Justice correspondent Ryan Lucas Ryan what happened. Well there it really was a whirlwind morning with this back and forth as to whether he will or will not remain in his job but the bottom line as you said is that Rod Rosenstein is still the deputy attorney general as you said he headed to the White House this morning expecting to be fired he was not he had a conversation what White House press secretary Sara Sanders called an extended conversation with President Trump about these recent stories that have come out about Rosenstein. And we shouldn't will and he we should say that had to be by phone because or some other device because President Trump is in New York for the u.n. General Assembly this week that's right that's right and he will be back in town later this week and what Sarah Sanders said is that Rosenstein will return to the White House on Thursday for a meeting and chat with the president again then what is your sense about that 1st of all Thursday's a Already important day this week it's the same day Brett Kavanaugh present terms Supreme Court nominee is back on Capitol Hill testifying after a 2nd allegation of sexual misconduct so Thursday is already a very busy day what did you pick up anything from the tone of the statement that you know this still might be an issue in Stein's job on Thursday Well I think it certainly will still be an issue I mean this is this is what they are going to come and discuss as far as we're aware at this point in time and there has been you know a lot of incoming fire from the president directed at Rosen sign over the past several months he's made his frustration with the deputy attorney general clear believes that the Russian vest occasion which Rosenstein overseas should be shut down and so you know this is been a frequent source of tension. But this is something that they're actually going to sit down and have a talk about on Thursday and it's important. One because of you know what what the outcome will be and who oversees the Russian Vesey ation But if he stays. It's important and how he goes if he goes as important as well the question of whether he resigns or if he's fired it remind us why well if you resigns then under federal law the president can replace him on an acting basis with another official who's been confirmed by the Senate so somebody that the president has a good relationship with if he's fired then things are a lot muddier it's hard to get someone in there right away and the big question hanging over this is of course who will oversee the Russian Vesta geisha and the accusation from the left is that the president wants to get rid of Rosenstein and replace him with someone who may squeeze constrain or even just outright end the Moeller investigation so that's a big question well of course it's a it's reminding many the Nixon Watergate era when Nixon asked his attorney general and then his deputy attorney general to fire a special prosecutor both resign or were fired instead of doing that so people are thinking of that but the point is that a president can't fire an attorney general or a deputy attorney general or an acting attorney general member President Tom fired saleyards the acting attorney general a year ago when she balked at his immigration policies what did you get the sense that this New York Times article which again Rosenstein denies others have said he may have made those comments but sarcastically. Gives the administration a chance to do what President Trump has said he's wanted to do what without saying it's because of the Russian investigation they can now point to the New York Times article Well there's certainly been that that theory floated by a number of Democrats just saying that this would provide a contact sorry a pretext for it for the president to fire Rosenstein And as you noted that something that the president has been quite open about his his displeasure with a lot of what Rosenstein has done but I think that the president would also be hard pressed to justify that among folks on the left at least to any way shape or form in which he might. Get rid of Rosenstein is going to be viewed as an attack on the mall or investigation so back to this big week that we have coming up we now have the president having a face to face conversation with Rod Rosenstein on Thursday we have Cavanaugh. Testifying and with a new allegation in The New Yorker magazine of a woman who says that he. Investigation into all of this well the president has said that he doesn't believe that the f.b.i. Needs to get involved he says that there were 6 background checks done in to happen on this throughout his you know rise through the judiciary and the president says that that is sufficient He's also said they are doesn't want to get involved but it's not clear whether or not that that was conveyed that way to Him bottom line is he has to get involved has to be the one who requested it if it happens and Democrats are not backing down from their request that this needs to be handled by law enforcement and professional investigators now over the weekend we found out that Christine bossy Ford this is the 1st accuser of Brett Kavanaugh who said that she was sexually assaulted when they were both in high school that she had reached a deal with the Senate Judiciary Committee to testify on Thursday is that still likely to happen as far as we know right now that is still on now these new accusations are very fresh and to be honest Congress isn't in Washington yet they fly in for business on sometime midday today and they will not really see us reporters until about 3 o'clock this afternoon so there's a lot of conversation that still needs to happen between center Republicans and their leadership and members of the Judiciary Committee about how they're going to go forward on the new allegations and negotiations appear to. And there's a lot at stake for everyone here there's a lot of stake for Republicans though because they have dreamed of a 54 conservative majority on the court for decades this is their chance to get it at the same time as we've reported not a