up there or lay down really ignorant whatever you want to do and adjacent to that is that the Captain's Quarters and I see the captain's control room the back of the boat is the swim step pretty typical where divers come up it's a little bit lower and so you have the deck hands helping divers board the boat. And said I And is there a sort of emergency orientation when people board typically do they point out where the lifeboats are where the life vests are and so on absolutely and they make sure that everybody is there for the orientation so you can't be out on the back deck working on your dime. They gather you into the cafeteria or the eating area and then they review the exits and the safety standards the lifeboats and what happens except etc As somebody who spent a lot of time on these very boats and ones like them what went through your head when you heard about this. Just continue to reflect since you when you spend as a diver so many hours so many years diving off of it certainly my heart goes out condolences to the family but also to the divers that perished leaves you just said I take it back because you've been in that situation right have been I think many divers who will reflect on the boat and the good times they've had on the boat and die you know self so it is a bit of a reflective moment did you know anyone who was involved in in this incident. The Captain Jerry many times that I was on the boat I got that talk to him and chat with him except around and the captain Gerry Boyle and survived this incident what can you tell us about him his primary responsibility and he took it very seriously is it what I've seen is I was see the condition of the boat make sure it's safe for everyone but also the orientation he is always monitoring the sea conditions because he's the one that decides the dive spots and if he feels that DI spot is too rough or not appropriate at that point in time he'll go somewhere else it and all the captains all the captains and all 3 boats have done that so it's always to have you have the most pleasurable time diving but also with an eye of safety and the dive site. Are you going to think twice before getting on a dive boat again on Hung not at all have been diving for 30 years plus. I will continue to be that that quite as often as I usually do but certainly I will continue diving. The Cherokee Nation has named a delegate to the U.S. House of Representatives for the 1st time ever even though the position has been on the books for nearly 200 years the tribes chief has chosen former Obama appointee Kimberly teehee to fill the post if seated she would have a voice though no vote in Washington Gramley Brewer has more from Norman Oklahoma the Treaty of new it showed it was signed an 8351 provision grants the Cherokee Nation the right to a representative in the U.S. House the treaty is also the document that led to the Trail of Tears and that's something that has been top of mind for Kimberly teehee the woman named to the position she points out the tree gave up the Cherokees homelands and cost the tribe thousands of lives literally blood sweat and tears which can ignore that history and what it meant for us to have a provision like that put in place given the devastation that occurred T. He grew up in Oklahoma and cut her teeth in politics in the 1980 S. Interning for Wilma Mankiller the 1st woman to become chief of the Cherokee Nation Mankiller led the tribe at a time when it was reasserting its sovereignty on both a state and national level T. He says Watching Mankiller become one of the most effective Cherokee chiefs in modern history was inspiring she let me go to meetings with her I got to travel with her she would see me to archives researching things that she knew existed and she was so hands on with me Mankiller advice he that when she returned to college she should consider getting a law degree because there's a lot of Indian issues being litigated in the federal courts and those decisions are having an impact on tribes and it's going to become more complicated to lead to he would go on to get that law degree and later she worked for the Democratic National Committee as a Hill staffer and then an Obama appointee has been an outsized figure on Capitol Hill for decades when it comes to Indian country policy she worked on the Violence Against Women Act and on the creation of Congress's 1st Native American Caucus Lindsey Roberts and teaches federal Indian law at the University of Oklahoma College of Law He says he will have the opportunity to not just advocate for the Cherokee Nation but for all tribes you have somebody in the halls of Congress. All the time with access and rights of participation in debate who is raising Native American issues constantly the appointment still needs congressional approval and Robertson says it will likely take time for Congress to figure out exactly how to see but the treaty language is very clear here he is reading it they shall be entitled to a delegate in the House of Representatives of the United States whenever Congress shall make provision for the same one thing that could help to his chances of being seated as her reputation for bipartisan work she has close relationships with Oklahoma Republicans Mark Wayne Mullen also a member of the Cherokee Nation and Tom Cole a member of the Chickasaw Nation newly elected chief of the Cherokee Nation Chuck Hoskin Jr He's appointment one of his administration's 1st priorities you know Indian leaders one thing that I've learned is you never know what the next big issue might be and so we need somebody that is