The good part with all this, it wont be terribly active for the next few days. No, it should be very quiet here for the rest of this work week. The only hazard we will have to contend with weatherwise is that we have gusty wind and i will show you that coming up. We have our air temperatures that are pretty decent. If this flood wasnt happening right now, we would be able to enjoy this weather quite ar bit and at least were done with the 50s is where we sit. The high that were going for is around 67 and that occurs around 3 00. And a lot of sunshine here from start to finish. We want to get you the latest numbers at cedar rapids. The crest is occurring with a little over 21. 7 feet and most of the impact is on the righthand side of your screen, the folks at vinton know what the impacts are and farther downstream, it increases the overall confidence of 23foot crest coming up and there are the impacts when you see the level obtained and at 23 feet it reaches the bottom of the third avenue bridge. Little over 22 feet pit reaches the bottom of the Second Avenue bridge and top of the first street level at 22 1 2 feet. So we should be able to hopefully get through it fine and help those barriers hold. They did good in vinton and thats got part about locations downstream. Chris, thats the latest at the river levels. Back over to you. At mandatory evacuation, plenty of people are out of their homes for the next six days. The evacuation affected homes and businesses and several neighborhoods along the cedar river. The city is setting up dozens checkpoints and overnight, police told tv 9 they will have a larger presence around the evacuated areas there is a curfew in place for the evacuation zone from 8 00 until 7 00 in the morning in the week. Forest sounders is watching for the evacuation zones he joins us live. Forest, what are you seeing at this early hour today . Reporter let me give you a looksee of what were talking about. Were on the edge of the evacuation zone to the southeast of the czech village. This is what it looks like. Theres nothing more to it than this. And just empty streets back there. We haves seep a number of Police Officers in the area and what i can tell you is assist with the National Guard in setting up 75 checkpoints in cedar rapids in this evacuation. Thats going to happen later today. We are hearing that the National Guard is going to send up about 400 troops here to assist local pd and authorities and in patrolling and protectingh this area because during those curfew hours erik lot of people have been concerned about their property. The National Guard is going to be on hand to supplement the police force in protec theyre not going to be armed. They will be there to help. We have had no reports of any looting. We checked with authorities earlier today and they told us that they havent had any substantial reports or any substantiated reports of looting in the evacuation zone. There are extra officers on hand right now. Patrolling this area and keeping those homes and businesses within that large checkpoints will come into effect later today, 75 of them. So it has five more feet to go before the projected crest. Core would have to take this on for several city blocks going betweenc 3rd and 5th streets along the railroad tracks. So many other neighborhoods and we will go through these right now. Time check for the Northwest Side that could stretch back to tenth and maybe 11th street northwest depending on where you are looking. The taylor neighborhood on the Northeast Corner of the taylor neighborhood could be affected. Kingston village will would be in the middle and the western part of czech looking down toward and you cant see it on this one and theres a neighbor by 380 and thats a lowlying area and oak hill, jackson and newee bill all part of this. Brea love is updating us on the cedar rever throughout the morning. Have been standing near pit watching it go up swiftly. What is it looking like rightp now . Well, chris, just as it has all morning, it is definitely rising. I am standing outside of the how fast its getting lighter you can see the lights reflecting off of it. Ck this is the center park area. Theres a bench out here thats been completely submerged. Its getting deeper. Weve got a marker out here tog measure how far the water has come toward us since weve been here this morning. Were out about a foot right now. So 12 inches toward us since 4 30 this morning. That was an hour and a half ago. It is moving quickly. We talked tor a police officer, the one that escorted us down here and this we talked to a different one who said at 2 00 a. M. , he was driving down there. So just a matter of hours of thats how fast this water is moving so that gives you something to expect over the next 24 until we get to that crest point. So theres a lot of sandbags out of here. A lot of hesco barriers out here to protect the area. I have been out in vintage for the past couple of days and that gives us hope for what we will see out here in downtown cedar rapids. Theres a curfew. Make sure you stay out of this area and we have a its a dangerous situation and well move out of here once the water gets a little bit closer. Stay safe. Lets