Heres what we have in vinton. Its in progress. The crest is in progress right now. The official gauge height is 21. 74 feet. Thats a lot of stream flow there in vinton and it just appears to be cresting now its at. What thatto does is it raises confidence for what happens downstream. Thee cedar river at cedar rapids which is around 18 feet cresting five feet higher at 23 feet Tuesday Morning. Here are the next four impacts and what weu can expect and this will be true over the next two to three hoursco and once it surpasses 20, wee will keep updating you with this. You will see it affect the lower section especially right now. Affected and 23 feet it reaches the 3rd avenue bridge in downtown. Were watching the wapsi inen a most sa and the Mississippi River at dubuque in progress, slow progress. It crests at the very end of this work week. While it was not a mandatory evacuation, plenty of people in cedar rapids are out of their homes for six days. It affected homes and businesses and several neighborhoods along the cedar riverr thes city is seght up dozens of check. Arnsd the evacuation zone. Police told tv 9 they had larger presence around the evacuated areas and theres a curfew in place for the evacuation zone from 8 00 p. M. Until 7 00 a. M. Throughout the week. Kcrgtv9 is on the west side ander foaser sounders and what are you seeing at this hour of . Well, let me show it to you here, chris. There isnt much going on. You look at the road closed sign and this is a common thing that youll see when zone. Po these road closed signs are all the way up and down 19th avenue which is where were standing right now. Southeast of the Czech Village by a little bit, and the evacuation zone right now doesnt actually have any of those checkpoints. Those will be set up later today after talking with authorities. Theyre waiting for the National Guard to be on hand, about 400 National Guardsmen are headed to this area. Theyre going to help local authorities set up checkpoints in the checkpoints across the evacuation zone. Were hearing that additional officers are on hand right now to be inside of the evacuation zone. Theyre there to protect property, homes, businesses from any kind of looting or any kind of criminal activity. Good news. We talked with authorities earlier today. They told us they havent seen any signs of any of that and those extra officers are on hand, again to prevent it. On how theyre going to work from authorities and we might hear more of that at a 10 00 a. M. Press conference which the city set up and were waiting here more chris, back to you. Chris thank you for the live update. Taking a live look at downtown from up top. Cedar river is going up. As ky mentioned, its at 18 feet. It is expected to go up five more feet before it is expected to crest on Tuesday Morning. Heres what the expected cresto will look level of 23 feet. You can see for downtown water is expected to cover several city blocks and it shows them close to the Railroad Tracks between 3rd and 5th streets. We have been updated all morning. The river has moved about four inches in 30 minutes and i talked to a Police Officer who was down here and he told me he was driving on this area. This is a street down here. He was driving at 2 00 this morning. That was two hours ago. That kind of explains how fast this water is moving now. Werer outside of the motte building and theres a lot of sandballings and we have them all over town. Weve been talking Massive Community effort to get everythingr prepared. Soy hopefully all of those will hold up through our next 24 hours were expecting that crest tomorrow morning. Sometime around this time tomorrow. Make sure you stay safe. There is a curfew. Youre not allowed in this area. We had a Police Escort down here. Youre not allowed to be down here. Stay out of here. Theres a lot of roads closed signs and police are at checkpoints. Its on the Southeast Side of the city. It lies south of otis road and blakely boulevard. Neighbors and some volunteersc from a Cedar Rapids Church spent hours on sunday to tryva to help others to evacuate the roompot area. Theresl some concern roompot is one the first parts of the city that flooded back in 2008. I had the chance to meet margiel simms who was not here eight years ago and you she heard about the threat ofb flooding this neighborhood, all these people who lived down here a long time. Im kind of a newbie, its really, really nice. Everybody is taking care of everybody. Simms says she did not think she would be able to save as much as she did from further upstream are not following the orders to evacuate. They will not be forced out but if they evacuate, they may not get backa in until the danger has passed. Many of the 80 people told to evacuate in southeast palo did live but others chose to stay so they could take care of leaks behind sandbags. They remember exactly how high it got eight years ago and b deducting six or seven feet on the cedar, they could get by without major damage this time. Thatse why im staying. The damage or the water level is notot going to be as high and i dont think the damage will be as bad. We have a better chance this time to save stuff. Another reason that some chose ton stay inside of the evacuation zone as Alliance Energy planned to cut the power in those areas and they will need to keep generators running to pump out any water. Crest point in vinton at this hour. Heres an uptop view of vinton yesterday and the cedar river. This is approaching the Vinton County courthouse. You can see that on the top. We turn east on 3rd street, the Vinton County Sheriffs Office is there on the right and before this drone turns right on highway 150 and starts heading north, youll get another look at this as kcrgtv9 Nicole Griffin reports on the situation in vinton. Reporter w the Vinton County emergency manager they have been overnight as this town continues to prepare for the worst. Becky sloan has lived in this town for 25 years. Her house is