Since emergency crews have already rescued a few people after they fell through the ice, some in cedar rapids are making theyre prepared in an emergency. Fire crews broke the ice for their annual ice rescue training on tuesday afternoon. They practiced rescuing each other and themselves. Leaders say ice conditions were good, but when the ice is cracked, it can be very difficult to get out. Fire captain Nathan Goodlove says its critical to stay current on this training. The funeral for a Johnson County died sunday in Coralville Lake will take place saturday morning. 17 year old tanner wymer and another man went out onto the lake in a lightweight canoe. The Johnson CountySheriffs Office says the canoe overturned. The other man, 51 year old michael felton, was able to swim to shore, but wymer disappeared in the frigid water. Searchers found his body on monday. Wymer was a student at Solon High School where he also played football and was a wrestler. His visitation will be from 3 to 7 pm friday at st. Governor Terry Branstad is proposing sales tax to fund Water Quality efforts in the state. But some lawmakers oppose that idea, saying it puts school needs against Water Quality. Branstads proposal includes extending a 1cent sales tax established in 2008 to make improvements in School Buildings by 20 years. He wants to divert a portion of that money to Water Quality projects. Last year, Des Moines Water Works spent 1. 5 Million Dollars to operate a system that removed nitrates from drinking water. The utility blamed farmers upstream for the runoff, and sued 3 counties. City Stormwater Utility fees could get much higher for large commercial Property Owners in cedar rapids. The city is considering a change that would base those fees on the size of buildings, parking lots, and other surfaces that keep water from infiltrating the soil. The proposal would also include ways for those large Property Owners to cut costs. Put in features such as rain gardens, infiltration practices, wetlands. Those can actually reduce the fee someone pays the city believes the change in billing could bring in as much as an extra 1. 5 Million Dollars a year. Communities throughout linn county will start paying more soon for curbside recycling of paper, plastic and other items. Its because those recycled goods are becoming less valuable. New plastics are made from petroleum, which has been getting cheaper. So when the price of oil drops, its less expensive for companies to buy new materials. The Solid Waste Agency has picked up the entire cost of processing materials for 17 years, but that subsidy is coming to an end. Cedar rapids may pay as much as 225thousand dollars a year as part of higher costs. The recycled items collected at the landfill company. The most recent contract charged the landfill 34dollars and 50 cents a ton. But the new contract asks for 65 dollars a ton to do the same thing. Recycling has never been free.