move upstream along the cedar river as some people in paylow palo are if they do leave, they are worried they wont get back in. Several did evacuate but others chose to stay so they could stay near the sump pumps or take care of leaks left behind from sandbags. Several told us they remember how high the water got during the flood of 2008. And by deducting maybe five, six, seven, eight feet for a much lower river crest, they could get by without major damage for 2016. Thats why im staying. To be as high. I dont think the damage will be as bad. I think weu will have a better chance this time to save stuff. Chris another reason that some chose to stay inside of the evacuation zone in palo is Alliance Energy planned to cut the power in those areas and if they would need to keep generators running toe pump out any water. The cedar river is in the crest in vinton at this hour. Heres an uptop view from vinton and the cedar river benetton county Sheriffs Office on your right, and youu can see as we head down third west street is the courthouse and forth next block, its going to turn north and right on highway 150 because that one, of course,chosed throughout vinton because of the high water and this gives you a dramatic view of the impact and this was from yesterday. It is cresting right now. Mick cole griffin reports from vinton. Reporter the Vinton County emergencyu manager his team are on call and they have been overnight as this for the worst. Becky sloan has lived in this town for 25 years. Her house is right next to hinkle creek which runs into the cedar river. The water has flooded all the wayt up to the side of her yard but since her family took precautions after the flood in 2008 like adding a a small retaining wall, so far her house has not flooded. Shel says after the water recedes, shes looking forward to getting things back to normal. Im thinking it could have been a lot worse but i going to be the best part of this. I think its going to be a lot of trash left over and a lot of wood and debris. Reporter take a look at this video of the town of vinton. It gives you a good picture of what this town is dealing with, floodeded streets, yards and parks causing roads to be shut down in this area. Im standing here on east 3rd and 1st avenue where you can see the impact of those floodwaters. Overall, our weather does remain very quiet this week. Thats really good news for us. It will be a bit windy later on plenty ofe sunshine from start to finish. Extended dry time. Thatth will be critical for the local area in terms of getting these waterways hopefully back down below flood stage fairly quickly. This entire flood event has gone on since last wednesday, you have to see what cedar falls does before you know what waterloo is around cedar rapids and the way things have all gone, its consistent. A real big thanks to the Weather Service and the river forecastn centers for really updating these frequently as we have gone on. The message is consistent this entire time really. In progress hopefully cresting right about now, 21. 76 is the official reading at vinton. Its barely moved in the last hour. We think it may have stopped at this point. Coordination between us and the National Weather service believes were on track for 23 morning. Now its probably going to take a very slow time getting there. So it will get to about 22 and probably just creep up to 23 and creep right back down again. It may take much of the day to get to that exact value. Its in progress right now and rising about a third of a foot per hour. So the initial rise is happening very quickly. Here are the impacts that you can associate with this and we will continue to keep updating these as the river continues to rise here. Affecting the lowest now. Lowest residents are 18 1 2 feet. And takes that into account later today and reaches the bottom of the third avenue bridge town over 20 feet. Want is a had a major flood event in independence yesterday. That flows southeast through the basin in order anamosa right now. It will take its time but up to 24 feet on wednesday morning and of course, the mississippi toward dubuque, we have been focin four, five day bus much of minnesota got soaked as well. The mississippi is swelling up quite quickly, too, up to the north and it will take s time going south toward dubuque but another foot and a half rise toward friday. I380 bridge is the only one still open in the core and the ramps are closed and the closest you can get by driving to the river to exit 38 will be the 7th street ramps on the north and east side and the thattings 33rd avenue if you have to. Saw a little congestion on 7th street and wilson avenue, particularly on 7th street there. That gets backed up with a couplep stop lights shortly after the ramp. Take you longer to get through there. Its moved about a foot and a half since we placed it at 4 30 this morning and two hours,e the river went and we had an escort take us down here and he could drive down here thatat tells you this water is not slow. It is moving quickly so theres a lot of sandbags around the motte building just like theres plenty of sandbags around all of downtown, massive commuty but there is a curfew in place