right next to hinkle creek which runs into thes cedar river. The water flooded to the siderd of her yard but since her family took precautions after the flood in 2008 like adding a retaining wall, so far, her house has not flooded. After the water recedes, shes looking to haveu been a lot worse but i think the cleanup will not be the best part of this. I think its going to be a lot of trash left over and a lot of wood and debris. Reporter look at this drone video of the town of vinton. It shows you what theyre dealing with, flooded streets, yards and parks causing roads to be shut down in this area. Im standing here on eastburg and first avenue where you can see the impact of these floodwaters. Reporting in vinton, nicole after a building from a flood of 2008, one neighborhood is in danger of flooding once again. Well show you some of the ways that businesses throughout new bell are taking it upon themselves to keep the water out. The crest will be right about now and the flooding will come to an end and it will be a slow fall. By about thursday,ee you will see the waters go below vinton, that extrapolates to almost 23 feet for Tuesday Morning. Confidence is high on 23foot forecast crest at cedar rapids. Right now, its at 18. Flooding would come to an end at the end of this week. Youll notice the impabs there on the righthand side of your screen those are primarily the impacts around the crest height but really the next four impacts as the river does continue to rise. At 18 feet, its the lowest section of edgewood road northwest right now. Expect commute tieups right th it affects the lowest residences in palo and the cedar at palo is higher than cedar rapids and it will reach the bridge deck and it reaches the bottom of the third avenue bridge and we anticipate that to happen given the iffoot crest forecast. The wapsi crested at major flood category. Its in progress right now another foot and a half rise in dubuque but it will take all week for that to happen. Expect the mississippi to be elevated actually much of october. It will be questionable when it gets back to below flood stage. Again, takes a long time for thattive arer. As anybody knows along the mississippi, a long time to rise and fall as well. So this includes nubeau, and much of downtown for when you are looking east and further south closer to the nubeau. They will assist in helping to patrol flood zones. We saw a squad car drive by not too long ago but it is quiet out here and so quiet, you can hear the crickets and you can see behind me there isnt much going on inside the evacuation zone we have road closed signs on all of these different roads that intersect with 19th avenue or a little southeast told that 400 National Guardsmen are on their way to help patrol as well as setting up 75 checkpoints and we want to calls that people concerned about looting inside the evacuation zone. Authorities tell us there are no confirmed reports of that. That isnt happening. Right now, theyre hearing a lot of great things. People are complying with the evacuation and there hasnt been any crime hand, however to patrol this area until those National Guardsmen arrive and again, thats going to happen sometime later today. Were expected to see those checkpoints start up and we will, of course, tell you more about that when it starts to happen. For now, chris, ill send it back to you. Chris thank you for then update. Business owners are upset the city did not put the temporary flood walls in and the barriers by them. And pub chose to build his own wall of sand to protect his restaurant in high water. Also a a fairly windy day and we expect the wind speeds generally going to be into 25 mile an hour range and it is dry. Kyle thankfully our work weekt will be mild. We are dry and quiet here for the morning and again, anticipating this to stay dry and quiet today, too. For the most part, again, we do anticipate things to be very quiet morning forward. Areawide, we have the actual air temperatures that are primarily here on the order of upper 40s to lower 50s. Thats actually a very comfortable stuff here for this time ofe year and the feels like the season. This is what we anticipate in terms of wind speeds. Business owners near the newbo area say theyre upset because the city did not put up barriers. 16th avenue, the city said, would not be effective because its not a flat serious. Hesco are large bins filled sand on both sides of the river. They act as portable floodwalls. The city used 40 feet. If they hold, they should keep out, because of design, up to 26 feet of water. Some of those restaurants and shops on the other side of thehe wall decided to put up their own protection. They built a fivefoot wall over the past few days. The Business Owner has sandbags in front of the building as well as behind the wall and the owner tells us he plans on running a generator outside. His restaurant took on so muchlo damage during the flood of 2008 and he plans to stay here to stop the floodwaters from ruining his restaurant. Its disappointing because i put a lot of time and money and effort into this building and trying to this neighborhood can grow and to be left out, it feels like it wasnt for any good. This is the best placement for it. You have a long stretch of concrete and in order to really form that waterproof barrier, i cant put it on you cant put it on soil. The hope is thats where its going to crest and stop there. Either way, that rea the crest will be at cedar rapidsda which continues to look around Tuesday Morning, early Tuesday Morning around 23 feet. Its in progress right now. The new update over the past hour was 18. 3 feet. So its rising about a third of a foot per hour at this rate and that would get it up there toward 23 feet early on Tuesday Morning. Here are the next four impacts that we see. In fact, were already affecting the lowest section of edgewood road. Take extra time during the morning commute and anticipate much more traffic even with schools shut down in cedar rapids and anticipate a lot more traffic than you would in that part of town. It will affect the lowest residences in palo and the stream flow is much higher than what we are experiencing in cedar rapids. 