This morning five people face charges in the death of a 14 yearold from vinton. Authorities arrested them yesterday for Emma Redlingers accidental death. Police say a friend shot Emma Redlinger in a home in february of 2015. She died days later at a hospital. Charged with Involuntary Manslaughter and interference with official acts. 52 year old robyn merchant faces a federal charge of providing a gun to a prohibited person. Investigators say gun wa provided to h son, 17 year old dillon winterroth, who faces possession of a controlled substance with intent to deliver and other charges. 21 year old chase merchant also faces several drug charges including possession of a controlled substance with intent to deliver. Another 17 year old faces minor charges. Police also arrested a sixth person who was present at the time of the arrests on drug charges. A year ago, Police Responded to Merchants House where they found redlinger shot in the head. Federal prosecutors accuse robyn merchant of knowing her son, dillon winterroth, was a drug user and giving him a gun that was used killed redlinger. Authorities have ruled the shooting an accident. Thats after the federal government ordered a two month delay because the state wasnt ready. Iowa medicaid director mikki stier has addressed the 16 issues the federal centers for medicaid serces they inclulud expanding the network of doctors and hospitals that will accept medicaid patients. Stier also says the state has stepped up communication efforts to answer questions from patients. The state expects the centers for Medicaid Services to decide soon on whether to iowa can move forward with medicaid privatization on march first. This friday is the first funnel for the Iowa Legislature meaning all bills must make it out of committee to survive. Hundreds of people were out at the statehouse yesterday, lobbying for a bill that would not allow minor to use tanning beds. The house bill would ban tanning until the age of 17 and then require parental consult until age of 18. Lawmakers in support of the bill say tanning is too risky for a persons health.
