Police were originally called out to a home on the citys Northwest Side for a report of a disturbance. Police say a man inside the home was threatening officers s en they arrived at the home. When police couldnt get the man to come outside, officers saw a fire erupt in the home. After breaking into the home to rescue the man, police say that man resisted the officers attempt to save him. Police ultimately had to leave him behind and run out of the home because of the fire and smoke. Investigators say the fire was set intentionanay. Authorities have not released the victims name. The county generates an esttated 40thousand newewnes each year. And, as you can see, those files have really piled up over time. To try and figure out how many we have, ill say we have thousands of files here. How about that . Thats linn county clerk of court roxann repstieh. Shes essentially in charge of all the shes out of space to store it all in the courthouse. Nats this is one we have two of these rooms you can come on in here. Ats why the county rents a half floor of the old hubbard ice building on 1st street. 7thousand boxes, potentially up to 700,000 individual files are kept here. Itused to be more. The 08 flood destroyed a bunch at an old facility and damaged many others. They had a company freeze dry them. Then they all came back in boxes. We had to inventory. Rh onda ogreen comes here regularly to grab a few relevant files each week. She says some date back to the 60s. Many files are seldom used. Yet, the county spends nearly 50 grand in rent to store them, each year. And it doesnhave a choice. Depending on the type of record it is there are different retention rules. Repstien is talking about this it says, for civil cases, once settled, the county must keep the file for at least ten years. For criminal cases, ten years after the sentence is complete. Then files can transfer to microfilm, which is much smaller to store. Things get longer from there. Probate files, we have no rules to get d of any of those. We have those forever. Juvenileefiles, there are no rules. Linn county isnt alone. Courthouses across the state face the same storage problem. To the north, jones county owns a similar warehouse. Essentially its little more than a tightly packed, dank basement. Well, its very dark in here. Wehave to use our flashlight. Relief is in sit, in 20101 the state started the electronic Document Management system, allowing new files to be stored electronically, eliminating the need for paper records. It was rolled out in phases. Linn county started april 2014. But that didnt address the mountains of old files. They have to stay put, meaning linn county s to keep payayng its 50grand rent check. Thats a full job position. So, thats a big deal to us. County supervisor Linda Langston says this is an excellent example of an Unfunded Mandate from the state. Something, she says, legislators donoften notice but should. We want to make sure that theyve mindful when they impose these things the only way old files get ditched is if iowa code is changed. State legislators we talked to didnt know of any bills currently in the works to do that. In fact, some said there isnt enough man power to digitize t paperwork and purur all the files, anyway. Nor would it be worth the price tag. Nat door. So, for now, it looks like all this paper is here to stay. Destined to collect dust in courthouses, basements, and in linn countys case, a warehouse, while tax payers foot the bill. Robins city leaders celebrated the new addition before the locallyowned restaurant opened for the lunch hour. Filling the restaurant request was one of the top pursuits in recent years. The linnmar School District is changing some of its preschool locatioio because of overcrowding. The district plans to make the shift starting in the fall. Right now, a Little Lions Preschool Program and an Early ChildhoodBlended Program run out of echo hill elementary school. But starting next school year, they will be at bowman woods and novak Elementary Schools. The district is still growing, so theyre shifting programs to buildings where theres more room. Associate susurintenden t Shannon Bisgard says echo hill elementary has about 620 students and that number is expected to go up. So theyre moving the preschool programs out space. Thats the plan for now, but bisgard says he still has concerns. 11 39 03 a growing population is great, but it also makes it hard to predict and plan for the future. Novak we definitely have room. That one we feel prprty confident in that we will beben good shape there, bowman isisight on space and thats a concern. We have to make sure theres enough room for our preschool and our k5 as well. With these changes, preschool programs for next school year will be at linn grove, novak and bowman woods. In the future, bisgard says the district is looking into other options such as a New Elementary School or a central preschool location to create more room for children. The linnmar district is also considering changes to Child Care Services at a few of its schools which could force 1 daycare off school property. Community providers come into the schools for their before and after school programs. District leaders recently asked for proposals from daycares who want to run out of indian creek, bowman woods and westfield Elementary Schools. 11 59 29 ththchange was really a result of the committee coming together and they had a once they applied the rubric to the various proposals that came in, the recommendation was pretty straight forward. The district is recommending that handinhand take over the before and after School Daycare programs at those three schools. The board will vote on the change on feb. 22nd. The school board decided in january to cut discretetnary bus service to save about 400thousand dollars s annually.