lot of Republican senators want to get up there and have a you know confrontation on television for everybody to watch with Christine bossy Ford Yeah and again that's something that I'm sure as part of their calculus we do have the midterm elections coming up in just over 40 days and so there will be a political element of this where Republicans will have to decide whether or not it is worth it to have that public fight that you're talking about is it possible that Kavanagh's nomination will be pulled Well it's something that activists on the left are definitely asking for but so far most Democrats in the Senate particularly on the Judiciary Committee are instead just asking for a suspension of the proceedings to allow for investigations to continue you know that it's been a lot of focusing from Democrats on the need for the f.b.i. To be involved and intil they start picking up this this line about him needing to pull his nomination entirely I don't see that that is something that Republicans are really even going to respond to now a lot of people have their eyes on a few key senators including Republican Susan Collins of Maine also Jeff Flake the Republican senator from Arizona and Bob Corker Republican senator from Tennessee those 2 are leaving office after this election so they don't they don't have to face the voters and Susan Collins is always been considered to be a moderate so what could change their votes on Cavanagh that is something that I'm going to be asking them as soon as they show up in Washington see him but they are for sure under a ton of pressure and Democrats are not go they are not going to go easy on them this is going to be the kind of thing where they pressure these moderate Republicans to come out in a post Kavanaugh 1st though they're vulnerable Democrats don't ever have to weigh in at all that is n.p.r. You cannot smoke in the war and we don't have a bad so what do they do they fade they dab they consume edibles What does it mean to dab by the way. They have to read they put what ordinary in put a little bit of backs or shatter or life resin and they consume by mouse through the reek. Kind of like today and then they hang out there for a while and when they do. Different things some people just coming with the luggage from airport they put in pins on the maps where are they from looking at things wallowing sitting down then consuming for maybe usually a tea people there for between 1015 minutes and maybe an hour or 2. There we have a office room where they sit down there on the table where we have a big room where they. There's several tables and it's kind of an entertainment room where we have also pinpointed a ball we have projector we have several T.V.'s they kind of hang out it's a good place to hang out people working from there I've seen a lot of people really I mean you know it's time yeah I have seen people in suits call and see all those of us of companies. But it's also we think that there is so much we can do within the business to not doing we think that people needs to be educated there is nothing wrong as a product it just people need to understand and do it right just like wine sounds really nice with and then when it's in the glass in the right the Cajun and in could be not so nice when it's consumed then there is a breach now you cannot sell marijuana inside the consumption club but you do have a dispensary that you own next door right yeah we have a dispensary similar ownership then the war and there is the doors of connecting to so do you think that the regulation should change so that you can sell it in the club it will change if it will change the cannabis market and then we're in I don't have an answer for it that definitely will help clubs like this to become profitable but does it want to have more places where are they selling cannabis or not I don't know how to answer so do you think that most of the people that are consuming in your club are buying from you as well a lot because we have a good consumption thievin say buying something next door so it's just makes sense to buy something Ok so otherwise you have a consumption fee that they have to pay correct that's 5 dollars 5 dollars How many people come in in the course of a day. Sometimes in the busy days like during holidays like labor they were really busy or for 20 would have hundreds of people coming but normally I would say maybe throughout the day about 50 people if you're just tuning in we're speaking with Rita who is the co-author of a social consumption club in Denver for marijuana it's called the coffee joint I want to switch gears now and ask you about marijuana etiquette because this is something that a lot of states now with legal marijuana are having to deal with what kind of questions do you get from people about how to be a polite marijuana consumer they actually known asking those questions but I think environment kind of dictates them of how we want to see them as a consumer we were very concerned that we will become a place were homeless people who just hang out in it's going to get quickly. Duty an unmanageable but the thing is the other way around people coming and they behaving better is that we imagined we really didn't have to tell them how to behave say driving that in that really nice direction they things they they were in the place like ours do you think it's acceptable to carry out a business meeting while sharing an edible Absolutely because it's really you can you can does the same thing with alcohol he just depends that you have to know your ideas but that doesn't happen that often with alcohol that I mean I've never been in a business meeting at my place of work and had somebody open up a beer in the middle of a conference or I guess maybe they'll have some champagne if we're celebrating something but just a tiny bit right but you probably can imagine going to the meeting then somebody will order their wine during lunch meeting that socially acceptable so it's the same thing you think. I think so and we've seen business meeting from cannabis industry happening at our place where