Supreme court will address the General Assembly this morning. Chief Justice Mark Cady will speak about the state of the judiciary in iowa. He is scduled to speak at 10 this morning. Twtw years ago, cady asked for an 11 Million Dollar budget increase. Governor branstad wants to pump another 145 Million Dollars into k through 12 education in the next fiscal year. Thats a 2 point 45 percent increase. But one School Superintendent in eastern iowa isnt sure thats enough new money to make a difference. Governor bransnsd made the announcement yesterday during his condition of the state address. Last year branstad vetoed 55Million Dollars in onetime money lawmakers agreed on. So this percentage comparededto last year is an improvement. But that wont be enough for some small districts like north cedar. The county is seeing declining enrollment which means the state must spend more per student. But branstadssroposed increase isnt going to cover it. Anytime youre talking about two and a half percent in growth whatever you call it, thats going to be disappointing to most superintendents. Superintendent cooper says most districts need a foururercent increase to make up for increased salaries and other expenses. The governor says education spending will add up to just less than half of the overall proposed budget. The governor brought up a couple of other issues dding his condition of the state speech. He talked about future ready iowa. Thats an initiative with the goal of having 70 percent of iowas workforce educated or trained beyond high school by 2025. The governor also brought up criminal Justice System reform. He issued a call to work with legislators to address disparities in iowas criminal Justice System. Political polls help candidates gauge their support, and they give the public an educated guess of which way an election may go. But sometimes, polls contradict for example, the wall street journal, nbc and marist released polls over the weekend that put Hillary Clinton and Bernie Sanders in a atistical tie in iowa. This is the agribusiness report. Im david geiger. For farmers. One of the Biggest Challenges is planning for the weather. Or rather. Being able to deal with whatever weather comes your way. Which can be difficult when trying to stop nutrients from leaving a field. The department of agronomy at Iowa State University says fall application of nutrients should be done after the ground has dropped below 50 degrees. At that temperature. The biological process of to nitrates. Called nitrification. Is really slowed down. But this year. After soils got to that temperature. They warmed again. If nitrogen is in the soil as ammonium. Then wet conditions wont move much. If any of it. But if it gets converted. Water can take it away. But that doesnt mean applied nitrogen was lost this winter. Even though they were thawed an not frozen, the soils were cold. Denitrification would not be going on because its a biological process s compared to a summer or springtime event when soils were warm, we would not have expected denitrification losses, but we could have had leeching of nitrogen. Leeching. Or losing nitrogen by water going down through the soil. Is different from runoff. When water runs on top of the soil. According to sawyer. Runoff does not lose much nitrogen. However. It does create erosion problems. And causes phosphorous concerns. While there isnt much landowners can do to change the weather. The department of agronomy does have safer times to apply nutrients. The late fall. Sawyer says only earlier fall applications could have lost out on nutrients. But even then. Producers shouldnt assume their fertilizer is ne. Producers should wait and see how things go in the spring use some testing in the spring. Perhaps decide on how those applications are performing and not just make a quick decision to apply morrnitrogen. I think wed rather see them waiting and see how the springtime goes. Fall application is an important tool to farmers. Who have limited time and resources while planting in the spring. Or have too steep of hills to apply fertilizer during the growing season. The long awaited Crop Production report from the usda is out today. Us corn and bean production are both estimated to go down. Analyst alan brugler gave me the rundown on whats going on in the grains. Particularly how the wheat market got a bump. Were getting a nice little bullish pop here the usda gave us a little bit to work with. And we were fairly technically in some of these markets. Either on an chart basis. So a little Short Covering going on. Particularly in the wheat youre seeing that. The report was bearish other than the winter wheat seedings number down 7 percent from last year and 14 percent from two years ago. So thats a dramatic drop in u. S.