that is nimble that is studied up on the issues and that is also a quick study when these things come up for her part he says she understands her employment will help bring visibility to a nearly invisible part of American society and that could have lasting impact on areas like Indian Health Services funding education expansion on tribal lands and treaty rights like the one that led to her appointment education piece of it also means what a treaty rights actually mean why are these old documents still living today in this case the Treaty of new a Chota a document that led to the horrors of genocide nearly 200 years ago and that today could lead to a new chapter in relations between the U.S. And the Cherokee Nation For N.P.R. Politics podcast sent us this report Labor Day in Iowa it means picnics with labor unions today for most of her day off may remember as well we have this day and it was at one of those picnics in Cedar Rapids where we 1st kind of put Joe Biden as soon as he arrived before he could even make his way to the hot dogs at the antique car show he was bombarded by voters wanting to shake his hand one man advised him not to let Trump call him sleepy. In our approach even though the gun issue is so intractable Biden says he's impressed with the political activism he sees from the survivors of mass shootings in Washington he's met with kids from Parkland and parents from Sandy Hook and they all came down I realized what courage it took for them to show up just after having dealt with burying their children Biden says it reminded him of a time of grief in his own life and how I didn't have the courage after my wife and daughter were killed and my 2 boys were badly injured when a tractor trailer broadsided not talk about highway safety I was on a committee that had to do it Highway Safety the size of trucks and so on and so forth and I didn't have the courage Biden was responding to a question we had asked about whether there was a time when he realized he had been wrong about something and I realized that. I made a mistake I wish I had the courage I wish I had stepped up at a time when maybe I could have. Done something during crease the. Safety on the highway because I remember to me how just how much courage it takes because every time something terrible has happened you every time you talk about it you relive it as if it happened yesterday and these parents are there just incredible as Biden talked about his own family's tragedies we wondered about his faith the former vice president is a practicing Catholic he has said he relied on his faith when his wife and daughter were killed shortly after he was elected to the Senate and then more recently when his son Beau died of brain cancer in 2015 has your faith ever been tested by your family stretched his yes I have to admit to it right after it happened when I got the phone call Washington. And the poor person in line had to tell me that my wife and daughter were dead. And I remember walking out of a sit in and Ted Kennedy's office in the Capitol interviewing people he was whip of the Senate and I had to walk out and I walked through the rotunda and I remember looking up from Tunis and got Wow You know I got really angry I shouted out into the longest time I had difficulty you know I've difficulty believing. I wrongly in my view everybody's different wrongly thought that. I'm I didn't know how why me why we do this to me how can to be a god let this happen years later he said he must have been questioning this one day wondering why a god would allow him to suffer so much my dad one up 2 up I think it was a Hallmark card store and walk to civil friends they have. News in Washington I'm Janine Herbst the Federal Emergency Management Agency says hurricane Dorian now moving up the coast of Florida is expected to bring strong winds heavy rains and life threatening storm surges millions of people from Florida up through the Carolinas are under mandatory evacuation orders the storm isn't expected to make landfall in the U.S. But it is hugging the coast earlier Dorian stalled over the northern Bahamas destroying houses and buildings and causing devastating flooding at least 7 deaths are blamed on the storm meanwhile N.P.R.'s Rebecca Herschel reports climate change is making such slow moving storms more likely slow moving storms are extra destructive Dorrian parked over the Bahamas dumping rain pushing ocean water into homes and ripping apart buildings with intense wind and there's a growing body of research showing that slow moving storms are getting more common as the earth warms James Coston is a climate scientist with the National Oceanic and Atmospheric Administration he says hurricanes move on currents of air and those currents are slowing down there a bit like a leaf in the stream so if you slow down the stream then you know slow down believe climate models have long predicted that when circulation would slow down as the earth heated up now it's happening studies have found that hurricanes around North America have slowed down about 17 percent compared to the early 20th century Rebecca Hirsch or N.P.R. Away N.P.'s for Wes the chemicals are used in things like grease and nonstick coatings for Cook pans the state says long term exposure can cause thyroid and liver problems cancer and birth defects tests have shown that the amount of the chemicals in Pico Rivera water is typically higher than is allowed under the new standards if that keeps up the Pico Rivera water district will have to notify residents that it's out of compliance according to the Southern California