they all consume it together and I think that's what the acceptable I'm trying and it's it looks something I would put disobey than books night we had a producer who brought in a guest into our studios for an interview about the marijuana business and the guest was dressed in a suit but apparently just totally reeked of marijuana do you think that's except to pull. Them think so because they don't think you expect him to behave that well. That way you know I don't think over consumption it's not actually good result a whole or with cannabis so if people know what the Sibley overconsumed probably not good. Are there different rules of the road depending on where you are like if you're at a friends house or in a hotel or at a concert do you think that the rules are different Absolutely just like everywhere in if you in a concert you have to be respectful to the concert to stablish mint and to musicians and they if you're in a hotel it's still not home not your home you have to respect full to whatever it is and then you're home you can do pretty much more of what you want if you don't bother other people so as I'm asking these questions and I'm hearing your answers and thinking you might think why is he asking me all these questions about marijuana it's the same thing with alcohol but I think for a lot of people this is very new it feels different than it does not call. This is here and now the tit for tat on tariffs continues the United States imposed another round of tariffs on $200000000000.00 worth of Chinese goods today then the Chinese turned right around and did the same thing to $60000000000.00 worth of American products Beijing also accused the top administration of trade bullyism as it runs low on options to counter the escalating trade war let's bring in Derek Thompson senior editor at The Atlantic for a look at the big picture of what this fight is doing to the global economy Hi Derek Jeremy and these 2 countries which by the way are the 2 largest economies in the world had already hit each other with $50000000000.00 in tariffs but this what happened today is a major escalation Yes it is and in summary we tax their stuff so they taxed our stuff and now we're taxing their stuff this is what trade wars are it's 2 countries saying I'm going to raise prices on my company's and my family's in order to punish your profits so tariffs are a form of self punishment it's cutting off your nose to spite your friend's face this is a tax on American farmers on American car manufacturers on American consumers and that's one of the reasons why so many economists say there is no such thing as winning a trade war because to appear to be winning a trade war is Trump might think he is winning a trade war right now merely means to raise prices on companies and families in the u.s. So it's not entirely clear where this is going to go next but if it continues on this path of incremental escalation we're going is nowhere good and we're getting pretty close to the point where there's nothing left to tax between the 2 countries Yeah and when there's nothing left to burn you have to set yourself on fire I suppose a little stars reference but seriously I don't know what's next so for China their economic growth has already slowed but they have more political space arguably to say devalue its currency maybe even use state propaganda to tell people to boycott u.s. Products the u.s. Is in a big. The opposite position on the one hand even though our annual g.d.p. Growth is slower we're in the middle of this economic expansion so we're arguably by going by sort of acceleration in a stronger position economically you could say but trade wars are brutal on companies the Times is a great piece this morning on companies looking to set up factories outside of China so they're turning to places like Cambodia Ethiopia these are places with worse infrastructure less expertise in manufacturing shoes and shirts and electronics so that might be great news for Cambodia and Ethiopia and I'm sure like there are great investors smart investors out there looking for companies in developing nations that could stand to benefit from a trade war with this is also a great example of how in an attempt to punish China we are inadvertently punishing ourselves cutting off our own noses to spite their faces did we already seen the trade war start to slow the economy's down in either of these 2 countries China and the United States it's hard to say because the trajectories in the us in China are different the us has been growing slowly but steadily for 9 years we are deep deep deep into recovery at having added jobs for more consecutive months I believe than any recovery on record China's annual g.d.p. Growth is much larger than ours it's got about 6 percent versus about 2 percent for us but it's in a period of essentially decelerating used to be growing at double digit percentage points every year and so both of those trends are ongoing that said it's reasonable to expect that consumers and producers in both the u.s. And China are going to lose out here believe that a ratings agency Fitch downgraded the forecast for us in China g.d.p. Growth by about 0 point one percentage point 0.2 That's not enormous but again that's a. Forecasts they don't know what's going to happen yet they don't know what happens if the u.s. Taxes all of Chinese imports and China responds by essentially banning u.s. Companies from operating in China that hasn't happened yet but it's the sort of thing that can happen in a trade war were both sides are anchored in their trenches Derek One thing that we do know will happen is eventually this recovery will and there will be you know a correction a recession whatever it may be is it likely or do economists think at this point that it's going to be something like China that brings it down or that it will be the price of oil which is a 4 year high or corporate debt which is skyrocketing or could they all play together to to lead to economic problems Jamie I think the best way to think about this is that whatever ends this recovery is going to