Thats why the county rents a half floor of the old hubbard ice building on 1st street. 7thousand boxes, potentially up to 700,000 individual files are kept here. It used to be more. The 08 flood destroyed a bunch at an old facility and damaged many others. Hey had a company freeze dry them. Then they all came back in boxes. We had to inventory. Rh onda ogreen comes here regularly to grab a few relevant files each week. She says some date back to thee0s. Many files are seldom used. Yet, the county spends nearly 50 to store them, each year. And it doesnt have a choice. Depending on the type of record it is there are different retention rules. Repstien is talking about this bit of state code. It says, for civil cases, once settled, the county must kee the file for at least ten years. For criminal cases, ten years after the sentence is complete. Then files can transfer to microfilm, which is much smaller to store. Thiis get longer from there. Probate files, we have no rules ttget rid of any of those. We have those forever. Juvenile files, there are no rules. Linn county isnt alone. Courthouses across the state face the same storage essentially its little more than a tightly packed, dank basement. Well, its very dark in here. We have to use our flashlight. Relief is in sight, in 2010, the state started the electronic Document Management system, allowing new files to be stored electronically, eliminating the need for paper records. It was rolled out in phases. Linn county started april 2014. But that didnt address the mountains of old files. They have to stay put, meaning linn county has to keep paying its 50grand rent check. Thats a full job position. So, thats a big deal to us. County supervisor Linda Langston says this is an excellent example of an Unfunded Mandate from the state. Something, she says, legislators dont often notice but should. We want to make sure that theyve mindful when they impose these things on us, that they understand it comes with a cost. Ultimately, the only way old files get ditched is if iowa code is changed. State legislators we talked to didnt know of any bills currently in the works to do that. In fact, somemeaid there isnt enough man power to digitize the paperwork and purge all the files, the now, it looks like all this paper is here to stay. Courthouses, case, a warehouse, while tax payers foot the bill. The city is working to buy the building, where the county stores those files right now. The city will likely demolish it to make way for a flood wall. The county says it has the rest of the year to find a new spot for the files. County supervisors have identified a possible location, but wont say where until they finalize a deal. The iowa utilities board could be nearing a decision on the bakk oil pipeline. E. This week, the threemember board is meeting to discuss whether to approve a permit for the project. The company, dakota access, wants to build the pipeline from north dakota to illinois, ananit would cut through 19 counties here in iowa. The utilities board is reviewing a range of concerns, from environmental to economic. Dakotataccess says that pipelines have a Better Safety record than other methods of crude oil sierra club points out that in gallons were spilled from railroadadars. But over 5 million hazardous liquids were spilled from pipelines iowa is the only state that has not yet approved a permit for the pipeline. With thehe changes, preschool programs for next school year will be at linn grove, novak and bowman woods. In the futurur bisgard says the district is looking into other options such as a New Elementary School or a central preschool location to create more room for children. The assosoate superintenden t t says the disisict would like to expand the preschool program. The linnmar district is also considering changes to Child Care Services at a few of its schools which could d rce some daycyces off school property. Community providers come into the schools to operate their before and afterschool programs. District leaders recently asked for proposals from daycares who wananto run out of indian creek, bowman woods and westfield elementary schools. 11 59 29 the change was really a result of the committee coming together and they had a rubric that they used to judge the proposals that came in and once they applili the rubric to the various proposals that came in, the recommendation was pretty straight forward. The district is recommending that handinhand take over the before and after School Daycare programs at those three schools.