news group Pico Rivera officials are looking at installing filtration systems at City wells but that may not be feasible at every site in the meantime the head of the local water agency calls the situation quote a nightmare being created by the state it months into his term as California governor and it's still not clear whether Governor Newsome plans to hire a cabinet level homelessness secretary something he promised to do during his campaign here's what Newsom promised in a campaign video we must address homelessness I'll create an interagency Council to and chronic homelessness led by Cabinet. Extraordinary both for Britain's parliament and for Praxair a rebel alliance of lawmakers grab control of the legislative agenda from Prime Minister Boris Johnson they plan to vote tomorrow to block Johnson from crashing the United Kingdom out of the European Union with no deal at the end of October after losing tonight's vote the prime minister threatened to call for a general election the people of this country will have to choose me to speak I believe the opposition has been begging for an election could 2 years yet to pull the odd sorry Holy Tradition I don't want to mention that even in these days to more and to stop negotiations and to compel I'm not the point is delayed to bridge seats potentially do you think that would be the only way to resolve this Johnson hopes that voters would help break the deadlock that has paralyzed British politics for the last 3 years and P.R.'s Frank Langfitt in London has been covering this for the last 3 years and is with us once again Frank let's start with these parliamentary moves tonight what happened and what does it mean Ari what happened tonight is this was a rebellion against Boris Johnson and in the British system prime minister controls the agenda of Parliament and what happened this evening is the opposition Labor Party and Johnson's members of Johnson's own conservative party turned on him to take control of the agenda Johnson lost this vote by 27 votes it's his 1st vote as a new prime minister he really got whacked frankly and tomorrow what we think's going to happen is they're going to pass a law to force Johnson go back to Brussels to get a new Bracks and withdraw all agreement which seems highly unlikely or force and ask for another extension which is something Boris Johnson says he would never want to do he's. And against it and so that's where we are this evening we're going to see what happens tomorrow is certainly an auspicious way to start his time as prime minister and Johnson was like threatening members of his own party not to oppose him even as they voted against him right he was I mean and that's what I think makes this defeat even more humiliating and embarrassing for him Ari he threatened to kick major political figures out of the party if they voted against him these are household names with careers in the Conservative Party for decades many people saw it as quite ruthless and of course these people defied him and it was really interesting as Johnson rose to speak today in the House of Commons earlier this afternoon one member of his party or he actually got up stood up and quit the party right there and walked over and joined the Liberal Democrats which means Johnson hasn't been in office very long and he's already lost his working majority he has no way of passing bills without opposition support right now while Johnson's opponents refer to him as an on a lecture leader and so the prime minister is threatening OK let's have an election when might that happen and what is his strategy there Yari So Johnson says he wants an election on October 14th that's just 2 weeks before the U.K. Scheduled to leave the E.U. Under what's called a fixed term Parliament Act he deeded 2 thirds vote from parliament to approve the move but he also might be able to put in a bill if he but he have to give specific dates and tricky to know exactly how he's going to do this as a Johnson strategy he needs to get a sizeable majority he just lost his majority did day what he hopes is if he has more members of Parliament he can either ram through a no deal Brax it with a new parliament or get parliament to back some kind of deal with Brussels now in order to get a new election one thing he has to do is actually may have to go to a Labor Party ask for support even though they have been clamoring for this it's not entirely clear that they will give him support because they just don't trust employees as you say Labor has said they want an election just a last 20 seconds or so what are they saying tonight well tonight what your mic or been simply said is let's get this bill through to stop and no deal Brax it and we'll go from there so he was being very cautious tonight and he didn't take Johnson's bait and P.R.'s Frank Langfitt in London thank you once again have you do it Ari. All right how do you reconcile the 2 developments both yesterday both involving the Taliban the 1st word that the Taliban and the U.S. Have reached an agreement in principle that could pave the way for the withdrawal of thousands of U.S. Troops from Afghanistan U.S. Peace envoy Zalmay Khalilzad was on Afghan T.V. Last night doing an interview announcing all this and even as that interview was unfolding came development Number 2 a bomb going off in Kabul that killed at least 16 people and the Taliban claimed responsibility for the attack so just who exactly is the U.S. Negotiating with in these peace talks but help us understand the Taliban in 2019 we turn to Kathy again and she's senior correspondent for The Associated