have to be big because the u.s. Economy is enormous it's a $1000.00 trillion dollar economy that is chugging along we've been growing at about 2 percent every single year we're adding jobs wage growth has been growing at the bottom of though it's a little bit to celebrating so whatever stops this recovery is going to have to be a big object China's big you know 2nd biggest economy in the world that's a big object corporate debt maybe it's that maybe it's you know rising oil prices even though right now at $80.00 a barrel it's not exactly in the danger zone but when you put all of these things together when you mess with an economy that is growing steadily but not exactly on fire and you threaten it with a trade war with the 2nd largest economy in the world yeah that is the sort of thing that might just tip us into a downturn hysteric Thompson senior editor at The Atlantic Derek thank you thank you let's go to the Carolinas now where Florence is by no means finished some rivers are still rising thousands of people have been told to leave their homes before they crest in North Carolina the Cape Fear River is rising still and there's an ongoing disagreement about the levels of coal ash in the water near Wilmington environmental advocates say they've seen Duke Energy says its water tests don't show it Jason De Bruyne from member station do a u.n. Report. David Burton and Matt Butler are part of the Water Keeper Alliance that's an environmental group that works to protect waterways they are part of the rapid response team for Hurricane Florence that means they were out on the Cape Fear River as soon after the storm as possible they saw foam in the river from running water but they saw something else too this is quite obviously really different stuff a stick the paddle down here you can see if we. Get a little bit on here Burton dropped his or in a gray ashy looking clump floating in the water the sediments really different it looks like sand but sand sinks and you can see their sphere spherical nature of the of the particles there truly is indicative of coal ash I reach for the or but Burton stop me I would let you touch it but it's just pretty toxic stuff you don't want to get your hands down in it Burton and other Riverkeeper say they can identify coal ash by feel you know if you have gloves on you can feel it rolled around your fingers you feel that there's a little pebbles almost like little tiny marbles in your hand historic flooding cost several dam breaches those dams are supposed to keep wastewater from the Duke Energy Power Plant separate from natural waters in the Cape Fear says Butler So now what we've got is the Cape Fear River suddenly coal ash ponds are all essentially the same body of water some areas that are normally dry land are now under 10 feet of water I've been around a lot of lakes and a lot of rivers and I've never seen a dam failures catastrophic what we've seen here Duke Energy says it has tested the waters in the Cape Fear on Sunday spokeswoman Paige Sheehan said the tests have been clean the good news ever were upstream and downstream are fairly. And they're all worth it in water quality and are in place to protect the environment Sheen says what is visible in the water are seen as fears another coal ash byproduct. That Duke says is not harmful but burden the Water Keeper says that's just another word for the same thing so if they know that you know that coal 'd ash is a bad thing they'll call it something else and it doesn't matter what you call it it's got heavy metals bonded to it's got toxins bonded to it it's a constituent of coal ash state regulators didn't get on the Cape Fear until Saturday Michael Reagan is the secretary of the North Carolina Department of Environmental Quality at a news conference on Friday he addressed why the state hadn't conducted water tests yet our goal is to not put any of our state employees and harm's way and or inhibit any of the operations that I was just the agencies are conducting but Butler worries the state samples will be diluted because they weren't collected until Saturday Governor Roy Cooper was in the area over the weekend he said his administration would hold accountable whoever is responsible Looking ahead he also advocated for cleaner sources of energy I think one way to deal with this is to rely more on renewable energy to try things that are investment and solar and wind and should be strengthened quickly as we see what has happened but the immediate concern is the water quality in the Cape Fear River State regulators expect their tests back mid week for here and now I'm Jason De Bruyne. Agency for Palestinian refugees the periscope. I'm in accord but has also withdrawn from the Iran nuclear deal which the un oversaw and the Security Council Kota codified and there is going to be a meeting on Wednesday the President Trump will be chairing it is expected to talk about Iran this past week and there was an attack in Iran and Iran is blaming the u.s. The present time is expected to be critical of Iran in the Security Council meeting How's that going to go over given that the Security Council you know endorsed this agreement that it's actually the u.s. That backed away from not a rant Yeah I mean that's a problem and the u.s. Is also re imposing sanctions because of this and a big set goes into effect on November 4th so. You know the Trump administration is moving full steam ahead on on reimposing those sanctions Wow the other members of the Security Council are trying to salvage the deal I mean Iran so far has abided by its nuclear commitments that it made under that deal and there are some countries that want to continue to give Iran the relief that it was supposed to get for you know sanctions relief that it was supposed to get under that deal so that's going to be a big point of contention this week look the u.s. Programs far more than any other country and President Trump wants other nations to give more any chance of getting some response to that this week well I mean there is that there is a separate issue I mean the big budget item is u.n.