19. 5 feet is when it reaches the ferry road bridge deck and of course, those bridges are already shut down this morning. The want is a well into flood category toward independence. It will do the same toward anamosa, 21. 4 feet and the Mississippi River at dubuque. Lets look downtown where so much is shut downj for several blocks heres a look particular the dark so you may not have a sense of how quickly it is going up but it is going up quickly. This is the cinder park area. Theres a bench over there where people can sit and watch and it is completely underwater at this point. I placed a blue marker. You cant see it now but hopefully we will show you that when its light out. Its moved about ten inches since iv placed it out there at 4 30. In an hour, we moved ten inches toward wherev we are. Definitely moving quickly. Rising quickly in a massive effort to sandbag and build the hesco barriers and which was out in benetton watching their flooding are those have withstand. Hopefully it will do the same here as we mentioned, cedar river here is supposed to cresth tomorrow morning and there is a curfew in place right now. 8 00 p. M. To 7 00 a. M make sure you stay out of this area. Wes had a Police Escort down here. So were going to move out ofee here after the morning show. Its a dangerous area. Its said. Thats on the west side of downtown right next to the Police Station so when you see that view, youre looking toward newbo across the river. I380 bridge will be the only bridge still open in the entire city. Give yourself extra time this morning if you must 30b bridge and that is out of the way with in the city. Also, quite ao few other streets are closed or will be closing near the cedar river so make sure to be patient and also be aware of that. The 380 ramps in downtown cedar rapids are also closed. The closest that a driver can access the river to enter or exit i380 will be the 7th street ramps on theo north and east side or wilson avenue ramps on the south and west side and consider that 33rd avenue i380 bridge, though, will stay open. Many people who live along the cedar river will be out of their homes for most of this week. The city asked everyone within the red area to be out of their properties by 8 00 p. M. Last night. Police and the National Guard are setting up dozens of checkpoints around the zone this morning. Forest sounders is tracking the checkpoints too see if they are going up. Forest, what do you see . A Law Enforcementt presence . Are they going throughout quiet at this hour. Reporter certainly is quiet. Like we said just a little bit ago, it is quiet enough out here you cani still hear the crickets chirping. Yes there are Law Enforcement officers out and about. We have seen patrol cars going up and down in the evacuation area tryingck to make sure and its safe back there behinda us but no actual checkpointsts are in place. Just a lot of road closed signs and were waiting for the National Guard to get out here, the National Guard are on their way to cedar rapids to build. We hear 75 checkpoints around the evacuation zone. They will be unarmed to assist police and patrolling and protecting this area during those curfew hours and outside of those curfew hours and curfew running until the flood event is over from 8 00 p. M. Until 7 00 a. M. There have been no reports of looting. Thats something we want to calling us, asking us, concerned that their property might get broken into. We checked with authorities this morning. They told us that, no, there have been no rt roes of looting inside of the evacuation zone, which is very good to hear until the National Guard gets here, we have extra officers on hand. They are patrolling that region and you are asked to stay out of it and when those checkpoints go up, well have a better idea of how theyre going to work. Two shelters are set up in cedar rapids foru anyone who had to evacuate by yesterday. One is at st. Pauls United Methodistwe church on the Southeast Side of the city and the other is on the Northwest Side at Cedar Hills Community Church on e avenueue northwest. Kcrgtv9 Lauren Winfrey reports on people who had to get out are now dealing with. Reporter residents in started to evacuate their homes ahead of flooding. Shelters like this one here at the Cedar Hills Community Church, the red cross stepped in to help those displaced families and theyre offering food and shelter and other various services to all those who might need them. Organizers from the red cross say although theyre prepared here at cedar hills to shelter and serve hundreds, right now, the number of residents who ebbing ched int remains relatively low but that all could change throughout the morning and later into the day. I spoke with a woman who says she and her children had to shelter downtown because the water was shut off and although shes concerned about her well being, right now, shes really happy to see the Community Come together in thishe time of need. Its just seeing everybody out there just comingi together to volunteer their time to help the community is always that always puts a smile on my face to see how everybody can come together. Reporter crystal says she was around in 2008 for that recordbreaking flooding and she describes and says it may be heartbreaking to see the city prepare for the worst again, at the very least, the Community Support has been tremendous. All shelters in the area are open 24 hours. If you havent left your home now but you do decide to do so later in the day or throughout the week, organizers here at the shelter say theywa will welcome you with open arms. Alliance has shut off gas service to 35 customers in vinton and another 135 in paylow and 50 other customers have asked alliance to shut off their electricity.
