That crash sent nearly three dozen school kids to the hospital. Online Court Records show 41yearold monte klink of arlingon faces charges of serious injury by vehicle and second offense owi. The state patrol says on october first klink failed to yield at the intersection of 200th avenue and 195th street near manchester. His suv crashed into a school bus, causing the bus to roll over. 32 kids were on the bus. Mostly elementary and middle school students. All of them and the two drivers received treatment at the manchester hospital. But there were no life threatening injuries. Klink is due in court next wednesday. This cedar rapids man has pleaded guilty to lascivious acts with a child for sexually abusing a 13 yearold girl in 2013. 44 year old Troy Davenport admitted to fondling or touching the girl. The charge carries a sentence of up to 10 years in prison. But a plea agreement says the state will recommend a suspended sentence and probation. Davenport has already been in jail for two years pending trial. The judge has not set a date for sentencing. President obama signed a proclamation making october National Domestic violence awareness month. They spoke about ways they can Work Together and use federal laws to fight Domestic Violence, and kevin techau us attorney too many iowans are the victims of domestic abuse. Waypoints Domestic ViolenceVictim Services program in cedar rapids says they support more than two thousand victims annually. The Linn County Attorneys Office says it prosecutes about 500 Domestic Violence related cases every year. A Police Officer in albuquerque, new mexico, who had ties to eastern iowa has died from a man shooting him during a recent traffic stop. Albuquerque police say doctors removed 47 yearold Daniel Webster from life support, and he died overnight. Webster had served on the citys police force since 2006 after serving in the army for 20 years. His wife is a sheriffs deputy in new mexico. Three of his daughters live in cedar rapids, vinton, and independence. Authorities have charged 34yearold davon lymon for violating federal firearms laws. Police say he shot webster last thursday when the officer tried to handcuff him during a traffic stop. Investigators say lymon has an extensive violent criminal history, including a murder charge in 2001. The Dubuque County auditor says an unusually high number of City Council Races will have no names on the ballot for tuesdays election. She says it has to do with a new state law thats causing some confusion about where candidates were supposed to file their paperwork. Kcrg tv9s Dubuque Bureau chief Katie Wiedemann explains. I think at least part of it was the fact that the city clerks werent accepting the papers and people didnt want to drive all the way into the courthouse or the city clerks werent saying, oh by the way, our deadlines are coming because it wasnt on their radar either. Department of agriculture is spending 100 Million Dollars to help install nearly 5 thousand additional ethanol fuel pumps in 21 states, including iowa. The usda says a typical gas pump delivers 10 percent ethanol. But the grants will help install pumps that offer higher blends of ethanol for more recently made vehicles. The nations top corn producing state, iowa, will get 5Million Dollars for 187 pumps. When people get their cosmetology license in iowa, it does not cover ethnic braiding. And now thats becoming the center for a legal battle. We look at arguments for and against salons needing a license to braid hair just like hair braiders in eastern iowa agree the requirement to get a state license for braiding is a bit extreme. Two des moines women are now suing iowas board of cosmetology over those requirements. They want to open an africanstyle hair braiding service, but say they dont need iowas cosmetology training to do it. They argue the states licensing system violates their constitutiona l right to economic liberty to earn a living. Kcrgtv9s Jill Kasparie joins us live in the newsroom. Jill, you spoke with women in cedar rapids that provide this hair braiding service. Yes and both got a license from the state to do it. That license requires 21 hundred hours of training at a cost of about 20thousand dollars. And were told very little of that training deals with hair braiding. The women i spoke with are not a part of the lawsuit but say it raises an issue sink water nats the customers are flowing in the door at erika stowes salon in cedar rapids. 18 53 09 a really pretty brown is what you want. She has her cosmetology license, but says most of the braiding she does she learned on her own. 19 03 10 i have been braiding hair since i was in middle school. It was something that was taught to me by an african lady that worked with my mom. Monique diaz at the jcpenney salon started braiding when she was younger too. Neither of the women say they learned the complex braiding at cosmetology school. They teach you the basics, the simple things, they dont teach you intricate stuff. The conversation about braiding and licenses has been circling in the industry for the last couple of years. Iowa lawmakers even introduced a bill exempting africanstyle braiding from the definition of cosmetology during the last legislative session, but it didnt go anywhere. Both of the women agree that 2,100 hours of training is a lot, but that some training is necessary. Theres a lot of sanitary and you can pass funguses and thats huge. So whether they go to school for 1,500 hours or 2,100 hours is what iowa requires, i dont think thats necessary but there should be some type of formal training 22 34 58 i honestly think they should go for at least 600 hours or so to get some form of license just because you are doing some sort of human contact you should have some training, if thats the case youll just have people at home doing braids or on the corner. The Iowa Department of public health, which oversees the board of cosmetology said in a statement that it cannot comment on pending litigation.