right now. It ends in just about 30 minutes minutes from 8 00 p. M. To 7 00 a. M so this is not an area you should be in. Plenty of police marking those checkpoints so you wont make the ins take of coming down here and its not a safe situation so you definitely dont want to be near this water so again, the water is rising quickly. Chris whats important for people to know about today . I know were making evacuations but what is the message you want to get out . Mayor a couple of things, the next 48 hours are the most dangerous of the whole flooding there are people waking up this morning and they are still in their homes in the flood inundated area. I ask you to take your suitcase, gym bag, duffel bag, backpack it up and move out. My badge says mayor and it doesnt make me more important than anybody else but as leader of this community, safety is my main concern. If theres a breach in this water coming out. We dont think there will be but theres always that chance. Thats why we ask people to move out and those that arent in the area, please stay out. Chris volunteer response, i saw it yesterday and its heartwarming all the way around. Were in a monday and we have cedar rapids schools in and its teenagers and families that might want to help, but what can they do today . I know a lot of the public sandbagging can be shut down because evacuations are in place. Mayor we have all the techni the last couple of days and it wasnt just hundreds. It was tens of thousands of people really stepped up to help out with that second line of defense. So we had all the contractors in the City Learning the first line which is a temporary berm and the second line of defense and was all the sandbagging and people did an awesome job really. We talked about the checkpoints and evacuation plans and you said that cedar rapids is not going to turn into a police state with this, but we will probably see more presence i areas of the 28foot inundaition plot. Mayor we have 50 plus checkpoints around the community and beam have driven by. They see that we started to put the road closure signs up. We think the first wave of most oflo the National Guard will be in place by noon today. Were meeting with the core group to go over the integrity of this first line of defense, which is the time, its like all the people in the launch room putting up a rocket. They all have their work to do and thats what were going to do over the next 48 hours and if it works, well save the city. Chris d ill say it quickly and i thought over week, it might have been their finest hour in a lot of ways. Mayor its heartwarming to see everybody pitch in and not just cedar rapids, its people from outside of as they drove down and dropped off sandbags. Many people who live along the cedar river will be out of their homes for most of this week. E the city has asked everyone within the red area you see here to be out of their homes and pol up dozens of checkpoints around this evacuation zone for this morning forest sounders has been tracking along the evacuation zones andnd he joins us live and have you seen a heavy Law Enforcement presence out there on the streets this morning . Reporter they certainly are out here, chris. In fact, a few moments ago, an officer pulled up and went through this road closure sign section here. He was in an unmarked car and so even though people cars in the evacuation zone, those who decided to stay behind they are out there in unmarked vehicles as well. This iss what were talking about when we talk about thate evacuation zone. Were in the southeast and justs a little southeast of the czech village. Really what you cant see is just a lot of empty streets and very quiet out here. A lot of road closed signs along 19th avenue and the entire perimeter of this evacuation zone. The National Guard as you heard the mayor just say is theyre sending about 400p tries to cedar rapids to help shore up of the boundary of the evacuation zone and help officers patrol the area inside. Right now, cedar rapids Police Officers have extra officers in this area making sure that there is no looting in the area and i can tell you some very good news. We did contact authorities earlier today and they toll us that they havent had any reports of looting in the evacuation zone. Checkpoints that you heard, were hearing 75 are going to be placed around the boundaries of the evacuation zone. Those are likely to go up at least some of them today around noon. Maybe later and we will find out how those are going to function as they get set up. We might hear a little bit more during todays press conference at 10 00 which we will carry on kcrg. Pauls United Methodist church and the othere is west, on e Avenue Northwest on cherry hill. Lauren winfrey reports on what the people who had to evacuate are now dealing with. E reporter residents in thed cedar rapids area have started i to evacuate their homes ahead of flooding. Shelters like this one at thee Cedar Hills Community Church and while the red to help thosee and theyre offering food and shelter to those who might need them. Organizerde says although theyre prepared here to shelter and serve hundreds, right now, the number of residents who ebbing ched in remains