Press she has covered the region for 3 decades Kathy again and welcome thank you so much so let's start right there trying to reconcile a group that says it's inching toward some sort of peace agreement and is also setting off bombs in Kabul on the same day what's going on there a couple of things going on I think for sure that they're very close to an agreement but there was 0 is the issue that there would be increased violence as it got close to the agreement I think it is the Taliban saying we're not coming into this from at this issued a week is and I think that message is as much for their own slip soldiers as it is lawyer or their partners in whatever remit that is it's finally reached partners being the other Afghans members of the government members of civil society and the United States how much of Afghanistan does the Taliban control right now well I mean I think that's a hard one to answer to tell you the truth the government it is sad which was me being around 50 percent the remainder of the country if the Taliban control that No but they control large swaths and they steered me whole its way in a crate deal of the country is the Taliban. Of today the same organization as it was in 2001 when the U.S. 1st went into Afghanistan you know I think it's different it's different in that they understand that they have to accept that girls for example go to school when the work day they do understand that you believe they do understand that and yes they are religious Yes they are conservative but Afghanistan is also a conservative country so little the Taliban are very much representative of the rural Afghanistan and what about what is known about links between the Taliban and al Qaeda or other terrorist organizations which is of course what led the U.S. To invade in 2000 years the Taliban had been had been harboring the leader of al Qaeda sure exactly and those links still exist and that's why the US and negotiation with the Taliban are to guarantee that areas that they hold sway will not be used as an area where where attacks against other countries can be launched is so critical and the details will be very important too to note so let me in by circling back to where we began news of the bombing yesterday in Kabul there was also news over the weekend of that deadly attack in in can do is Afghanistan that the Taliban also claimed credit for what impact do those have on these peace talks do they risk derailing francs my understanding is that they won't reopen the hard tests in traffic and of glaciations go ahead that's the Taliban sitting down with the civil society with representatives of the government and hammering out what will be the future face of Afghanistan it might make those into Afghan goshi Asians even more testy even more difficult. The rest of the songs on this album are inspired by our great grandmother she was traveling from Yemen to Israel as a single mom. And this specific song talks about her. And I Jews back then. And we talk about all the mixed emotions she felt the song is funny and also a little bit tragic one for. The dream and the true voice. She's saying something. Like. The entire album is about your great grandmother's experience coming from Yemen to Israel on 949 What do you want people to know about the story why was it you wanted to explore. She was a feminist you know before she even knew what a feminist is and she was so strong her journey was so courageous and she didn't have any help from anyone but thanks to her we our generation born in Israel and our future in our present are better we have a better life thanks to her. Rachael And did you know her. When you were born No no she she passed away before we even born my understanding is that in Yemen traditionally music is passed down generationally through women right. Yeah the Jewish music in Yemen was divided like the man. Religious songs. And. So they had to invent their own songs. And passed it down from one woman to another from generation to generation. So you're taking what you've inherited from older generations harmonies and melodies and Yemenite traditions and you are yanking them into the 21st century and blowing them up and adding. Production to facts that your great grandmother would never have heard of what appeals to you about doing something wildly new and different with the tradition you've been given for us it's not interesting to put the tradition as it is because we want to bring something new we want to bring ourselves and we also have 3 voices as young women so in the album for instance we sort of blended her voice things that she couldn't say back then with the our voices can you give us an example of something on the album that you think your great grandmother would have said if she could but you are saying it instead in 2019 I can tell you something that she used to say she said. And it means I'm a woman and I'm a man and she meant that she can do any war and she's equal I mean she can do whatever she wants to does that appear on the album so much on the song. Which is the title track. Which means my home is in my head another statement that she used to say very strong and powerful. Album speaks. Experience of a woman Middle Eastern country as a refugee in 1949 when much of that is just. My. Ma yoga. And now there is another. Crisis with women and their families. Whether it's from Syria or Iraq or Afghanistan. Do you think that this music speaks to people who find themselves in a place today so much where your great grandmother found herself in 1949 yeah I guess so I mean we felt that this issue is so relevant.
