Were following a developing story out of charlotte, north carolina. A man is in life support after he was shot during protests over a Police Shooting there. This is a live look at those protests. Right now, officers are in riot gear, and are using tear gas to control the protests that have gotten violent. Pop these demonstratio ns are a second night in a row. They broke out after an officer shot and killed 43 yearold keith scott. Police say the officer approached scott, who got out of his car armed with a gun. Thats when police say they shot him. The officers gave loud, clear, verbal commands. I know that gentlemen was dead when i walked up here. He didnt respond. Scotts family says he was unarmed and was only holding a book. They are demanding the Police Department hold the officer accountable. A jury has returned a lesser verdict in the murder trial of this man. They found david miller guilty of voluntary manslaughter in the death of sabrina janish. Miller was originally charged with firstdegree murder. Police found janish dead in the shed been strangled and stabbed multiple times. Cedar Rapids Police say they never found a specific or credible threat to jefferson high school. Their investigation was related to a 15year old boy who shot and killed himself at the high school, earlier this month. After the suicide, police investigated the students social media posts for Credible Threats of a mass shooting at the school. They found none. Itll take at least one more night. The iowa city board of delayed its decision on the construction of a house resembling kinnick stadium. Thats because for a second week in a row a hearing over whether a couple could build the home went all night. Reed and Sandy Carlson who are from decorah want to build the 7 thousand 500 square foot replica at 101 lusk avenue. Thats in the manville heights neighborhood, not far from the real stadium. But neighbors say the home would create safety concerns, parking live outside city hall tonight. Samantha, it looks like well have to wait even longer for a decision . The fate of the kinnick style house is still up in the air. Thats because tonights meeting has gone four hours long, and is still going on right now. We heard from the concerned neighborhood residents for the first two hours of the meeting. Presenters at one point demonstrated with a scale drawing how First Responders wou proposed home, arguing the road is not long enough. We then heard from the applicant, reed carlson who says he grew up a die hard hawkeye fan and wants to use the home as Gathering Spot for his family. The carlsons wanted to use it for their own personal use. We feel that this will be a central Gathering Spot for our family for many years to come as we celebrate future life events such as birthdays, holidays and School Events as well as university of iowa and Community Events the board asked carlson if he work with the city to change certain aspects of his home, and he says he has been willing to work with the neighbors and the city all along. Thats how much dubuque will charge a couple to live in their home for more than a year. On monday, the Dubuque City Council unanimously voted to buy the property at 6450 pennsylvania avenue. The city will pay the couple 204thousand dollars for the property that covers less than half value. Kcrgtv9s Katie Wiedemann reports the couple landed a good deal. City leaders say they heard the couple wanted to sell their house, so the city made an offer that they say is less than the homes market value. Now if they want, the family can stay there for awhile, for one dollar per month. Dubuque city engineer, gus psyhois says this home sits right next to the citys industrial park. He says the city wants to own this property in case thre development in that area. Because there is no immediate need for the city to tear down the house or do anything with the property, theyre allowing the family to stay put until december of 2017. The city will charge the family one dollar per month to live here. But there are a few strings attached. They have to pay all of the real estate fees. Gas, electric everything. Plus property taxes, everything like that. Psihoyos says the city has made deals like this in the the homeowners door to hear their thoughts on the sale and the one dollar rent. Opposing a tuition freeze for iowa students. The senator had also voted in favor of an Education Funding bill. It included school money for a during debate, mathis voted against an amendment mandating a tuition freeze. But she ultimately voted for the funding that made that tuition freeze possible. Her vote against the amendment was really against the mandate. Saying she opposed a tuition freeze is a stretch. Shes just bad news in summary, the money the ad says was wasted. Was never spent.