relatively low, but that all could change throughout the morning and later into the day. I spoke with a woman who says she and her children had to relocate from the shelter downtown because the water was shut off and although shes concerned about her well being, right now, shes happy to see the Community Come together in this t its just seeing everybody out there just comingr together to just volunteer their time to help the community isas always that always puts a smile on my face toh see how everybody can come together. Reporter chris says she was around in 2008 for that recordbreaking flooding. A she describes it as scary and devastating and says although it may be heartbreaking to see the city prepare for the worst again, at the very least, the Community Support has been tremendous. Cedar Rapids CommunitySchool District is closed today, tuesday and wednesday. Cedar rapids Metro Catholic schools are also closed for those three days. Mercy university has cancelled classes for today and tomorrow. W. Also this note, the citys two hospitals, unity point healthth st. Lukes and Mercy Medical center are planning to operate as normal during the flood. Although people who might have to get to a hospital, they have to find other ways to get there throughout not even the high water were seeing can take away the weather question. When you look at all these high crests that were dealing with in fact, the National Weather service has a great list. Five of the highest crests are snow melt slides. True or false . Are those calendarbased . Is it one where you can look at it and get a good sense of it . You can. True or false, well have i can tell you right now from what i could tell on the website, one of the highest september river stages was about 10 1 4. Its high stuff especially for the fall after all. Here we go with. Point doppler radar, were dry and quiet. This is good news. Well stay dry for the entire duration of the nineday forecast which is very good. Big blocking pattern coming up. Lower 40s and lower 5 0 s. Combine that with a westerly breeze around 10 Miles Per Hour. It makes it feel like everybody is down to the 40s and what that is typical for september. In fact, the average highs and lows at the end of september are generally around 70 and lows at night in the low 40s its typical for this time of year. Heres the futurecast. Those are clouds. Theyre outw toward chicago land now continuing to move their way off to the east. Okay weather for the noon hour today. Lots of sunshine but theres and anywhere from 15 to 25 miles an hour and as we get to the evening hours, we will lose the wind speeds and we will stay clear here. Going into tuesday this is where the blocking pattern comes into play which well show you in a moment. Theres an area of low pressure thats dropping in to the north and the thinking is that this low will cut off over the great lakes. When that happens, we actually stay below average for quite some time for the next five days well have our temperatures held down to the 60s. Heres 1 00 tomorrow. The southwestern side of it getting into northeast iowa, probably nothing more than clouds and catch a sprinkle and its mainly clouds that will be on the increase later on tomorrow. These are the wind speeds we can an tiss pate and we will get to the lunch hour. Sustain around 20 miles an hour. Definitely a typical late september breeze going through the windows and theres 4 00 continuing on with this and same story lose the daylight, the winds should back down and that will allow our temperatures tonight to fall even a little more than where they are currently. In fact, our area of low pressure will be swirling over the great lakes of the big ridge of High Pressure comes from the north. Its a cool ridge of High Pressure. Look at those warmer colors being suppressed toward our west. And this will also help to steer a tropical system probably toward florida or cuba by the end of next week. Thats something that would, again, continue to keep us pretty dry here and weather and it looks like were going to get it tuesdays high around 66. Wednesday, more clouds as the upper low spirals around our area and we stay dry on wednesday. Tell you what, though, its a cool 64 when you dont have any sunshine around. When you go back thats interesting weatherwise question changed. Anyway when you go back in history, a lot of them are five out of the seven. The 1993 one was not a summer one. I was april of 93. Winter and this will be a rare one to insert in there on the crest list. Chris you talked about how rare it was for september when you emailed and had the first real watch. Absolutely. So heavy traffic there. Over on 1st avenue, if you taket that way in, construction zones continue and youo are down to one lane from 10th to 16th and further out on the east side where then 35th to highway 100. At this point, chris, it may take longer and your route may be different and you may have to go around. No major accidents, no major delays and everybody is cordial. Construction is still in place today. That has not gone away. At least eight years ago we had the one day before the flood really hit where we had all that rain. It seems li i clear for us. S.
